Siddaramaiah appointed as Leader of Opposition in K'taka, after much deliberation

Former Chief Minister and Congress leader Siddaramaiah was appointed as the Leader of Opposition in the Karnataka Assembly on Wednesday by Congress President Sonia Gandhi. Former Chief Minister Siddaramaiah was one of the front-runners for the post alongside senior Congress leader HK Patil. The appointment comes ahead of the legislature session of the Karnataka Assembly beginning on Thursday. It is set to continue for three days from October 10 to 12. Meanwhile, SR Patil was chosen as the Leader of Opposition in the Legislative Council. After the disqualifications of 17 Congress and JD(S) MLAs, the strength of the house has reduced to 208, and the BJP has  the support of 105 MLAs and Independent MLA H Nagesh. There are 66 Congress MLAs and 34 JD(S) MLAs along with a lone BSP MLA in the house. The BJP is not expected to face difficulties in passing bills since it enjoys majority support in the house. Opposition leaders have stated that they will take up the issue of the lack of flood rehabilitation funds for the state. The legislature session was scheduled to be held in Belagavi, just like last year, however it was shifted to Bengaluru. The reason cited for the decision was the devastation caused by the floods in Belagavi.

Pulled up for criticising PM, K'taka BJP MLA now questions Speaker's TV camera ban

Karnataka BJP MLA and a former central minister Basangouda Patil Yatnal, who was recently issued a show-cause notice by his own party, has now spoken up against the Karnataka Speaker Vishweshwar Hegde Kageri’s decision to ban TV channels from video-graphing the proceedings of the Assembly.  Speaking to reporters on Wednesday, the MLA said, “The work that we (legislators) do in the Assembly and the way MLAs behave in this assembly should be known to the public. I will request the Speaker that the conduct of the debates be seen by the people of the state.” The party’s member secretary of the disciplinary committee on Friday had pulled up the Yatnal MLA for his public statements criticising the party, including Prime Minister Narendra Modi. Yatnal had, on October 2, told the media said that the party was not taking the issue of carrying out relief and rehabilitation works in the state seriously.  “This is beyond politics. This is about the emotions of the people. Even after the state suffered devastating floods, Modi didn’t tweet for us, but he did for the people of Bihar. People will ask if Modi tweeted for Bihar just because elections are approaching there. Is this what people get for voting the BJP? The party should take it seriously. Or else, it will lose its ground in south India,” he had said. He added, “BJP has 25 MPs from Karnataka. They should speak up. It is their duty to protect people's interests. The country is above the party, then comes our state, then our people, the party comes last. We as individuals come after that. The MPs should bring it to the Prime Minister's notice. The Prime Minister should also take it seriously. Otherwise, it sends a wrong message to the people of Karnataka.”  However, the showcase notice does not seem to have stopped Yatnal from speaking his mind. On Wednesday, too, he made a veiled barb at a section of his party colleagues.  PTI quoted him as saying, “If you don't want him (Yediyurappa as CM), call him, tell him that you are now 77-years-old which is against our party's policy (to continue in electoral politics), take his resignation and select a new leader. Without taking any names, he added, “You want one more month to go like this (without adequate flood relief from the Centre) and later remove Yediyurappa. This is your conspiracy.”

Reliance Jio to face Rs 25 lakh fine after Bengaluru road dug up without permission

A vendor of Reliance Jio Fibre allegedly dug up Sarjapur main road in three spots to lay optical fibre cables.
The Bruhat Bengaluru Mahanagara Palike (BBMP) has said that it will issue a fine of Rs 25 lakh against Reliance Jio Fibre after one of its vendors, Shranya Constructions, allegedly dug up a road in Sarjapur in Bengaluru without prior permission from the civic body. “In the last week, vendor associated with Jio Digital Fiber breached rules of laying OFC (optical fibre cables) in Sarjapur Main Road by digging up the road without authorisation to lay cables. This has caused loss of public property and has caused inconvenience for residents and commuters,” BBMP said in a media release. "Related to the current matter, Jio Digital Fiber Pvt Ltd will be issued a fine of Rs 25 lakh and [we] will take measures to blacklist the vendor involved in laying the cables", the release added. This came to light on Saturday when Vijay Kumar SP, Assistant Executive Engineer at BBMP, observed that workers of Sharanya Constructions had dug up Sarjapur road in three spots close to Spring Valley apartment.  Following this, Vijay Kumar also filed a complaint at the Bellandur police station, after which an FIR was registered under relevant sections of the Prevention of Damage to Public Property Act and under section 427 of the IPC (mischief causing damage).  Incidentally, the road that was dug up was recently re-laid as part of the BBMP's road-widening work in the area. The BBMP has been working towards widening the road up to 50 metres from Iblur Junction to Carmelaram and make it a six-lane road. "The vendor has now re-tarred the road. This [penalty] should be a reminder to other telecom and internet service providers not to dig up newly asphalted roads or without permission. The residents of this area were struggling with the condition of roads; it is unfortunate that the road was dug up when work was going on in the area," Vijay Kumar SP told TNM.  TNM has reached out to Reliance Jio for comment, and will update the story with their response when it is received.

As search for Bandipur tiger continues, row over tigress Avni's hunters presence in forest

Two men, involved in the contentious 2018 killing of the tigress Avni in Maharashtra, were seen in the Bandipur forest area.
After a ‘capture or kill’ order was issued against a tiger in Bandipur for mauling a farmer to death, protesters descended on the headquarters of the Karnataka Forest Department in Bengaluru on Wednesday. The protest was further fueled by the news that men involved in the contentious 2018 killing of the tigress Avni in Maharashtra were spotted in the forest area.  Three men had allegedly entered the Bandipur forest region at the behest of the Forest Department — Nawab Shafath Ali Khan, his son Asghar Ali from Hyderabad and Susheel Kumar from Tamil Nadu. Out of these three, the father-son duo was involved in the death of Avni in November 2018.  The protestors demanded that the department revoke the kill order and the animal be captured humanely. They withdrew the protest after receiving assurances that their demands would be met.  While no top forest officials, including the Head of Department, could be reached for comment, Assistant Conservator of Forest Ravi Kumar denied that the Forest Department had called the men. He further noted that the controversial trio had been asked to leave Bandipur Tiger Reserve by the jurisdictional officers.  “We are not using any hunters. Only our department veterinarians will tranquilise the tiger. But so far since yesterday, we have not been able to spot the tiger. We do not know how these men ended up here,” ACF Ravi, who is part of the combing operations along with the field director, told TNM. The death of 80-year-old farmer Shivalingappa who was killed by a tiger sparked anger among locals in Bandipur. Much of the ire was directed towards Forest Department. A forest official was also attacked by the angry villagers.  By Wednesday evening, top officials said more than 100 camera traps would be ready and combing operations would continue, with forest staff on elephants and jeeps.  Joseph Hoover, a senior conservationist and former member of the State Wildlife Board who is accompanying the officials, said, “These men have self-invited themselves and are creating trouble. They are not wanted anywhere in south India and their actions are well known.” Arun Prasad, one of the coordinators of Wednesday’s protests, said, “How can these three hunters from outside the state come without the notice of the Forest Department? We know what happened to Avni, we won’t let this happen in Karnataka. They have to leave the area. We met the head of the Forest Department and he said that he has not called them.” In November 2018, the tiger Avni was killed under controversial circumstances. While the tiger had killed 13 people in two years, animal rights activists claimed that Maharashtra Forest Department officials could have dealt with the matter more humanely. Arun added, “How can an officer other than the Principal Chief Conservator of Forests (Wildlife) issue such an order. He has now assured us that the tiger will not be harmed. But why is the Department trying to fool us?”   A senior forest department staffer confirmed that there was a breach of protocol with regards to issuing the note.  “Under the Wildlife Protection Act 1972, only PCCF (Wildlife) is authorised to issue such orders,” the officer said.

Karnataka Assembly Speaker Vishweshwar Kageri bans TV cameras inside House

News channels have been broadcasting proceedings of the Karnataka Assembly and the Vidhana Parishad since 1994.
Karnataka Assembly Speaker Vishweshwar Hegde Kageri on Wednesday banned TV channels from video-graphing the proceedings of the house. “Yes, we have banned the use of cameras inside the house. The Karnataka Assembly records all its proceedings and journalists can take visuals from the Assembly. Camera persons will not be allowed inside the assembly and Vidhana Parishad from now on,” Speaker Vishweshwar Hedge Kageri told TNM. Speaker Vishweshwar said that journalists will be allowed to sit in the press gallery, however, private TV channels will not be allowed to bring in their cameras and record proceedings using their cameras or even phones. Similar to Lok Sabha TV and Rajya Sabha TV, the output of the live proceedings will be shared by the Assembly. Private television news channels were allowed to cover the proceedings of the Karnataka Assembly since 1994 when Congress leader KR Ramesh Kumar was the Speaker. Every year, the Speakers of the state assemblies and the chairpersons of the Vidhana Parishad (upper houses) gather for the All India Presiding Officers Conference. In the conference held in 1994, the issue of telecasting the proceedings of the house live was discussed. Former Speaker KR Ramesh Kumar told TNM, “Prior to 1994, the electronic media was not that active and there were very few private channels. We were not in a position to allow live coverage of proceedings. In 1994, during the conference, it was decided that TV channels were allowed to bring in cameras inside the assembly. The conference is conducted to keep reviewing various issues regarding assemblies in order to make parliamentary democracy more effective. The whole objective of allowing cameras was to keep everything transparent. As a first measure, when I was the Speaker in 1994, we had decided to permit all cameras inside and from then, it has gone uninterrupted.” Stating that the ban on cameras inside the Assembly is “unfortunate,” Ramesh Kumar maintained that the move was “anti-democratic." “The idea is my electorate must know how I behave. I am a trustee on the side of my people. If I behave in a way contrary to what my people expect they must be able to decide how to deal with me when the time comes. Eternal vigilance is the price you pay for democracy. You can’t manipulate and bully people. You must bow down your head before the people. Avoiding cameras is only preventing people from knowing what is happening here. Is it pro-democracy or anti-democracy?” he said.  In 2012, TV cameras had captured footage of the then Karnataka MLA Laxman Sangappa Savadi watching porn on his phone inside the Assembly. Following the uproar, Laxman Savadi was forced to resign. In February 2012, the then Speaker, KG Bopaiah had banned private television channels from recording and broadcasting live proceedings of the House until a committee set up to probe Savadi's behaviour submitted its report. The ban was later lifted. In 2014, after the Congress came to power, the then Speaker Kagodu Thimmappa had told the media that the government was mulling a proposal to ban television cameras from broadcasting live the Assembly proceedings. However, this proposal had then fallen through.

Dwindling powers of Karnataka CM BS Yediyurappa: Is BJP curtailing his role?

The party wants to expand its voter base and also ensure that it has sufficient number of leaders to step into Yediyurappa’s shoes once he retires from active politics.
BS Yediyurappa, who was sworn in as the Chief Minister of Karnataka over two months ago after overthrowing the Congress-JD(S) coalition, is now faced with another problem – his dwindling power within the BJP’s Karnataka unit. Since the 1980s, Yediyurappa has been the face of the BJP in Karnataka but with the high command looking for his replacement and even grooming a few second-rung leaders to take over, Yediyurappa is fighting hard to retain his position of power. When the trouble began On July 15, 2019, BL Santosh was appointed as the BJP’s National General Secretary (Organisation). A staunch RSS man, Santosh was elevated in order to act as an intermediary between the Sangh and the BJP’s national high command.  Santosh’s elevation was also crucial, sources say, as it was done to give him free reign to the party’s expansion plans in the southern states. Another crucial reason to elevate Santosh, BJP sources say, was to keep a check on BS Yediyurappa’s role in Karnataka politics. “The BJP has been branded the Lingayat party in Karnataka and the perception that Yediyurappa is the one who holds all the power and the only mass leader in the BJP here (Karnataka) needed to be changed,” the source said. The BJP in Karnataka has enjoyed the support of the Lingayat community for decades now and the party wants to expand its voter base and also ensure that it has sufficient number of leaders to step into Yediyurappa’s shoes once he retires from active politics. BL Santosh, who speaks Tulu, Kannada, Tamil, English and Hindi, is also a close confidante of Union Home Minister Amit Shah. Santosh was responsible for the BJP’s Sabarimala campaign in Kerala. In addition, he is credited with forging the BJP’s alliance with the AIADMK in Tamil Nadu. Santosh was also given the responsibility of choosing candidates from Karnataka for the Lok Sabha elections in 2019. Santosh’s rise to the top is also a sign that the RSS’ influence over the party is bound to increase. Nalin Kumar Kateel and the three Deputy CMs On August 21 this year, Nalin Kumar Kateel was appointed as the BJP state president after Yediyurappa stepped down from the post. The BJP, which has an unwritten rule that its leaders would retire from active politics after the age of 75, made an exception for Yediyurappa and also appointed him as the Chief Minister. This also meant that the party had to start scouting for new faces while gradually taking away responsibilities from Yediyurappa’s shoulders. The high command ensured this by appointing three Deputy Chief Miniters – Laxman Sangappa Savadi, Dr CN Ashwathnarayan and Govind Karjol. BJP insiders say that the party is grooming Savadi to step into Yediyurappa’s shoes.  Read: ‘Watching porn not treason': K'taka Law Minister defends Laxman Savadi over 2012 row “Yediyurappa wanted his son BY Raghavendra to take over the reins of the party once he retired. He wanted his close associates Aravind Limbavali and Renukacharya to be in the forefront. But the high command wanted to do away with the perception that BJP caters to only Lingayats,” sources said. Nalin Kumar Kateel, who is a close associate of BL Santosh, was appointed in order to establish that the BJP would prioritise the elevation of its leaders indigenous to the party rather than choose those who had ‘migrated’ from other parties. The high command has also given Nalin Kateel free reign to make certain decisions and even overturn Yediyurappa’s choices. The appointment of Bengaluru Mayor Goutham Kumar too was a result of the power struggle between Yediyurappa and Nalin Kateel. The game of one-upmanship and the factions On September 28, the BJP reinstated Nirmal Kumar Surana and MB Bhanuprakash, two leaders who were expelled from the party in 2017 by Yediyurappa. In 2017, the feud between Yediyurappa and his rival – the incumbent Minister for Rural Development and Panchayat Raj, KS Eshwarappa, over the Sangolli Rayanna Brigade, was at its peak. In May that year, Yediyurappa expelled these two leaders for supporting Eshwarappa’s idea of forming the Sangolli Rayanna Brigade. The Sangolli Rayanna Brigade was conceptualised by BL Santosh in order to break into former Chief Minister Siddaramaiah’s vote bank of Kurubas and also make Eshwarappa the face of the movement. Soon after Surana and Bhanuprakash were reinstated, Yediyurappa’s close associate Bheemashankar Patil, the vice president of the BJP Yuva Morcha, wrote to Nalin Kumar Kateel stating that neglecting Yediyurappa would spell trouble for the party. Sources close to the Chief Minister say that Yediyurappa has warned the party that his support is crucial for the bye-polls. Party sources said after Nirmal Kumara Surana and Bhanuprakash were reinstated, both Nalin Kumar Kateel and Yediyurappa have formed their own factions within the party. However, sidelining Yediyurappa has not worked well for the BJP in the past. Six months after Yediyurappa was made to step down following a power tussle with BL Santosh in 2011, he formed the Karnataka Janata Paksha. This party won six seats in the 2013 assembly elections. Capturing 10% of the vote, KJP also ensured BJP’s defeat in 29 Assembly segments. “BL Santosh and Nalin Kumar Kateel want to send a strong message that the BJP is a cadre-based party and no one person can hold the power of controlling the party’s fortunes,” the source said.

Forest dept issues capture or kill order against tiger who killed man in Bandipur

A 'capture or kill' order has been issued against a tiger in the Hundipura area of Bandipur after a farmer was mauled to death by the tiger on Tuesday morning.  A note issued by the Additional Principal Chief Conservator of Forests said that the tiger will be captured in the next 1-2 days.  "It was discussed with The Principal Chief Conservator Forest (Wildlife) and Chief Wildlife Warden regarding the killing of a villager by tiger in Chowdenahalli Handipura village of Bandipur Tiger Reserve after which it is decided that the elusive tiger will be either captured or shot down within next 24-48 hours. The cooperation of the public in this regard is highly solicited", read a note issued by Jagat Ram, Additional Principal Chief Conservator of Forest, Project Tiger. The order was issued after the incident on Tuesday, which was the second instance of a farmer being mauled to death by a tiger in the same area in the last two months.  The Hindupur area falls under the Gopalaswamy Range of the Bandipur Tiger Reserve. The area was gripped with tension on Tuesday after residents were angered by the death of 80-year-old farmer Shivalingappa. In September, another man called Shivamadaiah was killed by a tiger. The Forest Department, prompted by angry residents, set up traps and cameras to track the movement of the tiger following Shivamadaiah's death.  Visuals from the camera traps showed that the tiger is a healthy one and has been seen moving very quickly. This goes against the notion that normally, old and injured tigers which are unable to hunt take to killing cattle and other animals. Wildlife activists say the situation in Bandipur is puzzling. Doubts have also been raised about whether the killings were by the same tiger since three or four tigers are fighting for the same territory.  Wildlife activists in Bengaluru are planning a protest on Wednesday, demanding that the tiger be humanely captured and at worst, be tranquilised.
