The Karnataka High Court on Thursday pulled up the state government for sending a poorly planned ‘confirmation SMS’ to migrant workers who had already registered to go home on the state’s Seva Sindhu portal. In fact, Chief Justice of Karnataka, Abhay Sreeniwas Oka said that this was an ‘exercise to exclude a large number of persons who have registered to go back home’. On May 26, the state government had sent an SMS to migrant workers who had registered on the Seva Sindhi portal to take a train back home, causing panic among the citizens and leading to crowding in railways stations and police stations. The SMS said, “If you want to leave by Shramik Trains, SMS Yes followed by last 6 digits of Seva Sindhu application no to 161 from registered mobile before 6 pm 26th May." While some received the message in Hindi, most of them got it in English – a language they’re not familiar with. Even as panic set among the citizens who thought they would miss their chance to go home, many of those who managed to reply got a ‘service expired’ reply. This action by the government was challenged in court by the All India Central Council of Trade Unions (AICCTU). Hearing the petition on Thursday, Chief Justice of Karnataka, Abhay Sreeniwas Oka said, "Prima facie we are of the view that the exercise undertaken seeking confirmation in a complicated manner can be an exercise to exclude a large number of persons who have registered to go back." The court further ordered the state government to place on record in which order workers registered on Seva Sindhu portal are chosen to be taken on these trains and give assurance to all workers that they will be taken home if they wish to.  To this the Additional Advocate General  stated that the government would give an assurance to all workers registered that steps will be taken to ensure that they return home. The court on May 12 had said, “Now that the migrant workers who wish to travel back to their respective States have registered themselves, the State Government is made aware how many migrant workers want to go back to different States. The State Government must, therefore, work out a time schedule for facilitating transport of these migrant workers to their respective States.” “The State Government should ensure that a broad time schedule is communicated to the migrant workers. The State can immediately do so in case of the migrant workers of the State of Bihar, who are going to be accommodated in the special trains which will be run from 16th May 2020 to 20th May 2020. The Central and State Government must find the solution on this issue which will ensure that the rights of those migrant workers who wish to go back to their respective States are not infringed only because they are in distress and are not in a position to pay the traveling charges.” the May 12 order said. “The State Government must place on record the details of the special trains so far arranged from various places in the State of Karnataka and the special trains which are scheduled to run in near future,” the court had said. Earlier this week, the Karnataka government claimed that there were no takers for the Shramik Special trains, following which the government cancelled 13 trains which were scheduled to leave from the state on Wednesday and Thursday. Karnataka reports 115 new COVID-19 cases, including 9 in Bengaluru

The Karnataka government in its evening bulletin for Thursday, May 28, has stated that there were 115 new cases of coronavirus in the state. This brings the total number of cases reported in the state to 2,533. The total number of cases currently active in the state are 1,650. There were no deaths related to COVID-19 on Thursday. So far, there have been 47 deaths attributed to the virus, while two COVID-19 patients have died by suicide in the state.   Meanwhile, 53 people were discharged, after their recovery from the disease. This brings the total number of recovered patients in the state to 834. The district which reported the maximum number of cases was Udupi, with 29 cases, followed by Dakshina Kannada, with 24 cases. This was followed by Hassan with 13 cases, and Bidar with 12. Bengaluru urban has reported nine new cases. Six of these were contacts of P-1240. One person tested positive after returning from Qatar, and another had returned from UAE. One person was reported to be a SARI patient. Meanwhile, the cases being reported from those who have returned from other states remained high. Ninety five people who returned from other states have tested positive for coronavirus. Eighty five of them are from Maharashtra, which is the state with the highest number of COVID-19 patients. This is despite the government passing a ruling that interstate travel from certain states was banned, including Maharashtra, Tamil Nadu, Gujarat, Rajasthan, and Madhya Pradesh. Both air travel and air travel from these states is banned.

Karnataka bans flights from 5 states including Tamil Nadu, Maharashtra and Gujarat

The state government said that the decision was taken as many returnees from these states were testing positive for the coronavirus infection.
The Karnataka government on Thursday banned air travel from five states including Tamil Nadu, Maharashtra, Gujarat, Madhya Pradesh and Rajasthan. Speaking to the media after the cabinet meeting, Law and Parliamentary Affairs Minister JC Madhuswamy said that the decision was taken as a lot of travellers from these five states were testing positive upon their return.  The decision to ban air travel from these five states was taken during the cabinet meeting held on Thursday. “There are a lot of people from these states who have come to Karnataka already and are in quarantine. Many of them in quarantine are testing positive in large numbers. If more people come we fear that they will also get infected. So unless those in quarantine finish their mandatory stay, we won't relax the ban,” JC Madhuswamy said.  The Karnataka government had already restricted people from Tamil Nadu, Maharashtra and Gujarat from entering the state via road. When the standard operating procedure was issued for air travel, Karnataka made it mandatory for those from Maharashtra, Tamil Nadu, Gujarat, Delhi and Madhya Pradesh to undergo mandatory 7-day quarantine. With the new decision, those from these states, excluding Delhi cannot travel to Karnataka via flights.  Madhuswamy further stated that several ministers requested the CM regarding the ban as the number of COVID-19 cases among those who returned from these states, especially Maharashtra was increasing.  “We demanded the ban. We have a lot of asymptomatic cases from those coming from Maharashtra especially. We have to test everyone coming from these states. And even those who are in quarantine without symptoms fear they will also get it. If more people come, they will have to wait in quarantine to get tested and it is better to avoid that. So we have taken this decision,” he added.  “It will take at least eight to 10 days for all the people in quarantine to be relieved. Let these people finish their quarantine period and then we will see about relaxing the travel restrictions,” JC Madhuswamy added.

Schools in Karnataka will not reopen on June 1, state to formulate guidelines

June 1, is generally the day schools reopen after the summer break. However, due to the lockdown in place, schools in Karnataka will not open on June 1 as the Karnataka government has not issued any directions or notifications allowing schools to reopen. Speaking to TNM, KG Jagadeesha, the Commissioner of the Department of Public Instructions said that schools can't reopen unless certain mandatory guidelines are notified. "We are waiting for guidelines from the Centre. We will formulate our own guidelines based on the Centre's recommendations," he said. As far as reopening of schools is concerned, officials with the Primary and Secondary Education Department stated that the notification issued earlier in March this year, asking schools to shut down still stands. "We have not issued any fresh notification so the old one will continue to be in place until we issue a new one," an education department official said. Some schools have informed parents that online classes will be held for students of classes 9, 10 and 12 from June 1 onwards. Some schools have said that children in other classes won't have online classes, but offline lessons will be uploaded online. The education department officials further stated that NIMHANS, which was entrusted the task of furnishing a feasibility report regarding online learning, clearly stated that this medium cannot be used for LKG and UKG students. "The NIMHANS report said that small children have short attention spans and hence online learning would be ineffective. We are waiting on guidelines from the Centre on whether online classes can be held for older students and also to see if it's feasible since that cannot be possible in rural areas. We will issue guidelines on Monday," the official added. Officials also indicated that the department is mulling over allowing schools to open in batches from July onwards and that it may be only for high school students. "We have a lot of things to discuss. One issue is whether or not syllabus must be reduced. But by doing this children from our state must not have lesser knowledge than those from other states. We don't want them to be left behind. So we are trying to chalk out a plan regarding how many students can attend school on a day and whether only half of students from each class have to attend school on alternate days to maintain distance," the official added.

Karnataka to soon have health register for all its citizens

The Karnataka government on Wednesday said it would soon launch a project to maintain the health database of all its citizens by having a "State Health Register." A first of its kind initiative, the State Health Register will be a robust and standardised health repository of all the citizens, an official release said. This project will be implemented first in Chikkaballapura and Dakshina Kannada districts on an experimental basis. https://twitter.com/mla_sudhakar/status/1265622824363782144?s=20 "The COVID-19 experience has demonstrated the necessity of having a robust, real-time public health data and therefore, there is a need to maintain a repository of health data of each and every citizen," Medical Education Minister K Sudhakar was quoted as saying in the release. The government would undertake a survey of all 6.5 crore people in the state using a team of Primary Health Centre officials, revenue officials, education department staff and ASHA (Accredited Social Heath Activist) karyakartas, he said. They will visit each household and collect health data of all members of the family, he said, adding that this would not only help the government provide better healthcare, but also help in efficient resource allocation, management and better implementation of various citizen centric schemes in the state. Stating that the government's vision is to provide world class healthcare to all citizens, for which accurate data is needed, Sudhakar said the health register is a futuristic project which has been taken up in the interests of the people. The project will include 50% partnership of private hospitals. "The data collected will help us to prioritise healthcare based on geography, demography and other targeted measures," he said. Sudhakar said that Chief Minister B S Yediyurappa has extended support for the project and added that detailed discussions would be held in this regard in the upcoming cabinet meeting.
