Manipal Hospital in Bengaluru fined Rs 1 lakh for flouting biomedical waste laws

The Bruhat Bengaluru Mahanagara Palike has fined JP Nagar branch of Manipal Hospitals Rs 1 lakh for violating waste management rules. Taking to Twitter, IAS officer D Randeep, who is the Special Commissioner of Solid Waste Management, said, “Staff of the hospital has been found handing over Medical Waste mixed with dry waste to Open Lorry by Marshal. A major part of biomedical waste includes used needles, scalpel blades, anatomical body parts, blood samples, contaminated body fluids, dressings and IV lines. The Ministry of Environment, Forest and Climate Change brought in the Biomedical Waste (Management and Handling) Rules on 27 July 1998, under the Environment Protection Act 1986. In August 2019, the National Green Tribunal (NGT) had also devised a formula to penalise those who violate the Biomedical Waste Management Rules, 2016. According to the Biomedical Waste Management Rules 2019, those persons held responsible for violating the norms can be jailed for a term of five years or be fined Rs 1 lakh or both.  Under these rules, healthcare establishments must categorise and dispose of biomedical waste into different couloured bags to identify the type of waste. Yellow bags are for waste meant for incineration. This includes pathological waste.  Syringes, IV sets, catheters, gloves etc must be put into red bags.  Needles, surgical blades, and scalpels must be disposed of in white bags, and broken glass and metals used in healthcare establishments goes into blue bags. Once the waste is categorised, the healthcare establishments must give it to the Common Biomedical Waste Treatment Facilities (CMBWTFs), where they will have to be disposed of in designated hazardous landfills. In a similar instance in December 2019, Sharavathi Hospitals in Vijayanagar was fined Rs 50,000.

Bengaluru Police Public Eye app: Users claim traffic police reject complaints arbitrarily

Traffic police officials said if users have any issues with their complaints getting rejected, they can meet the Joint Commissioner of Police Traffic.
A section of Bengaluru residents, using the city traffic police’s Public Eye app to report violations remotely, have alleged that their complaints get rejected without due explanation or reason. Users complain that the app, endorsed by the top brass of the police department including Bengaluru City Police Commissioner Bhaskar Rao, does not serve its purpose. Speaking on this, Venkat Hariharan, a resident of Bellandur, says, “A lot of my complaints on Public Eye are getting frivolously rejected these days, despite my picture being clear and me unambiguously stating the offending vehicle's registration number in the complaint text.” He points two such cases in the recent past. A vehicle had violated the zebra crossing in one instance and another saw an autorickshaw violating the one-way rule. Venkat claims that even though the violations were very apparent, the traffic police app had rejected it. He argues, “A complainant can’t be expected to capture the violation in a single photograph with both the one-way violation and the one-way board. In that case, what is the point of geo-tagging the photograph or why not junk the app altogether? In case of doubt when police is interpreting the complaint details, the police should give the benefit of the doubt to the complainant.” According to the traffic police, the violations reported in the app are scrutinised by constables and head constables at the traffic police headquarters in the city by means of contactless enforcement. Fines are levied accordingly on violators caught on camera skirting traffic rules in the city. If users have any misgivings about their complaints being rejected, they can meet the Joint Commissioner of Police Traffic. While the traffic police regularly release data of daily fine collections by officials on the ground, there is no such data available of fines collected by contactless enforcement. Speaking on this, traffic police Joint Commissioner BR Ravikante Gowda, says, “We will put out the data on contactless enforcement for the whole year (2019) in a couple of days.” But he refused to acknowledge complaints with the app; instead, he argued that “how can we issue a challan to a person if the person can challenge the allegation.” Nagesh Aras, another active user of the app, said the major problem with the app is that it allows only one photo to be uploaded for a single violation. For example, to point out just one instance of parking on the footpath, multiple photographs with different angles, at different distances may be required to establish the violation. While in some cases, it might be evident that the zebra crossing was breached, officials sitting at the traffic police headquarters may not be familiar with that particular stretch of the road to be sure of the violation, says Nagesh. He adds, “Usually, most of the complaints take time to get resolved and some of them are rejected. I then follow it up with the Janaagraha team (the non-profit that helped develop the app) with whom I had contact with before. I had spoken with Janaagraha and they say they are incorporating changes in the app to make it more user-friendly.” Nagesh further suggests that there needs to be some sort of incentive for the complainants in the form of statistics or reports that show how many people have been fined due to vigilance by users of the app or how many users use the app. He believes this will encourage and motivate users of the app; otherwise, they will stop using it. Currently, the app which was built by Janaagraha, a city-based non -profit in the civic governance sector, has more than 1700 downloads and a rating of 3.1 on the Google App store. Speaking to TNM, Vinod Jacob, who heads the products team at Janaagraha, said the changes are being made on the app and during the traffic safety week scheduled for next week, they will take up disputes regarding complaints getting rejected.

Bengaluru metro to cut discount for smart card holders by 10 percent

Starting January 20, smart card holders will have to pay a maximum of Rs 57 for a one-way ride.
The Bangalore Metro Rail Corporation Limited (BMRCL) has decided to decrease the fare discount for smart card users this year. Currently, the BMRCL provides a 15% slash in base fare for smart card users. The agency said that starting January 20, smart card users will get only a 5% discount. Namma Metro officials say that the 15% discount was introduced when the agency was running 3-coach metro trains. With the increase in number of coaches to six in both the Green and Purple lines, there is a need to increase tariff, BMRCL said in a statement. “BMRCL’s base fares have not been revised since 2017. In the financial year 2019-20, the likely net cash loss is estimated to be Rs 60 crore. In 2011, smart cards were introduced and an incentive of 15% discount for smart card users. 62% of the commuters have smart cards,” BMRCL officials said. However, Namma Metro officials maintained that the base fare would remain the same and there would be no reduction of hike in base fare. In 2017, Namma Metro had increased fares by 15%. The minimum amount to be paid stood at Rs 10. However, the maximum fare was increased from Rs 45 to Rs 60 (between Baiyappanahalli and Mysuru Road one way).  Commuters with smart cards received a 15% discount on these fares. The maximum fare paid by smart card holders was Rs 51 for a one-way ride. Starting January 20, smart card holders will have to pay a maximum of Rs 57 for a one-way ride. BMRCL officials say that the discount will be slashed a day after the timings for metro timings are to be extended. "Namma Metro commuters can take the trains till midnight starting January 19. The smart card discount will be slashed one day after extended services begin. Since 2017, we have introduced many new commuter-friendly changes but fares have not increased. BMRCL's power tariff is also huge and the agency decided that it would be better to slash discounts that hike base fares," the BMRCL official said.

Karnataka man arrested for allegedly hurling acid at woman's genitals

A 42-year-old man was arrested on Wednesday for allegedly throwing acid on a woman’s genitals in Karnataka’s Haveri district. Bankapura Police say that Manjunath Kalasada, an auto driver and resident of Haveri town, tied the woman up and threw acid on her genitals on Wednesday morning. Bankapura Police Inspector Santosh says that Manjunath and the woman were in a relationship for over two years and recently, he had allegedly been accusing her of cheating on him several times. On Wednesday morning, Manjunath allegedly called the woman and told her to meet him at the Siddana Gudda, a hill located in the outskirts of Haveri Town. Manjunath allegedly carried acid in an empty bottle of whisky and went to meet her at the foothill of Siddana Gudda at around 8 am. “The couple were there for some time and Manjunath kept questioning her on whether she was seeing another man. He kept threatening to inform her family members of her relationship with him if she did not tell him the truth,” Inspector Santosh said. Police say that both Manjunath and the woman are married and had begun their relationship a few years ago. Police say that Manjunath confessed to throwing acid on the woman. “Based on his confession, we believe that he had been harassing the woman for a couple of months out of jealousy. He was constantly suspicious. When they met at Siddana Gudda, she received a phone call from home. She went aside to talk. When she returned, he began accusing her of cheating on him,” the police said. Manjunath allegedly snatched the woman’s shawl and pinned her down on the ground. He allegedly tied her hands with the shawl and beat her. “He disrobed her forcefully, even as she began screaming for help. He then threw acid on her genitals. The woman began screaming loudly. The acid fell on her legs and torso as well, where she has sustained grievous injuries,” Inspector Santosh added. Farmers, who were working in the fields beyond Siddana Gudda allegedly heard the woman’s screams and began looking around. “There are lots of trees and woods around the foothills. When the farmers reached the spot, they found Manjunath standing over her and threatening to kill her,” he added. The farmers allegedly restrained Manjunath and beat him up. They tied him up to a tree and called the police. The woman has been rushed to KIMS Hospital in Hubballi, where she is currently undergoing treatment in the ICU. Police say that her condition is critical. Manjunath has been booked under section 326A (voluntarily causing grievous hurt by throwing acid), 320 (voluntarily causing grievous hurt) and 506 (criminal intimidation) of the IPC. Manjunath has been remanded to 14-day judicial custody.

Yediyurappa vs BL Santhosh: Why Karnataka CM wants no Deputy CMs

BJP sources close to Yediyurappa say that the CM also wants to drop at least three incumbent ministers and offer those posts to his loyalists – Arvind Limbavali, Umesh Katti and Murugesh Nirani.
The Karnataka cabinet expansion and reshuffle is expected to take place after January 15. However, Chief Minister BS Yediyurappa is pushing hard to convince the high command that the posts of three Deputy Chief Ministers that were created in August 2019, must be done away with. BJP insiders say that the Deputy Chief Ministers were appointed in order to check Yediyurappa’s powers in the state. However, with successive victories in Lok Sabha elections and the December 2019 bye-polls, BS Yediyurappa has a cloak of goodwill around him. “He is now convincing the high command that there is no need for any DCM. This will ensure that Yediyurappa is the most powerful leader in the Karnataka BJP. It will also solve the dilemma of whether two new DCM posts need to be created. There is already a tiff between B Sriramulu and Ramesh Jarkiholi as both want to be made Deputy Chief Ministers. With no DCM post itself, everyone can be pacified,” a BJP leader close to Yediyurappa said. When the Karnataka cabinet was announced in August 2019, it came as a shocker to many that Chief Minister Yediyurappa had been bested by his long-standing rival within the party – the BJP National General Secretary (Organisation) – BL Santosh.  Yediyurappa’s associates Umesh Katti, Murugesh Nirani and Arvind Limbavalli had been kept out of the cabinet; while his detractors Laxman Savadi, who was caught watching porn in the Assembly; and Dr CN Ashwath Narayan, were appointed as Deputy Chief Ministers. Govind Karjol, the third DCM is the only one among the three deputies, who favours Yediyurappa. Yediyurappa and BL Santosh’s rivalry within the party is not new. The two leaders have been indulging in a game of one-upmanship, ever since the mining scam in Ballari involving Gali Janardhana Reddy had dented Yediyurappa’s reputation.   In 2017, when incumbent Rural Development and Panchayat Raj Minister KS Eshwarappa was determined to continue the Sangolli Rayanna Brigade, to mobilise the Kuruba community’s support for the BJP. Fearful of Eshwarappa’s success, Yediyurappa had opposed the brigade. At the time too, the rivalry between Yediyurappa and Santosh had surfaced as many claimed that Eshwarappa was Santosh’s proxy. Ministers may be dropped BJP sources close to Yediyurappa say that the CM wants to drop at least three incumbent ministers and offer those posts to his loyalists – Arvind Limbavali, Umesh Katti and Murugesh Nirani. However, several senior leaders are believed to have opposed this idea and have demanded that Angara, the Sullia MLA be accommodated into the cabinet instead of Nirani. “Appeasing our loyal vote bank in Dakshina Kannada is more important to the party,” the source said. BJP sources say that Basavaraj Bommai may also be shifted out of the Home department, which Katti is currently eyeing. Of the 11 rebels, who won the bye-elections, not all may be accommodated during this round of expansion and reshuffling. “There are three rebel MLAs from Belagavi. Ramesh Jarkiholi has to be in the cabinet and hence the Kagwad MLA Srimanth Patil and Athani MLA Mahesh Kumatahalli may be kept out. Yediyurappa has agreed to this as well. If these two are inducted then there will be four leaders from Belagavi, who will be in the cabinet. This would indicate that the party is neglecting leaders from other regions,” the source added.

Karnataka man arrested for issuing death threat to PM Modi, Amit Shah

A Karnataka man has been arrested on charges of issuing death threats to Prime Minister Narendra Modi and Union Home Minister Amit Shah, police sources said on Tuesday.  The accused has been identified as Anwar, a resident of Peruvai in Dakshina Kannada district, employed in a foreign country, according to the sources. Speaking to TNM, a top police official in the district confirmed the arrest. PTI reported he has been posting messages online against the implementation of the Citizenship (Amendment) Act (CAA) and the proposed National Register of Citizens (NRC), police said. He was allegedly spreading audio messages which had gone viral on WhatsApp groups provoking people to indulge in communal violence. A complaint was registered in this regard at the Vittal Police Station by a man named Yathish, sources said. As per the complaint, in his messages, Anwar allegedly threatened to kill PM Modi and Amit Shah if Muslims were affected by the CAA and NRC. The police source told TNM, “The complaint stated that an audio note recorded by the accused had gone viral. The audio allegedly says that there are crores of Muslims as well as Hindus in India. And that if all Muslims are forced to go to Pakistan, then all RSS supporter Hindus will be killed -- including Modi and Shah -- and only ‘good’ Hindus will live in India.” “For this, he has been booked under Section 153A (promoting enmity between different groups). He has also accepted that he has said it,” the source added.  A police source said that the accused was working as a cab driver in Qatar. The audio was recorded in Qatar and he had started forwarding it again once he landed in India a couple of days ago. After the audio clip went viral, a complaint was filed and an arrest was made. Police, who were tipped off about Anwar's visit to his hometown on January 6, arrested him. (PTI Inputs)
