Case against JD(S) MLA for threatening actors Yash, Darshan for supporting Sumalatha

Lok Sabha 2019
A video of the MLA's statements has been shared widely and has been aired on news channels.
A case has been registered against JD(S) MLA Narayana Gowda for intimidating Kannada actors Yash and Darshan for supporting independent candidate Sumalatha Ambareesh at a roadshow in Mandya on Wednesday.  The case was registered in KR Pete Circle police station in Mandya on Thursday night after a complaint was filed by Election Commissioner Ravikumar claiming that Narayana Gowda had violated the Model Code of Conduct. The case was registered under section 1860 (u/s -171f) of the IPC i.e undue influence or personation at an election. Narayana Gowda is the MLA from KR Pete constituency in Mandya. He had threatened sandalwood actors supporting Sumalatha Ambareesh in a meeting of JD(S) workers on Wednesday. “It’s because of the people who buy movie tickets that the cinema industry is flourishing. Those in the film industry must respect the people. If they continue to go against us (referring to JD(S)), we will begin an investigation into how they earned so much money. We are running the government, so stay at home respectfully,” he said. A video of his statements has been shared widely and has been aired on news channels.   His statement also came at a time several film actors decided to offer their support to Sumalatha Ambareesh ahead of the upcoming Lok Sabha elections. Sumalatha was flanked by popular actors Yash and Darshan during Wednesday's roadshow, which was attended by thousands of people. The duo have announced they will actively campaign for Sumalatha while actors Sudeep and Puneet Rajukumar have also expressed solidarity with her. Several actors campaigning for her were also close to her husband Ambareesh, who passed away in November 2018. Congress workers and leaders in Mandya also expressed their support for Sumalatha. Sumalatha is contesting as an independent candidate opposite JD(S)’ Nikhil Kumaraswamy, who is the son of Chief Minister HD Kumaraswamy and grandson of former Prime Minister HD Deve Gowda. The BJP has not named a candidate from Mandya in the first list of candidates announced by the party. The party's state unit has recommended not fielding a candidate from the constituency.

Food served at Indira Canteens in Bengaluru to be inspected weekly: K’taka Deputy CM

Food
BJP corporator Umesh Shetty on Monday had shared lab reports with the media, showing multiple Indira Canteen outlets in Bengaluru serving substandard food.
In light of the complaints about the quality of food served in Indira canteens across Bengaluru, Karnataka Deputy CM G Parameshwara said weekly inspections will be carried out to check cleanliness and quality of food served in each of the outlets. The Deputy CM, who also holds the portfolio of Bengaluru Development ministry, on Thursday inspected one of the Indira Canteen kitchens and outlets. He visited the Deepanjali Nagara Indira Kitchen and Canteen and the Nayandahalli Indira Canteen, along with Bengaluru Mayor Gangambike Malikarjun.  During his visit, Paramshwara asked officials to collect food samples from all the kitchens and canteens and send it for testing.   “Stringent action will be initiated if cleanliness is not maintained in the kitchens and canteens,” the Deputy CM said, according to The Hindu. The visit comes after one BJP corporator on Monday alleged that the quality of food served in Indira Cantens was substandard. Umesh Shetty, the corporator from Govindarajanagar (Ward 104) in Bengaluru, got the food tested by sending samples to the Ramaiah Advanced Testing Laboratory and to the government-run Public Health Institute.  According to the lab reports he shared with the media, food samples were collected from the Indira Canteens at Byatarayanapura, JP Nagar, Jayanagar and Nagapura wards on 20 February.  The Bisibelebath was bacteria-ridden and it was concluded that the sample was unfit for human consumption. The report also found that the microbiological quality of the sambar and rice samples was “not within satisfactory limits”, according to related documents accessed by TNM. Indira Canteens, started by former Chief Minister Siddaramaiah, is a food subsidisation programme for the urban poor, run by the Karnataka government. It is present in all the 198 wards of the city and functions like the Amma Canteen in Tamil Nadu introduced by late CM, J Jayalalithaa. The present JD(S)-Congress coalition government is continuing the scheme like many other populist measures initiated by Siddaramaiah.

Karnataka farm loan waiver scheme put on hold till elections are over

Lok Sabha 2019
The Congress-JD(S) government was banking on obtaining more votes in the Lok Sabha polls by rolling out the farm loan waiver scheme.
The Congress-JD(S) coalition government's farm loan waiver scheme will be put on hold until the elections are over. Officials with the Election Commission say that the state government has been informed that going ahead with the scheme would violate the model code of conduct.  The model code of conduct came into force on March 10 and will be in place till May 19. The story was first reported by The Hindu, however, ECI officials told TNM that the commission had indicated to the government that the payments to the farmers must be postponed due to the violation of election norms.  According to the farm loan waiver scheme, the state government would waive loans up to Rs 1 lakh for loans obtained from cooperative banks and up to Rs 2 lakh for loans obtained in commercial banks.  "Depositing the amount may motivate the voters to favour one party. Hence, it was asked to be stalled. This will also apply to central government schemes," the ECI official said.  According to The Hindu, loans in the cooperative sector worth Rs 1,500 crore were due for payment in March and April and this will be delayed. Of the Rs 1,500 crore, loans worth Rs 1,182 crore of over 3 lakh farmers were due in March and loans worth Rs 387 crore of 93,000 farmers were due in April.  When the farm loan waiver scheme was announced, the coalition had announced that it aimed to help the 20.38 lakh farmers from the scheme and the entire farm loan waiver process was slated to be completed by July this year. The government had allotted Rs 9,449 crore to over 16 lakh farmers, who were identified as beneficiaries so far. In the 2019-20 budget, the state government had allotted Rs 12,000 crore for the scheme.

Lok Sabha 2019: In B’luru Rural, it’s a proxy war between DK Shivakumar, CP Yogeshwar

Lok Sabha 2019
With years of dramatic political shifts etched into its walls, Bengaluru Rural is a segment to watch out for.
It’s a political turf war in Bengaluru Rural this time around where former friends are fighting against each other. Considered a fortress of the Congress once upon a time, the segment has always remained a bone of contention between the Congress and JD(S) since the mid-1990s. The area was once again regained by the Congress when Congress strategist and incumbent Water Resource Minister DK Shivakumar broke the JD(S)’ might in the area in 2004. Ever since, the Bengaluru Rural segment has witnessed intense battles between the Congress and JD(S). With the two arch rivals teaming up for the 2019 elections, the battle is now between the BJP and the Congress-JD(S) alliance. Sources in the BJP say that strongman from Channapattana, CP Yogeshwar, a former ally of DK Shivakumar, is likely to field his daughter Nisha Yogeshwar as the party’s candidate from the Bengaluru Rural segment. Nisha will be up against DK Suresh, incumbent Bengaluru Rural MP and brother of DK Shivakumar. For over 20 years, the DK brothers Shivakumar and Suresh have ruled the roost in Bengaluru Rural. Shivakumar is extensively involved in state politics with the aspiration of becoming the Chief Minister someday, and DK Suresh has taken on the task of winning the Lok Sabha polls for the Congress party. In order to understand how and why the two friends – Shivakumar and Yogeshwar – turned foes, one needs to look back into the politics of Kanakapura and Ramanagara. The battle that was Before the delimitation in 2008, the Bengaluru Rural constituency was known as the Kanakapura segment. Since the Lok Sabha elections in 1989, the Kanakapura segment was considered a stronghold of the Congress party. A veteran Congress leader from the Mandya region, the late MV Chandrashekar Murthy had set up his turf in Kanakapura, when he won from the segment in 1989. In the subsequent 1991 election too, Chandrashekar Murthy – the Vokkaliga face for the Congress in the region – won the elections. To the party’s dismay, Chandrashekar Murthy was defeated by JD(S) supremo HD Deve Gowda’s son HD Kumaraswamy in the 1996 Parliamentary election. Considered an impenetrable fortress of the Congress, the defeat came as a shock to many in the Congress. Deve Gowda – considered the arch rival of the Congress – had managed to defeat the party in its own area of strength. Thus, began the turf war between the Congress and JD(S) in Kanakapura with both parties ready to go to any extent to win the subsequent elections. This proved fatal to both parties in 1998 when the turf war resulted in a shift in votes to the BJP. Unhappy with Chandrashekar Murthy’s performance, the Congress had offered the 1998 Kanakapura ticket to Premchandra Sagar, a local leader. With Murthy plotting against his own party, the BJP ultimately emerged as the winner. The party’s M Srinivas, with a negligible presence in the state in 1998, managed to wrest the seat from Premchand. In November 2001, Chandrashekar Murthy passed away and the Kanakapura segment was now up for grabs. “This is where DK Shivakumar and CP Yogeshwar come in. The area has a strong Vokkaliga population and at the time, the party’s Vokkaliga face was SM Krishna. SM Krishna, who was the CM at the time deployed his right-hand man (in 2001) DK Shivakumar to wrest the seat and never allow the JD(S) to gain ground,” a Congress leader said.   In the 2004 Parliamentary election, DK Shivakumar gained the help of the then-MLA of Channapattana – CP Yogeshwar (who was with Samajwadi Party then) along with the BJP and decided to defeat Deve Gowda, who was contesting from the Kanakapura segment. “DK Shivakumar played the Deve Gowda family well. He used the one ploy, which he knew would bring down their morale. He played the astrology card. Within days of Deve Gowda announcing his candidature, DK Shivakumar began spreading the word in Kanakapura that Deve Gowda’s astrologer had told DK Shivakumar that the JD(S) would lose if a woman were to contest against Gowda,” the Congress leader said. DK Shivakumar then installed a rookie to politics, Tejaswini Gowda, as the Congress’ candidate from Kanakapura. “This may sound a little unbelievable. But the electorate in the area is extremely superstitious. In addition, every member of Deve Gowda’s family is also very superstitious and they never do anything important unless approved by the family astrologer. This was a major blow to their morale. Besides, DK Shivakumar had also done the leg work and managed to bring together Yogeshwar and the BJP to ensure Tejaswini’s victory. Essentially, it was a proxy war between Shivakumar and Deve Gowda,” the Congress leader added. In an intense battle, Tejaswini Gowda emerged as the giant slayer and came to be known as the only candidate Deve Gowda has ever lost an election to. Thus, began a new friendship – one between DK Shivakumar and CP Yogeshwar, who have managed to win the subsequent elections from Bengaluru Rural by working together. However, as an aspirant for the Congress ticket in Channapattana during the 2018 Assembly elections, CP Yogeshwar was snubbed by DK Shivakumar. “They were very close at one point. But both Shivakumar and Yogeshwar are of the same make. They are not ones who want to be told what to do. This marked the break of a friendship. Yogeshwar wanted to grow up the party’s ranks and Shivakumar would not let him,” the Congress leader added. In the 2018 Assembly elections, CP Yogeshwar contested from Channapattana as a BJP candidate and lost to HD Kumaraswamy, who was supported by DK Shivakumar. Shivakumar’s sudden shift in allegiance, insiders say, was because he felt a deep sense of betrayal by Yogeshwar. With friends turning foes, the two leaders are now gearing up to fight for the Bengaluru Rural segment. Yogeshwar has recommended that the BJP high command pick his daughter Nisha Yogeshwar as the party’s candidate. The Congress is fielding DK Shivakumar’s brother, DK Suresh. “It is not only about fighting his enemy but also retaining his fortress. A defeat for the Congress in Bengaluru Rural would mean a direct hit to DK Shivakumar. The BJP only wants to break into this bastion, especially since DK Shivakumar has delivered several losses for the BJP, especially during the 2018 bye-polls in Ballari,” a BJP source added.
