After protests, Karnataka CM Kumaraswamy meets activists opposing elevated corridor

Civic Issues
Activists said the CM gave them a patient hearing and promised to look at other alternatives before going ahead with the project.
After hundreds of Bengalureans hit the streets on Saturday demanding the cancellation of a hurriedly called tender for the first phase of the controversial elevated corridor project, Karnataka CM HD Kumaraswamy on Tuesday met activists opposing the project. The CM assured them that a detailed discussion on the subject would be held soon after the general elections were over. He also promised to hold wide-ranging public consultations on the issue of mobility before proceeding with the project. Among those who were present at Tuesday’s meeting were Leo Saldanha of the Environment Support Group, Prof Ashish Verma of IISc, renowned theatre personality Prakash Belawadi, Naresh Narasimhan, Vinay Sreenivasa of Bengaluru Bus Prayaneekara Vedike (BBPV), Zibi Jamal of Whitefield Rising, and Isaac Amritraj of Slum Janaandolana Sanghatane, and Srinivas Alavilli and Tara Krishnaswamy of Citizens for Bengaluru (CfB). “The CM mentioned that he is not committed to any one project or the other but that he is clear that this crisis is an opportunity for him to leave a legacy for a sustainable Bengaluru for many decades to come. The citizens’ representatives would like to thank CM HD Kumaraswamy for noticing public emotion and his genuine outreach,” a joint statement from the activists said. “He also received Prof Verma’s mobility report and promised to personally review the document and the alternative proposals,” the statement noted. The opposition to the elevated corridor project has been gathering momentum since it was announced by the chief minister in his first budget in 2018 itself. Saturday’s protests, similar to that against the steel bridge in 2016, were carried out after the government called for tenders for the project without any public consultation as was promised by both the CM and the Deputy CM. Protesters, including students, residents and experts from more than 50 organisations, converged at the Gandhi Statue in Maurya Circle demanding that the government cancel the tender for the Rs 27,000 crore project.

‘Deve Gowda will contest from Tumakuru': Anitha Kumaraswamy

Lok Sabha 2019
However, hours later, the JD(S) supremo said he has not decided if he will contest from Bengaluru North or Tumakuru.
Ramanagara MLA Anitha Kumaraswamy on Tuesday announced that JD(S) supremo HD Deve Gowda will contest from the Tumakuru Lok Sabha constituency. Speaking to reporters in Mandya, Anita Kumaraswamy said, “Deve Gowda and Kumaraswamy are the star campaigners in Mandya and they will campaign for Nikhil. Deve Gowda will also contest from Tumakuru.” However, a few hours later, Deve Gowda himself told reporters in Bengaluru that he had not made a decision yet. “I am 86 years old and will turn 87 in a couple of months. I will decide if I would contest or not once I hold talks with the coalition leaders. I have not yet decided if I will contest from Bengaluru North or Tumakuru,” Deve Gowda had said. Anitha Kumaraswamy’s statement comes after former Congress MP Ambareesh’s wife Sumalatha announced that she would contest as an independent candidate from Mandya. Where will Deve Gowda finally contest from? Ever since the former Prime Minister gave up two important JD(S) bastions to his grandsons, Prajwal Revanna (Hassan) and Nikhil Gowda (Mandya), the elusive question has been – from which constituency will Deve Gowda contest? The Congress-JD(S) alliance partners on Thursday announced that the JD(S) would contest from eight segments: Uttara Kannada, Udupi-Chikkamagaluru, Shivamogga, Tumakuru, Hassan, Mandya, Bengaluru North and Vijayapura. Sources in the JD(S) say that Deve Gowda is mulling over bringing in the incumbent Congress MLA from Tumakuru, Muddanahume Gowda, to the JD(S) and putting him as a candidate. “He is thinking about refraining from contesting elections as it is risky to contest from Tumakuru or Bengaluru North. There is a lot of pressure from the party workers who want him to contest. They are even asking him to contest from Hassan. He has not yet decided anything,” the source added. In January this year, when Deve Gowda announced that he would relinquish his seat in Hassan to Prajwal, he was mulling over contesting from Mandya. Soon pressure began mounting on offering Nikhil a ticket and Deve Gowda handed over Mandya as well. Deve Gowda then wanted to contest from Mysuru-Kodagu. But his arch-rival and former Chief Minister Siddaramaiah refused to part with his home constituency and the JD(S) was not offered the Mysuru ticket. The JD(S) was left with Bengaluru North and Tumakuru constituencies and in both segments, the fight is a risky one for the former Prime Minister. Bengaluru North has a considerable population of people from the Muslim and Christian communities and also has a huge population of Vokkaligas. During the 2018 Assembly Elections, the Congress and JD(S) won the eight constituencies that fall under Bengaluru North. Although this seems like a logical choice for Deve Gowda, the rebellion in the Congress is brewing trouble for the octogenarian.

Lok Sabha 2019: Deve Gowda’s grandsons won’t have an easy debut as earlier planned

Lok Sabha 2019
Nikhil Gowda and Prajwal Revanna’s entry into Lok Sabha was supposed to be a forgone conclusion – but things have changed in the last few days.
With a pre-poll alliance in place with once arch-rivals Congress, the first family of the JD(S) might have thought that the 2019 Lok Sabha polls are the best time to launch the political careers of the third generation of the family. But as things stand for both of Deve Gowda’s grandsons Nikhil Gowda and Prajwal Revanna, getting into Lok Sabha is now no longer just a question of formality. In Mandya, where Nikhil Gowda is supposed to be contesting, an unprecedented challenge comes in the form of Sumalatha, an actor and late Congress minister and actor Ambareesh’s wife. Making it official on Monday, Sumalatha said she will contest from Mandya as an independent after being denied a Congress ticket. Political observers believe that the popularity the rebel star used to enjoy in his home turf will surely pose a challenge for rookie politician Nikhil. And especially in the backdrop of her husband’s death and her own popularity, Sumalatha will be a formidable candidate to beat for debutante Nikhil despite the JD(S)’s widespread grassroots presence in the region. Moreover, support from Sandalwood starts Yash, Sudeep, and Darshan – who themselves enjoy massive popularity in the region – will work to the JD(S)’s disadvantage. Ambareesh had a huge following in Mandya's Malavalli, KR Pete, Pandavapura, and Nagamangala areas. On the other hand, the JD(S) has a presence across the district but more so in Mandya town, Maddur, and Srirangapattana. In fact, the JD(S) had managed to win all eight assembly segments in Mandya during the 2018 state elections. JD(S) insiders say that although Congress party workers, actors, and several farmers' associations are supporting Sumalatha, she still has to fight the power that former Prime Minister HD Deve Gowda and his party hold in the region. “This is obviously not good news for the alliance, now the BJP will obviously not put a strong candidate or even a candidate at all. BJP does not have any special love for Sumalatha, but they want to ensure to defeat the alliance,” noted political analyst Sandeep Shastri said. In Vokkaliga stronghold Hassan, from where HD Deve Gowda has won four times, Prajwal Revanna, who is the son of PWD Minister HD Revanna, was also hoping for an easy win. But with A Manju, a former minister in the Siddaramaiah-led Karnataka government, joining the BJP, Prajwal is posed an unprecedented challenge. Manju who has been vocal about his displeasure with HD Deve Gowda leaving the seat for Congress, finally re-joined the BJP on Sunday after days of speculations. Although 3-time MLA Manju lost the recent Assembly elections from Arakalgudu seat in the district by a margin of 10,000-plus votes, he is likely to be the BJP’s choice of candidate. Moreover, his son Manthar Gowda, who is a zilla panchayat member, has strong clout within the Youth Congress ranks. In the coming days, he might also officially join the BJP. Combined with, the growing popularity of Hassan’s BJP MLA Preetham Gowda, all these factors will play against the JD(S). However, Shastri said, “Although this will make the fight a little interesting, I don’t think this is enough to penetrate the JD(S)’s fortress. Hassan is one of the few foregone conclusions.”

Times Now-VMR poll: Cong JD(S) to win 13 seats and BJP 15 seats in K'taka

Lok Sabha 2019
The BJP is predicted to win 2 seats less than it did in 2014.
The alliance between the JD(S) and Congress in Karnataka will bring down the BJP tally of Lok Sabha seats in the state from 17 to 15, but there will be no sweep by either the alliance or the BJP, according to a Times Now-VMR opinion poll. Out of the 28 seats in the state, the Congress-JD(S) alliance will win 13 seats says the poll, two more than the total of 11 seats the parties managed to win in 2014. In the last election, the JD(S) and Congress were not in an alliance and while JD(S) won two seats, Congress won 9. The opinion poll found that the loss in vote share for the combined Congress and JD(S) will be more than 8%. While in 2014, the combined share of votes for the Congress and JD(S) was 51.8%, the vote share is pegged to drop to 43.5% this time. At the same time, the BJP which secured a vote share of 43% in 2014, is slated to garner 44.3%. These predictions come after the recent pre-emptive air strikes in Pakistan’s Balakot which political analysts believe has given the ruling BJP an advantage. According to the poll, the NDA will win 282 seats, while the Congress front will secure 136 seats. Other parties- this includes TMC, SP, BSP, TRS, YSRCP etc- will win 125 seats. Karnataka goes to polls in two phases on April 18 and April 23. Udupi-Chikkamagalur, Hassan, Dakshina Kannada, Chitradurga, Tumakuru, Mandya, Mysuru-Kodagu, Chamarajanagar, Bengaluru Rural, Bengaluru South, Bengaluru North, Chickkaballapur and Kolar will go to polls on April 18. And on April 23, seats of Chikkodi, Belagavi, Bagalkot, Vijayapura, Gulbarga, Raichur, Bidar, Koppal, Ballari, Haveri, Dharwad, Uttara Kannada, Davangere and Shivamogga will go to polls.

As K’taka ruling coalition conducts joint press meet, BJP asks where is Parameshwara?

Lok Sabha 2019
Though Parameshwara said that he could not join his colleagues due to a prior engagement, sources say he is indeed upset with the coalition
The ruling coalition in Karnataka on Tuesday addressed a joint press conference to signal that the top leadership of the two parties were united despite murmurs of discontent.  But in the press meet addressed by former PM HD Deve Gowda, CM HD Kumaraswamy, former CM Siddaramaiah, Water Resources Minister DK Shivakumar and KPCC President Dinesh Gundu Rao, conspicuous by his absence was Deputy CM G Parameshwara. Soon, the BJP questioned Parameshwara’s absence. Taking to Twitter, the Karnataka unit of the party tweeted, “Alas! Congress-JDS leaders tried to send a message of unity by holding a joint press conference. But Deputy CM @DrParameshwara, who is the face of Congress in the coalition government, skipped the crucial meeting. It was like a marriage without bride.” Alas! Congress-JDS leaders tried to send a message of unity by holding joint press conference. But Deputy CM @DrParameshwara, who is the face of Congress in coalition government, skipped the crucial meeting. It was like a marriage without bride. — BJP Karnataka (@BJP4Karnataka) March 19,  The BJP’s barb comes in the light of Parameshwara being vocal about his displeasure that the JD(S) was allotted the Tumakuru seat despite the Congress’ SP Muddahanumegowda having won from there in 2014. Parameshwara himself is from Tumakuru and according to political observers, the allotment of the seat had become a prestige issue between him and former CM Siddaramaiah. This especially as Siddharamiah had wrested away the Mysuru-Kodagu seat from the JD(S). The JD(S) is traditionally strong in Mysuru, but this time the Congress will contest from  "We have a sitting MP. In principle, during our screening committee meeting, we had made a resolution that all the 10 sitting MPs should be given (tickets). After that, during meetings between Congress chief Rahul Gandhi and JD(S) supremo Deve Gowda, Tumakuru was given to them," Parameshwara had said on March 15. However, the tweet from the opposition party prompted an instant response. Parameshwara said that he could not attend Tuesday’s press conference due to prior commitments. He tweeted, “I could not be present at the joint press conference by Congress & JD(S) as I had to attend a pre-scheduled family event today. Senior leaders from both the parties have held several pre-election meetings to device a road map for elections. Congress and JD(S) will campaign together in Karnataka to make sure BJP does not win in Karnataka.” ಅಂತೆಯೇ ಜಂಟಿಯಾಗಿ ಚುನಾವಣೆಗೆ ದುಡಿಯಲಿದ್ದೇವೆ.#ಕರ್ನಾಟಕದ_ಪ್ರಗತಿಗಾಗಿ_ಮೈತ್ರಿ — Dr. G Parameshwara (@DrParameshwara) March 19, 2019 The top brass of the Congress and JD(S) announced that a joint campaign across 28 seats in the state will start through a rally addressed by UPA chairperson Sonia Gandhi, Congress president Rahul Gandhi and former Prime Minister HD Deve Gowda on March 31. Deve Gowda told reporters, “We will not only ensure that we retain the seats we won in 2014, but to also gain from the BJP. We will not allow the BJP to reach the double-digit mark."

Yakshagana performances in K'taka come under EC scanner: Is it fair to control an art?

Lok Sabha 2019
Yakshagana artistes say that the art form has been used for political messaging in the past, too, and that the trend isn't new.

With the Lok Sabha elections only a few weeks away, the Election Commission is gearing up to ensure free and fair polling across the country. And in Karnataka, the traditional art form of Yakshagana has come under the scanner of the EC. Troupes performing in Dakshina Kannada and Uttara Kannada districts of Karnataka have been advised to inform election officials about performances. "We have asked Yakshagana troupes to inform us about any performances because in that case, if people make a complaint, then we will not have any prejudice while investigating it. This is just so that we are kept in the loop about it," Uttara Kannada Deputy Commissioner K Harish Kumar told TNM. A similar advisory has been given to Yakshagana troupes in Dakshina Kannada as well. Election officials will also check whether Yakshagana performances are being conducted by members of political parties and whether audiences are given free meals or gifts in an attempt to woo them. The decision to bring Yakshagana performances under scrutiny has been taken after the Model Code of Conduct came into effect on March 10. But is it reasonable to control an art form? Yakshagana, the traditional art form in which performers combine dance, music and dialogue to mostly tell mythological tales, is popular in the coastal districts of Karnataka. It had earlier come in the Election Commission's radar in the run-up to the 2018 Karnataka Assembly elections. At the time, nodal officers sacrificed their sleep to attend overnight Yakshagana performances in Brahmavar, Kota and Amasebailu in Udupi district. The heightened vigilance from the election officials came after a complaint was registered against the Kateel Sri Durgaparameshwari Prasadita Dashavatara Yakshagana Mandali in Kateel in neighboring Dakshina Kannada for taking a dig at Congress President Rahul Gandhi. Yakshagana performance in Kateel, Dakshina Kannada In a sequence performed by Poornesh Acharya, the protagonist's words, "Ivanaarava, ivanaarava, ivanaarava” and “Iva nammava, iva nammava, iva nammavanendenisayya" (Don't ask who he is, accept him as one of our own) caught the election officials' attention. The sequence was supposedly a reference to Rahul Gandhi reciting a vachana of 12th century social reformer Basavanna in an election speech in Belagavi. The troupe was subsequently asked to show scripts of performances to election officials beforehand while officials also attended their Yakshagana performances. The same troupe has also performed Yakshagana programmes to propagate the welfare initiatives introduced by Prime Minister Narendra Modi. Read: Is Yakshagana turning political ahead of polls? Troupes come under EC scanner Political messaging in Yakshagana is not new Several Yakshagana performers and observers close to the art form noted that performances in the run-up to the elections are often infused with political messaging. "There have been Yakshagana performances that have praised Narendra Modi and his schemes and have also made references to the terror attack in Pulwama. This increases during the time of elections. Yakshagana performances are no longer restricted to stories from mythological texts. There are an increasing number of Tulu performances that draw references from popular culture,"says Diwakar Das Kavalkatte, a Yakshagana performer from Dakshina Kannada. It is not just the BJP that is benefiting from the political messaging in Yakshagana performances. According to a research by Shruthi, a student of Nitte Insititute of Communication (NICO) in Mangaluru, Yakshagana has been used to promote various social schemes introduced by the Siddaramaiah-led Congress government in the past, including the Annabhagya and Ksheerabhagya schemes. "Yakshagana performances highlighting these welfare schemes were performed in schools in Udupi district," says Shruthi. Yakshagana performance in Kateel, Dakshina Kannada 'The art should be about the story' Election officials are also looking to enforce the Supreme Court's guidelines and ensure that loudspeakers are not used after 10 pm. The drive to ensure that Yakshagana performances adhere to the Model Code of Conduct, however, has irked traditionalists. "It is not new that political messages are included in Yakshagana performances. In a performance in Suratkal in 1978 during the time of Emergency, a Yakshagana troupe had cleverly designed a play within a play. The protagonist in the play proclaimed, 'I want to organise a play but where do I do that? I went to heaven and there Devaraja was king and he was a worshipper of Goddess Indira'. The protagonist was referring to real life characters Devaraj Urs, who was the Karnataka Chief Minister at the time and Indira Gandhi, who was the Prime Minister at the time," explains Shantharam Kudva, a Yakshagana artist from Moodbidri. Shantharam recalls a time when politicians attended Yakshagana performances and laughed along with the audience to jokes about their own party. He feels that the political messages in Yakshagana performances today are blatant and do not blend well with the story being told. "If it is fitting the story and not directly asking voters to vote for a particular party, I don't see a problem in it. It is a stage performance and humour is an important part of it," he adds.
