Will Bengaluru residents soon have to compost wet waste at home?

Bengaluru generates about 4,200 metric tonnes of garbage every day and the city’s civic body – the BBMP, is grappling with the problem of excess waste piling up in landfills. Time and again, the BBMP has failed to perform one duty – to ensure that the waste collected from residential areas is segregated into wet and dry waste. Since there is no viable way to ensure that recalcitrant residents segregate the waste, the Karnataka State Pollution Control Board (KSPCB) is proposing the idea of compulsory composting of wet waste in all homes. The KSPCB in its proposal to the Urban Development department has stated that by bringing in amendments to the Karnataka Municipal Act, the BBMP will be able to ensure that each household in the city composts its own wet waste. “This has not been mandated by any other state government in the country and if we make it mandatory that every household compost their own wet waste, the amount of garbage being piled up in landfills will be minimised. We will be the first state in India to implement this policy, if we get government approval. Around 70% of all waste generated in Bengaluru is wet waste. Almost 60% of the households do not segregate their waste and hence it ends up in landfills,” a KSPCB official said. KSPCB has proposed that households compost the wet waste individually or have localised collection points where the wet waste can be turned into compost and then sold for agricultural purposes. “No matter how many awareness programs BBMP conducts, people still do not segregate waste at home and dump everything into the auto tippers which arrive at their door step to collect waste. These garbage loads end up in landfills because contractors are not willing to sift through tonnes of garbage daily and segregate it. If BBMP stops collecting wet waste, then people will become more responsible,” the official added. KSPCB has suggested that the civic body issue occupancy certificates to new residents, only if they have the provision for on-site composting. The proposal, however, is pending approval. “After the election code of conduct is lifted, the decision will be made,” the official said.

Drinking water crisis looms over Karnataka with groundwater, reservoir levels low

Depleting reservoir levels, dried up lakes, wells and borewells has resulted in a drinking water scarcity looming over Karnataka. The state government has declared 3,122 regions to be severely affected by drinking water scarcity. According to data obtained from the Department of Rural Development and Panchayat Raj, 138 out of 176 taluks in Karnataka have very low groundwater levels. Of these, the worst affected are Bagepalli, Chikkaballapura, Sidlaghatta, Bangarpet and Kolar. “The groundwater level is so low in Kolar and Chikkaballapura districts. It is less than 60 metres below ground level. Most of the borewells have dried up here and many people do not have the resources to dig up new borewells,” an official from the department said. The depletion of groundwater and the decreasing reservoir levels has resulted in water shortage in the coastal belt as well. On Monday, a notice was issued to all residents of Mangaluru that water rationing would begin. For the next 48 hours, residents of Mangaluru will not receive drinking water supply as the Mangaluru City Corporation is rationing water till June 1. “They are hoping for rainfall so the inflow in the rivers will increase,” the official added. According to data obtained from the Karnataka Natural Disaster Monitoring Centre (KSNDMC), Dakshina Kannada and Udupi districts had received above normal rain during the previous monsoon, while Uttara Kannada had faced a shortfall of 586.1 mm. The coastal region received below normal rainfall post-monsoon (180.4 mm) and during January-May (36.6 mm). “Fresh water flow has stopped in all major rivers in the coastal belt including Netravathi, Phalguni, Swarna, Chakra, Varahi, Sharavathi, Aghanashini and Kali. Groundwater levels have depleted and have reached 30-40 m below ground level in Mangaluru. Water level has reached the dead-storage limit in the Baje dam across the Swarna river, which is the main source of water for Udupi,” the KSNDMC official said. The agency, which also monitors reservoir levels states that the entire state has only 155 TMC of water in 13 reservoirs. The Hemavathi dam, Tungabhadra dam in Koppal, Ghataprabha and Malaprabha in Belagavi have the least amount of water. Currently, the Tungabhadra Dam has 3% live storage followed by Malaprabha (5%) and Ghataprabha (9%). The Supa Dam in Uttara Kannada district has the highest live storage this summer at 35%. “Last year, the reservoirs were 40% full when compared to this year. Currently the average water levels in all reservoirs combined is only 19%. Since rainfall was less compared to what was expected last year, several regions in arid north Karnataka have ended up using the water in the lakes much earlier. Now, many of them have to travel 5 to 6 km every day to fetch water. Even though the department is willing to shell out money to provide tanker water, there is no water in the borewells,” the official from the Department of Rural Development and Panchayat Raj said.

JD(S) state President AH Vishwanath’s remarks against Siddaramaiah’s performance as a Chief Minister on Monday has now triggered a war of words. The slugfest between Vishwanath and Siddaramaiah has come at a time when speculation is rife about the Congress-JD(S) coalition breaking apart. "What is so special (about Siddaramaiah's rule)? Was his administration greater than Devaraj Urs’s? People remember Devaraj Urs even today, after 30 years. Was there anything great that happened during his (Siddaramaiah’s) tenure to remember it for decades? What major developmental work happened? Nothing..." Vishwanath said. The JD(S) leader’s statement comes at a time when speculation is rife in the Congress that Siddaramaiah is planning to pull off a coup to break up the coalition soon after the Lok Sabha results are announced. Vishwanath – who was earlier with the Congress, and was instrumental in bringing Siddaramaiah into the party – also took a dig at Siddaramaiah’s followers in the Congress and said that the party leaders must not resort to making mischief. “Congress leaders must stop their mischievous attitude. They must stop trying to sabotage the coalition government. They can do all this politics in 2022, this is not the time. We had brought Siddaramaiah to Congress, we created a situation that made him the Chief Minister,” Vishwanath told the media. Soon after Vishwanath made the statement to the media, former Chief Minister Siddaramaiah took a dig at the JD(S) leader. “Vishwanath was a minister in the SM Krishna government and that government was also defeated. He (Vishwanath) is speaking out of jealousy. Don't give importance to what he says," Siddaramaiah said. Over the last few weeks, several Congress leaders have come out in support of Siddaramaiah, claiming that he is “their true CM”. In addition, the coalition’s decision to bring on board AH Vishwanath into the co-ordination committee is said to have angered Siddaramaiah. “During the Assembly elections, Vishwanath worked hard toward defeating Siddaramaiah in the Chamundeshwari Assembly constituency. In fact, one of the major reasons for Vishwanath to quit Congress and join the JD(S) was his rivalry with Siddaramaiah,” a Congress source said. Vishwanath quit the Congress in 2017 after falling out with Siddaramaiah. Vishwanath had accused Siddaramaiah of not allowing other leaders in the party to climb up the political ladder. Sources in the Congress say that Vishwanath and former Congress MLA, who is now with BJP – V Srinivas Prasad were tall leaders in the party who ended up leaving the Congress simply because they were antagonised by Siddaramaiah.

Bengaluru’s BTM Layout inundated after 30 mins of rain, police block main road

According to KSNDMC, Bengaluru received 39mm of rainfall on Monday afternoon.
Heavy rains of close to half an hour on Monday afternoon in Bengaluru saw the upscale neighbourhood of BTM Layout flooded with rainwater mixed with sewage. Water entered homes in some low lying areas while basements of apartment complexes saw water entering parked cars. The waterlogging was so severe that Traffic Police closed down the 29th Main Road of the BTM Layout both for vehicles and people on foot on fearing people might drown.  “We cannot let any vehicle go on the road as we fear any accident could be severe and spin-off effects could last long,” Puttamadaiah, traffic police inspector of Mico Layout told The Times of India. According to the KSNDMC, Bengaluru South received a rainfall of 39mm till Monday afternoon. “Roads near and in BTM Layout overflowing upto knee level with rainwater. All riders, drivers and pedestrians, please proceed with caution,” one Twitter user cautioned. A video posted by well-known activist Ram Prasad shows water upto knee level in a BTM Layout 2nd stage street. Responding to the allegations of inaction, Assistant executive engineer (AEE) BBMP Hanumanth Rayappa shifted the blame to the residents. He said residents had opposed the cutting of a tree which blocked the storm water drain. In the coming days, the Met department has warned of more rains in the city due to Western Disturbances. According to Indian Meteorological Department, Tuesday will see partly cloudy sky with one or two spells of rain or thundershowers.

Betting in IPL final: Police arrest one bookie from Bengaluru

Police in Bengaluru arrested one person for accepting bets for the IPL  final match held in Hyderabad on Sunday. Sleuths of the Central Crime Branch arrested 25-year-old Chand Pasha, a resident of Tannery Road from a Koramangala 3rd block house and recovered Rs 70 lakh in cash. Two mobile phones have also been seized. Investigation revealed the accused was receiving bets placed through online apps. Police said prime accused in the case, one Syed Illiyas is absconding. According to police, Pasha admitted that he was running the racket at the behest of Syed Ilyas. The investigations revealed that he would accept bets starting from the toss to the number of boundaries to be hit in the entire match. While, all the money would be sent to Ilyas. Pasha would keep Rs 1.5 lakh per month as commission. Police found that bookies from Maharashtra, Rajasthan, Punjab, Haryana and West Bengal are also part of the racket. Earlier in April, the CCB had arrested one bookie for conducting an online betting racket only for those placing bets above Rs 5000. Once he received Rs 5000 he would give access to the app to those willing to place bets.  The accused 35-year-old Vishwanath was arrested and Rs 1.8 lakh in cash and two phones were seized. Even in that case, police found that Vishwanath was working for another bookie who had offered him 10% of the cut for every bet. While placing bets in IPL or international cricket matches is illegal, it is common. However, in December 2018, police in Bengaluru unearthed a betting racket which was accepting bets on the Mzanzi T20 super league series in South Africa.   In multiple raids carried out then, police busted three gambling dens and arrested four bookies. At least Rs 17 lakh in cash was seized as part of the operations.

Radio collars fitted on elephants of different herds in Kodagu to track movement

Forest officials hope that this will go a long way in reducing the human-animal conflict in Kodagu.
In a bid to reduce the human-animal conflict in Kodagu district, the Karnataka forest department officials have started an operation to track the real-time movement and location of elephant herds in the district. Officials of the forest department have attached GPS-enabled radio collars on six elephants from six different herds. The elephants are from Thithimathi, Virajpet and Kushalnagar forest ranges in the district. This covers areas such as Maldare, Siddapura, Paalibetta, Ammathi and Palangala. “We have fitted these collars for the first time on six elephants from six different groups so that we know where the elephants are at all times. This information will help us in managing any conflict between human beings and elephants," explains Maria Christhu Raja, Deputy Conservator of Forests (Madikeri). The collars were fitted by forest officials with the help of three captive and trained elephants - Bheema, Krishna and Abhimanyu. These elephants were used to familiarise with the elephants in the six herds. First, the female leader, usually the largest and strongest in a herd, is identified. When she is isolated, the experts give her a dosage of a tranquilising drug determined according to the size and strength of the elephant. When the elephant falls asleep, the collar is fitted on the elephant. The movement of the elephants is being tracked since the elephants have a habit of straying into plantation areas, destroying crops and killing humans. Farmers in the area have suffered crop losses in coffee plantations and paddy fields due to elephants and are hopeful that the latest step to track the movement of the animals will help secure their crops. Information from the GPS tracker will be monitored by the officials of the forest department. The decision to fit elephants with GPS collars comes at a time when there is a rise in the human-elephant conflict in the forests of Kodagu, particularly in Palangala village.  In April, an elephant was shot dead by a resident in Palangala village. Around the same time, forest officials rescued five elephants stuck in a slushy pond in the village. The conflict has led to the loss of both elephant and human lives and forest officials say that the lack of water available in the forest is forcing elephants to turn to coffee plantations in search of water. Forest officials have attempted to dig trenches and set up solar fencing, iron fencing, spike pillars, among other solutions to resolve the problem. "If we are able to track one elephant from each herd, we can understand where each herd is at all times. We don't know sometimes when the elephants turn up in these estates," says Gopal, a forest officer from Virajpet. Husband from hell: The man who married and swindled several women in south India

32-year-old Jawahar Shukra is in jail for harassing a woman from Andhra Pradesh, whom he met on a matrimonial site. But this is just the tip of the iceberg.
On his Facebook page, Jawahar Shukra – alias Jawahar Balakumar – calls himself a ‘serial entrepreneur’. But the women whom he’s cheated and swindled over the past four years describe him as a serial abuser, serial ‘husband’, and a serial absconder. In March this year, Jawahar Shukra was arrested by Andhra police, and the 32-year-old is currently lodged in the Vishakhapatnam Central Jail, for sexual assault, criminal intimidation, cheating, and dishonestly inducing delivery of property. The IPC sections barely cover the astounding nature of his crimes however. For at least four years now, he has been allegedly meeting women on matrimonial sites, marrying them, getting them to give him large sums of money, sexually exploiting them, and then absconding – only to rinse and repeat with another woman. One of his recent victims is Anu (name changed), a 29-year-old bank employee from Andhra Pradesh who met him on Bharat Matrimony in August 2018. According to Anu, Jawahar told her that he wanted to marry her, and allegedly borrowed around Rs 18 lakh from her, citing a variety of reasons – from potential business investments to severe illness. As Jawahar’s stories slowly became suspiciously grandiose, Anu started to inquire about him. She eventually discovered that not only was Jawahar allegedly married multiple times already, but had also exploited and swindled many more women, each time with a similar modus operandi. Cheated and abandoned in Chennai The earliest case of Jawahar’s manipulation that Anu could trace was to May of 2015 – when he married a woman called Mamata (name changed) in Chennai. Mamata had registered a complaint with the Chennai police in June 2017 against ‘Jawagar Balakumar’. TNM has a copy of this complaint that explains how she got married to Jawahar against her parents’ wishes, and was later verbally and physically abused by him when she questioned why they were living in a hotel room instead of a house. Jawahar allegedly told Mamata that he owned a chain of hotels and restaurants in Chennai in the name of Jawahar Shukra Groups, and claimed that since he was facing troubles in his business, he could not get them a house. He then began to insist that Mamata bring money from her mother, allegedly physically abusing her when she refused, and insisting he would return the money within a month. Mamata was allegedly forced to bring Rs 6.5 lakh in cash, and jewellery worth more than Rs 3 lakh from her mother. When they eventually moved to a flat, Mamata found out that he was involved with many other women, and had cheated many people in the name of business investments. Whenever Mamata questioned his actions, he allegedly physically abused her and threatened to harm her family. The couple moved to Salem where the alleged abuse and dowry demands continued. When Mamata found out that she was pregnant, he allegedly forced her to take pills to induce an abortion. In August 2016, Jawahar told Mamata he had a business meeting in Bengaluru – and went absconding. At first, he told her he was having problems with his business and his return would be delayed. He then blocked her on Facebook, WhatsApp, and other communication platforms. When Mamata tried to contact him after giving birth to their child in February 2017, she found out that he had married another woman called Parvathi (name changed) in Hyderabad in November 2016. The Hyderabad hoodwink TNM has accessed a complaint filed by Parvathi with the Alwal police in May 2017, against ‘Chilukuri Jawahar Balakumar’, alleging physical abuse, cheating, concealment of his former marriage, and remarrying. According to Parvathi’s complaint, Jawahar met her on Telugu Matrimony, and got married in November 2016. He stayed in a hotel in Hyderabad and visited Parvathi’s house every day until they were engaged, preventing her family from doing a background check on him. Parvathi alleges that after their wedding, Jawahar and his parents harassed her and her family for dowry, in spite of having taken Rs 10 lakh in cash and 20 tolas of gold at the time of the wedding. Just like with Mamata – Jawahar had told Parvathi that he owned Jawahar Shukra group of hotels and restaurants across Tamil Nadu and Karnataka, and his parents and brother allegedly went along with the lie. Similar to Mamata’s account, Parvathi also alleges that he insisted that they stay in hotels, was involved with several other women, and abused her when she questioned any of his actions. Once he realised he was not going to be able to extract any more money from her, he again left on an indefinite ‘business trip’, never to return. On Parvathi’s complaint, Jawahar was arrested – but only briefly. He was let out on bail, and absconded once again. And by then, he had his next victim lined up – Swati (name changed), his junior from school. Betrayal in Bengaluru Swati, who lives in Bengaluru, spoke to TNM and had a similar story to share about Jawahar. Jawahar met Swati, his junior from school, in August 2016 on Facebook. “I had seen him in school but had never spoken to him. We exchanged numbers, and he would often come to my home in Bengaluru, saying he was on his way to important business meetings. He said he wanted to marry me, sometime in mid-2017, and sexually exploited me, saying we were almost married,” alleges Swati. Claiming to be from a very well-to-do family, Jawahar told Swati that if his family were to agree to their marriage, her father should invest in his hotels as a partner. Swati says that Jawahar forced her father to quit his job, and took Rs 6 lakh from him. When Swati’s father started to work for Jawahar’s hotels near Majestic and Ulsoor in early 2018, he slowly began to see through Jawahar’s deception. By then, it was already too late. “My father found out that Jawahar never paid staff salaries and other expenses like groceries, and had only paid a partial advance amount for the renting the properties. By the time people started to press him for money, Jawahar disappeared again,” says Swati. This was February 2018. By August the same year, Jawahar zeroed in on his next target – the woman who finally managed to get him into prison: Anu. Arrested in Andhra Anu met Jawahar on Bharat Matrimony in August 2018. “After talking over the phone for a while, Jawahar and I decided to meet in person in Rajahmundry,” Anu tells TNM. Later that month, Anu says that Jawahar took her to Srinagar in August 2018, pretending that his ‘sister’ and her fiance would be accompanying them on a business trip. When they reached, she realised it was just the two of them. At the hotel, Jawahar allegedly made sexual advances, and when she refused, he emotionally manipulated her. Anu left Srinagar immediately after the incident, only to find out later that she was pregnant. Meanwhile, Jawahar kept demanding money from her to invest in a resort in Thotlakonda, threatening to kill himself if he could not find enough money. “I met him again in Vishakhapatnam in October 2018. He was staying at a hotel. I asked him to return my money, but he just asked me for more money so he could buy a house for both of us. He then sexually assaulted me brutally and left the hotel in a hurry. I had a miscarriage after the incident,” alleges Anu. “There are a lot of cases registered against him. He never turns up for the court summons. He keeps travelling to different cities and stays in hotels, so the people he has cheated cannot trace him easily,” she adds. “When I told him about the miscarriage, he joked about it. After that, I just wanted to get my money back. But he just kept making excuses. He would say he had to pay salaries to his employees. He said he had dengue, then cancer. I found it a bit strange and asked him to send medical reports. He never did. I then started to inquire about him,” Anu explains, “Once I found out about his marriage with Parvathi and Mamata, I decided to go to the police.” “I was determined to get my money back. I started to dig deeper and filed a complaint with the police in December 2018. Once he found out that I was finding out the truth, he returned my money in a few hurried instalments,” says Anu. Anu says that when she filed a complaint with the police, they called him on his phone. He denied her allegations and said he was in Singapore on a business trip. The police then traced the call to Khammam. “He would drive around in an Audi or a BMW. All the money he had borrowed from people, he would use for showing off a false social status,” alleges Anu. According to Vishakhapatnam III Town CI Appala Naidu, the police finally arrested him in March under charges that include sexual assault, criminal intimidation, and cheating and dishonestly inducing delivery of property. “Jawahar is currently in the Vishakhapatnam Central Jail under a non-bailable case. An investigation is being carried out on Anu’s complaint,” says Appala Naidu. Women demand justice Anu says that although Jawahar is now in jail and the police are investigating her case, she wants justice for all the other people, especially women, whom Jawahar has harassed and cheated. “When I spoke to Mamata, I couldn't believe what she and all the other women she knew had to go through because of him. I contacted four other women who had suffered because of him. Some of these women know of many others like us. Some of them, like Swati, could not believe the truth until I sent evidence I had gathered in the form of screenshots and FIRs. He has harassed and cheated many women emotionally, physically, sexually, and financially. He has even recorded intimate videos and images with many of them. Most of them have not recovered their financial losses. The emotional damage cannot be repaired. I do not want him to get away with his crimes, and to ever be able to repeat them with anyone ever again,” alleges Anu. *Names changed to protect identity.
