‘Made in Bangladesh’: Film on garment workers is relevant, timely and moving

The film deftly handles sensitive issues and is being screened at the ongoing Bengaluru International Film Festival.
Warning: Spoilers ahead There is no dearth of choice at the Bengaluru Film Festival (BIFFES), with organisers calculating that one can only watch about 35 films out of the 220 being screened, if they planned their days well. While I was spoilt for choice, what attracted me to Made in Bangladesh is its short duration of 95 minutes, and the fact that it was directed by a woman, Rubaiyat Hossain. What I didn't expect was to find the film so evocative, especially with parallels to India. The film is about the exploitation of labour in the garment industry, perhaps a dry subject, but which Rubaiyat handles skilfully to entertain with sensitivity.  The film focuses on the fact that female labourers are chosen to do the work in the garment industry in Bangladesh as they deemed “easier to control” and “can be paid less”, as an NGO worker puts it in the film. The garment factory where the women work starts denying them their overtime pay, which is when the women realise they are being exploited, and decide to start a union. The story of how they work to start a union to demand their rights, and the struggles they face in their personal lives and friendships as well, are given equal importance, underlining the saying “the personal is political”. For instance, we see Shimu (played by Rikita Nandini Shimu) leading the charge to form the union. And while we see her stand up to her rude, exploitative bosses, we also see her struggle with a husband who starts pressurising her to quit her job.  When Shimu discloses to a more privileged NGO worker that her husband wants her to quit the job, she is told that she must stand up for herself. To this, Shimu says wisely, "Ma'am, we are women. We're screwed if we're married and screwed if we're not." Finally, her husband tells her she can continue working, but only if she is ‘modest’.  Shimu agrees to wear the hijab, and one gets the feeling and she is compromising on the battle at home, to win the war of empowerment outside. In portraying struggles like these, the film shows empowerment for women isn’t a linear ladder which they can keep climbing higher, but a path fraught with problems. I initially expected the film would be something of a more privileged women telling disadvantaged women how to lead their lives. But I was pleasantly surprised to see the role of privileged characters in the film was, for once, all about empowering the garment factory workers, and then taking a step back. For instance, they teach Shimu how to use a smartphone, give her a book her rights as per the labour laws, and tell her how to go about registering her union. After that, the NGO takes a step back and the story remains about Shimu and her colleagues. As I watched the Shimu’s story, it was easy to forget that it’s a film from another country. The parallels between what women in low-income communities in India so often face, and the visuals of what women in Bangladesh face, were striking. The misogyny and exploitation of women, their clothing, the marketplaces, the heat that emanates from everything: all these feel extremely evocative of India. The film Made in Bangladesh is especially pertinent at a time when there is a lot of suspicion and xenophobia against immigrants from the neighbouring country. India is currently seeing a spate of protests against the contentious Citizenship Amendment Act. The act seeks to give Indian citizenship on the basis of religion, and excludes Muslims from its ambit. In such a context, it is easy to forget that the Bangladesh has a shared history and culture with ours. Watch the trailer here. Made in Bangladesh is nominated for an award in the Asian films category at BIFFES. This is the director's third foray into making a film after Meherjaan (2011) and Under Construction (2015), both of which earned Rubaiyat Hossain global acclaim and awards.

3-year-old mauled to death by leopard in Karnataka, Forest Minister wants animal shot

A three-year-old girl was mauled to death by a leopard at Karnataka's Baichanalli village in Tumakuru district, a police official said on Monday. Responding to the incident, Karnataka Forest Minister Anand Singh suggested that the government would issue a shoot on sight order to kill the leopard, a move which was vehemently opposed by environmentalists in the state. "The girl was playing in front of her house around 8 p.m. on Saturday when the leopard carried her away and mauled her to death," Tumakuru district Superintendent of Police Vamsi Krishna told IANS. The girl's family found her body around 10:30 pm with bite marks on her hands and face.Krishna said state Forest Minister Anand Singh visited the family of the deceased girl and promised compensation. However, his view of issuing a shoot on sight order to kill the leopard was met with criticism. "This is a question one child which was killed. Based on one human killed, we shouldn't jump to conclusions and here shouldn't be a shoot order. The leopard should be captured and released back into the forest, preferably somewhere deep in the forest," conservationist Joseph Hoover told TNM. The forest department stated that they are planning to capture the leopard. "The minister has also ordered the forest department to capture the leopard," said Krishna. The forest department also set up 25 traps to capture the leopard, including cameras. Krishna said the police department is also helping the forest department in capturing the big cat. A team from Bandipur tiger reserve had visited Tumakuru in January to help the district officials in averting leopard kills. "We are planning to call the Bandipur team again," said Krishna. The three-year-old girl's death was the fourth fatal leopard attack in Tumakuru in the last four months. Earlier, 60-year-old Lakshmamma from Kuppe village, 60-year-old Anandiah from Doddamaralavadi and a 5-year-old boy were killed between October and January. With IANS inputs

CBI arrests six suspects in connection with 2016 murder of Karnataka BJP taluk official

The Central Bureau of Investigation (CBI) has arrested six suspects in connection with the killing of BJP taluka panchayat member Yogesh Gowda in Karnataka's Dharwad in 2016, officials said on Monday.  The agency has arrested Dinesh, Sunil, Nutan, Ashwath, Shahnawaz and Nazeer Ahmed in an operation which is still on, they said. These are the first arrests in the case which was taken over by the CBI in September last.  The accused were produced before a special court in Bengaluru which sent them to five days of CBI custody, they said. The agency sources said the operation is going on and more suspects may be held based on the information gathered from the questioning of these accused. The CBI, however, did not offer any official comment on the role of the accused as their questioning is still going on. Gowda, the BJP taluka panchayat member, was killed in his gym on June 15, 2016 by unidentified men.  The agency took over the probe on the recommendation of the Karnataka government on September 24, 2019, they said. Gowda ran a gym at Sapthapura in Dharwad and was a friend of Basavaraj Shivappa Muttagi, the prime accused, for the last 10 years with different political inclinations. Gowda came to know about a land purchase deal by Muttagi. Gowda had threatened Muttagi that he should not purchase the land as it was under the former's custody and if he still proceeded, he would kill him. The Karnataka police had already completed the probe and filed a charge sheet against six accused on September 9, 2016. It is alleged that Muttagi hatched a criminal conspiracy to kill Gowda. When Gowda came to his gym on June 15, 2016, accomplices of Muttagi sprinkled chilli powder on his face and hacked him to death. The killers escaped on three two-wheelers. The case is under trial in the District and Sessions Court, Dharwad. After the change in the Karnataka government, the matter was handed over to the CBI.

Karnataka HC gives interim relief to apartments slapped with fines over STPs

In what has come as a relief to residents of apartment complexes in the Bellandur-Varthur catchment area in Bengaluru, the Karnataka High Court, in an ad-interim order, restrained the Karnataka State Pollution Control Board (KSPCB) from collecting fines over non-compliance with sewage treatment plant norms. An ad-interim order is valid for a temporary period of time. TNM had earlier reported that many apartment complexes were slapped with fines and notices by the KSPCB with regard to STPs installed in their premises. The fines -- which ranged from lakhs to crores of rupees – were for apartments that were allegedly not complying with output quality of the water from STPs in their premises, and for apartments not having STPs installed. However, apartment residents had deemed the fines imposed as undue harassment. Speaking on the ad-interim order, Vikram Rai, General Secretary of the Bangalore Apartment Federation, told TNM that the apartments had approached the court in four batches based on the similar nature of notices issued to them. “As of now, 21 out of 34 apartment complexes have got interim relief from the court. The fundamental issue of all these apartments is the same. The court orders have, firstly, confirmed the right to be heard first based on the principle of natural justice before they are slapped with fines. Secondly, there is a stay on the fine issued. Thirdly, in case of a final order if the apartments are found guilty, the apartments have to be given at least 15 days’ notice for disconnection of power and water connections,” Vikram told TNM. The case will now be heard by a bench of Chief Justice AS Oka and Justice H Chandangoudar starting from April 7. The residents had earlier alleged a complete lack of transparency on the KSPCB’s side and that the KSPCB’s reports citing non-compliance were “cooked up”. They said they themselves have been carrying out regular tests from NABL (National Accreditation Board for Testing and Calibration Laboratories) accredited labs routinely. Some apartments were also allegedly warned that their power and water connections would be disconnected in case of further non-compliance. Read: ‘Civic bodies harassing us over sewage, levying heavy fines’: Bengaluru residents Speaking to TNM, the residents had said these fines were only in response to the National Green Tribunal pulling up the KSPCB and the Bangalore Water Supply and Sewerage Board (BWSSB) for failing to prevent pollution in the Bellandur and Varthur lakes. It may be recalled the NGT had taken suo motu cognisance of the Bellandur-Varthur lake issue in February 2016 after the Bellandur Lake caught fire for the second time in a short span. The residents had also raised objections against the issue of notices against some apartment complexes in December 2019 based on samples taken in April.

After almost a year, Mangaluru City Corporation will have a mayor and deputy mayor

While the term of the 21st MCC Mayor elapsed in March 2019, elections were not held until November and a mayor was not elected until the end of February 2020.
After almost a year, the local power corridors of Mangaluru City Corporation (MCC) will come back to life on Monday. This is after the city council largely dominated by BJP councilors elected corporator Diwakar Pandeshwar (cantonment ward) as the Mayor of Mangalore City and corporator Vedavathi (Kulai ward) as the Deputy Mayor. Although the election for MCC was held on November 12, 2019 and the results were declared two days later on November 14, it took three-and-a-half months for the council to be formed. Initially, the Karnataka State government took over a months’ time to issue the gazette notification of the Corporators. The GOK’s notice was published in the Gazette only in mid-January and this paved the way for the election of the mayor and deputy mayor of MCC.  However, soon another source of confusion prevailed in the local bureaucracy regarding the term related to reservations for the Mayor post. The state government led by former Chief Minister HD Kumaraswamy in 2018 declared reservation for the 21st term of MCC Mayor. But the election never took place and the tenure of the 21st term of MCC Mayor elapsed in March 2019.  The elections for the 22nd term were held as per the rules framed for the 21st term, i.e., the post of mayor and deputy mayor were reserved for Backward Class (A) category and General (Woman) category. The election was scheduled for February 28 and BJP's Diwakar Pandeshwar emerged as the mayor.  Second innings for BJP This will be the second term for BJP dominated councilors, who had first held the MCC term in 2008, but lost the subsequent polls in 2013. In November 2019, council elections were held across 60 wards in Mangaluru City Corporation (MCC). In a landslide victory, BJP clinched 44 seats, overthrowing the ruling Congress and reducing it to 14 seats. SDPI won the remaining two seats. This was the highest ever majority won by the BJP in the MCC polls and one of the worst electoral outcomes for the Congress party. Of the past six terms, Congress has ruled five times and BJP only once from 2008 to 2013. With the defeat of Congress in MCC polls, the party lost the last major bastion among urban local bodies in the coastal region.  "Diwakar is the senior among those in BC (A) category (As per the government notification, the Mayor seat is reserved for BC (A) category this time). This is the third term he has won (council elections). Considering the seniority he had been shortlisted for the Mayor post,” a senior BJP leader said.  The local election saw active participation from BJP leader and MLAs Vedavyas Kamath and Bharath Shetty, along with MP and state BJP Chief Nalini Kumar Kateel in fielding the candidates. “There was an anti-incumbency factor against Congress that played in our favor. Also people took note of BJP’s development initiatives, in solid waste management, road widening and its beautification. We had got Rs 100 crore from the state government for two terms for the developmental works. This happened when BJP came to power in the state and MCC," senior BJP leader Premanand Shetty says.  A year without active council  In the absence of the previous MCC Council whose term ended on March 7 last year, the city was under the district administration. Though the normal working of the City Corporation would be unaffected as the IAS officer would continue to take all the decisions which otherwise a council would take, residents in Mangaluru said that the absence of elected representatives was felt.  "People have easy access to the Corporators. We are in a better position to tell our problem and the needs of the Corporators. They follow-up with the concerned department and get our work done. In the absence of the council, it is difficult to reach out to the officials. Won't apologise, says BJP MLA who called 102-yr-old freedom fighter a 'Pak agent'

BJP legislator from Vijayapura in Karnataka, Basanagouda Patil Yatnal, who called 102-year-old freedom fighter HS Doreswamy a Pakistani agent, on Monday said there was no question of him taking back his statement. The MLA had targeted HS Doreswamy who is also an activist as he had taken a stand against the Citizenship Amendment Act and sat on a dharna against it. Basanagouda Yatnal’s statement comes after members of the Prajadhikara Horata Samiti staged a protest at Maurya Circle and demanded that Basanagouda Yatnal be banned from entering the Assembly and also demanded an apology for his statement.  “Rahul Gandhi spoke against Savarkar. He must be banned from entering Parliament. Mani Shankar Iyer must be banned. These people have mingled with the tukde tukde gang and are indulging in anti-national and anti-constitutional activities. I have seen the 102-year-old freedom fighter’s picture with the tukde tukde gang,” Basanagouda Yatnal said.  He also cast aspersions on Doreswamy’s involvement in the Quit India Movement in 1942 and said that the centenarian is a fake freedom fighter.  “The time bomb was invented in 1960. How did this freedom fighter make these time bombs in 1942? There is no question of taking back my statement and I have not done anything wrong to apologise. A physics and mathematics teacher by profession, Doreswamy got involved in the Quit India Movement in 1942. He is known for planting low-intensity explosives inside postboxes as a way to disrupt the communications of the British government. Yatnal has cast aspersions on Doreswamy’s role during the resistance against the British Raj.  Yatnal had called Doreswamy a Pakistani agent on February 25 in Vijayapura. The legislator’s statement came after Doreswamy took part in a protest against the Citizenship Amendment Act and the NRC at Town Hall earlier in February. He also took part in anti-CAA and anti-National Register of Indian Citizens’ protests at Freedom park soon after and has been vocal about his opposition to the legislation passed by the Centre.  On Sunday, former Chief Minister Siddaramaiah and members of the Prajadhikara Horata Samiti passed a resolution to bar Yatnal from entering the Assembly.  Reacting to Basanagouda Patil Yatnal’s statement, former CM Siddaramaiah said that the BJP legislator’s statement was traitorous. “I strongly condemn the derogatory, traitorous and anti-national statement made by Basanagouda patil Yatnal. He has made this statement against a centenarian and freedom fighter. He is saying that Doreswamy is  a fake freedom fighter and a Pakistani agent. Kalasa-Banduri project: Relief for Karnataka as SC dismisses Goa govt's petition for stay

The Supreme Court on Monday upheld the apex court’s interim order in 2014 regarding the Mahadayi water dispute between Goa and Karnataka. The apex court disposed of the Goa government’s petition for a stay against the Kalasa-Banduri project.  On Friday, the Goa government had approached the Supreme Court seeking a stay order on the construction of the Kalasa-Banduri Project. Earlier on February 20, the Goa government had approached the apex court requesting interim relief from implementing the Mahadayi Water Disputes Tribunal’s order dated August 14, 2018.  The Apex Court bench of justices DY Chandrachud and Ajay Rastogi said that the Kalasa-Banduri project can start after the Karnataka government obtains necessary clearances.  “The Karnataka government must prepare a fresh detailed project report and obtain necessary permission from the Union Ministry of Environment, Forests and Climate Change. They must obtain Environmental Clearance and also a technical clearance from the Central Water Commission according to the 2014 interim order. This was upheld today,” one of the lawyers representing Karnataka told TNM.  The court also upheld that the Mahadayi Water Management Authority must be constituted and that the Detailed Project Report must be approved by this authority before the Kalasa-Banduri project construction begins. Speaking to TNM, Vijay Kulkarni, who started the fight for the Kalasa-Banduri project in Gadag’s Nargund, says that the Supreme Court’s verdict is welcome, but said that the project construction must begin immediately.  “When we started our protest, it was for the construction of six canals across the Ghataprabha and Malaprabha rivers, both of which are tributaries of Mahadayi. We wanted the government to construct the project so the parched areas in north Karnataka get 8 TMC of drinking water. EC and other clearances are not necessary for drinking water projects so the central government must grant permission to begin construction immediately,” he said.  In 1980, Vijay Kulkarni along with farmers of Nargund in Gadag and Navalgund in Dharwad began the movement demanding drinking water in the water-scarce regions of North Karnataka. The state government, had in 1980 collected a betterment fee from the people for drinking water but had not provided any. When the agitation began, the then Chief Minister, Gundu Rao, formed a committee to come up with a solution. This was headed by the then Leader of Opposition SR Bommai. The SR Bommai Committee recommended the linking of Mahadayi river to the Malaprabha river through the Kalasa-Banduri project after holding consultations with the protesters. The Centre on February 26, notified the Mahadayi Water Disputes Tribunal’s order dated August 14, 2018 which allocated 13.41 TMC of water from the Mahadayi River to Karnataka. On February 27, Chief Minister BS Yediyurappa announced that monetary allocation would be made for the Kalasa-Banduri project during the 2020-21 budget, which will be presented on March 5. The Goa government had sought the stay order after Yediyurappa’s announcement.
