Bengaluru history-sheeter assaults father after being denied money for gambling, held

Crime
An attempt to murder case was registered on Sunday against Santosh at the Girijanagar Police Station.
Police in Bengaluru have arrested a 28-year-old history-sheeter for allegedly assaulting his own father in a fit of rage, after the latter refused to give him money for gambling on Saturday. He is currently in judicial custody. The accused has been identified as Santosh, also known as Scrap Mukund. 60-year-old Ramappa, a resident of Hanumanthanagar, was admitted in a critical condition to a city hospital. An attempt to murder case was registered on Sunday against Santosh at the Girijanagar Police Station. The case was registered on a suo-motu basis against Santosh, who has been involved in multiple burglary cases in the past, as his father refused to file a complaint. He was recently out on bail in connection with a theft case, police said. A statement from Ramappa’s wife, Lalitha has also been recorded. According to reports, Santosh, a habitual gambler, had lost money to the tune of lakhs in gambling recently and was determined to win it back using the same method. It was again when he lost another Rs 1 lakh in gambling on Saturday night that he asked his father to pay the money owed by him. Santosh brought the people he owed money with him to his home as he did not have the money with himself. It was when Ramappa refused to hand him the money and advised him to quit his gambling habit that Santosh took a knife and stabbed his own father in his chest and temple. Neighbours who were alerted by Ramappa’s screams reached his house and took him to the hospital. Lalitha who was at a neighbour’s place at that time, returned home hearing the screams to find her husband lying in a pool of blood. While Ramappa was trying to survive on his life’s earnings due to his advanced age, Santosh would spend all his money on gambling, police said, even though his father had brought him an auto rickshaw.

Accusing Karnataka Chief Minister H.D. Kumaraswamy of blackmailing him, BJP's Karnataka unit president B.S. Yeddyurappa on Sunday said the content and voice in the audio tape are fabricated and doctored. "I met Sharanagouda, son of JD-S' Gurmitkal legislator Nanganagouda Kandakur, at Devadurga in Raichur district on February 7 and discussed many things. But the content in the audio tape Kumaraswamy released in Bengaluru on February 8 is fabricated and its voice doctored," Yeddyurappa told reporters at Hubballi in the state's northwest region, about 400km from Bengaluru. Quoting Yeddyurappa's statements in Kannada, party spokesman S. Shantaram told IANS that the opposition leader would reveal all about the controversial audio tape in the state Legislative Assembly on Monday when its budget session resumes. "For your kind information, Kumaraswamy had sent Sharanagouda to the circuit house at Devadurg to meet me and discuss certain things last Thursday as I was staying there. But the audio tape he released to the media is manipulated. The Chief Minister is indulging in a blackmail politics," Shantaram said quoting Yeddyurappa. Recalling what transpired between him and the MLA's son, the former BJP Chief Minister in the state said he would retire from politics if Kumaraswamy proved that I told Sharangouda money (Rs 50 crore) was given to Assembly Speaker K.R. Ramesh Kumar for not invoking the anti-defection law if Kandakur joined the BJP from the JD-S. Stating that he was ready for an inquiry into the purported audio tape, Yeddyurappa said Kumaraswamy had earlier demanded Rs 25 crore to make a JD-S leader a member of the Legislative Council. "We have a recording of Kumaraswamy demanding Rs 25 crore from his own party leader to make him an MLC. We will submit to the Speaker on Monday while raising the issue in the House," added Yeddyurappa.

B’luru mom handcuffs 7-yr-old to protect her: Help available for families with disabled kids

Child Rights
The girl's mother chained the child as she would wander away frequently. There are many avenues of help available to parents and guardians of children with disabilities – read on.
Around 1 pm on Sunday, Shara Ashraf – an activist based in Delhi – received a video of a little girl who was handcuffed to a wall. The video was sent to her from a concerned resident of Bengaluru, taken near HAL road in the city. Shara immediately called the police, and the 7-year-old was rescued. Initial investigation shows that the girl’s mother – a domestic worker – was trying to protect her, as the girl has speech impairment and learning disabilities, and would wander away frequently. DCP East Rahul Kumar, who alerted the HAL Police about the incident after he got information from Shara, told TNM, “The inspector immediately went to the spot as the activist had sent us the coordinates for the location. When he got there, he found that the girl was tied up by her mother.” “The child has disabilities and has trouble speaking. The Inspector says that the girl may also have psychosocial disabilities. The mother informed the police that the girl would wander away from home when she was at work and the girl was tied up so she would not go away from home,” DCP Rahul added. Police say that the woman is a domestic worker and she works multiple jobs. Several neighbours allegedly told the police that they had seen the mother tie up the girl a few times in the past. “The mother is a domestic worker and is unaware about what she could do. She says she had to go look for her daughter every time she wandered away. We have not filed any case against the mother, but the girl has been taken into custody and will be produced before the Child Welfare Committee,” DCP Rahul said. What parents/guardians should do Speaking to TNM, Commissioner of the Karnataka State Commission for Persons With Disabilities (KSCPWD), Basavaraj says that many a times, parents do not realise that their children have learning disabilities, and therefore do not know how to get help. "Generally, children who have both physical and learning disabilities are unable to communicate like other children. Hence they generally do various things to get the parent's attention and most of the times parents do not realise this. When a child is behaving in a certain way where it is evident that the child is facing some kind of disability, the first step for parents to do is to seek the help of a counsellor to understand what is happening to their children," Commissioner Basavaraj says. Several schemes and policies have been drawn out by various governments help families access the right support systems, activists say. According to Meena Jain, an independent consultant for special schools, one of the primary problems is the lack of awareness regarding the numerous facilities the child can avail from the state government. How parents can avail help from the government Call Parihar or Child Line: Meena explains that when parents are facing difficulties in communicating to their children with disabilities, the first thing they can do is call Makkala Sahayavani – Parihar, or even 1098 - ChildLine. Parihar is located in the compound of the Bengaluru City Police Commissioner’s office and can be contacted on 080 – 22943225 / 22943224. Contact the State Commissionerate for Persons With Disabilities: The Karnataka government has implemented its policy for persons with disabilities and the Commissionerate has various schemes for the education, training, rehabilitation, social security, aids and appliances and grant-in-aid to NGOs working with persons with disabilities. “Parents can contact the commissionerate, which is located opposite Coffee Board near Infantry Road, and avail pension benefit of Rs 2,000 per month for the child,” Meena says. Karnataka State Commissionerate for Persons With Disabilities contact: 080-23462625 / 080-23462029 Approach NIMHANS: Parents can also approach NIMHANS, which will help with rehabilitation and treatment of children with disabilities. Meena says that NIMHANS will provide a certificate for children, which parents can use to avail benefits from the state. “According to the Persons With Disabilities Act 1995, it is the fundamental right of every person with disability to avail the benefits like education, rehabilitation, employment, medical treatment and housing. The problem is, most people don’t know this,” she says. Approach the Karnataka State Commission for Protection of Child Rights: The KSCPCR, which works to protect children is also an avenue parents can approach. KSCPCR will be compelled to intervene and demand that the organisations, which need to work for protection of children with disabilities do the needful. KSCPCR officials can be contacted on 080-22115291 / 080-22115292 Approach the association of parents for persons with disabilities: Meera says that an organisation named Karnataka Parents Association for Mentally Retarded Citizens based in Bengaluru also helps counsel parents regarding the various avenues they can pursue and help these children obtain the care they need. “KPAMRC has worked with several families and they will also help. Besides, there are numerous NGOs like APSA, Spastics Society of India and others, who run free schools and rehabilitation programmes for children with disabilities,” Meena says. KPAMRC can be contacted on 080 - 22441289 ‘Awareness programmes not effective’ However, several awareness programmes that the government has planned have not been effective. Speaking to TNM, an officer with the KSCPWD says that although there are awareness programmes created to speard the word about the benefits persons with disabilities can avail, the reach is very limited. “The problem is budgetary allocation and also the fact that the message is not reaching as many people as we should. This is something which has to be addressed as 5-6% of the state’s population comprises persons with disabilities,” the official said. Basavaraj states that the Bruhat Bengaluru Mahanagara Palike, which is supposed to provide infrastructure for various centres to help such children is not doing its job properly. "They have to provide infrastructure for schools, training centres and rehabilitation centres. BBMP is not doing that. that is also a major set back," he adds. ‘Community must get involved’ Commissioner Basavaraj says that the community surrounding such families must also take up the responsibility to educate the residents on what to watch out for. "Resident Welfare Associations can create awareness. This is something which every single citizen should work towards so the lives of the children can be better," he adds.

How these Bengaluru job scammers conned techies of Rs 15 crore

Crime
Annamalai, Deputy Commissioner of Police (South), also explains how to detect fake job offers.
Gangster Shanmugan (left) and Darshan (right) after being arrested
It seems like the job market in the IT sector is, sadly, not booming any more in Karnataka. Engineering graduates from two-tier cities come to Bengaluru, the country's IT hub, to look for jobs and more often than not, are sorely disappointed. This desperation for a job and a shot at a better livelihood have spawned multiple fake job scams and fake contract scams, which are being reported in Bengaluru. On Saturday, the South division police arrested Dharshan, a 32-year-old man, for scamming multiple engineering graduates and IT professionals of over Rs 15 crore. On Friday, an FIR was registered at Subrahmanyapura Police station in Bengaluru against Darshan and his wife Nikhita Gowda for allegedly duping engineering graduates by offering lucrative contracts. They claimed to be working with several IT giants like Infosys, IBM and Oracle. The modus operandi According to the police, Darshan, through mutual friends, would befriend the victim by projecting himself as a rich person, who outsources jobs for IT giants like Infosys, IBM and Oracle. Darshan would then tell his victims that they would have to set up their own companies and give him a down payment anywhere between Rs 5 to 10 lakh if he had to subcontract the IT project to the victim. Darshan would also pretend to discourage the victims by saying the job would demand a lot of work and he was sceptical about the victims’ capabilities. A disgruntled engineering graduate would return home and a few days later, would be pleasantly surprised to receive a call from Darshan, asking them to meet him at a star hotel. “Most of the victims are from two-tier cities but there were also people from Bengaluru. He and his wife would make them believe that they were rich and well established. The first meeting would reinforce that. Later, the second meeting, too, would happen at a posh cafe or restaurant and that would be another way of projecting his wealth and making people believe in him,” a police official told TNM. Darshan would allegedly collect original documents from his victims and tell them it was to obtain the approval from the IT giants. “He would tell them to pay him money for getting them contracts and that the big companies would, in turn, pay them for doing the work. But three to four months after the victims began working on these fake projects, he would come back and say that their project has been rejected,” the police added. When the victims realised that they had been conned, they would demand their money back and Darshan allegedly brought in a gangster named Shanmugan to threaten them. “He issued death threats to many people. Those who have been conned hold double degrees and are educated. He just banked upon their desperation to find some way to earn money,” the police added. The police say that Darshan and Nikhita have been running the scam since 2010 and so far have they have received complaints from 17 victims. DCP Annamalai also said that several FIRs have been registered against the duo across various police stations in Bengaluru. Darshan was arrested on Saturday after his friend and confidante, who realised what had happened, filed a complaint with the Subrahmanyapura Police Station. How to detect job scams According to DCP South, Annamalai, one of the primary reasons why victims of fake job scams do not detect the con is because of the desperation they face. “When someone is put under so much pressure to find a job and when there is such desperation to make a living, people generally do not think about doing a background check. When they come across an opportunity after many failures, they feel compelled to take it,” he says. No money, please: DCP Annamalai says that the first red flag would be when the person offering the job demands money. “Generally, these con artists say they represent a multinational company (MNC) to lure victims. They demand money to get them jobs. The first suspicion should arise when money is demanded,” he says. Write to MNC’s HR: no multinational company, especially IT giants, outsource work to smaller companies and most importantly, these MNCs do not outsource the task of hiring new employees. “When people come across such offers, the first thing they can do is do a quick Google search and obtain the email ID of the said MNC’s HR team. They can write to them about the offer they received and ask the HR to confirm whether it is legitimate. The HR teams generally respond quickly to such requests,” DCP Annamalai elucidates. Google first: In case the conman approaches a person with a lucrative portfolio of his company and shows victims a brochure containing all the projects he/she has done for these said MNCs, the first thing one must do is search for the company’s name online. “People cannot operate like the police but there are some precautions they must take. If the company’s name does not pop up on Google, that right there is a red flag. In this day and age, if a company is successful, it will have an online presence,” he points out. Find them on job forums: One can also always look at online job forums. There are numerous pages on Facebook and other social media sites where aggrieved people, who have been conned by people, come together to talk about the one who has allegedly conned them. “Generally, there are discussions about these companies,” DCP Annamalai says.

The father-son dynamic: Are K'taka BJP leaders unhappy with Yeddyurappa and BY Vijayendra?

Politics
BJP sources say that Yeddyurappa has distanced himself from several trusted aides due to his son's advise.
In the last eight months, BJP state President BS Yeddyurappa has only one thing on his mind - topple the Congress-JD(S) coalition and become the Chief Minister of Karnataka. With his single-minded focus on staging a coup and bringing down the government, Yeddyurappa has managed to anger several BJP leaders, who believe that the party’s state leader must be focusing on preparing for the upcoming Lok Sabha elections instead. BJP insiders say that Yeddyurappa’s desperation to avenge himself for the insult he suffered being tagged as a two-day CM, may end up costing the BJP in the general election. The Congress and JD(S) have alleged multiple times that Yeddyurappa has been trying to lure their MLAs by promising them plum ministerial berths, tickets to contest elections and also huge sums of money. And due to this constant effort to topple the government, fissures have formed within the BJP’s state unit and Yeddyu tollrappa has sidelined many influential leaders, sources say. “Some of the leaders don’t want him to be the state President any more. Ever since Yeddyurappa’s son Vijayendra has stepped up his political game, Yeddyurappa has been distancing himself from people who were his close aides. He trusts only Vijayendra now,” a BJP source said. According to BJP insiders, MLAs R Ashoka and CT Ravi, who had earlier rallied against Yeddyurappa’s nomination as the state President, feel that after the demise of BJP leader Ananth Kumar, Yeddyurappa has given into dynastic politics. “Yeddyurappa’s son BY Vijayendra badly wanted to contest the Lok Sabha polls from the Shivamogga segment. He has been trying to lure Congress leaders with the help of Balakrishna Jarkiholi. Vijayendra believes that if he gets due credit for toppling the coalition, he will have higher chances of obtaining a ticket to contest the polls,” the source said. The source also said that Yeddyurappa has also distanced himself from his long-time confidante R Ashoka and also seniors like Basavaraj Bommai. “Eshwarappa and Yeddyurappa were never on good terms. Yeddyurappa has not realised that it’s time to stop poaching efforts and listen to the high command. Although there is no constant bickering, the dissatisfaction is there,” the source said. Several senior leaders, also believe that Yeddyurppa has kept them out of the decision making process. “Now it’s becoming a father-son situation, which BJP has accused JD(S) of. If this continues, then the voters will not trust our leaders to make the right decisions,” the source added.

‘I’m Anthony Fernandez, not Ravi Pujari’: Gangster claims after arrest in West Africa

Crime
According to reports, Ravi Pujari's lawyers have written to Senegalese authorities claiming that the gangster is a citizen of Burkina Faso citizen and is named Anthony Fernandes.
The elusive gangster Ravi Pujari is once again trying to give the Karnataka Police the slip and this time, he is trying his hand through a legal route. Pujari was arrested on January 19 by the West African police in Senegal after intimation from their Indian counterparts. After his detention, Pujari was to be brought back to India. However, in a new turn of events, the gangster has approached the Senegal authorities, alleging that his name is Anthony Fernandez. Ravi Pujari's lawyers have written to Senegalese authorities that Ravi Pujari is a citizen of Burkina Faso citizen and is named Anthony Fernandes, TOI reported. The External Affairs Ministry is coordinating Ravi Pujari's extradition and is now trying to prove his identity. The Ministry had earlier sent dossiers of Ravi Pujari's criminal history and gang-related activities to the Indian embassy in Senegal. Poojari’s file contains details of the 49 charges registered against him and 13 red-corner notices issued by Interpol to the Senegal authorities. According to the TOI report, the Indian Embassy has sought more time to prove Ravi Pujari's identity. The police in Karnataka and Mumbai are now planning to submit DNA samples of his family members to prove his identity. His sisters, Jayalaxmi Salian and Naina Pujari, who live in Delhi, are likely to provide DNA samples. Ravi Pujari's wife and three children, too, have secured Burkina Faso passports and proving their identities may end up delaying the extradition process, the report added. Last week, the Mumbai police sent the gangster's dossier containing the details of 49 offenses, 18 of which are under the Maharashtra Control of Organised Crime Act. The Karnataka Police, too, has listed 36 offenses against Pujari in Mangaluru, 11 in Udupi and 36 in Bengaluru. Ravi Poojari is wanted in a battery of cases, including making ransom and threat calls to Bollywood actors, politicians and other prominent personalities. He has been on the run for several years now. Ravi Poojari describes himself as a 'patriotic' underworld don. He was reportedly living out of Australia until about three years ago. He has made several threatening phone calls to prominent persons, including activist Shehla Rashid, politician Jignesh Mevani and Bollywood singer Arijit Singh. Several politicians from Karnataka and Kerala have also claimed that they have received threat calls from the gangster. This includes Karnataka MP DK Suresh, Kerala Opposition Leader Ramesh Chennithala and Karnataka Congress MLA Tanveer Sait, among others.
