‘We condemn vendetta politics’: Support pours in for DK Shivakumar after his arrest

Politics
DK Shivakumar’s arrest evoked strong reactions from his party colleagues while even Chief Minister BS Yediyurappa said that "his (arrest) is nothing to be happy about."
The arrest of senior Congress leader and former Karnataka minister DK Shivakumar by the Enforcement Directorate late on Tuesday evening evoked strong reactions from his party colleagues and even saw Chief Minister Yediyurappa come out in support on Tuesday. Minutes after his arrest, Shivakumar's official handle tweeted, “I congratulate my BJP friends for finally being successful in their mission of arresting me. The IT and ED cases against me are politically motivated and I am a victim of BJP's politics of vengeance and vendetta.” He added, “I appeal to my party cadre, supporters and well-wishers to not be disheartened as I have done nothing illegal. I have full faith in God & in our country's Judiciary and am very confident that I will emerge victorious both legally and politically against this vendetta politics.” Leading the charge, the official handle of the Congress alleged vendetta politics and said, “We strongly condemn the high-handed tactics & vendetta politics being deployed against Congress leaders. The arrest of Shri @DKShivakumar is yet another attempt by the govt to distract the public from their failed policies & the sorry state of the economy.” We strongly condemn the high-handed tactics & vendetta politics being deployed against Congress leaders. The arrest of Shri @DKShivakumar is yet another attempt by the govt to distract the public from their failed policies & the sorry state of the economy.#BJPVendettaPolitics — Congress (@INCIndia) September 3, 2019 The Karnataka unit of the party said, “Despite full cooperation in investigation @DKShivakumar is arrested by ED. This is political vendetta & High handed tactics against @INCIndia by @BJP4India. Congress stands firmly with DKS & will fight this legally & politically.” Shivakumar also found support from Karnataka Chief Minister BS Yediyurappa of the BJP. "There is nothing to be happy about what happened with DK Shivakumar. I pray that he comes through all of this," Yediyurappa said speaking to reporters. Former CM Siddaramaiah expressed confidence and said DKS will definitely “come out clean” and the whole country will understand the ulterior motives of the BJP.  Opposition leaders are being targeted each & every day using central govt agencies. It is just an attempt to divert the attention from structural failures of @BJP4India govt & also to prevent the voices of dissent. @DKShivakumar is also a victim of their vindictive politics. 1/2 — Siddaramaiah (@siddaramaiah) September 3, 2019 Former CM and Union Minister Veerappa Moily also tweeted in support of the Congress’ troubleshooter-in-chief. In an elaborate statement, Moily said, “The present trend of tax terrorism and abuse of agencies like ED & CBI for political witch-hunt is quite alarming. The suicide of Siddartha CMD of Cafe Coffee Day and his death note reflects tax terrorism. In this connection statements of eminent and respectable industrialists like Kiran Muzumdar Shaw saying industrialists are treated as criminals is also quite revealing. While a prominent industrialist in the IT & educational sector Mohandas Pai, former director of Infosys also quoted about harassment of tax authorities confounded the present tortuous situation in the country.” He added, “DK.Shivakumar is not only a politician but also a former minister and an investor. The continuous interrogation and harassment is writ-large. While investigation can be initiated but should not appear that such intent or investigation should be politically biased and also reflect persecution instead of prosecution.” Support also came from his former rival and recent ally HD Kumaraswamy, the former CM. He said, “It has been confirmed that the central government is using various agencies illegally to kill opposition leaders who do not care for their interests. @DKShivakumar Arrested on the pretext of not cooperating with the trial is a democratic carnage.” — H D Kumaraswamy (@hd_kumaraswamy) September 3, 2019

Congress leader DK Shivakumar arrested in money laundering case

Arrest
The Congress leader's arrest comes days after the ED started questioning him.
PTI
The Enforcement Directorate arrested former Water Resources Minister DK Shivakumar in connection with the Rs 8.83 crore money laundering case on Tuesday. Shivakumar’s arrest comes after he was questioned by ED officials in New Delhi for four days. ED sources say that the former minister has been grilled regarding his business transactions with Sunil Kumar Sharma, the proprietor of Sharma Travels and also his connection with Coffee Day. ED officials arrested the Congress leader alleging that he was not co-operating with the probe.  The Enforcement Directorate’s probe began after the Income Tax Department filed a chargesheet alleging money laundering. The I-T case was registered after sleuths found the Rs 8.83 crore cash during search and seizure operations in August 2017 at various of his properties in New Delhi, including his residence in Safdarjung Enclave.  The Enforcement Directorate had booked DK Shivakumar, and his business associates under the Prevention of Money Laundering Act and section 120 B of the Income Tax Act after the Income Tax Department filed a chargesheet against the Congress leader in the Economic Offences Court in 2018.    The Income Tax raid and the chargesheet  Income Tax sleuths have accused DK Shivakumar of developing a hawala network to funnel money to the Congress high command. The Income Tax Department allegedly found Rs 8.83 crore unaccounted cash in New Delhi and accused DK Shivakumar of purchasing various properties in the national capital via the money that was funnelled through the alleged hawala network. In its complaint before the Special Court for Economic Offences, the I-T sleuths had alleged that DK Shivakumar had sent the cash to All India Congress Committee (AICC). According to the complaint filed by the I-T Department in the court, the sleuths had seized undisclosed cash, which was allegedly handed over to one Mulgund by DK Shivakumar in three instalments of Rs 5 crore, Rs 3 crore and Rs 2 crore each. I-T investigators also accused DK Shivakumar of procuring the services of Sunil Kumar Sharma, owner of Sharma Transport; Anjaneya Hanumanthaiah, the Liaison Officer in New Delhi’s Karnataka Bhavan; Rajendra N, an employee of Sharma Transport; and his business associate Sachin Narayana for allegedly transporting the cash. In addition to this the I-T had also submitted before the court that it had recovered Rs 6.68 crore unaccounted cash from a house in Safdajung Enclave on August 2, 2017. The I-T officials also stated that Rajendran, one of Dk Shivakumar’s associates had turned an approver in the case and had stated before the I-T that the Safdarjung Enclave flat belongs to late Suresh Kumar of Sharma Transport, who is the brother of the co-accused Sunil Kumar Sharma. Anjaneya had allegedly told the I-T that Sharma and Shivakumar stored money at the house for several years. “Shivakumar set up an exclusive network of persons and premises across Delhi and Bengaluru in order to transport and utilise unaccounted cash. It is pertinent to note that unaccounted cash of 8.5 crore has been found and seized in four premises of Delhi which are directly relatable to DKS. Three flats were purchased in Safdarjung Enclave. Among these flats, Flat No.107, B-2, purchased by DKS, and Flat No.17, B-4, was purchased by Sachin Narayan and Flat No.201, B-5, was purchased by late Suresh Sharma,” the Deputy Director of Income-Tax (Investigation), Income Tax Department, stated in the chargesheet. The ED Investigation  The ED case against DK Shivakumar was filed after the Income Tax Department submitted the chargesheet in the case of disproportionate assents against the former minister. The ED’s investigation is based on the premise that DK Shivakumar purchased the flats in the names of his associates for two primary purposes – to entertain guests and to allegedly store unaccounted cash. The ED is probing into Income Tax Department’s allegations that DK Shivakumar allegedly transported the unaccounted money through Sunil Kumar Sharma, stored in the flats and then distributed to the Congress high command. The Income Tax chargesheet accuses DK Shivakumar of hatching a criminal conspiracy along with Sachin Narayan and Sharma in Bengaluru in order to evade taxes. The Enforcement Directorate is looking into DK Shivakumar’s connections in Singapore, which is the primary topic of interrogation on Saturday, the source said. The ED is questioning Shivakumar regarding the business trip he took with his daughter Aisshwarya to Singapore in July 2017. This is in connection with the documents the Income Tax Department had found during the search and seizure operation carried out at the residence of Shivakumar’s financial assistant N Chandrashekar on August 2, 2017. “At Chandrashekar’s residence, we found that Shivakumar’s daughter Aisshwarya had dealings with Coffee Day and M/s Soul Space. Chandrashekar has told I-T that Rs 20 crore was transferred to DK Shivakumar by Coffee Day. This led the I-T to look into Rajneesh Gopinath, a Singapore citizen, and they found Rs 1.2 crore cash at Rajneesh’s house, which allegedly belonged to VG Siddhartha, meant for transfer to DK Shivakumar. The questioning is about the money laundering through cross-border networks and how DK Shivakumar laundered money though these channels,” the ED source alleged. DK Shivakumar, Congress say its political vendetta  DK Shivakumar stating that the sudden summons by the ED is malafide, but added that he had full faith in the legal system and would face the case both legally and politically. DK Shivakumar had also turned emotional when the ED summoned him for questioning for the third day on September 2. Shivakumar had cried as he was unable to offer his respects to his deceased father on Ganesh Chaturti. Both state and national leaders of the Congress party have accused the central government of misusing investigative agencies like the CBI and ED to target opposition leaders.

Law making roadside parking in Bengaluru chargeable may apply in a month

Civic Issues
This assurance by Bengaluru authorities comes a day after the Supreme Court pulled up Delhi government to notify parking laws in the capital at the earliest.
Representational Image
A day after the Supreme Court ordered Delhi government to notify new parking laws or the capital at the earliest, authorities in Bengaluru said the long-pending parking policy for the city will be ready in another ten days.   On Monday, the apex court in its order had said, “Today the social fabric of neighbourhoods is being torn asunder because of fights over this most petty issue of parking of vehicles. Therefore, we feel there is a need to pass a detailed order on a mundane issue like parking because this may impact town planning. Proper parking policies will also lead to less pollution, less crime and a better and more dignified life which every citizen is entitled to under Article 21 of the Constitution of India." The parking policy, aimed at clearing up roads for faster traffic movement in Bengaluru and make space for pedestrians, was supposed to come into effect soon after the Lok Sabha elections. However, it is stuck in procedural delays. Senior IAS officers involved with policy, including the BBMP Commissioner BH Anil Kumar (formerly the Additional Chief Secretary, Urban Development), told TNM that the law might come into effect in as early as a month.  The Management and Maintenance of Parking Rules, 2018 propose to make all forms of street parking in Bengaluru payable. However, officials remain tight-lipped about the specifics related to base parking fee and the specific areas that will be part of the first phase of the program.  Read: Bengalureans, parking your vehicle on the street? You’ll have to pay for it soon “We will submit the draft within 7 to 10 days. Additional Chief Secretary, Urban Development will decide whether to go ahead with it or modify the draft. The public will have a chance to give their opinion and raise objections once the government publishes it. Once notified, the new laws will be implemented,” V Ponnuraj, Commissioner of Directorate of Urban Land Transport (DULT), told TNM. Ramanna Reddy, Additional Chief Secretary, Urban Development could not be reached for comment. Apart from making street parking chargeable wherever there is a provision, the regulations in question also ban roadside parking in high-density mobility corridors. Even road permits for new vehicles will be issued or renewed only upon submission of proof of parking space. Parking plans for each area will be formulated per the Revised Master Plan, 2015, and will prioritise pedestrians, followed by public transport integration facilities, and finally, overnight parking for transport vehicles.  The parking plans will be prepared in a phased manner, with parking plans for all arterial roads, commercial areas and major roads with heavy traffic flows as determined by the Apex Committee that is responsible for managing parking in the city, headed by Chief Secretary of Karnataka.

Ballari's Reddy brother protests in front of house flooded due to drainage leak

Civic
Sitting in the courtyard of one of the flooded houses, Ballari City MLA Somashekara Reddy sat in protest until jetting machines were brought in to pump out the water.
Ballari City MLA Somashekara Reddy of the BJP staged a protest on Tuesday after a leakage in the underwater drainage caused water to inundate houses in Ganesh Colony in Ballari city. Sitting in the courtyard of one of the houses, Somashekara Reddy vented his ire at officials from the city corporation until jetting machines were brought in to pump out the water. "The water level in the houses reached 4-5 feet high. It is an underground drain built in 1978 but now, the population of the city has shot up but the old underground water pipes have not been replaced. Roads have been built over it and this is causing it to block in parts," Somashekara Reddy told TNM. He decided to stage a protest outside the residence of Hiremath, a retired medical officer, and his wife Indira, also a medical officer. Somashekara sat in protest from 6.30 am till 12.30 pm until the inundated water was cleared. "I was pained to hear about their situation and decided to come to protest here to call for a solution to this problem," said Somashekara Reddy. Ballari City Corporation Commissioner Tushara Mani acknowledged that the incident in Ganesh Colony pointed to a larger problem facing the city. "The situation is the same across Ballari and it is a genuine problem because the sewer line is over 40 years old. This particular case was severe but we often receive complaints of blockages and we clear it," Tushara Mani said. Ganesh Colony is one of the older localities in Ballari. Residents of the area say they have often faced similar issues and each time, the city's corporation officials clear the water by deploying jetting machines. The officials are now planning to proactively find a solution to the problem. "We have earmarked funds to replace the old sewer lines in the city," Tushara added. Somashekara is the former chairman of the Karnataka Milk Federation. He, along with his brothers Janardhana and Karunakara,  wielded significant influence in the state and were given ministerial and board chairman postings when the BJP first rose to power in Karnataka in 2008. However, Somashekara's political fortunes took a hit after Janardhana Reddy was named as the prime accused in the Ballari Mining Scam by the Karnataka Lokayukta in 2011. He was elected as the MLA of Ballari City in the Assembly elections in 2018.
