15-yr-old daughter, boyfriend killed B’luru businessman and not accidental fire: Cops

Crime
The body of the businessman who hails from Rajasthan, was found on Sunday and it was made to like death due to accidental fire.
Police in Bengaluru said that the 41-year-old businessman, whose body was found burnt at his residence near Bashyam Circle in Rajajinagar on Sunday, was killed by his 15-year-old daughter and her 18-year-old boyfriend. They had initially tried to trick the police by passing it off as an accidental death due to fire caused by a short circuit. The businessman Jai Kumar Jain, hails from Rajasthan and managed an apparel shop near his residence. His wife and son were attending a function in Tamil Nadu when the incident occurred.  Assistant Commissioner of Police V Dhananjay Kumar told PTI that the duo was arrested on Sunday itself.  According to the investigators, the 15-year-old daughter and her 18-year-old boyfriend were upset about Jai Kumar’s opposition to their relationship which led to the murder.  The PTI report said that the businessman had caught his daughter with the boy at a mall recently and expressed his strong reservations about the relationship. He had also warned her not to spend time with him, which resulted in the duo hatching the conspiracy to eliminate him. In their confession, the minor-accused admitted that she laced the milk her father drank with sleeping pills. Later, she and her boyfriend stabbed him to death. Following that, the duo dragged him to the bathroom and tried to set ablaze the body. But alert neighbours called the police and fire brigade after noticing smoke. When police reached the spot, they found the partially charred body with stab wounds and blood on the bed sheet. When questioned, the duo gave conflicting replies According to Deccan Chronicle, the minor had first said that after she returned from her relative’s house after having breakfast on Sunday at around 10.30 am, she saw smoke coming from the bathroom of her father's bedroom. This is when she alerted her neighbour. But a few minutes later, she said that she had gone out for a morning walk and not to a neighbour’s house

RTE Act amendment: SC issues notice to Karnataka govt on school admission

Law
The amended rule exempted unaided and private schools from admitting to class one, 25% students from the socially and economically disadvantaged groups.

The Supreme Court on Monday agreed to look into the legality of the Karnataka government rule, which exempted unaided and private schools from admitting to class one, 25 per cent students from the socially and economically disadvantaged groups. The applicability of the rule was based on the condition that government and aided schools should be in the vicinity. An apex court Bench, headed by Justice N.V. Ramana, issued a notice to the Karnataka government on a petition, challenging the validity of the 2019 amendment to the Right to Education Act.  The Karnataka High Court on May 31, upheld constitutional validity of the amendment to Rule 4 of the Karnataka Right of Children to Free and Compulsory Education Rules, 2012.  While issuing a notice, the apex court declined to stay the order. Advocate Meenakshi Arora along with other counsels represented the petitioner. The petition said the effect of the amendment was "where a government or aided school existed in a particular neighbourhood, private, un-aided schools would be exempted from their obligation, under Section 12(1)(c) of the RTE Act, to admit, in class I, to the extent of at least 25 per cent of the strength of the class, children from weaker sections and disadvantaged groups". Therefore, the obligation upon private and un-aided schools would exist only where there was no government or aided school in the neighbourhood.  The petitioner, RTE Students & Parents Association, submitted that the Karnataka High Court grievously erred in its interpretation of the RTE Act. It said the high court ignored the clear language of the RTE Act, which states that "private and unaided schools shall admit the required number each year, with the obligation being absolute and not subject to any future proposed expansion of government schools."

Day after CM's announcement, K'taka govt orders CBI probe into phone tapping scandal

Controversy
The order, however, did not specify the timeframe by when the CBI should complete the probe.
The Karnataka government has ordered a CBI inquiry into alleged phone-tapping of politicians, officials and senior IPS officers over the last year, a government official said on Monday. On the directive of Chief Minister BS Yediyurappa, state Home Department Deputy Secretary BS Srinivasa has directed the premier investigation agency to investigate the alleged illegal and unauthorised telephone interception in the last one year (since August 1, 2018) till August 19, 2019 of several ruling and opposition political leaders, their relatives and government officials. "The order was issued following reports in a section of the media that the previous Chief Minister H.D. Kumaraswamy had asked the state intelligence wing to tap phones of BJP leaders, rebel legislators of the former coalition allies and some IPS officers to find out if attempts were made to destabilise the JD-S-Congress coalition government," the official told IANS. Though Yediyurappa, who also holds the home portfolio as a one-man Cabinet so far, directed state Chief Secretary T.M. Vijay Bhaskar on August 14 to inquire into the snooping charge, Congress legislative party leader Siddaramaiah and JD-S' disqualified rebel legislator A.H. Vishwanath sought a CBI probe as it involved people like Congress power broker Faraz Ahmed, Congress senior leader Ahmed Patel and former PWD minister H.D. Revanna, who is the elder brother of Kumaraswamy and second son of JD-S supremo H.D. Deve Gowda. Names and voices of Bengaluru City Police Commissioner Bhaskar Rao, Karnataka State Reserve Police (KSRP) Additional Director General of Police (ADGP) Alok Kumar Singh and the state Intelligence wing's ADGP Kamal Pant were also heard in the audio tapes. Kumaraswamy, however, denied ordering snooping and dared the BJP government to hold the probe by an international agency. His father Deve Gowda also opposed the CBI probe as an inquiry into the charge by the state police was underway. As the case has been filed by the cyber-crime police station in the city under section 72 of the IT Act, 2000 and section 26 of the Indian Telegraph Act, 1885, the audio tapes, documents and the interim report of Joint Commissioner of Police Sandeep Patil will be handed over to the CBI office in the city. As per the order, the CBI will identify and investigate the persons involved in the alleged telephone interception of opposition leaders and officials. The order, however, did not specify the timeframe by when the CBI should complete the probe and submit its report with findings to the state government.
