Karnataka rains: Policeman dies after being hit by car, death toll rises to 3

Heavy rains lashed Karnataka’s Belagavi district for the last three days and the death toll has now risen to three. At around 4 pm on Tuesday, a police official, who was deployed along NH-4 for rescue operations, died in a horrific accident. Eranna Latti, a sub inspector attached with the Kittur Police Station was allegedly hit by a car along NH-4. According to the Kittur Police, Eranna was deployed along the national highway to help clear the road for vehicular movement. “The rain had flooded the road and a tree was cleared. Eeranna was standing on the side of the road, when he was hit by a car, which was travelling on the road. The driver of the car lost control of the wheel and rammed into the SI,” the Kittur Police told TNM. Eranna allegedly died on the spot. At the time of writing, the rescue personnel were shifting his body to the nearest hospital. On Monday, heavy rains in the catchment area of the Krishna river caused flooding in parts of northern Karnataka, leading to two deaths. The outflow from the reservoirs of the Krishna basin caused the inundation of several villages and farmlands.  A man was washed away in the floodwaters of Krishna river in Belagavi district on Monday. Maruti Jadhav, 30, was washed away at a field near Chikkodi. This comes three days after Shivanand Nayak was washed away in the floodwaters at Adeppa Ankalagi village. In Belagavi, the Vedaganga river overflowed on Tuesday and surrounding villages were submerged. A high alert has been issued in the surrounding villages. According to Deputy Commissioner of Bommanahalli, the Yemagarani village, which is closest to the Vedaganga river, is waterlogged up to 10 ft above ground level. The bridge across the river, which is around 40 ft tall, was also submerged due to incessant rains. “We have cordoned off all areas within a 3 km radius of the river due to the floods,” he said. Similarly, the Markandeya river also overflowed leading to floods in villages located in Athani and Gokak taluks. The rampant floods have resulted in over 150 acres of sugarcane plantations being submerged in Nidagundi and Muddebihal taluks. According to the Central Relief Commission, around 8,000 people have been evacuated from their homes in Belagavi district alone. Of these, 3,132 people have been shifted to relief camps. The remaining are yet to be rescued as crucial roads are blocked. Relief camps have been set up in Belagavi, Uttara Kannada, Bagalkot and Raichur districts.

Over 10,000 people evacuated from flooded homes in north K’taka, 53 relief camps set up

The IMD has issued a red warning in six districts for the next 48 hours.
The heavy rains that lashed several parts of north Karnataka over the last two days has displaced hundreds of people. The incessant rains in six northern districts – Belagavi, Uttara Kannada, Bagalakote, Yadgir, Raichur and Vijayapura – have resulted in homes being inundated with water. According to the Central Relief Commission, around 8,000 people have been evacuated from their homes in Belagavi district alone. Of these, 3,132 people have been shifted to relief camps. The remaining are yet to be rescued as crucial roads have been blocked due to the flooding. Relief camps have been set up in Belagavi, Uttara Kannada, Bagalakote and Raichur districts. “There are 53 relief camps in Belagavi, Bagalakote, Uttara Kannada and Raichur. There is only one in Raichur’s Yeragodi village, where 181 people who were stranded atop a hill were rescued by the State Disaster Relief Force Team. In Bagalakote, 3,850 people have been affected; of them only 1,045 have been evacuated. The rest are awaiting help from the Maratha Light Infantry team deployed there,” an official with the Central Relief Commission told TNM. Relief camps are currently being set up in Vijayapura, Yadgir and Raichur districts, where the rescued persons are being transferred. Currently, seven NDRF teams with 30 personnel in each team, five SDRF teams with 66 personnel in each team, five Maratha Light Infantry teams with 60 Indian Army personnel in each team, and over 600 Fire and Emergency Service personnel have been deployed for the rescue operations. A peepal tree fell on the Netravathi Express at 5.30 am on Tuesday in Udupi. Rescue personnel removed the fallen tree and train operations continued without any injuries reported. In Udupi, several villages in Kundapur were flooded due to heavy rains. The Indian Meteorological Department has issued 48-hour red warnings in six districts including Dakshina Kannada, Uttara Kannada, Chikkamagaluru, Shivamogga, Kodagu and Udupi districts; orange warnings have been issued in Belagavi, Hassan and Haveri; and yellow alert has been issued in Dharwad and Kalaburgi. The IMD states that rain may recede in Bagalakote, Yadgir, Raichur and Vijayapura in the next 48 hours. A red warning means extremely heavy rainfall, an orange warning indicates very heavy rainfall and a yellow warning indicates heavy rainfall.

Villages in Balagalkot flooded as Malaprabha river overflows In the last 24 hours, villages surrounding the Krishna river basin were completely submerged because of the outflow of water from the Koyna and Rajapur barrages. According to DC Bommanahalli, the villages in Kallol and Chikkodi were submerged as an excess of 2.64 lakh cusecs of water was released from the barrages. Relief camps have been set up in Belagavi city, Chikkodi and Athani. “The river has widened by at least 250 m. Chandoor, Mnjari, Ankali, Kallol and Examba villages have been flooded. Farmlands and cattle sheds have been destroyed. Homes are submerged in water and over 4,000 people have been shifted to relief camps. More than 15 bridges located across the rivers in Chikkodi and Nipani taluks have been submerged,” he said. In Bagalkot’s Jamkhandi, the Ghataprabha and Malaprabha rivers, tributaries of river Kirshna have overflown. This has led to blockage of roads to and from the areas surrounding Ghataprabha and Malaprabha river basins. Traffic has come to a standstill along the Vijayapura-Dharwad state highway since Sunday night due to the incessant rains and landslides. Relief camps have been opened in schools located in Hirepadasalgi, Muttur and Alaguru. Waterlogging along NH-4 in Belagavi due to rampant rains The Krishna river basins in Raichur, Bijapur and Yadgir too are witnessing incessant flooding. Yadgir DC Sree Kumara Rao said that over 4 lakh cusecs of water had to be released from the Basava Sagar Dam as the reservoir had reached its maximum storage capacity. “21 of the 31 gates of Basava Sagar Dam were opened today (Tuesday). Over 3 lakh cusecs of water was released from Almatti Dam on Monday as well. This is the highest outflow we have seen in the last 10 years,” he said. The situation is no different in Raichur’s Devadurg and Lingasugur taluks as 2.9 lakh cusecs of water was released has turned precarious after 2.91 lakh cusec was released downstream Krishna from the Narayanpur reservoir. Jaladurga, Yelagundi, Hanchinal, Yeragudi and Kadadaragaddi in Lingasugur have been submerged and cut off from Raichur district headquarters since Sunday as the roads have flooded too.

Red alert issued amid fresh landslides in Kodagu, DC says situation under control

A holiday has been declared for schools and colleges in Kodagu after a red alert was issued for the district by the Indian Meteorological Department from August 7 to 9.
A major landslide disrupted traffic on Makkuta Road connecting Virajpet in Kodagu and Kerala. The landslide had occurred on Monday morning and is the first major landslide to occur in Kodagu this year, a year after landslides had devastated the hilly region.  "This is the first major one (landslide). Traffic has been halted on the road. We are working on the temporary restoration of the road. It has been closed for four days and we will try to allow small vehicles to operate on the road during that time. Permanent restoration will take some time," confirmed Kodagu Deputy Commissioner Annies Joy, who inspected the spot where the landslide occurred.  The road has been closed from Perumbadi check post to Makutta check post. Vehicles going towards Kerala will now have to take an alternate route via Gonikoppal-Kutta. District officials have identified areas in the district where they will open relief centres if the rains intensify and fresh landslides occur.  "Few cracks have appeared on the roads but the situation is under control. We have identified places we will open relief camps in," added Annies.  Earlier in July, a minor landslip had occurred at the old private bus stand in Madikeri. Residents in the district living in vulnerable areas have shifted to rented accommodations for the monsoon season. The district administration will pay compensation amount for rent for up to three months.   Officials admitted that they were caught unprepared during the floods and landslides that took the lives of 18 people and displaced over 7,000 others in 2018.    A holiday was declared for schools and colleges in five taluks of Dakshina Kannada district, which neighbours Kodagu. Major crack on NH-4 due to rains, bus services from Karnataka to Pune, Mumbai halted

The crack developed on Monday night after heavy rainfall in Belagavi and its neighbouring districts in northern Karnataka.  Pictures of the cracked road were circulated on social media. The photographs are from near Kagal village in Maharashtra, around 8 km from Koganolli, the last village in Belagavi district before the border with Maharashtra. The roads leading to Kaagal were blocked on Tuesday and officials from Kohlapur district of Maharashtra are currently carrying out repair works.  "We received information from our Belagavi division about the crack developed on the road on NH48. Buses headed towards Pune and Mumbai are operating only up to Belagavi now," confirmed an official of the Karnataka State Road Transport Corporation (KSRTC). The official also confirmed that due to waterlogging, the national highway connecting Bengaluru and Pune is now shut and vehicles leaving Belagavi are only able to travel till Kakati, around 10 km north of the city.  All buses bound for Mumbai, Kolhapur and Shirdi from Karnataka have also been stopped, while the road between Ankola and Yellapur in Uttara Kannada district is also blocked due to inundation.  Here is a full list of the roads closed in northern Karnataka — Yellapur -Ankola, Hubballi -Yellapur; BGM: Belagavi - Panjim, Jamkandi -Vijayapur, Belagavi- Gokak, Belagavi - Vengurla; CKD: Kagwad-Miraj, Chikkodi -Ichalkaranji, Nippani -Kolhapur, Gokak-Vijayapur, Nippani -Gadinglaj, Nippani -Hupri, Athani-Kudchi; BGK: Jamkandi -Savalagi, Jamakandi -Guddapur, Chikkapadsalgi barrage, Kudachi barrage. As a result of the torrential rain and consequent water flowing below the track, the South Western Railway - Hubballi Division has informed that both up and down lines between Londa and Tinaighat are suspended from 1 am of August 6 till further advice.   Divisional Engineer of Hubballi Division visited the spot and advised train traffic to be suspended for the safety of passengers.  The following trains have been rescheduled / short terminated / partially cancelled:  1. Train No. 12742 Patna-Vasco da gama which is diverted via Miraj  and arriving on 06.08.2019 will be short terminated at Belagavi.  2. Train No. 06948 Hubballi-Vasco da gama slip coaches will be short terminated at Londa on 06.08.2019. 3. Train No.18048 Vasco da gama- Howrah Express scheduled to depart at 07:10 hrs. on 06.08.2019 is rescheduled to depart at 13:10 hrs. on 06.08.2019. 4. Train No. 12780 Hazrat Nizamuddin-Vasco da gama arriving on 06.08.2019 will be short terminated at Belagavi. Slip coaches will be moved separately to Hubballi. 5. Train No.02779 Vasco da gama-KSR Bengaluru Express commencing journey on 06.08.2019 will originate from Londa instead of Vasco da gama partially cancelling the service between Vasco da gama and Londa.    The heavy rainfall has led to flooding of villages in the Krishna river basin and rescue operations involving personnel of the Army, National Disaster Response Force (NDRF), State Disaster Response Force (SDRF), Fire and Emergency services and home guards are underway.

Kumar on August 2 was transferred out to the Karnataka State Reserve Police Division, and Bhaskar Rao was brought in his place, just 47 days into his tenure.  “There is a total breach of the principles of natural justice. Within days of taking charge as Commissioner, the city was the centre of a huge political crisis and protests were handled imaginatively by Alok Kumar ensuring peace. He has introduced various measures to improve the functioning of city police,” Kumar’s petition in CAT said, reported The New Indian Express. According to provisions of the Karnataka Police Act, 1963, clause 20-F guarantees a minimum tenure of a year in any positing which has also been endorsed by the Supreme Court. His counsel pointed out that the State Civil Services Board did not even recommend his transfer nor does it concur with the statutory scheme of exemptions.  This change was made as part of a massive administrative reshuffle in the state’s IAS and IPS ranks after BS Yeddyurappa took charge as the chief minister for the fourth time.  Tussles between IAS/ IPS officers with state, central governments regarding frequent transfers or suspensions by the political class are not new or rare. Subsequently, the cases have landed up in the Karnataka High Court when one of the parties contested the CAT order.  In one of the recent high-profile cases, Karnataka cadre IAS officer Mohammed Mohsin approached the CAT after he was suspended by the Election Commission for inspecting the helicopter of Prime Minister Narendra Modi at Sambalpur in Odisha on April 16. Prior to that, IAS officer Rohini Sindhuri had approached the CAT when she was removed from the position of Hassan Deputy Commissioner after she had an alleged run-in with the local Congress leadership in 2018.

Train services between Londa in Belagavi and Tinaighat in Uttara Kannada were suspended from 1 am on Tuesday morning until further notice due to water flowing below the track. A landslip also brought tracts of mud on the track.   Meanwhile, the Karnataka State Road Transport Corporation confirmed that all interstate buses bound for Mumbai and Pune are operating until Nippani due to a blockage on National Highway 4. The route between Ankola and Yellapur in Uttara Kannada district was blocked after heavy rains affected services to Pune, Hyderabad and Hubballi. Buses are now operating via Sirsi instead.  The National Disaster Response Force is assisting in rescue and relief operations in Raichur and Belagavi districts. Several people stranded by the floods were rescued on Monday and the operations are set to continue on Tuesday. A total of 50 NDRF personnel, 56 SDRF (state disaster response force), Fire and Emergency Services, and home guards are on duty. The floods in northern Karnataka come a year after devastating floods and landslides in Kodagu district in southern Karnataka. This year, however, the southern parts of the state have received less rainfall and are staring at a condition of drought.
