Bengaluru to get museums on Indian Constitution, Ramayana, K’taka tribes

The museums will come up in an eight-acre plot in Nagadasanahalli near Yelahanka at the cost of Rs 120 crore and Rs 60 crore respectively.
An interactive museum will be built in Bengaluru dedicated to the Indian Constitution and the history behind India’s struggle for independence. This will be one of two museums that will come up in an eight-acre plot in Nagadasanahalli near Yelahanka at the cost of Rs 120 crore, the Karnataka government said on Thursday. The museum will function as a centre for interpretation and showcase the objective, structure, and the challenges faced by Dr BR Ambedkar and other architects of the Constitution. The museum will also chronicle the time leading up to the time of framing the Constitution from the days of freedom struggle. Minister for Social Welfare Priyank Kharge who is spearheading the project, said, “The Constitution of India, for the first time in the world, envisioned a truly equal, just society and guaranteed every citizen of India, irrespective of their caste, class, religious beliefs, language, and economic status equality in law. The Constitution celebrated the diversity and difference of the Indian society and erased all hierarchies. It is the basis of our modern nation. In the current scenario, this cannot be stressed enough. Hence the museum.” It will also have a well-equipped and modern library with a compilation of the Constituent Assembly debates and their Kannada translations along with a vast collection of books and recordings of the Dr Ambedkar’s speeches, Kharge said. The second museum coming up in the same location will be dedicated to Maharishi Valmiki and his epic, the Ramayana, and will be built at the cost of Rs 60 crore. It will also have sections documenting the life, traditions, art and culture of the various tribes in Karnataka is also on the cards. It will also inform visitors about freedom fighters from Halagali Beda community including Jadaga and Veera Sindhura Lakshmana. Karnataka Deputy CM G Parameshwara said, “It is our duty, as citizens and as participants in the nation's progress, to take a full and active part in how the country is governed. It is our duty to understand and honour the Constitution of India and learn the struggles that went into making it. This museum will give every citizen a unique insight into it. At the same time, the Maharishi Valmiki museum will help us appreciate the literary and spiritual heritage of our land.”

Karnataka couple arrested for allegedly torturing 3-year-old son to death

In a complaint, the boy’s grandfather alleged that he witnessed the boy’s mother burn the 3-year-old with a cigarette until he passed out.
The police in Karnataka’s Kolar district have arrested the parents of a three-year-old boy on charges of torturing him to death. Three-year-old Pritvi was rushed to the Kolar District Hospital in the wee hours of Tuesday with severe injuries and cigarette burn marks on his body. Pritvi, who was lodged in the Intensive Care Unit of the hospital, succumbed to his injuries later in the day. The boy’s grandfather BM Nanjundaiah filed a complaint with the Malur Police Station alleging that he witnessed Pritvi’s mother Renuka snatch the cigarette from his (Nanjundaiah’s) son Harish and burn the boy with it until he passed out. According to Nanjundaiah’s complaint, his grandson was prone to throwing tantrums and was a mischievous child. “My son Harish fell in love with Renuka and they got married four years ago. They live in the apartment above mine and had a son Pritvi. From time to time, my son Harish would tell me that he was fed up of dealing with Pritvi’s tantrums. In those times, I would tell him to consult a doctor and may be figure out if there was a problem that we didn’t know about,” Nanjundaiah’s complaint states. Nanjundaiah stated that neither Harish nor Renuka consulted a doctor. He also stated that on Monday, February 25, Renuka and Harish had taken Pritvi to a faith healer in Malur. “Pritvi once again began shaking his head and crying and screaming. It looked like he wanted to convey something but we could not understand. Later, Harish and Renuka took him to a healer, who said some prayers for him. This was at around 7 pm on Monday,” Nanjundaiah’s complaint adds. Renuka, Harish and Pritvi came home and at around 11 pm, Pritvi allegedly began shaking his head and crying loudly. Renuka was allegedly beating Pritvi and demanding that he stay quiet. When Nanjundaiah heard the noise, he went upstairs to find out why his grandson was crying. “When I went there, I saw Renuka had snatched the cigarette from Harish and was burning my grandson’s body all over using it. By the time I managed to stop her, Pritvi had become unconscious,” Nanjundaiah’s complaint states. At around 12.15 am on Tuesday, Pritvi was admitted to the hospital. The Malur Police say that the little boy had injuries on his head and genitals, with cigarette burns on several parts of his body. Pritvi did not respond to the treatment and died. The Malur Police have arrested Renuka and Harish and booked them under section 304 (culpable homicide not amounting to murder) of the IPC.

Mapping Tulu: A rich oral tradition with deep roots in Karnataka

Tulu is a southern Dravidian language that's spoken by 1.85 million people in Dakshina Kannada, Udupi and Kerala's Kasargod district.
When the States Reorganisation Act came into effect on November 1, 1956, India’s internal borders were completely redrawn, with (approximate) linguistic borders demarcating newly linguistic states from their neighbors. This is also when the modern state of Karnataka (albeit under the name Mysore State), formed to represent the rights of Kannada speakers, took shape. What makes Karnataka unique among India’s larger states (barring those of the Northeast) is the fact that a large chunk of the state’s population (at almost 33%) consists of speakers of minority languages. No other South Indian state has such a large base of minority speakers, and this is something that makes Karnataka quite fascinating from the perspective of linguistic and cultural diversity. This equation becomes even more interesting due to the fact that many of these communities use Kannada as their literary language, in addition to oral literature in their own tongue. Kannada as a language has a sizeable number (in the millions) of non-native speakers actively taking part in the development and literary cultivation of the language (including three of Kannada’s eight Jnanpith Award laureates). Of these minorities, the Tulu speaking community (whose members are known as Tuluvas) is of particular interest, since unlike most other minority languages in the state, Tulu speakers actually form a demographic plurality in a certain geographic region. The oral tradition of Tulu Tulu is a southern Dravidian language with around 1.85 million speakers according to the 2011 Census, and arguably the best known non literary (ie, not consistently or widely used for literary purposes) Dravidian language, despite having fewer speakers than other languages from the family like Gondi (~3 million) and Kurukh (~2.5 million), both spoken by marginalised ādivasī communities in Central-East India. Even though Tulu is generally not used for written purposes, the language has been recorded in inscriptions as early as 1159 CE and was used to write classical works of literature, the earliest of which, the Srī Bhāgavato, dates back to the mid 1600s. Tulu is primarily spoken in the districts of Dakshina Kannada (by 48.6% of the population as per the 2011 Census) and Udupi (31.4%), and is also widely spoken in the Manjeshwaram and Kasargod taluks (16.2% combined) of Kerala’s Kasargod district, forming a cultural region often called Tulu Nadu. Tulu Nadu is also home to numerous communities that speak languages other than Tulu, including Byari, Konkani, and coastal dialects of Kannada (which preserve archaic features of Old Kannada lost in inland dialects, including the standard dialect based on the speech of Mysuru and Bengaluru). Tulu Nadu is a highly urbanized, culturally rich region of Karnataka centered around the cities of Mangalore (39.2% Tulu speaking) and Udupi (52.1%) that enjoys high levels of economic prosperity and also boasts of high human development indicators. It punches above its numerical weight in contribution to the state’s GDP, is home to a number of educational hubs as well as popular Jain and Hindu pilgrimage spots (like Kukke, Mudbidri, Karkala, and Dharmasthala), and has given Karnataka (and India) numerous cultural icons, even a chief minister. Tulu has a rich oral tradition, reviving folk song forms like pāḍdana, stories, and popular theater (nāṭaka/āṭa), including yakṣagāna. It also has an active tradition of filmmaking, giving it an added cultural presence, with around 5 to 7 Tulu language films are produced a year. The geography of a language Interestingly enough, according to a grammatical sketch of Tulu by the linguist DNS Bhat, the limits of the Tulu linguistic area correspond neatly to a set of natural, geographic features in the region. To the east, the foothills of the Western Ghats form Tulu Nadu’s easternmost reach, while rivers in the region mark its northern and southern limits - the Suvarna (just north of Udupi) to the north, and the Chandragiri (on whose banks the city of Kasargod stands) to the south. This means that parts of Udupi district lie outside this Tulu linguistic area, including Kundapura taluk. After all, political borders, even those of states, don’t necessarily overlap with linguistic ones. Like any other language, Tulu shows dialect variation, and once again, geographic features serve to define boundaries. The mighty Netravati river (which meets the ocean a few kilometers south of Mangaluru) divides the language into a southern and a northern dialect, both of which are further divided along caste lines, Brahmin, and non-Brahmin. The northern (non-Brahmin) dialect is used as the language’s de facto standard, given that the language’s cultural and economic centers, namely Udupi and Mangalore, are situated to the river’s north. Co-existance of languages One defining cultural aspect of Tulu Nadu is the usage of Kannada as a written language by the region’s speakers of varied tongues, including Tulu. Tulu speakers use their mother tongue when they discuss their favorite movies with friends, chatter animatedly at eateries over kōri roṭṭi, and grumble about school at home. However, these same Tulu speakers make use of Kannada for newspapers, school textbooks, literature, and the like. The two languages occupy different linguistic domains of use. Even when Tulu is written, speakers generally use the Kannada script. In fact, Tulu Nadu’s literary usage of Kannada (along with the local presence of native speakers of coastal Kannada dialects) is what gave rise to the demand for the inclusion of Kasargod district within Karnataka, when states were reorganised along linguistic lines in 1951, even though Tulu and Kannada only dominate north of the Chandragiri (ie, modern Manjeshwaram and Kasargod taluks). Even today, visitors to the secluded, picturesque villages of Manjeshwaram taluk will discover that Kannada serves as a lingua franca and is the region’s primary written language, with Malayalam usually only serving a secondary role. In a nod to the cultural background of a significant percentage of his constituents, Manjeshwar’s late MLA, Abdul Razzak, even took his oath in the Kerala Assembly in Kannada. Similarly, parties campaign in the region in Kannada. Exemplifying this relationship between the region of Tulu Nadu, its languages (both Tulu as well as other languages), and its Kannada literary tradition, is the life and work of Manjeshwar’s most famous son, the poet Gōvinda Pai, the first ever Kannada litterateur to be awarded the title rāṣṭra kavi (national poet). Pai was a native Konkani speaker (as his surname indicates) who lived alongside Tulu speakers in Malayalam-speaking Kerala and wrote poetry in Kannada. Lack of official status However, despite Tulu’s dominance in Tulu Nadu - its position as lingua franca and status as most common mother tongue of the region’s inhabitants - the language has not been issued an official status in its own homeland. This is best illustrated by the fact that Mangalore’s official name, Mangaḷūru, is the city’s Kannada name, and not Kuḍla, its name in Tulu, a name that resonates on a much more emotional level with many Tuluvas (since it’s in their mother tongue). This goes for multiple place names in the region, where Kannada forms are official and not local Tulu names. In addition, although government offices in Tulu Nadu serve a mostly Tulu-speaking populace, they cannot offer them services in their own language. It’s important for the concept of a linguistic state, although founded on the principle of one land, one language, to include ample room for the development of minority languages and their literature and standardisation, lest we run the risk of slow yet sustained cultural homogenisation. Granting greater linguistic rights to minorities will play a key role in making linguistic states more inclusive of their other, non-official languages. Without official safeguards in place to ensure the language’s continued survival, some Tulu speakers feel their mother tongue has been left to flounder, relegated to a subordinate position within Tulu Nadu itself, its own homeland. Tulu activists have been trying to highlight this issue and effect political change by campaigning for the language’s inclusion in the 8th Schedule of the Constitution. Encouragingly enough, ordinary Tuluvas are joining in too, doing their part to help their mother tongue along. Exemplifying this is a Twitter campaign to bring attention to the language and its lack of official status, a campaign revolving around the hashtag #TuluTo8thSchedule. Recently, the MP of Kasargod brought attention to the issue in the Lok Sabha. This move, were it to be come to fruition, would mean a great deal for Tulu and Tuluvas. Making Tulu official in the districts and taluks of Karnataka (and Kerala) where it’s spoken by a majority of the population, as well as actively standardising it, developing syllabi for children, and teaching it in schools (something which has already begun, albeit on a small scale) would all help set the foundation of the language’s continued survival, helping it evolve into a language that can service the many needs of its speakers. In addition, it would set the stage for further literary cultivation in the language, giving a fillip to the growth of various forms of cultural expression and even academic writing in Tulu. Yeddyurappa under fire for stating air strike would help BJP win Lok Sabha seats

On Wednesday, Yeddyurappa had stated that the air strikes carried out guaranteed that the BJP would win more than 22 seats in Karnataka in the upcoming Lok Sabha elections. ‘Time to expand our footprint’: JD(S) to contest LS polls outside K’taka

To shed the image of a regional party, the JD(S) announced it will field candidates outside Karnataka in the coming Lok Sabha polls, even as its agreement with Congress over seat sharing is yet to be finalised. According to reports, the party is eying 10 seats spread over Kerala, Tamil Nadu, Maharashtra, Uttar Pradesh, Bihar and even the north east. The party’s national general secretary Danish Ali on Wednesday, said, “We had a national presence earlier, but later chose to position ourselves as a regional party owing to the changed political dynamics both in the state and national level. But now we have realised that the time has come to expand our footprint across the country.” The JD(S) other than being part of the ruling coalition in Karnataka is part of the LDF in Kerala which is running the government. The JD(S) has three MLAs in Kerala, while K Krishnan Kutty is state Minister for Water Resources.   Recently, the JD(S) had roped in former Chief Minister of Arunachal Pradesh Gegong Apang to the party.       I welcome Mr Gegong Apang Former Chief Minister of Arunachal Pradesh to JDS family. The political situation is similar to what it was in 1996.” Speaking in January, Ali had suggested that it would be cautious not to divide the “secular vote”. “We are also cautious not to divide secular votes. Our motive is to see that anti-people, anti- weaker sections and anti-democracy goes. We will stitch an alliance against the BJP,” Ali said at the sidelines of the party’s national executive meet on January 29.

‘Will destroy bakery if sign not removed’: B’luru’s Karachi Bakery receives 2nd threat

The caller claiming to be gangster Vicky Shetty allegedly said that if the word 'Karachi' was not removed in 24 hours, his boys would destroy the bakery.
Bengaluru's Karachi Bakery, located on 100 ft Road in Indiranagar, received a threatening call on Wednesday by a man who allegedly identified himself as Vicky Shetty, the underworld operative. This is the second threat that the bakery has received in less than a month. The manager of Karachi Bakery, Sukumaran P, allegedly received the call on Wednesday afternoon. “When I picked up the call, the caller said his name is Vicky Shetty and asked me if I am the owner of Karachi Bakery. He told me to tell the owner to remove the word Karachi from the board as people in India do not use the word Karachi. He said that if it is not removed in 24 hours, his boys would destroy the bakery,” Sukumaran told TNM. According to Indiranagar Police Station Inspector Ravi, a VoIP (voice over internet protocol) platform was used to make the call to Sukumaran. The Indiranagar police filed a non-cognizable report on Wednesday afternoon and later registered an FIR under section 507 (criminal intimidation) after obtaining the court's permission to register an FIR. “We know that the call was made via the internet, so it could not be traced. We are trying to find whether the caller was indeed the underworld don Vicky Shetty,” Inspector Ravi said. This is the second time the manager of Karachi Bakery has received a threat regarding the bakery’s name. Last week, the Indiranagar Police arrested nine persons after they mobbed the bakery, raised slogans and demanded that they change the name. According to Ravi, they are currently out on bail. The mob had gathered around the bakery a few days after the Pulwama terror attack, which killed 49 CRPF jawans. Vicky Shetty is an underworld operative, who is facing dozens of cases including murder and criminal conspiracy, in Dakshina Kannada district and Mangaluru. In 2018, the Dakshina Kannada district police had arrested his associates in connection with the murder of Abdul Jaleel Karopadi, the vice-president of a gram panchayat in Bantwal taluk. The police claimed Vicky was behind Jaleel’s murder, and did it over political and personal rivalry. Vicky Shetty is also suspected to have been the mastermind behind the killing of a convict in the Mangaluru prison in 2015. Soon after the murder of the convict, Vicky Shetty allegedly called a local news channel in Mangaluru and claimed responsibility for the crime, allegedly because he believed that the convict, Maddor Isbul, was an associate of Dawood Ibrahim.

Karnataka steps up security amid escalating Indo-Pak tensions, police on alert

Karnataka Chief Minister HD Kumaraswamy on Wednesday said police and intelligence departments have been directed to be on high alert amid escalating tensions between India and Pakistan. “In the wake of the unfortunate killing of our soldiers since yesterday, the defence department has taken some retaliatory measures. At a time when the situation depicts conflict between two countries, all state governments need to be alert,” the chief minister said. Police security will also be beefed up in Bengaluru, just like other parts of the state. Apart from Indian Air Force, Indian Navy and Army units, Indian Space Research Organisation (ISRO) and Defence Research & Development Organisation (DRDO) facilities are also located in Karnataka will also get additional protection, sources in the police said. Bengaluru City Police Commissioner T Suneel Kumar said, “As a precautionary measure, the entire police force in the state is on alert. There is no specific alert sent for any particular establishment or place.” A ‘state-1’ alert has been announced for the naval base at Karwar in coastal Karnataka. This means that a state of careful watching and readiness must prevail in lieu of danger. This calls for round the clock alertness. Check-ups will be conducted in and around the base.  Navy personnel have already started conducting thorough checks on civilians entering the base for works. Apart from a few selected gates of the naval base, all alternative gates have been closed. Security has been beefed up at the base with personnel manning both sides of roads and entryways leading to the base. This development comes after the Indian government confirmed on Wednesday that one Indian pilot— Abhinandan Varthaman was in the custody of Pakistani troops after he had engaged one of the Pakistani jets which had strayed into the Indian air space.  In a demarche issued to the Pakistani High Commissioner, the Indian government strongly protested the circulation of videos on social media of an injured Abhinandan and called for his early release by Pakistan.

For the last couple of days, the Karnataka cabinet has been working overtime to give its assent to projects and schemes before the model code of conduct kicks in for the Lok Sabha polls. But the controversial elevated corridor project for Bengaluru re-introduced by Chief Minister HD Kumaraswamy in the 2018 state budget seems to have got the miss during the recent cabinet meetings.   While this year’s budgetary allocation of Rs 1,000 crore for the project has not got the cabinet’s assent, the BMTC’s proposal for 80 electric buses and the revised conditions of the suburban rail project have got ratified. The PWD (Public Works Department) ministry could not be reached for comment. A staff at the CM’s office, however, claimed the project is not shelved. “The cabinet decision is that the CM, since he is the Finance Minister, will have to take a call on the issue. As it stands, once the elevated corridor project starts, the CM will allocate the money to the agency concerned after it is identified,” he said.    The project costing Rs 26,000 crore has faced stiff opposition from citizen activists on various grounds, especially with the slow progress in setting up a full-fledged suburban rail system and metro rail network.  The development comes after the government including Bengaluru Development Minister G Parameshwara seemed bullish about the project while maintaining that the government was ready to address concerns of the opposing public. The Karnataka Road Development Corporation Limited (KRDCL) which was thought to be the government agency responsible for carrying out the project had also sent a proposal to chop down 3,700 trees along the proposed corridor. However, a legal tangle involving Assistant Conservator of Forests, Prakash AD of BBMP limits, may also be the reason for the project to be left out. Since the project involves felling of more than 50 trees, a public consultation meeting has to be held according to Section (8) of the Tree Preservation Act (TPA), 1976. Activists had also earlier petitioned the State Environment Impact Assessment Agency (SEIAA) not to approve the project without the mandatory public consultation, pointing that it would amount to contempt of court citing previous Karnataka High Court orders.

Yeddyurappa was referring to the preemptive airstrikes carried out by India on Wednesday in Pakistan's Balakot, which targeted Jaish-e-Mohammed training camps.  "For the first time in forty years, Prime Minister Narendra Modi's bravery has resulted in Pakistan learning a lesson. When 42 of our soldiers were martyred, PM Modi had said he would extract revenge for the deaths of each soldier. With the preemptive strike, he has kept his promise," Yeddyurappa told the media in Chitradurga on Wednesday.  In an attempt to politicise the issue of the airstrike, Yeddyurappa further said that a large number of people are waiting for their turn to elect BJP nominees and re-elect Narendra Modi as the Prime Minister. Although India managed to shoot down one Pakistani F-16, the Pakistani Air Force too managed to damage a MiG-21 bison of the IAF. Wing Commander Abhinandan, who was piloting the bison ejected and landed in Pakistan occupied Kashmir. The Pakistani military also put out videos of Abhinandan, which India has called a violation of the Geneva Convention. On Wednesday evening, the Indian government issued a démarche to the Pakistani High Commissioner and called the neighbouring country's display of an injured Abhinandan a vulgar act. The government also demanded that Pakistan return the IAF pilot immediately.  The day was also witness to another crash. An Mi 17 helicopter crashed in Jammu and Kashmir's Budgam at around 10.10am on Wednesday, which killed six persons inside the chopper.

New Mysuru-Kodagu rail line sanctioned despite opposition from environmentalists

An 87 km railway line between Belagola in Mysuru and Kushalnagar, the largest town in Kodagu, a district until now which did not have any rail connectivity, has been sanctioned by the South Western Railways. The development was revealed by Mysuru-Kodagu MP Pratap Simha on Twitter on Wednesday evening, before an official announcement by the Railways. In his tweet, Simha thanked Railway Minister Piyush Goyal saying, “New Railway Line between Mysuru and Kushalnagar(87 Kms) APPROVED! Total cost 1854 crores. K’taka CM HDK finally allots chairmanship of boards, corporations to 9 JD(S) MLAs

After dilly-dallying for months, Karnataka Chief Minister HD Kumaraswamy has finally appointed nine of its 37 legislators as chairmen of state-run boards and corporations. "The legislators were selected for the posts in consultation with our party supremo and former Prime Minister HD Deve Gowda, party's state working president AH Vishwanath and party's senior leader HD Revanna on Tuesday as the general elections are nearing," a party official told IANS. Karnataka allies Congress and JD(S), as part of their coalition arrangement, have agreed to hold top posts in 30 boards and corporations in a 2:1 ratio in proportion to their representation in the assembly. Accordingly, Chief Minister HD Kumaraswamy on January 7 appointed 14 Congress legislators, including a woman MLA, as heads of various boards and corporations. "He has also appointed four JD(S) lawmakers as parliamentary secretaries according to the arrangement with the Congress, which already has eight parliamentary secretaries," added the official. Two more Congress legislators were appointed as chairmen of Karnataka Forest Industrial Corporation and Karnataka Tanda (Tribals) Development Corporation. The posts enjoy cabinet status with commensurate perquisites. Representation in the 34-member Council of Ministers is also in the ratio of 22:12, as the Congress has 80 legislators, including the Speaker. Ten of JD(S) legislators, including Kumaraswamy, are cabinet ministers in the coalition government' while two vacancies are yet to be filled. The Congress has filled its quota of 22 cabinet posts with the induction of 10 more of its legislators on December 22 in a reshuffle, in which one of its ministers was dropped along with its supporting party member. In the 225-member assembly, including one nominated from the Anglo-Indian community, the Bharatiya Janata Party (BJP) has 104 legislators, while the remaining are one each from Bahujan Samaj Party (BSP) and Karnataka Pragnyavantha Janatha Party (KPJP) and one independent. To ostensibly keep the BJP out of power, the Congress extended support to the JD(S) and offered the Chief Minister's post to Kumaraswamy after it was defeated in the May 12, 2018, assembly elections in the southern state.

K'taka woman hacked with a machete, allegedly by stalker

Police suspect that Namrata* was being stalked by a man, who may have committed the crime.
Late on Monday night, a 23-year-old woman from Hassan was brutally hacked with a machete inside her home allegedly because she rejected a stalked and married a Muslim man. Namrata (name changed) was asleep in her home in Sakleshpur, when a miscreant allegedly broke into her house and began hacking her with a machete. She suffered grievous injuries on her head, neck, chest, arms and fingers due to the brutal attack. Sakleshpur Town Police, who are investigating the case, suspect that Namrata was being stalked by a man named Raju, a few years ago, before she got married Rizwan*. "He had also professed his love for her on multiple occasions. She had refused his advances and told him to stay away. Raju began stalking her even after she was in a relationship with Rizwan. He had also expressed his anger towards her marrying a man from the Muslim community," the Sakleshpur Town Police said. Rizwan, who got back home after work late at night saw Namrata drenched in blood. He rushed her to the Hassan District Hospital, where Namrata is currently undergoing treatment for her injuries. "The victim is in a critical condition and is lodged in the ICU. We were able to note down her statement today (Tuesday). In her statement, she has expressed her suspicion on Raju and also members of a right wing outfit operating in Hassan. She has told us that a year ago, members of the Hindutva outfit had threatened her life as she was married to a Muslim man. She also said that Raju, who was stalking her, had also lashed out at her for marrying a man from the Muslim community instead of him, who is a Hindu," the Sakleshpur Police said. According to an official at the Hassan District Hospital, Namrata's condition is critical and she is fighting for her life. "The patient had lost a lot of blood. She is currently in the ICU and is under observation," the official added. The Sakleshpur Police have registered an FIR under sections 307 (attempted murder) of the IPC. "We have not yet apprehended anyone in the case. Once we detain Raju and establish motive, we will add stalking to the FIR," the police added.

Bandipur forest fire: Activists accuse officials of negligence on four counts

Lack of sufficient fire lines – gaps between the vegetation to prevent a wild fire from spreading – is being touted as a major reason behind the quick expansion of the inferno at Bandipur.

The fire in the Bandipur Tiger Reserve in Karnataka was finally extinguished after five long days of work by firemen, forest department officials and volunteers on Tuesday. Now, activists on the ground have alleged negligence on four grounds by senior forest officials posted in the area. The fire primarily affected three ranges— Gopalaswamy Betta, Bandipur and Kundikere – and engulfed large tracts of forest land which will take decades to grow back, according to IFS officers and naturalists. While Forest Minister Satish Jarkiholi on Monday said that 2,000 hectares were affected, unofficial estimates peg the damage to close to 7,000 hectares. Two activists that TNM spoke to have accused authorities of negligence on the following grounds. 1) The primary allegation, especially against the respective Range Forest Officers in the three ranges, is absence of basic fire lines. A fire line is a gap in vegetation or other combustible material in the forest. This gap acts as a hinderance to slow or stop the progress of a wildfire. An activist well versed with the functioning of the department claimed, “Basic fire lines were not in place – they are the most standard and basic work needed to prevent a forest fire from spreading. This is major negligence that is criminal in nature.” This was corroborated by a highly placed source in the forest department. The source said, “It has come to my notice. When we went to the jungle, I did not see fire lines anywhere, sometimes throughout vast stretches. This will be thoroughly investigated.” 2) Another major allegation is the lack of adequate deployment of forest fire watchers usually employed by the department in the summer. The activist claimed, “Errant officials often create false bills and pocket the money by using their regular forest guards, and do not employ additional people during the season when forest fires are likely.” He added, “The funds could have been utilised for putting pump blowers and water tankers in place to take care of emergencies. But we were still using stone age techniques to counter the fire.” 3) Satellite warnings and centralised information systems sent by the Indian Forest Survey were allegedly overlooked by officials. There’s also an allegation that senior fire officials volunteered to help the situation after knowing the development from TV channels, as they were not alerted by forest department. 4) Bandipur allegedly did not have a dedicated field director and was managed by a person holding dual posts who was stationed in Mysuru. A senior IFS officer claimed that this worsened the situation at the time of crisis. The senior forest officer said, “You can understand what happens if a captain of a team is missing. Managing forests is a very complicated issue. This requires a great deal of management and also earning confidence of the locals.” “These issues of fire lines and first reaction to the fire may have been dealt better with if there was a dedicated field director. But this is the situation across the state and not only in Bandipur - 112 out of 165 sanctioned IFS officers are in Bengaluru. How on earth can one expect these officers to dedicate themselves in forest protection?” he argued.    It was only on Friday that a field director for Bandipur was assigned after over two months. Principal Chief Conservator of Forests Sridhar Punnati who was on the ground overseeing the firefighting operations conceded that there were some lapses on part of the department which compounded the disaster in addition to existing natural conditions. “We will look into all the allegations and take action accordingly,” he told TNM.

Bangalore metro timings extended by 30 minutes in view of T20 cricket match

India and Australia are scheduled to play a T20 international at Bengaluru's Chinnaswamy Stadium on Wednesday.
In view of the T20 cricket match, which is to be held at Bengaluru's Chinnaswamy Stadium on Wednesday, the metro rail service timings have been extended.  According to the Bangalore Metro Rail Transport Corporation (BMRTC) officials, due to the match between India and Australia, metro rail services will be extended by 30 minutes. The metro rail, unlike its usual schedule, will ply till 11.30pm on both Green and Purple lines. The last train from the terminal stations, Baiyappanahalli, Mysuru Road, Yelachenahalli and Nagasandra, will depart at 11.30pm and the last train from the changeover stop - Nadaprabhu Kempegowda Station, Majestic, towards all the four directions, will depart at 11.55 pm, BMRCL officials said. In order to ensure that metro train ticket counters are not crowded and commuters do not have to wait in queues, return journey paper tickets will be issued on Wednesday from 3pm to 7pm at all metro stations. These tickets are valid only for Wednesday. BMRCL has fixed paper ticket prices between Cubbon Park Metro Station to any station on Wednesday at Rs 50 from 10pm onwards. However, commuters returning from the match from Cubbon Park Metro Station to any other station would need to buy paperless tickets or use the metro cards and normal discount rates will be applicable for users of metro cards. Apart from the metro services, the Bangalore Metropolitan Transport Corporation also will run extra buses on Wednesday after 11pm from Chinnaswamy Stadium. The extra buses include SBS-1K to Kadugodi, G2 to Sarjapura, G3 to Electronics City, G4 to Bannerghatta National Park, G6 to Kengeri-KHB Quarters, G7 to Janapriya Township, G8 to Nelamangala, G9 to Yelahanka 5th Phase, G10 to Yelahanka and G11 to Bagalur.

K’taka govt to restore job promotions of SC/ST employees who were demoted

The government will do this by creating supernumerary posts for the staff who were demoted but can’t be accommodated due to technical/legal reasons.
The Karnataka government kept its promise of restoring the promotions of 6,000 SC/ST employees who were demoted based on a 2017 Supreme Court order, after being promoted as per the Karnataka Extension of Consequential Seniority Act. They will restore the promotions by creating supernumerary posts for the staff who were demoted but can’t be accommodated due to technical/legal reasons. Commenting on the issue, Social Welfare minister Priyank Kharge said, “About 6,000 officials will benefit from this order directly, and about 35,000 officials will benefit indirectly. The cabinet passed the order, giving the go-ahead and restoring promotions to earlier cadre. At the same time, it assures officers of other communities that they will not be affected. It is a win-win situation for all. No one will be demoted.’’ The Supreme Court is yet to announce its verdict on the matter, and is hearing a review petition. However, the state government said this will not negatively impact those in the general category. This move comes after a cabinet decision was taken to the same effect on January 30 based on the advice of former Attorney General of India Mukul Rohatgi, even though the move may have to be reversed based on the final order of the Supreme Court. “The cabinet has decided to go ahead and implement the reservation bill with immediate effect as the legal opinion by a senior lawyer who is appearing on behalf of the government, Mukul Rohatgi, has clearly said the government has no choice but to implement the decision of the legislature which passed the act protecting the government employees promotion based on reservation,” Karnataka Minister for Rural Development and Panchayat Raj Krishna Byre Gowda had then said. K’taka HC sends notice to state, Centre on plea seeking regulation of streaming content

The Karnataka High Court on Tuesday sent notices to the state and union governments along with on-demand streaming content providers like— Netflix Entertainment Services India, (LLP), YouTube, Google India Pvt. Ltd, Hotstar, Star India Pvt Ltd, Amazon Prime, Amazon Development Centre (India) Pvt. Ltd and All Digital Media Entertainment Ltd, regarding creation of a Censor Board-like body.   The notices were sent by a division bench headed by acting Chief Justice L Narayana Swamy and Justice PS Dinesh Kumar based on a public interest litigation filed by Padmanabh Shankar, seeking regulation on movies and other multimedia content streamed on the Internet. In his petition, he claimed that although online streaming platforms have proliferated multiple households, there was no authority to regulate the content—-films, serials and other multimedia content which can be accessed by one and all.   The petitioner pointed out that current legislations such as the Cinematographic Act, 1952, and the Cable Television Network Regulation Act, 1995  do not apply to online content. In his prayer, he sought the court to declare that the existing Censor Board regulates streaming content until a new body like the Central Board of Film Certification is formed solely for online content.  He also asked the HC to restrict the access to films and other forms of multimedia content streamed on the Internet to a certain class of people or people belonging to some professions, until the formation of the new authority. This classification is to be done based on the nature and theme of the said content.  He also cited multiple Supreme Court and High Court judgements which had directed reasonable restrictions and regulation on content shown on television and also orders leading up to the formation of an autonomous regulatory authority. Further, he sought that screening of content on the Internet even in private settings like that of a house or an office, be brought under the ambit of “public exhibition” in accordance with the Cinematograph Act, 1952.

No respite for Bengaluru: Hot days to continue this week

As the mercury continues to soar, citizens of Bengaluru experienced the hottest February day it has seen in a decade on February 25, with the maximum temperature being 35.5 degrees Celsius, which was a deviation of 3.6 degrees above the normal temperature. There has been no rainfall for many days now in Bangalore, and soil moisture is very less in Karnataka. And also, there is also no system over this region which is bringing rainfall, and therefore the temperature has risen,” said C S Patil, the director-in-charge for the Indian Meteorological Department in Bengaluru. However, Bengalureans may not get respite from the heat anytime soon, as the temperatures will persist this week. On Tuesday, the temperature in the city was around 34 degrees. Speaking to the New Indian Express, Director-in-Charge Geeta Agnihotri said, “We have seen a few spells of hot weather this February, even before the onset of summer, which is generally declared from March 1. Several issues, including rapid urbanisation, can be the cause of these weather patterns”. Reports say that the highest temperature for a day in February was 35.9 degrees Celsius on February 17, 2005. However, not just Bengaluru, but Karnataka state as a whole has to brace itself for a hot summer. Speaking to TNM earlier, officials of the Met department said that with no predicted rainfall, the heat will continue. “The IMD is going to come up with its official outlook next week, but with temperatures in all districts and neighbouring states being above normal, we are expecting a hotter than usual summer,” Sunil M Gavaskar, the meteorologist at the Karnataka State Natural Disaster Monitoring Centre told TNM. “Presently due to increased humidity and no rains, people in the entire coastal belt and neighbouring areas will feel more uncomfortable compared to the northern districts despite comparatively low temperatures,” he added.

Fire in Bandipur Tiger Reserve finally put out after 5 days

According to official estimates, 500 hectares of forests have been engulfed in high intensity fires.

The fire that had engulfed the forests of the Bandipur Tiger Reserve in Karnataka and which had been raging for five long days, was finally doused on Tuesday. Sridhar Punatti, Principal Chief Conservator of Forests and the head of the Forest department in Karnataka confirmed the development to TNM. Punnati said, “Fortunately, there is no fire today. The helicopters did one sortie. Till now, everything seems to be under control. We will still wait till evening. We have already sent back one of the helicopters. One helicopter has been kept here for standby. By evening, it will be shifted back to Mysuru." Speaking about the damage, Punnati told TNM, “According to satellite imagery, it is estimated that high intensity fire has affected 500 hectares mostly in the hillside of Gopalaswamy Betta and the rest of it is mostly low-intensity fire. That is all we can say as of now.” High-intensity fire as opposed to ground fire engulfs all forms of plant growth including big trees. He further confirmed no animals have been lost due to these fires till now, as noted by the Forest department.  Speaking to reporters, Forest Minister Satish Jarkiholi on Monday said the recent fires have affected 2,000 hectares of forest land. An official statement from the Indian Air Force is awaited. On Monday, two helicopters of the Indian Air Force had done a total of  10 sorties spraying approximately 30,000 Iitres of water to fight the fire in the Gopalaswamy Betta range of the tiger reserve located in Chamarajanagar district. Other than the GS Betta range, the fire had also massively impacted the adjoining ranges of Bandipur and Kundikere.  This, after Karnataka Chief Minister HD Kumaraswamy on Monday held a discussion with the Ministry of Defence and a decision was taken to seek the help of the Indian Air Force, as four days of efforts by firemen, foresters and volunteers had failed to put out the fire. The same day, Chief Secretary TM Vijaya Bhaskar was asked to personally monitor the situation after the state government faced criticism from several quarters for reacting late to the issue. TNM had reported how once the fire had spread to a wide area, the prevalent dry conditions, the hilly terrain and high wind speeds compounded the problem.

2 new cases of H1N1 confirmed in K’taka’s Shimoga, officials step up surveillance

A total of four people have tested positive for swine flu in Shimoga’s Hosanagara taluk in the past two weeks.
Four individuals have tested positive for swine flu in Karnataka’s Shimoga district. According to district health officials, two confirmed cases were identified yesterday in the district’s Hosanagara taluk. Another two people were confirmed to have contracted the flu a little over a week ago. The district officials are now undertaking all surveillance efforts to ensure that the spread of the disease is contained and to identify any others who may be presenting with the flu. The affected individuals have been identified as Vanajalakshmi (40), Hemavathi (39), and two children of the ages 6 and 7. All of them were taken to local hospitals and given treatment. They are doing significantly better and will be discharged soon. “We just confirmed that two individuals presented with swine flu and are on the lookout for others who may be presenting with it as well,” says district surveillance officer (DSO) Dr BS Shankarappa to TNM. “We have instructed the Health department to be on high alert and are following three major points: suspect, isolate, and treat.” The department is now conducting close inspection to determine how many others may have been affected by swine flu. “We have a sufficient stock of Tamiflu capsules in different dosages, so there is no need to panic. All the general hospitals have been asked to maintain a separate ward for those who may be presenting with suspected swine flu. Isolation wards are a major cornerstone in preventive measures,” adds Dr Shankarappa. In addition, protective face masks are also being distributed in these areas. Swine flu or H1N1, is caused by the influenza A virus. Symptoms of the flu include persistent fever, sore throat, cough, headache, nausea and vomiting. Shimoga was earlier under the lens this year after a number of cases of Kyasanur Forest Disease (KFD) or ‘monkey fever’ were reported from the district. At least five individuals had succumbed to it in a period of a few months. It was later found that proper vaccination drives had not been held routinely, which played a major role in the outbreak.

How a dedicated official’s efforts and a digital library transformed a Mysuru village

Not long ago, Haradanahalli village in Mysuru was plagued by open defecation and empty classrooms. Today, the story is starkly and pleasantly different.

‘What do you want to become when you grow up?’ If you asked this question at Haradanahalli High School two years ago, you would not have gotten any response, for the classrooms were mostly empty. But now, in full attendance, the students confidently answer, “civil servant”, “doctor”, “engineer” and “scientist”. The once littered and stinking streets of Haradanahalli are now clean and are even used for preparing dry fodder for the cattle and drying out grains. From practising rampant open defecation, the villagers have now ensured that almost every home has a toilet. All of this transformation has happened in about two years, thanks to the efforts of a determined Panchayat Development Officer (PDO) as well as exposure through a state-of-the-art digital library he set up in the village’s Gram Panchayat office. First task: Fixing the hygiene Not too long ago, you could see faeces on newly built roads from open defecation. The village’s Gram Panchayat, home to 1,750 families, was at the 45th place for toilet construction among 123 villages in Mysuru district. After taking charge as the PDO in 2017, Mahadevaswamy was demoralised to see Haradanahalli’s condition. He made an impassioned plea by collecting the faeces he saw on the road, and going door to door. Moved, the villagers took to the streets with brooms and water, and cleaned up the roads. While men were reluctant to change and not keen on building toilets, women were more enthusiastic about the move, Mahadevaswamy said. “With almost every house having a toilet now, women do not face as many problems from natural and social vermins,” Mahadevaswamy shared. His commendable work in the village was recognised and he was awarded Rs 10 lakh as the Swachh Bharat Abhiyan 2018 Champion for building 800 toilets in a month in six villages in Nanjangud taluk. He used half of this amount to set up the digital library. And with that, Mahadevaswamy set out to address the issue of education. Digital library, a window to the world The digital library, set up in a 400 square feet room, serves many functions, Mahadevaswamy explained. Equipped with five computers, one projector, all-day internet access and power backup, not only does it allow students of different ages to access over 1,000 e-books on various subjects. They also have staff who teach primary school students how to use computers, and provide guidance for those who want to pursue higher studies. “Experienced professionals from Mysuru and Bengaluru guide the students about competitive exams via video calls. We also get study material online,” Mahadevaswamy said. The library also allows students to supplement what they are learning at school. “Students in Haradanahalli start learning the English alphabet only in class eight. Digital activity-based learning like reading books, watching English language cartoons and playing some online games has enhanced their progress in reading, speaking and writing in English,” he explained. Apart from improving language skills, the library allows students to see chapters in maths, science and social science presented as videos, allowing them to visualise as they learn, shared Ranjitha V, a science teacher at the Haradanahalli High School. The library has had a positive impact on the 250 students in the high school. Class 10 students say it helps them to prepare well for the upcoming board exams. “When I see how a human brain functions, it is easy for me to remember it,” said Janvi P, a student and also a state level athlete. Mahadevaswamy noted that initially only 30 to 60 students from Haradanahalli would come to the library. Now however, around 600 students from across the panchayat – from villages including Kaaturu, Ibbala, Allianapura, Hucchagani, and Basapura – come regularly. Digital Assistance The library also provides digital assistance to the villagers. “We help villagers get birth certificates, death certificates, caste certificates and Aadhaar linking done very quickly,” Mahadevaswamy said. Further, a D-space app allows villagers to access this data on their phones once they register. Due to its tremendous success, the PDO wants to expand the library. Two more rooms are being constructed to install a dozen more computers to accommodate more students. A plan is being formulated to install another projector screen in the common hall of the Panchayat office to screen awareness videos on hygiene, sanitation, and education. “This helps bringing the villagers together to discuss these issues, encourage a sense a community,” Mahadevaswamy said. Kalburgi case transferred to K’taka SIT after SC finds similarity to Lankesh murder

The Supreme Court has also directed that SIT probe into the murder of MM Kalburgi will be monitored by the Dharwad bench of the Karnataka High Court.
The Supreme Court on Tuesday transferred the murder case of rationalist and author MM Kalburgi to the Karnataka SIT, which is currently probing journalist Gauri Lankesh’s murder. The apex court, which was hearing a petition filed by MM Kalburgi’s wife Umadevi seeking an independent probe, said that probe will be monitored by the Dharwad bench of the Karnataka High Court. The Supreme Court bench also stated that if the four cases – the murders of Gauri Lankesh, MM Kalburgi, Govind Pansare and Narendra Dabholkar – are linked, then one special investigating team must probe all four murders and must be monitored by one High Court. When the question of handing over the case to Maharashtra SIT came up, the counsel representing Karnataka SIT said that the team of investigators was already probing the Gauri Lankesh murder and that there was no point in handing over the case to the Maharashtra SIT. The court also sought a status report in a sealed envelope detailing the investigation into the murders of Govind Pansare and Narendra Dabholkar. In the last hearing, which was held on January 25, the Supreme Court had stated that the case would not be adjourned as it was a “serious one”. "It's a very serious case and we will hear it... We are not going to adjourn the case," Justice Rohinton Nariman had said. The murder of rationalist and write MM Kalburgi was being probed by the Criminal Investigation Department of Karnataka. Rationalist and activist who fought for Maharashtra’s Anti-Superstition Act, Narendra Dabholkar, was shot dead in Pune in 2013. CPI leader Govind Pansare was shot dead in 2015. Professor Kalburgi was shot dead by two bike-borne assailants posing as college students in August 2015 inside his house. Journalist-activist Gauri Lankesh was shot dead outside her house in Bengaluru on September 5, 2017. The CBI is currently probing the murder of Narendra Dabholkar. The Maharashtra SIT is probing the killing of Govind Pansare. The Criminal Investigation Department of Karnataka is probing the murder of MM Kalburgi and the Karnataka SIT is probing the Gauri Lankesh murder case. Before the SIT had uncovered an alleged organised crime racket, which was planning the murders of several rationalists across the country, there had been no clues in the murders Dabholkar, Pansare and MM Kalburgi. The Karnataka SIT has filed a chargesheet against 18 persons in connection with Gauri Lankesh’s murder. The probe also revealed that the group which allegedly planned and executed her murder were members of Hindutva outfit Hindu Janajagruti Samiti, a sister organisation of the Sanathan Sanstha. Kalburgi’s wife Umadevi had petitioned the apex court for an independent probe as the CID had reached a dead end and the trail in the murder case of MM Kalburgi was turning cold. The petition was filed in 2018. “Even after two years, there is no progress in the investigation… The investigation requires the involvement of three states and central agencies like CBI and the NIA. Therefore, this is an exceptional case indispensably necessitating the intervention of the SC under Article 32 of the Constitution of India,” Umadevi’s petition had stated.
