How the BJP chipped away at Siddaramaiah to bring down coalition in Karnataka

Opinion
The BJP has gained by discrediting and breaking down the one person who could have prevented the imminent collapse and revived the Congress in Karnataka – Siddaramaiah.
PTI file image
With the BJP coming out in the open about engineering the political crisis that appears set to drown the JD(S)-Congress government in Karnataka, the manner in which former Chief Minister Siddaramaiah’s closest aides have been targeted for the poaching stands out for its clinical clarity.  The BJP and its national President and Home Minister Amit Shah have struck the coalition at its weakest point. And in the process, they have the additional gain of discrediting and breaking down the one person who could have prevented the imminent collapse and revived the Congress in the state, Siddaramaiah.  Coalition partner JD(S) firmly believed Siddaramaiah was behind the crisis as at least six of the legislators sitting in the Mumbai hotel are among the former CM’s closest aides. Two of them -- Byrati Basavaraj and MTB Nagaraj -- belong to Siddaramaiah’s caste and have been funding his political career from several years.  The BJP was so successful in fanning internecine fires that factions of the Congress party also believed that Siddaramaiah had sent his legislators to rebel against the coalition. That thought still persists and could even have a semblance of truth, as people feel it is entirely possible Siddaramaiah told his supporters to take their money and profits where they could, rather than depend on him to advance their careers in the current situation.  Till the Karnataka Assembly Elections of May 2018, Siddaramaiah was the sole leader and undoubted mascot of the Congress party.  Even after the party failed to secure a majority and had to settle for 25 seats less than the BJP in the 224-member house, Siddaramaiah was the sole leader trusted by most of the party and by the outgoing Congress President Rahul Gandhi. The CM post went to HD Kumaraswamy of the JD(S) -- a man Siddaramaiah has a mutually antagonistic relationship with -- and the deputy CM’s post went to the then state unit President of the Congress party, G Parameshwara -- another man with whom Siddaramaiah has a mutually uncomfortable relationship. The Congress High Command, however, made it clear that Siddaramaiah would be the Legislature party leader and the Chairman of the Coordination Committee between the coalition partners, making him a clear power centre. Siddaramaiah, however, appears to have visibly failed to live up to the additional pressure and responsibility of keeping afloat a coalition that goes very much against the grain for him. He did not ‘help’ his followers, he did not intercede or persuade Kumaraswamy-Parameshwara to carry out their wishes, he did not smooth differences among the coalition factions or even within the Congress party. To all intents and purposes, Siddaramaiah just let things go without keeping a check or control on it.  The most charitable interpretation of his actions would be that he was too heartbroken over the decisive loss he faced in his home constituency of Chamundeshwari in the May 2018 poll. Though his second constituency Badami elected him, his situation was similar to what Rahul Gandhi is facing now (defeat in home constituency Amethi, elected from Wayanad) and he had similar instincts of not wanting to have anything more to do with direct politics for at least a while.  He stated several times to people around him that he had no desire to fight an election ever again. And none of the Siddaramaiah shrewdness was evident in the selection of candidates to the Lok Sabha polls -- it caused more suspicion from the JD(S) and the other Congress factions that Siddaramaiah was only looking out for himself and not for either the party or the coalition.  Now, with his close supporters sitting in the BJP camp and his image as a strong leader with staunch followers all in tatters, if it is true that Siddaramaiah engineered the coalition fall, as some people still believe, he has shot himself in the foot. The BJP has reaped the full benefit of the situation, something their party president would have definitely accounted for: they have nearly removed Siddaramaiah as any kind of threat to stop their sweep of the state and also succeeded in their goal of pulling down the ‘Congress’ part of the coalition government.  Sowmya Aji is a political journalist who has covered Karnataka for 26 years. Views expressed are author's own.

Karnataka crisis: Rebel MLAs Ramalinga Reddy, Gopalaiah fail to meet Speaker

Politics
Cong MLA Ramalinga Reddy and JD(S) MLA Gopalaiah were supposed to meet the Speaker personally on Monday to explain their reasons for resigning.
Both former Karnataka Home Minister and senior Congress MLA Ramalinga Reddy and JD(S) MLA K Gopalaiah who were scheduled to meet Karnataka Speaker KR Ramesh Kumar on Monday afternoon skipped their meetings. PTI reported sources as saying that both of them called the Speaker’s office and briefed them about their absence earlier in the day. Both of them had to meet the Speaker personally to explain their reasons for resigning. While Reddy is in Bengaluru, Goapalaiah is in Mumbai along with the other rebel MLAs who are staying at the Renaissance Hotel since July 6. In a tweet, Reddy said, "Some people are unnecessarily spreading the news that I am flying to Mumbai. I have made it very clear that I am in Bengaluru. Request media friends to abstain from the rumors.”  He is likely to meet the Speaker on Tuesday at 4pm after the Supreme Court hears the matter for the third time since it had gone to court on Thursday.  Reddy is also the only MLA out of the 16 rebel MLAs of the ruling combine, who has not approached the Supreme Court seeking that their resignations be accepted expeditiously by the Speaker. Reddy had also held a meeting with former Chief Minister Siddaramaiah on Sunday in light of the recent crisis. As things stand now, a trust vote that could seal the fate of this government will be held at 11am on Thursday. Earlier on Friday, regarding the resignation of MLAs, the apex court had ordered status quo to be maintained till Tuesday. The numbers are stacked up against the ruling coalition with BJP leading with 107, and the coalition at 101. As part of Tuesday’s proceedings in the top court, it is also likely to hear a petition filed by Karnataka Youth Congress Secretary Anil Chacko Joseph and others seeking its intervention in the ongoing case claiming that the resignation of 10 rebel MLAs was to be treated as defections.

>The scheduled demolition of the Jayadeva Flyover in Bengaluru for metro expansion work has been put on hold until next week by authorities thus delaying the traffic curbs that were set to be in place from Monday.  As reported earlier, a significant part of south Bengaluru traffic will be affected due to the diversions — now likely to come to effect from Thursday — as authorities will demolish the loop of the flyover that connects Bannerghatta Road and Silk Board junction. As a result of the same, both the service roads on either side of the flyover will be closed, except for local residents. This is part of the Bangalore Metro Rail Corporation Limited (BMRCL)’s phase-wise demolition plan to reconstruct it as one of the first road-and-rail flyovers. The new flyover, which will cost over Rs 130 crore, will be ready by February 2020 and will accommodate the RV Road-Bommasandra (Reach 5) Line of the metro rail. “We have to take all precautionary measures and study traffic patterns before the work commences. We will stop vehicles from using the loop from Bannerghatta Road towards Central Silk Board by this week and hand over the work to the contractor,” a source told the Times of India. Diversions With the commencement of the demolition work, vehicles travelling towards Silk Board Junction from Bannerghatta Road side will have to take left from JD Mara crossing and pass through 9th Cross Road, before exiting through East End Road or Marenahalli Main Road. Another alternative route, devised by the traffic police, include right from 6th Cross Junction on the 29th Main Road and left at 6th Main Road to exit at Marenahalli.  Those coming towards Bannerghatta Road from Silk Board will be forced to take a left from 29th Main Road and left again from 7th Cross to exit on Bannerghatta Road. During this period, however, traffic will be allowed through the underpass as well as the main flyover on the Outer Ring Road connecting Banashankari and Silk Board. This major road diversion will come when metro works already paralysed a key part of the Central Business District (CBD) resulting in a traffic nightmare. A part of Kamaraj Road, a 200m section connecting Brigade Road (MG Road Cauvery Emporium) to Cubbon Road Junction has been blocked for the next four years.

IMA scam: SIT detains K’taka Congress MLA Roshan Baig at Bengaluru airport

Crime
Roshan Baig was allegedly being ushered into the aircraft by BJP State President BS Yeddyurappa's PA NR Santosh when the SIT nabbed him.
The Special Investigation Team probing the I Monetary Advisory (IMA) scam detained Shivajinagar MLA Roshan Baig on Monday whilst he was trying to leave the city and was allegedly on his way to Mumbai. According to Chief Minister HD Kumaraswamy, Roshan Baig was being ushered into a private chartered aircraft on Monday evening when sleuths nabbed him at Kempegowda International Airport.  Roshan Baig was allegedly being ushered into the aircraft by BJP State President BS Yeddyurappa's PA NR Santosh when the SIT nabbed him.  "Baig was detained for questioning at the Kempegowda International Airport when he was about to take off in a private aircraft to an unconfirmed destination from Bengaluru," Joint Commissioner of Police (Crime) BR Ravikantha Gowda said in a statement on late Monday night Today SIT probing the #IMA case detained @rroshanbaig for questioning at the BIAL airport while he was trying leave along with @BSYBJP's PA Santosh on a chartered flight to Mumbai. I was told that on seeing the SIT, Santhosh ran away while the team apprehended Mr. Baig. 1/2 pic.twitter.com/MmyH4CyVfP — H D Kumaraswamy (@hd_kumaraswamy) July 15, 2019 The investigation team had granted Roshan Baig time till July 19 to appear before them for questioning. However, SIT sources told TNM that Roshan Baig had sent a letter to the investigators stating that he would not be able to appear for questioning until July 25 and sought more time.  SIT officials suspected that Baig would abscond if given the opportunity, and hence decided to detain him.  Calling Baig's alleged attempt to flee an attempt by the BJP to destabilise the coalition government by indulging in horse-trading, the Chief Minister said, "BJP MLA Yogeshwar was present at the time there (at the time of Baig's detainment). It’s a shame that BJP is helping a former minister escape, who is facing a probe in the IMA case. This clearly shows BJP's direct involvement in destabilizing the govt through horse-trading.”  Kumaraswamy also alleged that NR Santosh fled the spot when the SIT arrived at the airport to detain Roshan Baig.  In June, Roshan Baig was suspended by the Congress for anti-party activities. Prior to his suspension from the party, Roshan Baig had blamed former CM Siddaramaiah, Karnataka Pradesh Congress Committee President Dinesh Gundu Rao and Congress national general secretary in-charge of Karnataka, KC Venugopal, for the alleged failure of the coalition government.  Soon after his statement, his name surfaced in the IMA Scam in the audio clips left behind by one of IMA’s founders, Mohammed Mansoor Khan, when he absconded.  Soon after the news of the scam broke out, Revenue Minister RV Deshpande stated that Roshan Baig had requested officials from the Revenue Department to grant Mansoor Khan a no-objection certificate for a Rs 600 crore bailout. However, Deshpande had stated that the revenue officials had not complied with the demand.  Contrary to Deshpande's claims, earlier this month, the SIT arrested the Deputy Commissioner of Bengaluru Urban district Vijaya Shankar, the Assistant Commissioner (Revenue) LC Nagaraj and an executive engineer with the Bangalore Development Authority, PD Kumar Nayak, for allegedly accepting crores of rupees as bribe to write a favourable report for IMA in an RBI inquiry.

'Will return to India in 24 hrs’: Absconding IMA founder Mansoor Khan in new video

Crime
Mansoor Khan claimed that he will give authorities a list of assets of the company, which can be sold to return the investors’ money.
I will be coming to India in 24 hours, on my will. I have full faith in the Indian judiciary," More than a month after he went absconding, IMA Jewels Founder and Managing Director Mansoor Khan has released yet another video. This time, he has claimed that he will return to India in the next 24 hours. If indeed the man accused of swindling thousands and has deep political connections, comes back to the state at the time of the political crisis, it will have serious repercussions. Mansoor is the prime accused in the multi-crore ‘halal’ ponzi scam, wherein he has been accused of cheating 40,000 investors to the tune of Rs 2,000 crore. The video, which has been published on Monday on the IMA’s Youtube channel, is being widely shared on WhatsApp and other social media channels. In the seven-minute video, Mansoor claimed that the investors’ money could be recovered by selling the assets of the company. He also claimed that he was returning for the sake of the investors and urged the investors to “keep their abuses and violence to themselves”.  “I have been trying to return to Bengaluru. I have been unwell and been on bed rest for one month because of my cardiac and diabetic condition. Today, I can make this video as my palpitation is under control. But I promised that I will return as soon as possible. I have a diabetic condition and also heart blockage. I have to undergo an immediate operation as I have three blocks in my heart, and I don’t have enough money. Since I could not afford to get proper treatment, I will be coming to India in 24 hours, on my will. I have full faith in the Indian judiciary,” he said in the video. Mansoor has been accused of running a Ponzi scheme – where the money is rotated from new investors to older investors – in the name of I Monetary Advisory (IMA). He fled India around June 13, when the scam surfaced, and investigators believe he is in hiding in Dubai.  Like the previous video, Mansoor, while admitting to fleeing the country, claims he was under a lot of pressure from politicians and anti-social elements. “I don’t know where my family is I have no source of contacting them,” he said.  He has also said that he has a “list” on how he can return the investors’ money.  “I will give the documents to the Department. If we liquidate the assets, we can return the money to many clients. I am coming there for all the investors... Please trust me,” he said, adding that he has already arranged for the flight tickets.  Meanwhile, sources of the Special Investigation Team (SIT), which is probing the scam, said that they have tracked Mansoor Khan's movements in the last few days. "We can't reveal the plan of action yet. We will be able to give more information once he is apprehended," an SIT source told TNM. Till day, SIT has arrested 19 people, including IAS officer and former Bengaluru Urban Deputy Commissioner Vijay Shankar (IAS), Assistant Commissioner of the Revenue Department LC Nagaraj, BDA Executive Engineer Kumar, city corporator Syed Mujahid, one religious preacher and village accountant Manjunath. Others include the 12 directors of IMA.  Incidentally, Congress rebel MLA Roshan Baig, who was named by Mansoor Khan in his first video, skipped a summon by the SIT. Roshan Baig recently quit as MLA and is one of the MLAs rebelling against the Congress.
