Fire after balloons explode at Mysuru fair, 10 including seer sustain minor injuries

Around 10 people were injured after a balloon, reportedly filled with hydrogen, exploded at the inauguration of a wrestling event at a fair in Suttur, around 30 km from Mysuru. The explosion occurred on Tuesday afternoon when a few seers, along with a number of visitors, had gathered for the inauguration of the 'Nada Kusti' wrestling event at the fair. Heat from the aarti used for the puja, which was conducted before the beginning of the wrestling event, is suspected to be the reason for the blast. Several clusters of balloons were being held up in the air, right above where the seers were performing the pooja. In a few minutes, one bunch of balloons caught fire due to the heat from the aarti, setting the other balloons also on fire, thus causing a sudden explosion of the balloons that rocked the gathering.     The clothes of Shivaratri Deshikendra Swamy, seer of the Suttur Mutt, caught fire in the incident, a police official from Suttur told TNM. Police officers from Biligere Police Station, around 2 km away, rushed to the spot upon receiving news of the explosion around 4 pm. "We suspect hydrogen was used to fill the balloon instead of helium since it is cheaper and more easily available. We have been told that it was used to fill the balloons. Due to the heat from the lamp on the aarti plate, the balloon has exploded and set off a chain reaction,” said ML Shekhar, the police inspector from Suttur, who was at the spot. The incident occurred on the fifth day of the Suttur Fair, which will conclude on Wednesday and includes kite flying, tug-of-war, boating and rangoli, among a number of other sporting and cultural activities. The events are being held on the banks of the Kapila River at Suttur Srikshetra in commemoration of Adi Jagadguru Sri Shivarathreeshwara Shivayogi Swami, who founded the Sri Veerasimhasana Mahasamsthana Mutt at Suttur Srikshethra. Previously, a similar explosion had occurred when a giant balloon arranto welcome Congress President Rahul Gandhi in Mandya in March 2018.

'Fairoz was beaten, cops refused treatment': Brother of Bengaluru undertrial who died

The death of a 19-year-old undertrial prisoner, Syed Fairoz,  has raised suspicion, especially about whether he was tortured inside the Parappana Agrahara Central Prison in Bengaluru. Fairoz’s brother, 22-year-old Syed Tabraiz, has alleged that Fairoz was beaten up by five police officials inside the prison sometime in the third week of January.    "When my brother was admitted to Victoria Hospital on January 21, no one informed me. One of my friends had received a call from my other brother Afroz, who is in the same jail. Afroz had informed my friend that Fairoz was brutally beaten and was taken to a hospital in the city. I was trying so hard to find my brother and no one was giving me any information. On January 22, I received a call from a police officer, who said that Fairoz was in Victoria Hospital," Tabraiz claims.    He rushed to the hospital, only to find Fairoz covered in bandages, barely able to speak. Tabraiz allegedly waited for his brother to gain consciousness and asked him about the injuries.    "My brother told me that over a week ago, he had gone to one of his friend's cells to talk to him. Fairoz wanted his friend's protection as he felt threatened by the guards," he says. "If you have to understand what happened to him, you should also know some other things. I was also arrested in 2017 under false charges and was released only three months ago. We all know how horrifying it is inside that prison. Fairoz, Afroz and I were all lodged in the same block (Block 3), which is for undertrials. There is a system there. All those who cannot afford to pay for the cells, will be cramped together in the block. Those who can pay Rs 30,000 per month, will be lodged in a cell. There will be three or four people in those cells. There are VIP and AC cells too. Those who can pay anywhere between Rs 50,000 and Rs 70,000 per month get to stay in cells by themselves with a separate TV, cot, mobile phone and 4G. The prison guards sell mobile phones for Rs 50,000 per handset, which will also have a SIM card and 4G connection. There is a separate ganja block in the jail, where ganja is sold. One joint is sold for Rs 100," Tabraiz alleges.    Fairoz had allegedly gone to visit a friend in one of these cells in order to make a phone call and alert someone that he may be in danger. Tabraiz alleges that all undertrials, who are in the lower-level blocks, had to pay Rs 100 to the prison guard in order to be able to go visit the prisoners lodged in the privileged cells.    "Fairoz told me that he had paid Rs 100. But when he was coming out, there was a different guard and he too demanded payment. Fairoz did not have any more money and he argued with the guard saying he had paid the money while entering. The guard then called the other guards and a police officer, and they took him to the command room. Fairoz told me that the prison guards, along with a police officer Murali took him to the command room," Tabraiz claims.     Fairoz was allegedly beaten black and blue with thick logs by these policemen until he could not move. Tabraiz alleges that Fairoz was then kept inside the command room for three days and was given no treatment. "They had beaten him severely on his right leg and he also had an injury to his left temple and a few bruises on his left arm. When his condition worsened, the police tried to put hot water on his leg to bring down the swelling. When that did not work, they took him to the prison hospital on January 19," Tabraiz claims.    According to Tabraiz, Fairoz had allegedly pleaded with the police officials to give him proper treatment as he was in immense pain. They allegedly gave him tablets, which made him drowsy but Fairoz could not fall asleep or rest due to the pain.    "Finally, they got him to the hospital on January 21, when the doctors at the prison hospital realised that he was not able to breathe. When I went to visit him, they took away my phone and they did not let me talk to him for long. The doctors did not tell me what was wrong with him or why he was covered in bandages. Fairoz finally told me and I was shocked. He was in so much pain," Tabraiz adds.    On January 23, at 4.40 pm, Fairoz breathed his last. According to the preliminary autopsy report, which TNM has accessed, Fairoz had developed a 73x24 cm wound on his right leg from his pelvis to his foot. He had injuries on his left arm and elbow, and left temple and forehead.    "Patient was admitted on January 21, 2019. Contousions on the front and sides of his right leg had turned gangrenous with necrotic changes and epidermal blebs. Both lungs exudes pus with bloody froth. Patient experienced multi organ dysfunctional syndrome, disseminated intravascular coagulopathy (DIC) with acute kidney injury (AKI). Patient went into septic shock with DIC and AKI," the autospy report states.    His viscera samples have been sent to the histopathology lab for further analysis. "We can submit our recommendations on whether there was any torture involved only after the report comes back," a doctor at Victoria Hospital told TNM.    Tabraiz is now running from pillar to post just to get an FIR registered against the prison guards, who allegedly assaulted Fairoz. "This is not right. Just because we are poor and cannot defend ourselves, just because we were once in prison, we are treated like second-hand citizens. I have been working in an orchard just to stay away from the police. When they falsely accused me two years ago, they even told me that they had picked me up because I was a convenient target. I will not give up until justice is served," Tabraiz says.

Ex-guard at Manipal Press leaked question papers for Rs 17 lakh: K’taka police

Investigating officials from the Central Crime Branch have reportedly solved the mystery of question paper leaks in various government job recruitment exams after it emerged that the papers were apparently stolen by a security guard from Manipal Technologies Unit Printing Press in Udupi. The security guard - Anil Francis - later quit his job in October 2018. He is currently working in a private company in Sharjah, UAE. He was arrested as soon as he landed in Bengaluru on Monday. In November 2018, the question paper for a constable recruitment exam in the police force was leaked while the police also found a leak in the Bengaluru Metropolitan Transport Corporation (BMTC) job recruitment exam. One-hundred-fifty persons have been arrested in the case, including 125 candidates appearing for the two examinations. This includes Ameer Ahmed, to whom who Anil reportedly sold the question papers.  The modus operandi “Ameer Ahmed is a known offender in dealing with question papers. Knowing that Francis is a security guard with the press, Ahmed befriended him with the help of a woman and encouraged him to steal the papers. Anil stole question papers of BMTC’s conductor exam and civil police constable exam. Meeting him near the mortuary of KMC hospital in Manipal, Ahmed purchased the question paper for Rs 17 lakh,” Additional Commissioner of Police (Crime) Alok Kumar told Times of India. The investigating officials also revealed that the question papers were stolen from the shredder room of the printing press. The question papers were then photocopied and handed over to Ameer near the mortuary of Manipal's Kasturba Hospital days before the police constable recruitment exam on November 25, reported The Hindu. Ameer later sold the papers to CT Basavaraju in Tumakuru for Rs 55 lakh, who in turn passed the papers to the candidates appearing for the exam. The candidates paid Rs 8 lakh each for the question paper

Karnataka set for stormy budget session in Bengaluru

Foiling an alleged opposition BJP's bid to topple it recently, the ruling JD-S-Congress government in Karnataka is bracing up for a 10-day stormy budget session of the state legislature here from Wednesday. "The ruling allies are upbeat on holding the budget session and passing the finance bill after Chief Minister H.D. Kumaraswamy presents the state budget for fiscal 2019-20 in the assembly on Friday and debate next week," a Congress official told IANS here on Monday night. The session will begin with the customary address by state Governor Vajubhai Vala to the joint legislature on Wednesday and a debate on the motion of thanks to it (address) initiated on Thursday. "As Kumaraswamy holds the finance portfolio, he will present the budget for the second fiscal year in succession after he read a full budget on July 6 for fiscal 2018-19,a a Janata Dal-Secular (JD-S) official told IANS. With speculation that 4 Congress "rebel" legislators continued to be defiant, the ruling ally is desperately wooing them to ensure their presence in the lower house for passing the budget after debate on it next week. "Though the four MLAs did not participate in the January 18 legislature party meeting here for "personal" reasons, they being non-communicable for long has been worrisome. We hope they will attend the session" said the party official. The four rebel lawmakers are Ramesh Jharkiholi, Mahesh Kumatalli, Umesh Jadhav and B. Nagendra. Ramesh was dropped as Municipal Administration Minister from the cabinet in a reshuffle on December 22. His younger brother Satish Jharkiholi replaced him but was made Minister for Forests, Ecology and Environment. "As the party will issue whip for the presence of all its members in the assembly for passing the budget, the rebels will face expulsion from the party if they defy and abstain without credible reason acceptable to our legislative leader (Siddaramaiah) and Speaker Ramesh Kumar," asserted the official. The withdrawal of support by Independent H. Nagesh and regional outfit KPJP R. Mahesh on January 15 to the 8-month-old coalition government has queered the pitch, as it survives on a slender majority of 116, with 113 required for a simple majority. Though the BJP has assured the beleaguered allies that it would not bring a no-confidence motion in the assembly during the budget session, the state Congress leaders are wary of the 4 rebels, as their absence or defying the whip would defeat the money bill, resulting in a trial of strength as the ruling majority slips to 112, one less than the 113 half-way mark. "The budget will get passed and the tottering government may survive the day if Nagesh and Mahesh vote in favour of it on the day of passage," admitted the JD-S official. Mahesh was also dropped from the cabinet on December 22. He was the Minister for Forests, Ecology and Environment. Nagesh felt betrayed that he was not made a minister despite supporting the allies in forming the government after winning the trust vote on May 25. With Congress President Rahul Gandhi directing the state Congress leaders, to allow the coalition government run at any cost, at least till the upcoming Lok Sabha elections, due in April-May, party's senior leader, minister and trouble-shooter D.K. Shivakumar has been roped in to rein in the rebels, ensure the budget is passed and the government survives. "The onus of preserving and running coalition government is on the Congress, which extended unconditional support to our party to form it (government) solely to keep the BJP out of power for another five years. As we could win only 37 seats in the May 2018 assembly elections, coming to power has been a divine reward for our leaders and cadres," the JD-S official reiterated. The JD-S has also made the budget passage and continuation of the coalition government criteria for holding talks with the Congress on sharing of the 28 Lok Sabha seats in the southern state for the parliamentary polls. "As stakes are higher for the Congress, it is up to its high command and state leaders to ensure the seats are shared on the respective strengths, with winnability as the criterion for deciding candidates and constituencies than all other factors," the JD-S official added. In the 2014 general elections, the BJP won 17, Congress 9 and JD-S 2 out of 28 parliamentary seats in the state.

Scientists to study impact of fog on Bengaluru airport

Fog and poor visibility in the morning hours disrupt arrivals and departures of about 200 domestic and overseas flights during the winter.
A team of scientists from the state-run Jawaharlal Nehru Centre for Advanced Scientific Research will conduct a 40-month atmospheric study on the impact of fog on the Bengaluru airport operations, said its operator on Monday. "The study will enable the airport to predict fog conditions more accurately, minimising air traffic congestion," said operator Bangalore International Airport Ltd (BIAL) in a statement here. The research centre and BIAL signed an agreement to conduct the study with joint funding on atmospheric conditions in the vicinity of the airport at Devanahalli, about 40 km northeast of Bengaluru. Bharat Ratna, eminent scientist and research centre founder C.N.R. Rao was present on the occasion. Fog and poor visibility in the morning hours disrupt arrivals and departures of about 200 domestic and overseas flights at the country's third busiest airport during the winter, causing delays, diversions and re-schedules. "The outcome will be a relief for passengers, flying in and out of Bengaluru during the winter months, when fog is at its peak," said the statement. The team, led by Professor Sreenivas, will develop a numerical simulation tool capable of predicting onset, intensity and dissipation of fog. "Factors influencing the occurrence of fog, such as atmospheric variability, ground temperature, atmospheric aerosol loading, radiative fluxes, water vapour and energy transport in the surface layer will be monitored during the fog season and the preceding months," said the statement. To ensure accuracy of the study, specific instruments, including a wind cube, humidity temperature profiler, net radiation meters, total sky scanner, data acquisition switches and velocity and temperature probes will be set up at designated areas in the vicinity of the airport runway. "We pursue scientific research and have capabilities to support the airport operator in this exercise to benefit air travellers and airlines," said the Centre's President Nagaraja. Fog-related delays and diversions inconvenience passengers during the fall season and cause financial losses to the stake holders. "We believe the study will generate data to facilitate flight planning and scheduling, bringing relief to passengers," said BIAL Chief Executive Hari Marar. The greenfield airport will open its second runway in October for better operations. It will be Category-3 compliant with an advanced navigation system to land and take-off even under heavy fog. "As fog will still affect operations, its prediction will enable an aircraft to operate under low-visibility conditions," said Marar. As a deemed university, the city-based Nehru Centre has over 300 graduate students and experimental, computational and infrastructure facilities and 50 faculty members to do inter-disciplinary research. The decade-old Kempegowda or Bengaluru airport is run by a consortium of private and public partners, including the state and central governments, with 26 per cent combined stake and the balance 74 per cent by private investors.

3 pastors allegedly rape teen girl, charged under POCSO Act in Mysuru

Police in Mysuru are investigating a complaint issued by the mother of a 16-year-old girl, who has claimed that her daughter was allegedly sexual assaulted, raped and abused by three pastors. The girl and her mother are reportedly natives of Mysuru. Narasimha Raja Police Station in Mysuru had filed the FIR against the three pastors who hail from Mangaluru and have been booked under the Prevention of Children from Sexual Offences (POCSO) Act. The accused have been identified as Sebastian, Bennet Amman and Joshua Amman, who all are natives of Balmatta in Mangaluru. Speaking to TNM, Mysuru City Police Commissioner K T Balakrishna said, “The preliminary investigations are underway. The mother had given the complaint, but the address and personal details are not accurate and we have not been able to trace either the victim or her mother. However, investigations are underway and we will take strict action against those involved.” He further noted that the accused have yet to be apprehended and are currently absconding. The girl was allegedly taken by the three pastors to Mangaluru in November after they had promised to give her a job and reassured her mother of financial assistance she needed to build a house. As per the complaint, however, the girl has been sexually abused since mid-December and made to do physical work and chores around the house. “The complaint given by the woman states that the victim was subject to sexual assault by the three men. They had promised to give her mother 1 lakh rupees to assist her in building a house and also said they would help secure a job for her,” adds Balakrishna. He also stated that the girl was not allowed outside the house and was threatened into keeping silent. Mysuru police have formed teams and are currently working to track down the three pastors who have been named as accused in the case. This comes days after a Bengaluru-based woman accused a bishop of sexual harassment and had attempted to take her own life after threats from him. The woman, who is undergoing treatment at CSI Hospital, is said to be recovering while the Shivaji Nagar police have registered an FIR against the accused.

Low-intensity earthquake hits Shivamogga’s Thirthahalli taluk

A low-intensity earthquake on Sunday morning measuring 2.2 on the Richter Scale spread panic among residents of Shivamogga’s Thirthahalli taluk. Tremors were felt in parts of Thirthahalli, Agumbe, Hosanagara, Yedur and also in Siddapura in Udupi district. No loss of life or property damage was reported in the areas, but several alarmed residents rushed out of their homes when the tremors occurred. Reports of a second earthquake began to do the rounds on Monday, after panic-stricken residents of Yadur village claimed that they heard a loud sound and felt fresh tremors at 12:20 pm. Following this, Shivamogga Deputy Commissioner KA Dayananda reached out to the state disaster body asking for a clarification. Then Karnataka State Natural Disaster Monitoring Centre (KSNDMC) stated that there was no fresh earthquake recorded in Thirthahalli on Monday afternoon. “There was a low-intensity earthquake on Sunday. However, no activity was registered from the area on Monday,” said Ramesh L Dikpal, a scientist working in the earthquake division of KSNDMC. He also said that quarrying activity would not lead to an earthquake of the magnitude recorded in Shivamogga. “The earthquake has occurred on the lineament or a discontinuity in the strata. These are natural fault zones or weaker zones that are prone to earthquakes. Due to stress and strains occurring in and around the lineament reaching the maximum limit, earthquakes recur in these areas, usually once in 100 years," said Ramesh. A lineament or a fault is a thin zone of crushed rock which separates blocks of the earth's crust. KA Dayananda also dismissed doubts that quarrying could have caused the earthquake. “The only stone quarrying unit in the area was closed down a year ago, and there was no quarrying activity in the area where the earthquake has occurred,” he said. Similar earthquakes were registered in the area in 1843 and 1975, and the one on Sunday occurred 43 years after the last recorded earthquake. The epicentre of the earthquake was located in Vittalnagar, on the outskirts of Thirthahalli, where a small stone mining quarry is located. The epicentre is also close to Mani Dam, part of the Varahi Hydroelectric Power Plant. However, scientists warn that quarrying activity can cause earthquakes to recur in shorter periods of time. “Quarrying often involves high-intensity explosions and can indirectly lead to earthquakes. It can bring down the time period between recurrences of earthquakes," Ramesh, the KSNDMC scientist, added.
