Man accused of raping, murdering 17-yr-old girl in K'taka escapes from police custody

A man accused of the raping and murdering a 17-year-old girl near Manipal in Udupi district escaped from police custody while being escorted back to jail on Sunday. Hanumanthappa Basappa Kambali, from Bagalkot district, was arrested on Saturday in connection with the death of the minor, who was found near Moodusagri village in Udupi district on March 9. He was produced before the Magistrate Court and remanded to 14 days of judicial custody. On Sunday, however, when Hanumanthappa was being escorted to the prison in Hiriadka, around 10 km away from Manipal, he surprised the police officials and escaped from the vehicle. “He was being escorted to the prison around 7.30 pm to be handed over to jail authorities. We are asking the public for more information on him. We have a few leads on where he might be and we are investigating that,” Udupi Superintendent of Police (SP) Nisha James told TNM. Hanumanthappa is around 5 foot tall and was wearing a pair of green trousers when he escaped. He had earlier absconded soon after the death of the girl came to light. The incident The victim had gone missing on March 9 and was found by a resident of Moodu Sagri on the evening of March 10. The police officials investigating the case had said that the victim's body was found in Moodu Sagri village near Doddanagudde in a wooded area, close to the railway tracks. There were signs that the victim was sexually assaulted and later strangulated. The officials, who arrested Hanumanthappa on Saturday, said the accused had allegedly taken the victim to a secluded place after befriending her. They also said that she was killed when she reportedly threatened to disclose the incident. Officials at the Forensic Medicine Department conducted a preliminary analysis of the body. Amit Shah will launch the party's poll campaign with road shows and a public meeting on Tuesday evening in the high-profile Bangalore South constituency.
BJP President Amit Shah will flag off the party's campaign for the 2019 general elections in Karnataka's 28 Lok Sabha constituencies on Tuesday in Bengaluru, a party official said on Monday. "Shah will launch the party's poll campaign with road shows and a public meeting on Tuesday evening in the high-profile Bangalore South constituency in the presence of our state leaders and hundreds of cadres," BJP spokesman G Madhusudhan told IANS. The BJP has fielded 28-year-old lawyer Tejasvi Surya as its candidate from the prestigious seat, which was held by late Union Minister HN Ananth Kumar since 1996. "Shah will also address our leaders and cadres and finalise the tour programmes of the party's national leaders, including Prime Minister Narendra Modi, Rajnath Singh, Nitin Gadkari, Nirmala Seetharaman and Piyush Goyal for electioneering across the state," Madhusudhan said. Polling will be held in the state in two phases for 14 parliamentary seats each on April 18 and April 23. The votes will be counted on May 23. "Modi will address two rallies in the state at Davangere and Mysore on April 8. We look forward to his visit to Bengaluru before the polling date as he did in April 2014," said Madhusudhan. Modi already addressed party rallies at Hubballi on February 10 and Kalaburagi on March 6 ahead of the election schedule announcement on March 10. The BJP won 17 of the 28 seats in the 2014 Lok Sabha polls, including all the three seats in Bangalore South, Bangalore North and Bangalore Central. The Congress won 9 seats and the Janata Dal-Secular (JD-S) the remaining 2. Union Minister for Chemicals and Fertilisers D.V. Sadananada won from Bangalore North while P.C. Mohan won from Bangalore Central.

Will Nikhil Kumaraswamy’s nomination be rejected? Here is an explainer

Independent candidate Sumalatha Ambareesh has accused an EC official of ‘tampering’ with the process of scrutinising Nikhil Kumaraswamy’s nomination papers.
On Sunday, independent candidate Sumalatha Ambareesh accused Chief Minister HD Kumaraswamy and the district administration of working in favour of the former's son and JD(S)'s Mandya candidate, Nikhil Kumaraswamy. Two days after Nikhil filed his nomination on March 25, Sumalatha’s polling agent MA Madan Kumar submitted an objection - a written complaint - to the Returning Officer (RO) and Mandya Deputy Commissioner N Manjushree and general observer Ranjeet Kumar J, pointing out the discrepancies in his nomination papers. According to norms, the RO is supposed to pass an order on such an objection. However, Sumalatha said no orders have been passed in this regard. Sumalatha, who is contesting from Mandya against JD(S) candidate Nikhil Kumaraswamy, is also fighting the might of JD(S) supremo HD Deve Gowda, CM Kumaraswamy and Ramanagara MLA Anitha Kumaraswamy in their bastion. Since the scrutiny of nominations began on March 27, several controversial questions regarding Nikhil Kumaraswamy’s nomination have been raised. Now, a series of allegations and counter-allegations have resulted in massive speculations that Nikhil’s nomination may be rejected. Were there technical errors in Nikhil Kumaraswamy’s nomination papers? Did the Returning Officer (RO) of Mandya and the Election Commission officials tamper with the process of scrutinising his nomination papers? TNM traces the timeline of events. How the confusion began The last date for filing nomination papers for Lok Sabha elections, or making any changes to it, was March 26 for the first phase of polling in Karnataka. A day before, on March 25, amidst much fanfare, Nikhil Kumaraswamy submitted his nomination papers to the Deputy Commissioner of Mandya, N Manjushree, at 2.43 pm. On March 27, the Returning Officer, who is also the Mandya Deputy Commissioner (DC), took up the scrutiny of all nomination papers filed for the Mandya segment. This was done in the presence of election general observers Ranjeeth Kumar J and Rani Nagar at 11.50 am. On March 27, Manjushree stated that Nikhil Kumaraswamy’s nomination papers were in order. However, Sumalatha’s polling agent MA Madan Kumar claimed otherwise. On the same day, he submitted a written complaint to Manjushree and Ranjeeth, claiming that the four sets of nomination papers filed by Nikhil Kumaraswamy on March 25 were not in order. Madan stated that Nikhil had not filled in all the columns on his Form 26 (election affidavit). Madan Kumar then stated that CCTV footage from the DC’s office will show that two days after the last date for filing nominations was over, Nikhil Kumaraswamy submitted a fresh Form 26 on March 27 at 10.20 am. “Nikhil submitted fresh papers an hour before the scrutiny process begins. I complained to Chief Election Commissioner Sunil Arora on March 27, stating that the RO (Manjushree) accepted the nomination papers despite the objection I filed,” Madan told TNM. Sumalatha too stepped up the attack against the RO. During an election rally on March 28, Sumalatha accused Manjushree of violating the rules to help Nikhil. She claimed that JD(S) leaders in Mandya, including CM HD Kumaraswamy, were pressurising Manjushree. On March 29, Manjushree held a press conference in Mandya to counter Sumalatha’s allegations. She said she had followed due process and had not indulged in any illegal activity. According to Madan, the CCTV footage at Manjushree’s office had recorded Nikhil filing his nomination again, which is against the rules. “After Manjushree’s press conference, I released a video of the scrutiny of nomination papers. The footage that the DC office gave us as proof that nothing was done wrong was tampered with. You can see the date stamps for yourself and find what went wrong,” Madan added. On Saturday, the Election Commission of India directed the Chief Electoral Officer of Karnataka, Sanjiv Kumar to look into the matter. Sanjiv Kumar held talks with officials of the Mandya district administration. Sanjiv Kumar later told the media that since the nomination papers were accepted by the RO, the EC could not intervene in the issue. On Sunday, Sumalatha accused general observer Ranjeeth Kumar of colluding with the JD(S).  Then, the Mysuru regional commissioner, TK Anil Kumar, was brought in by the ECI to conduct a probe into the accusations of procedural lapses by the Mandya Deputy Commissioner Manjushree. What comes next According to an Election Commission officer, the last date for scrutinising nomination papers for phase 2 of the elections was on March 29 and hence, it is unlikely that Nikhil's nomination would be rejected now. "Sumalatha can approach the court but she has indicated that she will not do so," the EC official added. Meanwhile, Mysuru regional commissioner TK Anil Kumar, acting on a direction from the Election Commission of India, has initiated an inquiry into Sumalatha’s charges. Madan stated that he has recorded the claims of both parties. “He took my statement and also Manjushree’s and said he would submit the report to the ECI. I have also spoken about how the DC office tampered with the CCTV footage and I have submitted a copy of it to Anil Kumar. He said he will submit it to the ECI and that we would have to wait till EC makes a decision,” Madan added.

Civic activist group Bellandur Jothege on Sunday organised a debate on the contentious issue of Elevated Corridor. Proposed by the state government, the project has seen stiff opposition since its mention in the state budget in 2018  from a section of activists and experts. While there is opposition, there are some who are in favour of the project. Currently, the matter is also the subject of a High Court case pertaining to the functioning of the Metropolitan Planning Committee. Full statement from Bellandur Jothege Bellandur Jothege (BJ) organised a mobility debate on March 31 with panellists comprising citizen changemakers and co-collaborators from Bellandur, Koramangala, Varthur, Doddanekundi and HSR to view the proposed complex Elevator Corridors (ECs) infrastructure project through the south-east suburbs lens. For ECs were RK Misra, Nitin Seshadri, Clement Jayakumar and Pratik Ghosh. Against, were Srinivas Alavilli, Radha Chanchani, Nagesh Aras and Narendra Kumar. The debate was moderated by V Ravichandar and KG Mohan (details in the introduction deck below). The idea was to facilitate alignment of thoughts and perspectives on the proposed project, provide a platform to subject matter experts on urban infrastructure development with a local context, and understand pros and cons of how ECs will impact the infrastructure starved south-east suburbs. We, at BJ, would like to believe that with this debate, more awareness and clarity was created on the EC project and viable alternatives possible. We will work on immediate, mid-term and long-term traffic decongestion and people mobility solutions, with active collaboration among Infrastructure and Transport subject matter experts, policy influencers, citizen groups, civic bodies and the State Government. BJ is deeply committed to take forward, with active citizenry engagement, the key debate takeaways relevant for Bellandur and its neighbours. Bellandur Jothege stands strongly for safe, sustainable, multi-modal transport systems that prioritise pedestrians with last-mile connectivity to all transport hubs and interchange points. We must strategically give in a little to get back a lot; keep asking for, as RK Misra said, "and more" not "this or that". For that, yes, we need the Elevated Corridors incorporating: 1. A few modifications after public consultation so that the project does not erode the history and culture of our great Garden City 2. Mandated design of pedestrian last mile connectivity in all road projects (policy level) 3. Running our public transport projects concurrently a) starting with BMTC mini green buses NOW on chakra loops; b) have more scientifically planned and rationalised BMTC bus routes per the debate (one month) 4. Operationalise Yelahanka to Heelalige Suburban Rail Route twice a day at peak hours Green mini-buses on chakra loops are a quick win on Sarjapur road for Inner Ring Road-Outer Ring Road-Sarjapura Road-Hosur Road connectivity through narrow “halli” ward roads in congested pockets of Haralur, Kasavanhalli and Doddakanelli. As Venkat Hariharan said in the audience Q&A, we don't treat ECs as a case of an obese city buying longer belts to hold up our pants for a thickening waistline (increasing accommodation capacity for bad food choices), rather view the city as a growing child, who needs a new belt every few years. Vinitha Kaul's question from the audience is still left unanswered though, "How can the government resolve land acquisition deadlocks to move forward on ECs or Sarjapur Road (15 years and still unresolved) or any infrastructure project, for that matter?" Which is why, BJ maintains, we want it all, concurrently rolled out, by authorities, we can trust. Regardless, our BJ projects continue as planned, per this graphic and map (the key one being Bellandur Walks—being rolled out June 2019).

Help from govt’s side not enough, says brother of Indian-origin man killed in Germany

Prashant and Smita Basarur were attacked by their neighbour over a dispute in Munich, Germany. Prashant succumbed to his injuries, and Smita is in the ICU.
Two days after an Indian-origin husband and wife were attacked in Munich, leading to the death of the husband, their families in Karnataka have yet to reach Germany due to lack of necessary paperwork. The couple, who hailed from Karnataka’s Udupi, was attacked by a Guinean man in Munich on Friday. 49-year-old Prashant Basarur died while his wife, Smita (43) sustained injuries and was reported to be in critical condition. The couple, both of whom are techies, had moved to Germany 15 years ago and had obtained citizenship last year. Speaking to TNM, Prashant’s brother Prabhat said Vinaya, their mother and Smita’s parents Chandramouli and Vidya will travel to Germany, as he was denied a visa. “They did not allow me a visa. I am with my mother at the German Consulate with my mother and the formalities are ongoing. We will most probably get done with the paperwork today (Monday) evening. And hopefully, my mother and her (Smita’s) parents can fly to Germany by tonight or tomorrow morning,” Prabhat said. He added, “Whatever we read in papers is all an election gimmick. The help from the government’s side is not enough. The only who helped us is Jayaprakash Hegde (former Udupi- Chikkamaguluru MP). Till now, nobody has contacted -- be it from the state or central government. All political parties are making this election gimmick. Every half hour one BJP person will call saying ‘I will do this’, the next hour somebody from the Congress will call. But nobody is doing.” Speaking about Smitha’s condition, Prabhat said they are being updated by one of Prashant’s friends there. “She (Smita) is still in ICU. Both kids are in police custody. One of my brother’s friend who is there who is giving us of the details every hour,” he said.   Earlier on Monday, External Affairs Minister Sushma Swaraj had tweeted in appreciation of the Bengaluru Regional Passport Office. Reacting to a media report stating that Sandeep’s mother Vinaya's passport had lapsed, the RPO office said that they will address the issue expeditiously. Preliminary investigation into the attack on Prashant and Simta ruled out the possibility of a hate crime. The attacker, believed to be a 33-year-old immigrant from New Guinea, was arrested and the kitchen knife used to stab the couple was secured, reports said. His motive for targeting the couple remained unclear. The attacker lived in the same apartment complex and was involved in a dispute with the couple. The couple was knifed after the altercation spiralled out of control, reports said. The accused, who was taken into custody by the police, is being tried in an Augsburg court.

Rebel Cong MLA Umesh Jadhav’s exit: K’taka Speaker finally accepts resignation

A two-time MLA, elected on a Congress ticket, Umesh Jadhav is up against Malikarjun Kharge from Kalburgi for the Lok Sabha polls.
Karnataka Assembly Speaker Ramesh Kumar on Monday accepted the resignation of Dr Umesh Jadhav, the MLA of Chincholi in Kalaburgi district. Ramesh Kumar’s decision comes nearly a month after Jadhav submitted his resignation. Congress sources say that the Congress Legislative Party leaders wanted Ramesh Kumar to stall the process of accepting Jadhav’s resignation as it would pose as an impediment to him for contesting on a BJP ticket. “Since he would technically be an MLA, even if he ended up winning, it would mean he would have to wait for his resignation to be accepted before he could take up office as an MP. This was the plan but now the Speaker has accepted his resignation,” the Congress source said.   Umesh Jadhav won the Assembly elections from the Chincholi segment twice on a Congress ticket. After defecting to BJP, He is now set to contest against Congress heavyweight and the current leader of the party in Lok Sabha Malikarjun Kharge from the Kalburgi constituency. In his statement, Speaker Ramesh Kumar on Monday said that Umesh Jadhav’s reasons for wanting to resign as the Chincholi MLA did not match the reasons listed by the Congress Legislative Party. Earlier in February, the Congress Legislative Party had requested Speaker Ramesh Kumar to disqualify Umesh Jadhav along with three other Congress MLAs for indulging in anti-party activities. The CLP had quoted the anti-defection law and alleged that MLAs Umesh Jadhav, Ramesh Jarkiholi, Mahesh Kumatahalli and B Nagendra had accepted monetary favours from BJP leaders and had decided to quit the party. The Congress top brass in the state had also alleged that the four rebel MLAs had not appeared for the CLP meeting despite a whip being issued during the Budget session in February. “The reason Umesh Jadhav mentioned in his resignation letter did not match the allegations made by the CLP leaders. I had requested him to submit a detailed response to several questions I had posed regarding his resignation letter,” Ramesh Kumar’s statement added. Meanwhile, On March 25, several citizen groups and voters urged the Speaker to not accept Umesh Jadhav's resignation. “They requested me to ask Umesh Jadhav to stay on as the Chincholi MLA. However, it may be noted that it is extremely difficult to establish intent regarding the reasons for Umesh Jadhav submitting his resignation. However, according to rule number 202 of the Vidhana Sabha Rules, I hereby accept Umesh Jadhav's resignation,” the Speaker’s statement reads. Rule 202 says the Speaker can accept the resignation of an MLA if he/she submits his/her resignation in person without citing any reason, given that there is no reason to believe that the resignation is not voluntary or genuine. On March 6, Jadhav joined the BJP in the presence of the party's state President BS Yeddyurappa ahead of the Prime Minister Narendra Modi’s rally in Kalaburgi. Umesh Jadhav v/s Mallikarjun Kharge The rivalry between the Umesh Jadhav and Congress veteran Mallikarjun Kharge is not new. Miffed at not bagging a ministerial berth, Umesh Jadhav had made his displeasure known on many occasions. In 2013, Jadhav was an aspirant for a minister post. He has expressed his displeasure when Mallikarjun Kharge’s son, Priyank Kharge, a first-time MLA, was inducted into the cabinet by the then Chief Minister Siddaramaiah. Similarly, when the Congress and JD(S) forged a coalition, Umesh Jadhav had wanted a ministerial berth. CM HD Kumaraswamy, however, did not induct Umesh into his cabinet whilst Priyank was given the post of Social Welfare Minister. Umesh Jadhav has also alleged that funds and development work for his constituency were blocked at the behest of the Kharges. Umesh Jadhav was one of the Congress legislators, who had been shipped to Renaissance Hotel in Mumbai during the BJP's Operation Lotus earlier in February. Jadhav’s trip to Mumbai was widely seen as a part of two-day CM BS Yeddyurappa’s plot to bring down the coalition by poaching Congress legislators. However, the alliance managed to keep its flock together except for Jadhav.
