The Congress on Thursday held a legislative party meeting and prepared a list of eligible candidates, who are likely to get the party's ticket to contest in the Lok Sabha elections. According to Karnataka Pradesh Congress Committee President Dinesh Gundu Rao, the leaders of the Congress and JD(S) will put together a consolidated list of potential candidates to be sent to the high command for approval. "A meeting will be held on March 11, where the final candidates would be selected," Dinesh Gundu Rao said. Congress insiders say that the party's leaders are not willing to give up the seats which they had won in 2014. "If we give up the seats which we had won against the JD(S), we would essentially be handing over our voter bases to them and this is not in the interest of the party," a Congress source said. Creating cycle lanes is the focus as B’luru’s bicycle sharing project takes off

In an attempt to encourage more Bengalureans to switch to bicycles, the Karnataka government launched the Public Bicycle Sharing (PBS) project, also called ‘Trin-Trin’.
Around 10 am on weekday mornings, bicycles line up on Indiranagar's 100 feet road in Bengaluru jostling for space amidst the city's ever-congested traffic.  "It feels like I am jostling for space on the road since people are rushing to their offices in cars and bikes and I am trying to fit in with a bicycle," bemoans Yogeesh Prabhuswamy, who travels by cycle from the Indiranagar metro station to his workplace in Domlur's Diamond District, around 2.5 km away. The 36-year-old engineer began using Yulu bicycles docked at the Indiranagar metro station last year as an eco-friendly and economical alternative to travel to work.  Earlier this week, cyclists like Yogeesh received a boost when Karnataka Chief Minister HD Kumaraswamy launched the Public Bicycle Sharing (PBS) project, which will be called 'Trin-Trin'. Even though bicycle-sharing solutions like Yulu and Bounce have been operating in various pockets of the city over the past year, the state government has now officially launched the initiative to encourage more residents of the city to switch to bicycles similar to other cities in the world like Amsterdam. The government has identified 400 parking hubs in the Central Business District (CBD) areas in Bengaluru and at all Metro stations as hubs where bicycles will be docked. The Bengaluru model The 'Trin Trin' project was initially piloted in Mysuru but a few tweaks have been made while launching the project in the state capital. Unlike in Mysuru, the bicycles are not owned and operated by the civic administration. Instead, the state government has ensured that designated points in the city have been marked for private operators who provide bicycle sharing services. "In the Mysuru model, the investment was made by the government but in the case of Bengaluru, the cycles will be provided by private operators who are already providing the service for minimal charges," explains Ponnuraj, Commissioner of the Directorate of Urban Land Transport (DULT), the agency which is overseeing the bicycle project.  The agency was convinced by conversations held with officials of Yulu and Bounce who insisted that the government should spend money in improving the infrastructure and creating awareness rather than buying and operating bicycles in the city. This was also the same model followed in Pune. "We had conversations with DULT who spoke to the BBMP, the police and handed permits to operators like us," explains Shamanth, VP, Market Acquisition, Bounce.  Focus on creating infrastructure and awareness Shamanth's words are echoed by officials of competitor Yulu. "We explained why taxpayers’ money should not be spent on buying cycles but instead spent on creating infrastructure like cycle tracks and create awareness," explains Amit Gupta, co-founder and CEO of Yulu. Four companies have been issued permits by DULT so far including Yulu, Bounce, Lejonet and Zoomcar PEDL. Among them, only Yulu and Bounce are currently deploying cycles in the city.  But even as Bengaluru's civic officials and bicycle operators are trying to get more people to take to bicycles, regular cyclists like Yogeesh are trying their best to stick to them. "My alternative is an auto and auto-drivers charge more than the meter-price and instead of spending time negotiating the price with them, I could get on a cycle and start travelling. The feeder buses from metros too are irregular and overcrowded," says Yogeesh. To encourage more residents to take to cycling, the Bruhat Bengaluru Mahanagara Palike (BBMP) has drawn up a detailed plan to construct cycle lanes in a stretch of over 100 km of roads in the city. The first phase of the project covers roads connecting metro stations from Baiyappanahalli to MG Road, areas in Whitefield and a portion of Outer Ring Road. This is set to be completed by the end of 2019. "There should be greater awareness about the lanes in which cycle tracks will be conducted and the public should be actively encouraged to use them. This did not happen when the cycle tracks near Cubbon Park were constructed," points out Murali Krishna, Special Officer at DULT.  It is an observation that everyone involved in Bengaluru's bicycle push agrees with. "Without dedicated lanes for cycles, I am left fending for myself on the road. I have to navigate potholes and also be careful when buses stop on one side of the road forcing me to ride closer to the middle of the road," adds Yogeesh. These are hassles that dedicated cycle lanes will solve but it remains to be seen if they will be in place by the end of this year and whether it will encourage more people to turn to cycles.

Congress shortlists four candidates for Udupi-Chikkamagaluru seat

Udupi minister-in-charge Jayamala admitted that the Congress is considering four candidates for the Udupi-Chikkamagaluru seat in the upcoming Lok Sabha elections. Speaking to reporters in Udupi, Jayamala stated that former Karnataka Minister Pramod Madhwaraj, former MP Vinay Kumar Sorake, Former Deputy Chairperson of NRI Forum of Karnataka Arathi Krishna, and Chikkamagaluru Congress President Vijaykumar are in the fray to contest as the candidate for the party.  The party was defeated by the BJP in all 5 Legislative Assembly seats in Udupi district in the 2018 State Assembly Elections, a result largely attributed to the influence of Prime Minister Narendra Modi's visits to the district. The Congress is now aiming to turn its fortunes around in the Udupi-Chikkamagaluru region and is searching for a fresh face after its 2014 candidate Jayaprakash Hegde switched over to the BJP.  Pramod Madhwaraj is a former MLA from Udupi and was also the Minister of State for Fisheries, Youth Empowerment and Sports during the tenure of Siddaramaiah. He is the son of former cabinet minister Manorama Madhwaraj and a popular leader in Udupi. While reports in the run-up to the 2018 Karnataka Assembly Elections suggested that he would switch to the BJP, the move never materialised and he clarified that he was staying with the Congress. Contesting from Udupi in 2018, he subsequently went on to lose the election to his school classmate Raghupati Bhat of the BJP. Vinay Kumar Sorake is an experienced campaigner who has been associated with the Congress for four decades. He was the state president of the National Students Union of India (NSUI) from 1982 to 1987 before becoming the Joint Secretary of the All India Youth Congress in 1989. He has served as an MLA from Puttur constituency (1985-1995) and MP from Udupi (1999-2004). However, he was recently defeated in the 2018 State Assembly Elections after he contested from the Kaup constituency.  Arathi Krishna, Former Deputy Chairperson, NRI Forum of Karnataka, has emerged as a surprise name in the list of candidates in the fray for a ticket from Udupi-Chikkamagaluru. She hails from Udupi and could be a candidate the Congress party turns to if it decides to introduce a fresh face from the constituency. She is the daughter of Begane Ramaiah, who was elected from the erstwhile Sringeri constituency in 1983 and went on to become the Rural Development Minister in the state.  Vijaykumar, Chikkamagaluru Congress President, is the only aspirant mentioned who is from Chikkamagaluru. He admitted that he had put his name forward for consideration but added that he would accept the party's decision and work in favor of the candidate chosen. "It is true I am the only one from Chikkamagaluru whose name has been mentioned but I will continue to work for the party and improve its chances in Chikkamagaluru even if the candidate chosen is someone from Udupi. If the party recognises my efforts and picks me, I would be honoured," Vijaykumar tells TNM.  The constituency was carved out of four Assembly constituencies each from Udupi and Chikkamagaluru district in 2008. In the process, the previous Udupi Lok Sabha constituency lost its coastal character after areas in Chikkamagaluru were added to the constituency. The two districts are divided by the Western Ghats and are characteristically different in its geography. While Chikkamagaluru is marked by picturesque hills and coffee plantations, Udupi is a coastal district with its own characteristic coastal culture.  The Congress party's state leadership including former Chief Minister Siddaramaiah and KPCC President Dinesh Gundu Rao have begun campaigning in the coastal districts with Siddaramaiah questioning Udupi-Chikkamagaluru MP Shobha Karandlaje over the fate of the fishermen from Udupi who have been missing for over 80 days.  Sources within the BJP indicated that Shobha Karandlaje is set to be the candidate once again despite opposition from local BJP leaders in Chikkamagaluru.  Read: ‘Shobha Go Back’: K’taka BJP workers campaign against sitting MP, seek new candidate

Bengaluru gangster hacked to death in broad daylight near ISKCON temple

Gangster Lakshmana, accused of murder, attempted murder, abduction, and land grabbing, was killed by a gang of 5 men.
Notorious rowdy-sheeter Lakshmana, who has multiple cases of murder and land-grabbing registered across various police stations in Bengaluru, was hacked to death in broad daylight near ISKCON temple in the city. Lakshmana, who was out on bail last week, was travelling in a Toyota Innova car when a gang of five men in a Scorpio waylaid him around 12.45 pm on Thursday. The Mahalakshmipuram Police, who are probing the incident, told TNM that the men in Scorpio fished out machetes and sickles from the trunk of their car, pulled Lakshmana out of the Innova and hacked him up. "The miscreants fled by the time we arrived. Lakshmana was rushed to MS Ramaiah hospital around 1.10 pm and was declared brought dead," the Mahalakshmipuram Police said. Police suspect that Lakshmana's rivals may have committed the crime and are looking for the absconded killers. The deadly twin brothers Rama and Lakshmana In the late 1990s, twin brothers Rama and Lakshmana, natives of Kunigal town in Tumakuru, began their criminal activities in Bengaluru and within a few years were on the Bengaluru Police's list of Class A criminals. The twins, who associated themselves with the local gangsters of Magadi Road and Kamakshipalya in Bengaluru, shot to infamy in the city's underworld due to their involvement in land grabbing activities. The brothers had affiliated themselves with local gangsters in the area and became the point-men for big time dons to hire them to extort and grab land from people across Bengaluru. "These guys have been involved in grabbing land since the late 1990s. They kept shifting their loyalties to various dons in the city and they were also encouraged by their family members in Kunigal to get involved in the city's underworld. They were known for blackmailing people into selling them the land. The brothers would threaten people's lives, take away their original property documents and force the victims to sign the sale deed, which they drafted to suit their needs. They have several murder cases registered against them across police stations in the city," a retired police officer, who was once with the Central Crime Branch's anti-rowdy squad told TNM. In 2013, the CCB's Organised Crime Wing arrested Lakshmana's brother Rama after they raided the Jnanabharathi campus. Rama was arrested for the attempted murder of his rival gangster TC Ravi. Police say that Rama had beef with rival land grabbers TC Ravi, Koti Rama and Korangu Krishna. When TC Ravi was released from the Mysore Central Jail in 2013, Rama had hatched a plot to bump him off on Gandhi Bhavan Road. He and four of his associates absconded soon after hacking at Ravi with machetes. The police were on look out for Rama and Lakshmana since 2011, when the brothers’ land grabbing activities had peaked. The twins kept shifting bases from Kunigal to Kamakshipalya, making it difficult for the police to arrest them. Last year, the police arrested notorious land shark Mirle Varadaraj and booked him for illegally grabbing land worth Rs 500 crore. Upon his arrest in December last year, the police learnt that gangster Lakshmana was the enforcer. "When Mirle Varadaraj wanted to grab land, it was Lakshmana who would do all the dirty work. Lakshmana would approach parties interested in selling properties by posing as a real estate agent. He would take the original documents from the victims and never return it. He would then threaten their lives and get the properties transferred to Mirle's name. If a landowner decided to go ahead with any kind of construction, Lakshmana would bring his henchmen and demolish the structures. He would also resort to brutal assault to threaten the victims," a police officer said. In December 2018, the police arrested Lakshmana after a family from Jagajyothi Layout in Bengaluru complained to the police that Lakshmana had illegally occupied their house for two years and was refusing to vacate. The CCB sleuths raided the property and unearthed mounds of documents related to the land grabbing activities. Lakshmana was arrested and sent to Parappana Agrahara Central Prison. He was released on bail only a week ago. "Lakshmana has been a rowdy-sheeter for two decades now. He had also affiliated himself to a few political leaders recently. These rowdy sheeters come in and out of prison. Many of them hatch conspiracies to commit murders, thefts and abductions while they are in prison. Rivalries between rowdies are common. They convert their plans into action once they come out of jail either on bail or on parole," the police official said.

‘PM Modi has been a guest artist in Parliament’: Veerappa Moily interview

In an exclusive interview, Veerappa Moily spoke to TNM on a range of issues including the Rafale controversy, PM Modi, alliances ahead of the upcoming Lok Sabha elections.
Former Karnataka Chief Minister and Congress leader Veerappa Moily, who was also part of the Union cabinet in the past, exudes confidence that the grand old party of Indian politics will come back to power at the Centre. In an exclusive interview with TNM, Moily said, “The country needs a change so that the democratic principles can be restored. Now there is total intolerance, and an idea of ‘no one should give any opinion opposed to the government view’ is being propagated. It is the most intolerant and arrogant government, they don't want any analytical discussions on any topic. We have seen so many activists killed, like Kalburgi, Gauri Lankesh and this is a trend.” With political observers expressing the view that the pre-emptive aerial strikes in Pakistan’s Balakot will give the BJP political mileage, Moily opines that “it won’t help the BJP this time any more”. “People have understood what they (BJP) are. Amit Shah has said that 300 terrorists have been killed. But then the Defence Minister says, ‘we can't give any number’. We did not question, but their own statements make it very clear that they are vague,” Moily says, adding that his party objects to the politicisation of the armed forces by the ruling dispensation. “On matters concerning defence, we support the government, this is the standard Congress stand. But these people (the Centre) are making politics about it. Even today, our leader (Rahul Gandhi) has used the choicest words in support of our armed forces,” says Moily. Here are excerpts from the rest of the interview. Before this, the Congress has attacked the government on Rafale. You have been very direct with your accusations against the PM and also called the IAF chief a liar. The BJP has been saying that the hatred for Modi has converted into hatred for even the IAF. How do you react to that? It is an open and shut case of corruption in which Anil Ambani sat by the side when the discussions were going on. He is the sole benefactor at the cost of HAL. When we left the government, the HAL was cash rich but they made HAL weak. We are strongly against the Rafale deal that has sacrificed our national interests.  IAF chief has no business to speak on politics, That is the only thing I said. I have never called him a liar, it was created by the media.  Your expectations of the review petition in the Supreme Court? I cannot anticipate what the Supreme Court will say, but they have lied to the Supreme Court as well about the CAG report. What do you think of Narendra Modi as a Prime Minister? There has been no PM like him who is least interested in parliamentary democracy. He (Modi) may have bowed down and touched the steps of the Parliament with his head, but he has rarely made any appearance. He was primarily a guest artist. He never called a meeting with the Opposition at times of crisis but rather was going all over the world, even when the Parliament session was on. What about his policies and economic reforms the government has brought? There is no field where Modi has left a positive mark. There has been no single legislation of the current government that has come in the interest of women, poor people or the disabled. We are for the Women’s Reservation Bill, we have started the MNREGA, the RTI Act, RTE Act. In 2014, Modi gave a lot of promises. He said, ‘I will get the black money from abroad and credit Rs 15 lakh to every citizen’s account. Ultimately, Amit Shah came out and claimed it was only an election ‘jumla’ and was not to be taken seriously. They said every year they will create 2 crore jobs, but instead of creating jobs, there is only loss of jobs. No worthwhile investment is coming to India and his policies like demonetisation have demoralised the SME (Small and Medium Enterprise) sector. It was the common man who suffered but not the big industrialists. Our GST policies were better and simpler with just two levels of taxation as opposed to the current system of multiple slabs. So, our leader Rahul Gandhi has rightly said that this is Gabbar Singh Tax. Today, there is an atmosphere of distrust with the government. Neither is there investment from the domestic sector nor is there foreign investment. But experts say brand Modi is strong and he is still a popular choice. There is also a view that Rahul Gandhi is no match against Modi. Your thoughts? PM Modi enjoys popularity only amongst the RSS. If he was so popular, he would have won the last three states that went to polls. (Congress won the last three assembly polls held in Madhya Pradesh, Rajasthan and Chattisgarh) Rahul Gandhi is far more transparent, competent, and is articulate on issues faced by the common man. He has now emerged as a very strong leader. People used to make fun of him, but now they take him very seriously. Unlike Modi, he maintains humility. The kind of statements that Modi is giving today, it is highly improper for a Prime Minister while Rahul Gandhi only speaks on facts. The youth also feel their issues have been highlighted by Rahul Gandhi. Out of the three states— MP, Rajasthan were marginal and not all were comfortable victories for the Congress. However, unlike in those elections, you have failed to stitch together a rainbow alliance, will it not cost you? That way, their victory in 2014 was marginal, they had won only 32% of the total votes.  There is always a difference between politics at the state and central level. There are already pre-poll alliances in place in many states. Post-poll, there will be an alliance with parties like the SP, BSP and TMC. The common enemy is Narendra Modi, the common enemy is BJP.  We might see little adjustments too between non-BJP parties after the elections are declared. All of us will speak in a single voice so that the BJP does not win. A combination of pre-poll alliances, informal arrangements and post-poll alliances will see a non-BJP government at the Centre with Congress being the key stakeholder. And Rahul Gandhi will be the PM. Coming back to Karnataka, you have a pre-poll alliance. How many seats can you restrict the BJP to? They will not win more than five seats. I am telling you with my experience of five decades in politics within the state. I know very well with the alliance working that the BJP will be reduced to five seats in Karnataka. For you personally, what will be your role in the Lok Sabha elections? Will you contest from Chikkaballapura? I wish to contest the elections from Chikkaballapura, that is my primary concern. This is the third time that I will contest from the seat since winning it in 2009, Even in 2014, I had won with a big margin despite Modi addressing a rally when all the other constituencies addressed by him saw the BJP win. The JD(S) might want to claim the seat citing anti-incumbency you might face? Not only will I retain the margin, I expect to increase my margin because of my work in the last 10 years.I have cultivated my voter base there since I was the CM. I am instrumental in creating the international airport there among other important projects. When I was contesting for the first time, there were reports that Kolar and Chikkaballapur will be reduced to only barren land and people from this part will migrate to other places. My biggest achievement is in ensuring the availability of drinking water and irrigation projects. I had designed the Yettinahole drinking water project and 80% of the work is already over and within two years, it will be a reality.

'What do you eat in space? Shrimp!’: Former NASA Chief narrates stories from orbit

"What does it feel like going into space?" was the question many of the hundreds of students seated inside the Kondajji Basappa auditorium in Bengaluru had thought of during the interaction with former NASA chief Major General Charles Frank Bolden Jr. Not many were prepared for the response. "When the famous countdown of 10, 9, 8, 7 begins, you hear the sound of a giant explosion. Those are your thrusters kicking in and within seconds, you lean back and while the first 7 minutes and 45 seconds of the journey are quite comfortable, it is when you are exiting the atmosphere that you feel like there is a gorilla beating your chest, when you are travelling at 18,000 miles per hour," explained Maj. Gen Bolden Jr in a calm, succinct demeanour as he soaked up the adulation of the students of Bharat Scouts and Guides he was addressing in Bengaluru on Wednesday.   The former US Space Shuttle Commander and National Aeronautics and Space Administration (NASA) administrator conducted meetings with government officials, academics and students in India as part of the US Department of State's efforts to promote bilateral science and technology partnerships in space exploration. He recently retired from service as the twelfth administrator of NASA during the tenure of former US President Barack Obama and is known for being the first African-American administrator of the famed space research organisation. But it was in the engaging interaction with the students that Maj. Gen.Bolden Jr. was in his element – talking about space. He has travelled to orbit on four occasions between 1986 and 1994, commanding two of the missions and piloting two others. He fielded a range of questions from the audience and answered them with crisp responses drawing on his experiences in space exploration. "What do astronauts eat in space?" "I ate shrimp but in the future, food can be printed in space using a 3-D printer so when one of you goes on a space mission, you could be eating printed food". "How does the earth look like from space?" "During the day, there are no borders or any sign of life that is visible from space. It puts things in perspective for you. In the night, due to the lights, signs of human life is clearly visible". He even addressed the conspiracy theory that the earth is flat, "It looked round to me!" he quips, showing a picture of the earth he had taken from space. Maj. Gen Bolden Jr's candid and personal responses resonated with the young audience, who had assembled from Bengaluru and other parts of Karnataka. There was also ample encouragement given to the audience members to study and pursue science and dream about travelling to orbit. Ahead of the interaction, Maj. Gen Bolden Jr. held a meeting with the Indian Space Research Organisation (ISRO) Chairman K Sivan. "It was a courtesy call wishing him luck for the upcoming missions including the Chandrayaan II mission. We also discussed updates on the human space flight mission and other collaborations with ISRO,” he said, speaking on the sidelines of the interaction with scouts and guides. He heralded India's Mars Orbital Mission or Mangalyan for becoming the first nation to reach the Mars orbit in its first attempt. It is currently studying the upper atmosphere of mars in tandem with the US mission MAVEN, which is studying the lower atmosphere of the planet. He also stressed on the importance of Public-Private Partnerships (PPP) as key to space exploration today. "Public-Private Partnerships have resulted in several successful space missions and many space research organisations in the world are exploring possibilities through this," he added.
