After students outrage, Manipal Institute of Technology cancels some exams

Exams for students in II, IV and VI semesters pursuing Bachelor of Technology and master courses in technology and computer science has been cancelled.
Manipal Institute of Technology, an institute under Manipal Academy of Higher Education in Karnataka’s Udupi district on Sunday cancelled the end semester examination for students in II/ IV/VI Semester Bachelor of Technology and II Semester Master of Technology and Master of Computer Applications. No such announcements have been made by the other institutions affiliated to Manipal University like Manipal School of Communication and Kasturba Medical College. In a circular, the Director of the institute said that the procedure for prorating the marks for the final semester examination would be communicated on receiving the University guidelines. “This notice overrides the decisions made on the conduct of sessional tests, end semester examinations, promotion criteria and branch change criteria mentioned in the earlier Circular dated 5th June, 2020,” the circular stated  In another significant development, the institute also accepted the demand of the students to not conduct the proposed online examinations for the second sessional test on the controversial PEXA (Paperless Examinations Advantage) Lite platform. Instead the same exams will be conducted  using Microsoft Teams. These exams which were scheduled to start from June 8 will now start on June 10 for other colleges under the University except for the ones mentioned above. The revised schedule will be communicated shortly, the circular said. TNM had earlier reported how the PEXA Lite software was posing a cyber security risk. Many students found the software was diagnosed as a trojan by the Windows firewall.   Students speaking to TNM said that while the first version of PEXA was introduced to students in 2016 and was used by the students, the current version which can be downloaded by students at their personal computers at their home was riddled with issues.  Other than the cybersecurity angle, the software was not compatible with Android or Mac operating systems. Further for the students, who are not able to write the sessional test II due to valid reasons, the circular said that they would have to write to the head of the department (for students other than of 1st year) and to Associate Director Academics (for first year students) regarding their inability to do so. Re-examination for the students who missed Sessional Test I and the Sessional Test II will be announced at a later date.

Phase 1 of Unlock 1.0: List of places that will be open in Karnataka from June 8

The first phase of the easing of the lockdown will be implemented in Karnataka from Monday, June 8. A phased reopening of areas outside the containment zones has been allowed by the Centre, and in areas, certain activities will be permitted, which were earlier prohibited. A night curfew will be in place from 9 pm to 5 am and the movement of people and vehicles outside is not allowed during this time.  Here is a full list of places and services that will open from June 8. Restaurants Hotels, restaurants and other hospitality services in the state, except in containment zones, are set to open. People above 65 years of age, persons with comorbidities and pregnant women are advised to stay at home, except for essential and health purposes.  At restaurants, takeaways would be encouraged, instead of dine-in and delivery personnel have been advised to leave the packet at the customer's door. Thermal screening and sanitiser dispensers will be mandatory at the entrance of all restaurants.  “Seating arrangement to be made in such a way that adequate physical distancing is maintained. In restaurants, not more than 50% of the total seating capacity is allowed. Disposable menus are advised to be used. Instead of cloth napkins, use of good quality disposable paper napkins to be encouraged,” the guidelines stated.  Shopping malls Shopping malls across the state will also be opened from June 8. Only asymptomatic visitors shall be allowed to enter, and wearing a face mask is mandatory at all times. People above 65 years of age, persons with comorbidities and pregnant women are advised to stay at home. There will be restrictions on the number of customers allowed to enter each store and also in elevators.  In food courts, not more than 50% of seating capacity is permitted to be occupied and tables will be sanitised each time a customer leaves. Gaming arcades and cinema halls inside malls will remain closed. Places of religious worship Places of worship across the state are set to open from Monday, June 8, except in containment zones. It has been recommended that devotees remove their footwear inside their own vehicle.  People above 65 years of age, persons with comorbidities and pregnant women are advised to stay at home. While leaving slippers outside, the family members must ensure that persons in high risk categories keep their footwear elsewhere before entering the place of worship. “If needed, they should be kept in separate slots for each individual/family by the persons themselves,” the Centre’s guidelines state.  A distance of six feet between devotees has to be mandated and the seating arrangement should be made in such a way that adequate physical distancing is maintained. “Touching of statues/idols/holy books etc. not to be allowed. In view of the potential threat of spread of infection, as far as feasible, recorded devotional music/songs may be played and choir or singing groups should not be allowed,” the guidelines state. Like other public places, sanitisation and taking necessary precautions have been mandated. In a circular, the Zoo Authority of Karnataka stated that authorities have been asked to allow a particular number of visitors, taking into cognisance the infrastructure, space, facility and manpower to ensure physical distancing at all times. Accordingly, tokens should be issued for staggered entry of visitors for the day, the circular reads. All the visitors and staff shall wear a face mask at all times and all safari vehicles should have an occupancy of not more than 50% of the total space available to ensure physical distancing of more than 1 meter. A barrier should ensure a distance of 1 meter between the animal and the visitors at all times. A nodal person shall be identified and trained to coordinate the COVID-19 activities and coordinate with the Health Department from time to time. Places of work As far as possible, work from home has been advised. Offices in containment zones shall remain closed except for medical and essential services. Only those outside containment zones will be allowed to open up. All officers and staff or visitors will be allowed entry only if they are using face cover or masks. The face cover or mask has to be worn at all times inside the office premises. Parks and nurseries Parks will continue to remain open from 7 am to 9 am and from 5 pm to 7 pm from June 8 as well, Lalbagh Director Chandrashekhar told TNM, adding that guidelines have not been issued yet. Nurseries located in and around Lalbagh will be open, he said.  Interstate travel There will be no restriction on inter-state and intra-state movement of persons and goods. No separate permission, approval or e-permit will be required for such movements. International air travel of passengers, except as permitted by Ministry of Home Affairs, will also not be permitted to travel.  Cinema halls, gymnasium, swimming pools, entertainment parks, theatres, bars and auditoriums, assembly halls and similar places will remain shut. Social, political, sports, entertainment and other large congregations will also not be allowed as of now. These will be allowed only in the third phase of Unlock 1.0, and the decision to open the same is expected to to be made in the coming weeks by the state government.

1,300 garment factory workers in Karnataka lose their jobs overnight

When one of the factories of Euro Clothing Company in Srirangapatna, a town in Mandya district of Karnataka, closed at 5.30 pm on Saturday evening, Padma* heaved a sigh of relief. It signalled the end of her work week.  But even before she could pack up her things and head home, she was jolted by an announcement made at the factory of the clothing company.  The announcement confirmed that workers in the second factory of the company (in Srirangapatna) will be laid off and work at the unit will be reduced in view of shutting it down. It also stated that the workers will be paid half of their wages and the factory will not be operational. "It came without warning,” Padma recounts. “At 5:40 pm, when half of the workers were outside the factory and the other half was inside getting ready to leave, a notice was stuck and announcements were made on a mic stating that we were being laid off.”  The factory, which is affiliated to Gokaldas Exports Ltd, one of the major exporters in Karnataka, had removed some of the machinery in the factory earlier in the week but workers say they were not given any communication about lay-offs.  A notice, signed by Manjunath, the factory manager, stated, "The management of the company has decided to lay off the workers at Srirangapatna plant with effect from June 8, 2020, in the interest of the plant and also to save the employment of the workmen." The notice said that the reason for laying off the workers was due to the effects of the COVID-19 pandemic on the manufacturing activity of the company. "The adverse circumstances prevailing in India, as well as the countries where overseas buyers are located, has resulted in overseas buyers cancelling their orders or withdrawing their orders and there is uncertainty about the market conditions. All these factors have cumulatively resulted in the inability of the company to provide employment to the workmen on the rolls, for want of orders to undertake manufacturing activities at the plant," said the notice.  After the contents of the notice were communicated to the workers in the factory, many workers staged a protest, demanding answers from officials in the factory. "We told them that laying us off like this is illegal. But we did not get an adequate response from them," Padma added.  The protesting workers dispersed after Roopa MV, Tehsildar of Nagamangala, reached the factory and assured them of mediating a discussion with factory officials on Monday. Speaking to TNM, Roopa MV, Tehsildar of Nagamangala, said, "We were not informed about the lay-off notice either. When the factory officials shifted some of the machinery last week, we had approached them. They told us that the orders had been existing cancelled and that is why they were shifting the machines. They said that it was only on Saturday that the lay-offs were confirmed.”  The factory in Mandya was established in July 2010 and manufactures clothes of brands from leading Indian retailers as well as brands from Europe and the United States of America. There are about 1,300 workers employed in the factory.  Lay-off in violation of law According to labour activists, the lay-offs were in violation of section 25M of the Industrial Disputes Act, 1947.   The Act states that prior approval from the “appropriate government” is required to lay-off a workman when the industrial establishment (not being of a seasonal character or in which work is performed only intermittently) has more than hundred workmen employed on an average per working day for the preceding 12 months. The government concerned — which, in this case, is the Karnataka government — has the authority to decide whether the establishment is, in fact, seasonal or not. Gautam Mody, General Secretary of the New Trade Union Initiative (NTUI) of India, told TNM that the Garment and Textile Workers Union (GATWU) in Karnataka had sent letters to the Labour Department in the state when the company removed machinery from the factory last week. "We had sent out the first letter on June 1, informing you (Labour Commissioner) that the company is removing machinery and reducing work with the intention of shutting the factory. We further informed you on June 5 that the company has stopped production the factory and had urged you to convert the earlier letter dated June 1, an industrial dispute and admit it to conciliation under the Industrial Dispute Act," read a statement by  Prathibha R, President of the Garment and Textile Workers Union (GATWU). “We will mediate a discussion between the workers and factory officials on Monday," said Roopa.

Bengaluru’s Jayadeva flyover demolished after three years of planning

After years of planning, the Jayadeva flyover in Bengaluru has been finally demolished. The demolition, which was planned by the Bangalore Metro Rail Corporation Limited (BMRCL).  Although the main structure was demolished on Friday, June 5, a few more piers are left to be razed. These will be brought down in the coming week. BMRCL Managing Director and senior Indian Administrative Service (IAS) officer Ajay Seth told the Times of India that the demolition was carried out maintaining all safety procedures. In place of the old structure, the BMRCL will now build a multi-level structure to make way for both metro rail lines and roadway. This will also accommodate a metro station at the under-construction Yellow Line of the metro (RV Road and Bommasandra metro line).  The flyover was built 15 years ago at the cost of Rs 21 crore by the Bangalore Development Authority (BDA), the planning authority of the city. It took four years to complete the entire construction. The flyover is named after the Jayadeva Institute of Cardiovascular Sciences in the area. The flyover was planned to ease the traffic snarl at the busy Jayadeva Hospital Junction. The demolition has generated a huge quantity of concrete debris of  6,000 cubic metres, which the BMRCL has dumped in a quarry in Chikkajala, BMRCL Chief Public Relations Officer BL Yeshwanth Chavan told The Hindu.  The demolition was in the pipeline since 2017 but was getting delayed even after a loop towards Silk Board from Jayanagar side was brought down in July 2019. It was only in January 2020 that the authorities started bringing down the main lanes of the flyover.  As a precautionary measure, there were traffic diversions put in place, which further worsened the situation for south Bengaluru residents, especially those living between Bannerghatta Road and Silk Board junction which relied on this arterial road for the daily commute. The work was halted midway due to the lockdown but resumed when the restrictions started easing. The demolition was complete on June 5.

Govt launches two apps to give real-time info on rainfall, urban flooding in Bengaluru

The disaster monitoring department built the apps in collaboration with the Indian Institute of Science (IISc) under the project 'Urban Flood Model' (UFM) for the city.
The Karnataka State Natural Disaster Monitoring Centre (KSNDMC) has built two dedicated digital solutions for the city, Bengaluru Megha Sandesha and Varunamitra, for real-time information on weather and urban flooding. "In order to disseminate the rainfall and flood forecast and location specific dynamic weather information directly to the public, KSNDMC has developed a mobile application, Bengaluru Megha Sandesha," said a department spokesperson in a statement. The disaster monitoring department built the apps in collaboration with the Indian Institute of Science (IISc) under the project 'Urban Flood Model' (UFM) for the city. "The project is to provide technology driven solutions to manage and mitigate the urban flood in Bengaluru city. A hydrologic model has been developed and operationalised for issuing flood and inundation forecast for the city for different rainfall amount and intensity," he said. As the frequency and intensity of natural disasters have been rising many fold, the current system of disaster management gives more weightage to preparedness, mitigation and early warning than rescue and relief, according to KSNDMC. The official said that urban floods have been occurring frequently in major cities in recent years, including Bengaluru witnessing floods during the monsoon every year. "The urban flood normally occurs due to lack of adequate storm water drainage in urban areas and the blocking of storm water drains either by silt deposition or garbage," said the official. As a result, he said there is little space open for the rain water to percolate into the ground, causing surface runoff and floods. Functioning as a nodal agency, the department monitors all natural disasters and serves as a common platform to various responding departments with timely scientific inputs to manage and mitigate the disaster fallouts. The department sends out text messages and social media alerts on rainfall and flood forecasts to government agencies. Similarly, the department has also developed a dedicated web portal, Varunamitra, based on real time data from 100 telemetric rain gauges installed and maintained by KSNDMC under the UFM project. Varunamitra provides weather information in the Bruhat Bengaluru Mahanagara Palike (BBMP) areas under multiple categories. They include zone wise Static Flood Vulnerable areas map, daily rainfall and flood forecast map, tabular data of current rainfall, real time weather dashboard and flood information and others. Department of Science and Technology (DST), Government of India has funded the project.

The Chief Minister of Karnataka B S Yediyurappa expressed gratitude to the BJP government after Centre released over Rs 4,300 crore of pending GST compensation from the previous quarter. On Saturday, the CM tweeted thanking Prime Minister Narendra Modi and Finance Minister Nirmala Sitharaman for clearing the dues which were pending for four months. The Chief Minister in his tweet said, “On behalf of the people of Karnataka, CM Shri @BSYBJP expresses his gratitude to PM Shri @narendramodi and FM @nsitharaman for releasing GST relief amount of Rs 43,143,340,000 for the loss incurred by the state for the period of Dec 2019- Feb 2020.” The CM also tweeted a copy of the sanction letter dated June 4, in which the Centre directs the payment to the state. “I am directed to convey the sanction of the President to the "on account" Payment of Rs. 4314.1340 crore (Rupees Four Thousand Three Hundred Fourteen Crores Thirteen Lakhs and Forty Thousands only) as Grant-in-aid to the Government of Karnataka being the compensation for loss of revenue for months of December, 2019 to February, 2020 on account of implementation of Goods and Service Tax,” the letter stated. The sanction letter also states that if the total GST compensation entitlement of the state falls below the total amount of provisional GST compensation already released, the excess payment shall be recovered from future claims or by direct debit to the state government's account as per the procedure. The compensation comes at a time when the state government has revised its budget allocation as revenue was impacted due to the pandemic and the subsequent lockdown. The state has reportedly asked departments not to spend more than 50% of the budget allocation till tax collections improve. It also told all departments that it would be mandatory to get approval from the finance department to start any project and also to seek its concurrence for projects that are more than Rs 10 crore. Earlier this month, the Excise Department said that it has collected a revenue of Rs 1,387.20 crore in May, which is 42% the revenue collected on average per month last year. On Thursday, the finance ministry released Rs 36,400 crore to states as compensation for their revenue loss due to GST for the period from December 2019 to February 2020. The ministry said in a statement that the Centre has released the GST compensation taking stock of the current situation due to COVID-19 where state governments need to undertake expenditure while their resources are adversely hit. With this the Centre has released its entire GST compensation due to states for financial year 2019-20 and also given extra compensation for February that is accounted for in the current fiscal FY21. When the GST regime was put in place, the Centre assured states that in the first five years, revenue shortfall arising from implementing GST will be fully compensated. 2015-16 was assumed to be the base year for calculating the compensation amount for a financial year. The growth rate of revenue for a state during the five-year period is assumed at 14 per cent per annum. Any shortfall in this growth number is to be compensated by the Centre.

Karnataka govt to build 108 foot Kempegowda statue at Bengaluru airport

Karnataka’s Deputy Chief Minister has announced that the state government will build a statue of Hiriya Kempegowda, a visionary chieftain credited with the founding of Bengaluru, at the Bengaluru airport. The airport called the Kempegowda International Airport, is also named after him. The statue is set to be made completely out of bronze, much like the Sardar Patel ‘State of Unity’ in Uttar Pradesh. PTI reported that sculptors Ram U Sutar and Anil R Sutar would be given the contract to make the statue, who were also responsible for building the massive 597 foot tall Statue of Unity. The model for Kempegowda’s statue is ready, and will come at a cost of Rs 66 crore to the state’s exchequer. This is the same duo who constructed the massive seated statue of Mahatma Gandhi situated on the premises between Vidhana Soudha and Vikasa Soudha in Bengaluru. According to a press note, the Deputy Chief Minister, who also happens to be the vice-president of the Kempegowda Development Authority, said that the site and the construction of the statue would be inaugurated on June 27, which is Kempegowda’s 511th birth anniversary. The note also added that land has already been dedicated for the event. The spokesperson for the airport has declined to comment. It looks like the Karnataka government wants to build a statue during their term, at any cost. Previously, the government had come under public scrutiny for proposing a new statue on the outskirts of the city, close to the Bannerghatta National Park. Before that, the government tried to name a new flyover in Bengaluru’s Yelahanka after Savarkar, which had to be called off after pressure from the public and the opposition.
