‘Never seen the rains to cause the river to flood’: Shivamogga grapples with floods

Shivamogga received 148.2mm of rainfall on Friday as against the normal of 17mm – that’s an excess of 772% on a single day.
It was midnight on Saturday when 46-year-old security guard KR Nagaraj took charge of the night shift at the Horticulture Department building in Shivamogga district of Karnataka. But within minutes of taking over the shift, Nagaraj was forced to camp on the first floor of the building he was guarding. "The water was everywhere, on the roads, in the drains, inside the compound. The water began entering the ground floor as well, so all of us in the building decided to camp on the first floor (the building only has only one storey) and prayed to the gods," recounts Nagaraj.  Almost twelve hours after his shift began, Nagaraj was rescued by Civil Defence personnel coordinating rescue efforts in Shivamogga on Saturday.  "I have never seen the rains to cause the Tunga river to flood our streets like this," he adds, describing that the water level rose to 8-9 feet trapping hundreds of people at their homes overnight. On Saturday morning, under cloudy skies, the 'unprecedented' rainfall in the district continued to be the talk of the town as residents came to grips with the devastation caused on Friday. According to the Indian Meteorological Department, Shivamogga received 148.2mm of rainfall on Friday as against the normal of 17mm – that’s an excess of 772% on a single day. "We have not experienced something like this in decades. Everyone is calling each other and asking if their area is flooded," says Manjanna SG, who is volunteering at one of the relief camps opened in Shivamogga. Fishermen, Civil Defence team lead rescue efforts While pre-emptive evacuations of people in vulnerable areas of Shivamogga had begun on Thursday, the rescue efforts were intensified after a heavy spell of rain on Friday.  A group of fishermen led by 35-year-old Umesh GR volunteered to help rescue efforts in Vidya Nagar. The fishermen began working at 5am and continued throughout the morning in helping rescue people stranded in their homes. A 10-member Civil Defence Quick Response Team was drafted in to rescue people by boat and shelter them in relief camps. "The river water is pulling the boats towards the river. We have been doing trips with two boats but we will need more boats, even a boat that is run on diesel to speed up rescue efforts," says Sundar Murthy, a member of the Civil Defence team. Request for NDRF personnel The district administration, coming to grips with the gravity of the floods, requested an NDRF team to be stationed in Shivamogga to assist rescue efforts. The district has one NDRF team that has been deployed for the state so far. "The NDRF is an advanced team capable of faster rescue operations. We realised that with the increase in the rains, we will need a small contingent of the NDRF in Shivamogga," admitted Shivamogga Deputy Commissioner KB Shivkumar.  The same was told by Shivamogga City Corporation Commissioner, Charulatha Somal . "NDRF will be required in Hosanagara and Thirthahalli. In Shivamogga, we will turn to them if the rains increase, " she told TNM. But even though the request was made on Thursday, an NDRF team is yet to arrive in Shivamogga and officials are unsure when or if an NDRF team will assist rescue efforts in the district.  Elsewhere, villages in Hosanagara, Soraba, Thirthahalli and Sagar taluks were flooded after a heavy spell of rain on Friday. In particular, three villages in Soraba - Ballibailu, Thuvilikoppa and Shakunahalli - are marooned. As of 8pm on Saturday, the official death toll in Karnataka is 30, with Shivamogga accounting for two lives lost. Waterlogging has cut off several link roads leading out of Shivamogga including Agumbe Ghat which connects Shivamogga to Udupi district and other coastal areas. More than 5,000 people have been evacuated in the district with over 2,000 people camped in relief centres and others relocating to a relative's place. In all, 14 relief centres have been opened but hardly anyone is seen in them during the day. "We are at the relief centres to eat our food and sleep at night but during the day we go to see our house. Even though water has entered our house, we are hoping that the walls are not damaged and the waters recede soon", says Rahman, a resident of Mandakki Batti in Shivamogga. Trapped under 40-ft high debris, daunting rescue of 8 in Kodagu gets underway

While eight people have been trapped under almost 1,000 kg of soil, officials say the there could be around 20 people trapped.
The heavy rainfall in Karnataka’s Kodagu continued on Saturday and rescue operations are on to rescue eight people who were trapped under a massive landslide in Thora village in Virajpet taluk. According to Deputy Commissioner Annies Kanmani Joy, half a portion of a hill collapsed into the coffee estate and fell directly on top of three homes of workers who lived in the estate. “The landslide was massive. It was similar to the one which occurred last year in Meketalu and Yemmetalu, where 20 bodies were recovered once the soil was cleared. So far, we know that eight people have been trapped underneath. But we have been getting reports that around 20 people may have been inside,” she said. Kodagu district administration officials say that the landslide submerged the entire village of Thora and uprooted coffee plants and trees along with it. DC Joy says that the resulting debris of the landslide is 40 ft high and around 1,000 kg of soil and trees have fallen. “There was a small bridge to Thora, which was submerged. Rescue personnel reached the periphery of the village via rafts and boats but they could not navigate beyond that. All of them had to trek for 4 km to reach the place where the landslide occurred. The paths are too narrow for an earthmover to pass by. We managed to get one small Hitachi earthmover and it took an entire afternoon for that,” Kodagu district administration officials said. On Friday, two bodies were recovered from Thora – that of a woman and her 14-year-old daughter. The district administration says it will take at least three to four days to recover the bodies. So far, seven deaths have been reported in Kodagu alone. On Friday, bodies of five people were pulled out of a landslide near Bagamandala. According to DC Annies Joy, entire villages between Bagamandala and Kushanagar have been submerged in water and around 5,000 homes located along the banks of River Cauvery were destroyed as the river overflowed due to heavy rainfall.

No trains between Bengaluru and Mangaluru, parts of Kerala till August 23

As many parts of Karnataka and neighbouring states are affected by incessant rains and resultant floods and landslides, rail transport in the Sakleshpur- Subramanya Road Ghat section has been hit adversely which will lead to cancellations of trains till August 23. Based on a warning by the Karnataka state government, South Western Railways has moved all e-railway staff and labourers engaged in clearing debris and upkeep of the track, from the ghat section.They have been lodged at Subramanya Road railway station until further advice. Railway officials said there has been unprecedented rainfall in the section. In fact, the rainfall in Sakleshpur- Subramanya Road is almost double that of last year's cumulative rainfall, and the section between Subramanya Road and Donigal has become vulnerable as a result.   The following trains will remain cancelled till 23rd August 2019: 1. Flood alert issued in three Karnataka districts as gates of two dams to be opened

Flood alerts have been issued in Ballari, Shivamogga and Uttara Kannada districts as the gates of the Tungabhadra dam and the Linganamakki dam will be opened soon.

Flood alert has been issued in Ballari district on Monday as the Tungabhadra Dam’s gates will be opened due to the increasing rainfall in the region. According to the Tungabhadra Board, which monitors the dam, the gates are likely to open at any moment. As on Saturday morning, the dam level was at 1,630 ft. The dam’s maximum capacity is 1,633 ft. “Due to increasing rainfall, all upstream dams are letting out surplus inflow into the Tundabhadra reservoir. The inflow stands at 1,84,012 cusecs as on Saturday. Hence, depending upon the inflow, surplus water will be released to the river at any moment,” the Tungabhadra Board notification said. The board has requested the concerned authorities to ensure that those living near the Tungabhadra’s catchment be evacuated as early as possible to avoid casualties. Similarly, the Linganamakki Dam officials have also issued a flood alert for Shivamogga and Honnavar as the reservoir is reaching its maximum capacity.  As of 9 am on Saturday, the dam level stood at 1,808 ft. The Linganamakki Dam’s maximum capacity is 1,819 ft. “Hence, we request the people dwelling along the catchment of the Linganamakki to pack up their belongings and cattle and evacuate the premises as soon as possible,” the notification said. According to Linganamakki Dam engineer Hanumanthappa, areas along the river in Honnavara taluk of Uttara Kannada district, particularly downstream of Gerusoppa Dam will have to be evacuated. By Friday, the Almatti, Narayana, Ghataprabha, Mlaprabha, Bhadra, Kabini, Taraka and Harangi reservoirs’s gates have been thrown open due to incessant rainfall since August 4. This has led to floods across 14 districts in the state, the worst hit is Belagavi district where over 44,000 people have been evacuated to relief camps. The death toll in the floods in Karnataka has risen to 24 as of Saturday afternoon. Another nine people are feared missing, according to the situation report prepared by the Chief Minister’s Office. As relief and rescue operations by the local fire and emergency personnel, NDRF, SDRF, civil defence and the Army continue, disaster management authorities say the flood water will only recede in the next two or three days.

No flood or heavy rain alert in Bengaluru, Meteorological Dept rejects media reports

Officials of both the Indian Meteorological Department and Karnataka State Disaster Monitoring Centre (KSNDMC) have rubbished reports stating ‘flood alert’ or ‘heavy rainfall’ alert in Bengaluru in the upcoming days. The reports have appeared in at least four major English dailies. “What is the basis for those reports? No such heavy rain is there. There is a possibility of light to moderate rainfall in Bengaluru in the next five days,” CS Patil, Director and Scientist at IMD, Bengaluru told TNM. Corroborating the IMD’s statement, the Karnataka State Natural Disaster Monitoring Centre too rubbished these claims. “I don’t know what is the basis for this. There is no such rainfall forecasted. There are systems to understand, vulnerable points and correctly alert people at an appropriate time. But as of now, for the next one week there is no heavy rainfall predicted. I don’t know why reports said that Bengaluru flood,” Project Scientist (Hydrology) Subha Avinash told TNM. The official bulletin issued by IMD on Saturday as on 9 am states that Bengaluru would have a cloudy sky with a few spells of rainfall. “Surface winds very likely to be strong and gusty at times. Maximum & Minimum temperatures very likely to be around 25 and 20 degree Celsius respectively,” it added. Even in the latest IMD’s warning to district authorities, there is no mention of a red warning in Bengaluru. The reports come as significant portions of northern, central and coastal Karnataka are reeling under floods with 24 deaths confirmed. There are landslides and roads caving in cutting off rail and road networks, People have been evacuated from vulnerable locations and are being sheltered in relief camps. When contacted, BBMP officials declined to comment on the media reports but confirmed that the Mayor held meeting on Friday with regards to precautionary measures to be taken in case of torrential downpours.  Randeep D, Special Commissioner, BBMP, told TNM, “I have issued a circular asking staff not to leave headquarters in the next three days as a measure of preparedness. I am not the authority to forecast rainfall. Our directive stands in case it rains or does not rain.” In that meeting, the Storm Water Drain Department of the BBMP presented a list of more than 170 vulnerable points in the city including major junctions in the central business districts even spread over eight zones of the city. Karnataka floods: Death toll rises to 24, water expected to recede in 2-3 days

A total of 2.43 lakh people have been evacuated from low lying areas.
The death toll in the continual floods in Karnataka has risen to 24 as of Saturday afternoon. Heavy rainfall has lashed north, central and coastal Karnataka since August 4. Another nine people are feared missing, according to the situation report prepared by the Chief Minister’s Office. As relief and rescue operations by the local fire and emergency personnel, NDRF, SDRF, civil defence and the Army continues, disaster management authorities say the flood water will only recede in the next two or three days. Among the 16 deaths that were confirmed as of Friday evening, eight were reported in Belagavi, two in Uttara Kannada, one each in Mysuru, Shivamogga, Udupi and three in Dharwad. Another seven are from Kodagu.  The extent of the flood has been felt in 80 taluks spread across 18 districts. A total of 2.43 lakh people have been evacuated from low lying areas including those who were airlifted. 1. 61 lakh people, who have been rescued are currently lodged in 664 relief camps. Belagavi continues to remain the worst affected district in the state. Other districts witnessing considerable damage to life and property include Kodagu, Shivamogga, Hassan, Chikkamagaluru, Udupi, Dakshina and Uttara Kannada. The CMO has pegged the losses incurred at Rs 5,000 crore. Initial estimates have found that 3. 75 lakh hectares of crops, 14,000 houses and 478 km of power lines have been damaged. This is in addition 1,410 km of roads, 211 bridges, 10 minor irrigation tanks, 4,019 government buildings, 92 water supply infrastructure, 2,575 electrical poles and four sanitation structures were damaged in Belagavi district alone. In Dharwad, 413 km of roads, 47 bridges/culverts, 19 tanks, 71 canals,158 government building have been damaged. Damages in the coastal and central districts are yet to be ascertained. There have been multiple road blockages across the state, especially in the central districts, which have disconnected road and rail networks from Bengaluru.  Read: Karnataka floods: Full list of trains and buses cancelled or diverted on Saturday Due to excess rainfall in the Cauvery catchment area, many tributaries have flooded their banks prompting district officials to move people to safety in Mysuru and surrounding districts.  According to the Indian Meteorological Center, heavy rainfall warning was issued on Saturday morning. There will be scattered heavy to very heavy rain with isolated extremely heavy fall all across coastal Karnataka, Chikkamagaluru, Kodagu and Shivamogga districts on Saturday. Isolated heavy to very heavy rain with isolated extremely heavy falls is likely to occur in Dharwad and Haveri district of North Interior Karnataka. Heavy rain is likely to occur at isolated places in Mandya, Mysuru and Chamarajanagara districts of South Interior Karnataka.   IMD predicts scattered heavy to very heavy rain with isolated extremely heavy falls across coastal Karnataka and Chikkamagaluru, Kodagu and Shivamogga districts for Sunday. Heavy rain is likely to occur at isolated places in Belagavi, Dharwad and Haveri, districts of North Interior Karnataka and Mandya, Mysuru and Chamarajanagara districts of South Interior Karnataka on Sunday.
