Bengaluru man dies under mysterious circumstances, family alleges custodial violence

On Sunday, January 5, a police officer named Kumaraswamy from Bagalkunte police station brought in the body of Salim Khan, a car dealer and rowdy-sheeter to the Saptagiri hospital in the city. But it was only on Wednesday afternoon that Salim’s brother Malik Khan got a call from Sub Inspector Srinivas at Nandini Layout Police station who asked him to appear at the station. Upon arrival, Malik was informed that a dead body was lodged in the mortuary of Saptagiri Hospital and that it could be his brother Salim’s. The family has now alleged that Salim and his friend Giri were kept in police custody at Bagalkunte Police Station on Sunday, where they were allegedly tortured. The family says that while Giri has gone missing, two other friends told them that both Salim and Giri were called in by the police on Sunday.  What the family alleges Malik and Salim’s younger sister Tabassum say that Salim was supposed to go to dinner to their father’s residence in Yeshwanthpur on Sunday night. Salim had allegedly promised to visit at around 6 pm. At around 10.30 am, Salim visited his late friend’s mother Saraswati in Bagalkunte.   Speaking to TNM, Saraswati says that Salim was at her home from 10.30 am to 4.30 pm on Sunday. Salim allegedly received a phone call at around 4.30 pm on Sunday after which he hurried out of her home. “He did not tell me where he was going but he said he had to leave immediately. That was the last we saw him,” Saraswati says. When Salim did not come home for dinner, Tabassum and Malik called his phone multiple times, but were unable to speak with him. “At around 7 pm, I called him. Someone picked up the call but no one answered. We kept calling him. Someone would always answer but no one spoke. We kept thinking there may have been a problem with his phone,” Tabassum says. On Tuesday afternoon, Malik went to Salim’s home in Nelamangala and found the house was locked. He then called Sachin and Aadil, friends of Salim and inquired about his whereabouts.  “They told me that Salim left Saraswati’s house to meet Giri,” Aadil says. Tabassum alleges that Salim and Giri were kept in police custody at Bagalkunte Police Station, where they were allegedly tortured. “Giri and his family members have absconded. No one knows where they are. The police must have intimidated Giri and convinced him to leave town because Salim died,” Tabassum alleges. “Giri and his family members have absconded. Kumaraswamy clicked a picture of Salim and circulated it to all police stations in Bengaluru North limits to determine the identity of the man. On Wednesday afternoon, the Nandini Layout Police Sub Inspector Srinivas called Salim’s brother Malik Khan and asked him to visit the station.   DCP Shashikumar says that SI Srinivas identified Salim as he had worked on an attempted murder case involving Salim eight years ago. Family questions police version Malik and Tabassum say that the police officers in the North division knew Salim as there were several cases registered against him in various police stations and any of them could have easily identified him. “They are doing this to cover it up. Why did they not inform us on Sunday? Why did they wait till Wednesday to tell us? The police knew his name because in the hospital register, his name is written and that he was brought dead. So obviously they are lying,” Tabassum alleges. TNM obtained a photo of the medical register at Saptagiri Hospital, where Salim’s name is mentioned and the recorded time of death was 8.05 pm on Sunday. It is unclear if the entry was made on Sunday or Wednesday, post identification.  The magistrate inquiry Tabassum says that while the Bagalkunte Police informed them on Wednesday that Salim had died in an accident, the Yeshwantpur police claimed he died of cardiac arrest. “The hospital said he died because of hanging. All these versions were clashing. We refused to allow an autopsy in Saptagiri Hospital until the magistrate inquiry,” Tabassum says. The police then shifted Salim’s body to MS Ramaiah Hospital, where an autopsy was scheduled. However, Salim’s family members did not allow it to happen without a magistrate inquiry. Finally, on Friday, Salim’s body was shifted to Victoria Hospital. The local magistrate arrived at around 12.30 pm. Salim’s sister Tabassum was allowed to go into the autopsy room. Within minutes, Tabassum rushed outside, crying loudly, saying that her brother had wounds on his whole body.  Police deny allegations However, DCP Shashikumar categorically denied that Salim was tortured in police custody and that the police suspect that one of the co-accused in one of the cases registered against him, could have killed him. “He was found unconscious outside the bar. There are many political and minority organisations who have got involved in the issue after his death and they are making these allegations,” he added. DCP Shashikumar said that the autopsy report and the magistrate inquiry would reveal the truth and if custodial death was proven, action would be taken against necessary officials. “A CID probe will also be launched,” he said.

Bengaluru had most dowry deaths in 2018 among all southern metros

Bengaluru – which prides itself as the city of IT and development – has to its shame the highest number of cases registered under the Dowry Prohibition Act among Indian metros in 2018. What’s more – the highest number of dowry deaths among southern metros were also reported from Bengaluru. According to NCRB (National Crime Records Bureau) data from 2018 which was released on Thursday, 53 women died due to dowry in Bengaluru in 2018, compared to seven deaths in Chennai, 17 in Hyderabad, and one in Kochi. While Bengaluru topped this list in the south, pan- India, dowry proved most fatal in Delhi with 137 victims. In 2017 too, Bengaluru had reported 53 victims of dowry death, the highest in south India.              Bengaluru also had the highest number of cases (692) reported under the Dowry Prohibition Act in 2018, out of a total of 851 cases reported in the country. This is a whopping 81.3% of pan-India cases. The 2017 data shows that Bengaluru had the highest number of dowry cases registered in the country under the Dowry Prohibition Act by a far margin. Out of a total 951 victims of dowry in 2017 in India, 77% were in Bengaluru. Outlawed in 1961, dowry continues to a rampant problem in India. And while NCRB numbers tell an alarming tale, there are many cases that go unreported. What compounds the problem is the pressure women continue to face to remain in abusive marriages, including where there is dowry harassment. TNM reported earlier that it is quite common for families to send women back to their husband’s house even if they are harassment and/or abuse there. For instance, in 2017 a woman’s father-in-law killed allegedly her so that his son could marry again for more dowry. The case was reported in Tamil Nadu, and the victim was a chartered accountant whose parents kept sending her back to the marital home even after several accounts of harassment. She paid with her life. In May 2019, a man was arrested for marrying several women in south India for dowry, and then abandoning them. He used to meet the women on matrimonial sites, get married to them in a small ceremony, and get large sums of money from them after sexually exploiting them. Messages suggesting NPR begun in Bengaluru are fake: Directorate of Census Operations

Panic-inducing messages suggesting that the process of collecting information for the National Population Register (NPR) has begun in parts of Bengaluru had gone viral.
A WhatsApp message widely-circulated over the past few days had suggested that a group of people in Bengaluru's Vasanth Nagar clashed with officials who were collecting information for the NPR (National Population Register).  The viral WhatsApp message read, "Today, they tried to introduce NCR and CAA in Vasanthnagar, Bangalore. All the people from every community reacted like this in a befitting manner. This should go Viral, & It Should Continue In the Same Manner...eveywhere in india. If they Come & ask the details with regards to  NRC, NPR, & CAA... Not even a single Person should respond to them... Reject Bloody this Duo's Decision, They are not Our Nation Builders" TNM reached out to police officials to verify this message, who stated that no such incident was reported in the area. An official from the Directorate of Census Operations, Karnataka, further confirmed that the process of collecting information for the NPR has not begun in Bengaluru. The directorate is under the Ministry of Home Affairs of the Union Government and is responsible for the updation of the NPR.  A video, said to be from Vasanth Nagar in Bengaluru, was also doing the rounds on social media. It was claimed that the video showed local residents arguing with officials who were collecting details for updating the NPR. However, the video is not from Vasanth Nagar, but from Chittawadigi in Hosapete in Ballari district. On January 7, BJP workers and local residents got into an argument when Vijayanagara's BJP MLA Anand Singh distributed pamphlets supporting the Citizenship Amendment Act (CAA) and National Register of Citizens (NRC). Visuals from the distribution showed that many residents refused to accept the pamphlets from the MLA.  Officials told TNM that the process to update the NPR has not started in Bengaluru yet. The NPR will be updated along with the first phase of Census, which involves house listings. Opposition leaders have claimed that the government was trying to bring in NPR to, in turn, bring in NRC.   The NPR will include demographic details of a resident —  a person who has been residing in a local area for the last six months or more, or a person who intends to reside in the area for the next six months or more. It lists the date and place of birth, permanent address, nationality (as declared), education and occupation, among other particulars of an individual. Census, on the other hand, is a broader database, which also includes more details like, inter alia, economic activity, religion, housing and household amenities. The NPR updation will be part of the census process which will begin in Bengaluru in April 2020. The first phase, including NPR updation, will be held between April 15, 2020 and May 29, 2020 for a period of 45 days. The second phase will be held from February 9 to 28, 2021.  This is not the first time messages suggesting the implementation of an NPR-like exercise have circulated. Earlier in December, another message suggested that the process of collecting information for the NRC had begun in Tumakuru. "NRC started in Tumkur, when they come to your house *Please don't Submit any of your documents* instead, raise your voice and call all your neighbors first then call the nearest police station and handover them to police do share to everyone now . *We reject CAA, NRC, NPR*," read the message.  A series of short video clips showing an official asking details of residents was shared along with the message. The official in the video was identified as Rangaswamy, an authorised enumerator with the Common Services Centre (CSC) e-governance scheme which is under the Ministry of Electronics & Information Technology. The official was collecting details for an economic survey in GCR Colony in Tumakuru as part of the 7th National Economic Census which began in December 2019. The residents later took the official to the Tumakuru City police station to verify his identity.

Namma Metro slashes discount on smart cards by 66%, BMRCL union alleges massive fraud

The BMRCL recently announced a cut on the discount that smart card users can get on their metro rides. The Namma Metro authorities had introduced the discount of 15% in 2011 to encourage users to move to smart cards, and encourage users to routinely use the metro. This discount has now been cut by 10 percentage points to just 5%, which represents a steep 66% reduction. However, the BMRCL employees union leader, Suryanarayana Murthy alleges massive fraud within the company. “The BMRCL has reduced the smart card incentive to 5% to cover up gross mismanagement losses, to the tune of around Rs 400 crore.” He adds that he went to the authorities to take action in order to reduce losses. “I brought it to the management’s attention to reduce unnecessary expenditure, illegal appointments, and illegal promotions. It causes about Rs 40 crore loss every year. Instead of solving the problems, they are creating problems for passengers. I condemn the initiative taken by the management (of discount cut). I urge them to restore the earlier incentive, and to take immediate action to prevent the above scams,” he adds. BMRCL Executive Director A Shankar however, denies that there is mismanagement. “Our costs have gone up, and the 6 car trains are empty during the day. Only during peak hours of two hours, the metro is crowded,” he says. More than half of the Metro users are smart card holders, according to data from the Namma Metro website. They will all be affected by the discount cut. The ridership of the metro has only been increasing, and daily metro ridership has reached over 4 lakh commuters every day. The current record stands at 4,58,238 commuters in a day, which happened on October 30 last year. Karnataka SIT arrests key recruiter in Gauri Lankesh murder case from Jharkhand

The chargesheet in the case has identified Rushikesh Devdikar aka Murali as the ideological motivator and main recruiter for the murder.
The Special Investigating Team (SIT) of the Karnataka police, which is investigating the murder of senior journalist and activist Gauri Lankesh, arrested a key suspect who was absconding. Rushikesh Devdikar, also known as Murali, was arrested in Katras in Jharkhand's Dhanbad district on Thursday.  He will be produced before the judicial magistrate on Friday and his house is being searched for clues, SIT officials said. Murali is a native of Aurangabad. He is alleged to be one of the key conspirators in the murder of Gauri Lankesh. He is accused of conspiracy, planning and recruiting members to carry out the murder.  He also provided resources to carry out the murder, including training and guns for those who shot the journalist, the Indian Express reported.  So far, 18 people have been arrested by the SIT for their alleged involvement in the murder of Gauri Lankesh. Murali was named as accused number 18 in the chargesheet filed by the SIT in November 2018 in connection with the murder. The chargesheet identified him as “the ideological motivator and main recruiter for the murder”.    The journalist was shot dead in front of her house in Bengaluru on September 5, 2017, when she returned home from work. Six of the men accused in the case are also named as accused in the MM Kalburgi murder, which took place four years ago. These men were also linked to the Sanatan Sanstha, a radical pro-Hindu group, by the SIT. Jharkhand DGP KN Choubey said that Murali was working in a petrol pump in Katras area of Dhanbad. He was closely associated with the Sanathan Sanstha's Hindu Janajagruti Samiti till around 2010. He is regarded as a key member of the crime syndicate that killed rationalists and journalists in Karnataka — Narendra Dabholkar (69) in 2013, Govind Pansare (81) in 2015, and Kannada scholar MM Kalburgi (81) in 2015 — along with Virendra Tawade and Amol Kale. Though Virendra was arrested in 2016 by the CBI in connection with the murder of Dabholkar, the SIT stated that the group reassembled under the leadership of Amol Kale. How altercation between Jyothi Nivas students and BJP workers over CAA banner escalated

One group of students told TNM that when they objected to the banner being stuck, they were asked if they had a problem with the law itself.
A day after a video surfaced of an altercation involving students of Jyothi Nivas College and BJP workers in Bengaluru, TNM spoke to students and shopkeepers who witnessed the incident on Wednesday.  According to multiple accounts, BJP youth workers were holding a gathering in support of the Citizenship Amendment Act at the college and had stuck a pro-CAA banner on the college wall at some point in the noon. The banner featured pictures of Prime Minister Narendra Modi, Union Home Minister Amit Shah, Chief Minister BS Yediyurappa and Lok Sabha MP Tejasvi Surya. Around 2.30 pm on Wednesday, when the first batch of students was leaving the college, they noticed the banner stuck on the wall. A few students were even asked to sign the banner. A PU-II student, who wished to remain anonymous, said until this point, the situation was normal. She said she came to know of the incident only through social media channels after the video of the men and the students involved in an altercation went viral. Several students objected to the banner on the college wall, but the BJP workers retaliated. In the video, one man is heard saying, “You are not concerned about citizenship, you are concerned about yourself… you are not Indians.” Videos of the incident showed that the altercation almost escalated to physical jostling between the BJP men and the female students.  A fruit seller, stationed on the street in the vicinity, said around 3 pm, some students of the degree college objected to the banner. “From the start itself, the BJP workers were being very aggressive and wanted to scare the girls away. But that did not work,” he said.  One group of students told TNM that when they objected to the banner being stuck, they were asked if they had a problem with the law itself. “When we wanted to explain our position on CAA and tell them they cannot impose their views on us or the college, they started asking us personally. They called us ‘uneducated’ and said we are not concerned about citizenship. They saw some of us were Muslims and then they told us to go to Pakistan,” one of the students in the group told TNM. Another student, who was witness to the incident, said, “They just started shouting and abusing us. This is not the right way to speak to students. They then wanted us to sign the pro-CAA banner. How can they force us to do that? They also got agitated when some of us said we don’t support NRC and CAA and shouted slogans. That is when they started attacking us personally.” Manasa (name changed), another student, told TNM that at this point, the fight had escalated and a crowd had gathered, leading the college administration to intervene. She also came along with some students, professors and the PU college principal. “At this point, they were arguing that we, as students, don’t have the right to object to what is being put on the walls of our college. First, they said ‘bring your professors, we will talk’ and when they (professors) were there, they asked for the police to decide if they can hang the banner on our wall or not,” Manasa recalled.  She added, “They were trying to scare us to silence. They had even shouted at our professors. But we were not going to give in. Our professors and administrative staff told us to disperse fearing for our safety. As we were leaving, the police had arrived.” She alleged that while the police saw the BJP workers in the act, they refused to intervene. Instead, she said, the police were keen to escort the students out of the area while the BJP workers remained near the wall where the banner was hung. Manasa further noted that the police forced the BJP workers to remove the banner only after 15 minutes “when many of us had dispersed. They even had tea with them.” A professor, who had also come out to intervene, confirmed that there was selective targetting of Muslim students as they could be identified through their burqas. “There were many people gathered around the place. But keeping in mind the students’ safety, we asked all students to disperse. But we are afraid as many of our students live in PG accommodations in the vicinity,” the professor said.  When asked if there was any legal action taken against the  BJP workers, Koramangala Inspector Sashidhar said the police will follow due process if and when a complaint is filed. He confirmed no complaint had been filed as of Thursday evening.

K’taka festival returns with safety restrictions after 16 killed in 2019 river tragedy

On January 21, 2019, 16 people died after a boat ferrying 34 people overturned in the Kali River in Uttara Kannada.
Following last year’s tragic boat capsizing incident that left 16 dead on Kali River, the Kurumgad island annual festival is set to resume under the watchful eyes of the Indian Coast Guards and Uttara Kannada (UK) district administration on Friday, January 10. According to the UK district officials, besides mandatory registration of boats ferrying pilgrims, the authorities will ensure that all devotees fasten ‘life-jackets’ prior to the journey, else the boat cannot leave the dock. Speaking to TNM, Deputy Commissioner of Uttara Kannada, Dr. Harish Kumar has said that utmost stress has been made to ensure that the devotees travel to and fro safely. “We have met all the stakeholders, including the temple authorities, fishermen, coastal police and Indian Coast Guards, we are taking all precautions to ensure that no untoward incident takes place this time,” he said.  According to officials, only 50 boats have been authorised this year to ferry tourists to the temple of Sri Narasimha on the island. To ensure that the boats are not overloaded, the Fisheries Department has fixed the seating-capacity based on the length of the boats. “We have made four categories this time. Those boats with less than 10 meters can carry a maximum of 20 persons, boats between 10 and 15 meters can take 50 people, between 15 and 20 meters can ferry 80 persons and those boats above 20 meters are allowed to take 100 persons," Uttara Kannada district Deputy Director of Fisheries P Nagaraju said. All authorised trawlers and purse seine boats that are to ferry devotees to Kurumgad have been directed to pick up and drop off the passengers only from Baithkol and the ferrying has been allowed only between 6 am to 5.30 pm. "Officials from Fisheries Department and police department will be at the boarding point. Only the boats which have fulfilled our conditions will be allowed to ferry people only after each of the passengers wear life jackets," P Nagaraju said.  There are some groups of devotees who also come from Belikeri (Ankola) and also Goa. Coastal Security Police officials will keep an eye on these boats too. "Gemini boats of the Indian Navy and Indian Coast Guard boats will be nearby as well. If there is any need, they too will extend their help," he added. Four interceptor boats of Coastal Security Police will keep an eye on all the boats and also provide help if necessary. “A team of 50 volunteers fishermen will be on the move in the sea to ensure the safety of the devotees,” Nagaraju said.  Kurumgad is a small island about four kilometres off the Karwar cost on Arabian Sea. The island houses the temple of Sri Narasimha and the one-day annual festival of the temple is held during January every year. The event is of great importance and people from not only Uttara Kannada, but from various parts of Karnataka and neighboring Goa attend the event with great devotion. This year, the annual festival would be held on January 10. Recently, besides the devotees, tourist presence also has swelled the number of visitors for the annual festival. On January 21, 2019, during the annual festival, 16 people died after a boat ferrying 34 people overturned in the sea.
