Another rejig in K’taka: IAS officer Rohini Sindhuri transferred from Hassan DC post

IAS officer Rohini Sindhuri has been transferred from her position as Hassan Deputy Commissioner with immediate effect. She has been posted as the Secretary of the Karnataka Building and Other Construction Workers Welfare Board in Bengaluru.  IAS officer Akram Pasha has taken charge as Hassan Deputy Commissioner replacing the outgoing Rohini. He was previously the Director at the Directorate of Minorities in Bengaluru.   Dr MV Venkatesh has been transferred from his position as Deputy Commissioner of Haveri district and will now take charge as Director of Horticulture and Director of National Horticulture Mission in Bengaluru. He is filling a previously vacant position.  The transfer comes just days after a major reshuffle of government officials in the state ahead of the Lok Sabha elections. In all, 31 IPS officials and 13 IAS officials were transferred on Wednesday including the Deputy Commissioners of Vijayapura, Davangere, Uttara Kannada and Chikkamagaluru. Rohini's name had not figured in that list but she was given her transfer orders on Friday.  Rohini, a 2009-batch, Karnataka-cadre IAS officer had earlier successfully contested her transfer order in June 2018 in the Karnataka High Court. This after the Siddaramaiah government had transferred her amid a run-in with the local ruling Congress leadership particularly A Manju, who was then a minister. In March 2018, she had locked down Manju’s office in the PWD Inspection Bungalow and issued notices to the minister and the PWD Department for using government space for election work which is against the Model Code of Conduct. Rohini was first shunted out in January when she was overseeing preparations for the Mahamastakabhisheka at Shravanabelegola, and had contested her transfer little more than six months of her posting at the Karnataka High Court and later at the CAT. As Sumalatha aspires to enter electoral politics, will Congress give her a ticket?

Political party insiders say that it is highly unlikely for Sumalatha to get a ticket from the JD(S)-Congress coalition.
As Lok Sabha polls approach, the Congress and JD(S) are now bickering for seats in the Old Mysuru region. Amidst the disagreement over seat sharing, the Congress is now facing another dilemma – should the Mandya Lok Sabha ticket be given to Sumalatha? Sumalatha, the wife of late veteran actor and former Congress MLA Ambareesh, held talks with Congress Legislative Party leader Siddaramaiah on Thursday. Speaking to the media after the meeting, Sumalatha said that the people of Mandya and fans of Ambareesh want her to contest elections from Mandya and she has requested the Congress to offer her a ticket. Despite Sumalatha's aspirations and the huge following she has in Mandya, the question is – will the Congress risk its alliance with JD(S) to give her a ticket? Sources close to JD(S) supremo HD Deve Gowda and those in the Congress say that the alliance partners will not offer Sumalatha a Congress ticket. "KPCC President Dinesh Gundu Rao, DK Shivakumar, Siddaramaiah, Deputy CM Dr G Parameshwara and others in the party have held talks with Deve Gowda and Kumaraswamy. The Congress has agreed that Mandya Lok Sabha ticket will be offered to a JD(S) candidate. There is no way Sumalatha will get a Congress ticket," the JD(S) source said. JD(S) insiders also say that Sumalatha's meeting with Siddaramaiah has angered many of her supporters in Mandya, who are now rethinking offering her their support. "When Ambareesh was the Minister for Housing in 2013, it was because of Siddaramaiah that he was dropped from the Cabinet. Ambareesh's supporters are backing Sumalatha and now they, too, are rethinking. She should have approached Deve Gowda and asked for a JD(S) ticket instead of going to the Congress. Deve gowda would have supported her if she had gone to him first," the JD(S) source added. Sumalatha is also set to meet CM HD Kumaraswamy on Sunday, sources say, to discuss her candidacy from Mandya. "There are a lot of aspirants for the Mandya ticket. Bhavani Revanna, Energy Minister HD Revanna's wife, is also an aspirant for the Mandya ticket. Deve Gowda is not giving her the ticket and neither will Nikhil Gowda get the ticket. There has already been a lot of talk about dynasty politics and Deve Gowda is fed up of it and is adamant that no one but Prajwal Revanna will get a ticket from his family to contest Lok Sabha polls. When this is the case, why did she not approach JD(S)? Besides, now she is meeting Kumaraswamy, especially after many JD(S) leaders have been disappointed with her move to approach Congress first," the source said. JD(S) insiders say that several party leaders and workers do not want LR Shivarame Gowda to be nominated for the second time. The JD(S), sources say, is watching out for Sumalatha's next move in order to determine which candidate the coalition must field. "Congress will not give her a ticket. See, there are two options now. If she decides to contest as an independent, then former IAS officer Lakshmi Ashwin Gowda will be fielded against her as the coalition's candidate. JD(S) really does not want to field Shivarame Gowda. Lakshmi is a strong candidate and has built up a support base in the last two years. If Sumalatha does not contest, Shivarame Gowda will remain," a JD(S) source said. JD(S) insiders also said that the Congress is not willing to give the JD(S) 12 tickets to contest the Lok Sabha polls but is adamant that the party would get only six. "When this is the case, why will JD(S) waste its ticket on Sumalatha? Besides, Deve Gowda is planning to meet Rahul Gandhi next week. He also spoke with KD Venugopal today (Friday) over the phone. Deve Gowda is willing to settle for eight seats. But Siddaramaiah does not want to give JD(S) anything more than six. These include Mysuru, Mandya, Hassan, Bidar, Shivamogga and Kolar-Chikkaballapura," the source added.

Bengaluru DCP (South) Annamalai not transferred: ‘Typing error' say officials

It’s only been 5 months since Annamalai was posted in the role in Bengaluru.
A surprise name in the list of IPS officers transferred by the state government on Wednesday was that of Bengaluru DCP (South) Annamalai K, just five months after he was posted in the role.  He was set to be replaced by Isha Pant, who was serving as SP and Director, Forensic Science Laboratory, Bengaluru. However, the transfer was immediately revoked and it was confirmed that Annamalai would stay on as Bengaluru (South) DCP. "Initially, I was confused about the transfer but I got a call early in the morning informing that my name has appeared due to a typing error. I will be continuing as DCP of Bengaluru (South)," Annamalai K confirmed to TNM.  The same reason was confirmed by sources in the chief minister's Office (CMO) but that has not stopped questions being raised about the transfer particularly since it emerged that Annamalai's supposed replacement Isha Pant was posted to the role of DCP, Bengaluru (East) and then asked to report to Chief Office (DG&IG of Police office) on Nrupathunga Road, until further orders. This is the third time Annamalai has received news of his transfer in the last year. In May 2018, Annamalai was given his transfer orders from his post of SP of Chikkamagaluru to SP of Ramanagara district within hours of BS Yeddyurappa taking charge as Karnataka chief minister. It never materialised since the SP did not receive his transfer certificate after Yeddyurappa failed to win the trust vote and relinquished his post.  He was later transferred out of Chikkamagaluru SP to the post of DCP, Bengaluru (South) in October of the same year by the JD(S)-Congress coalition government.  His transfer to Bengaluru capped a remarkable rise through the police force in Karnataka after beginning his career in 2011 in Karkala in Udupi district. He has previously served as SP of Udupi and earned a reputation for cracking down on criminal activities in the coastal district.  The reshuffle of IAS and IPS officials in the state comes just months before the Lok Sabha elections. In all, 31 IPS officials and 13 IAS officials were transferred including Bengaluru (North) DCP Chetan Singh Rathore, Mangaluru Police Commissioner TR Suresh, Deputy Commissioners of Vijayapura, Davangere, Uttara Kannada, Chikkamagaluru.

Summer in K’taka to be hotter than normal, says Met Dept as mercury rises across state

The sweaters have been stashed away and the shorts have come out. This as Bengaluru and the rest of Karnataka have been recording temperatures above normal, even as summer officially sets from March. While Bengaluru, once known for its ‘good weather’ all year round, has seen mercury rising to 35C earlier this week, northern districts in the state have recorded temperatures as high as 40C. An IMD official said, "For Bengaluru as a whole, for the last 3-4 days the minimum temperatures have been 2-3C more than the normal, while maximum temperatures have remained close to normal." With no showers in sight, temperatures in Bengaluru and other parts of Karnataka will continue to remain rise in the coming days. “The IMD (India Meteorological Department) is going to come up with its official outlook next week, but with temperatures in all districts and neighbouring states being above normal, we are expecting a hotter than usual summer,” Sunil M Gavaskar, the meteorologist at the Karnataka State Natural Disaster Monitoring Centre told TNM. Gavaskar said, “As per the current situation, no rainfall is expected. We are into the pre-monsoon period, sudden thunderstorm activity is expected to develop any time.” “Presently due to increased humidity and no rains, people in the entire coastal belt and neighbouring areas will feel more uncomfortable compared to the northern districts despite comparatively low temperatures,” he added. With the prevailing weather condition, Karnataka which has been facing three straight drought years is staring at another year of water scarcity. However, water levels in some major reservoirs in the state are slightly better than last year. “Yes, some of the major reservoirs in the state have 5-6 TMC of water compared to last year. But this may not mean much. Depending on the peak temperature in the summer, we may lose 12 TMC of water due to evaporation loss only in the reservoirs of Cauvery and Krishna basin. The situation can improve if we can get some good pre-monsoon rainfall,” Subha Avinash, Project Scientist (Hydrology) told TNM. She added, “There is no such noticeable improvement in the water levels of the minor irrigation tanks either. There is no improvement in terms of water situation be it minor irrigation water tanks or major reservoirs. K’taka man allegedly beheads grandmother believing it would bring him treasure

A terrifying case of murder has come to light in Karnataka's Badanagodi village, where a 32-year-old man beheaded his 75-year-old grandmother believing he would find treasure.  On Thursday evening, the neighbours of 75-year-old Puttavva Gollara got suspicious when foul smell emanated from her house. Several of her neighbours, who were concerned for her, knocked on her door. When there was no answer, they looked through a window on the east side of the house, where the smell was much stronger.  Concerned for her health, they knocked down the front door and went into the bedroom, to find that Puttavva had been beheaded.  "Puttavva's neighbours then began looking for her grandson Ramesh Gollara, as they suspected that he must have killed her. Her neighbours were wary of Ramesh as he had just been released from prison on bail," the Banavasi Police told TNM.  Within an hour, the members of Badanagodi village, found Ramesh Gollara sitting in an empty plot in the village, where he was questioned about his grandmother's death.  "The members of the village beat up Ramesh after questioning him and handed him over to the police," the Banavasi police added. Up on questioning Ramesh, police say that he confessed to killing Puttavva. "When we asked him why he killed her, we were shocked. He said that goddess Huligamma would possess his body and his dreams. He said that she had possessed his body and mind and told him to separate the head and torso of five people if he wanted to find hidden treasure," the Banavasi Police added.  Ramesh had allegedly killed Puttavva on Tuesday night and had left home on Wednesday due to the smell of decomposition. Police say that he was wandering around the outskirts of the village on Thursday as well.  "This is not the first time Ramesh Gollara has been accused of murder. In November 2016, Ramesh had confessed to beheading and mutilating the body of a minor and dumping it near Malagi Dam. When the Mundgod Police had questioned him, he had told them the same story. Back then too, he said goddess Huligamma had possessed his body and mind and had told him to behead a person in order to find treasure," the Banavasi Police said.  Ramesh Gollara had obtained bail two weeks ago after being arrested for the murder of the minor in 2016. The Banavasi Police arrested him on Thursday evening and booked him for murder. "We are objecting to his bail plea as he could end up killing more people. We suspect that he may be suffering from a mental illness and will take him for a medical checkup," the Banavasi Police added.

A musical connect: This US Air Force band struck a chord with audiences at Aero India

The United States Air Force (USAF) Band of the Pacific, which provided the perfect musical backdrop at the inauguration of Aero India 2019 in Bengaluru by performing the Indian and American national anthems, is turning out to be a crowd-puller even on other days of Asia’s largest air show. On day 2, the band performed country, jazz and pop numbers and, to the audience’s glee, had a jamming session with the IAF band. The USAF Band of the Pacific consists of full-time active duty musicians performing in the Indo Asia Pacific region to support military and community relations. “With music, it’s easy to connect with people,” says USAF lead vocalist Master Sergeant Christin Foley. The band puts in hours of preparation and research to mainly understand the popular and trending music. “We go through radio playlists, chart busters, audience requests, and the organisers also help us understand the audience preferences. With this information, we try putting up a successful show,” Foley explains. At the 5-day Aero India event, the band will perform a series of popular English numbers of the 80’s era. Although the band originally consists of 26 members, it is formed from popular music groups such as Pacific Trends and Final Approach, Pacific Showcase jazz ensemble, the Pacific Brass and the Pacific Saxophone Quartet, as well as other protocol groups. The band performs at Pacific Air Force ceremonies, boosting airmen morale. It also performs for commanders’ outreach needs and objectives throughout an area of responsibility that spans the Pacific Ocean from the Arctic Circle to Australia, and from the Polynesian Islands to the west coast of India, to include all of Southeast Asia. The USAF Band of the Pacific, stationed at the Yokota Air Base in Tokyo, Japan, is a detachment stationed at the Joint Base Pearl Harbor-Hickam in Honolulu, Hawaii.
