IAS officer Vijay Shankar found dead in his Bengaluru residence

Vijay Shankar was the Deputy Commissioner of Bengaluru Urban and was recently arrested for allegedly accepting bribes from the prime accused in the IMA Scam, Mohammed Mansoor Khan.
Former Deputy Commissioner of Bengaluru Urban and senior IAS officer S Vijay Shankar was found dead at his residence in Bengaluru on Tuesday.  Speaking to TNM, Bengaluru Police Commissioner Bhaskar Rao said, "He was found dead at his residence on Monday. We have registered a case of unnatural death and the matter is under investigation. Cause of death cannot be concluded as suicide yet." Recently, Vijay Shankar was arrested for allegedly accepting bribes from the prime accused in the IMA Scam, Mohammed Mansoor Khan. According to the South East Division Police, Vijay Shankar was alone at his home on Tuesday evening and the investigators suspect the time of death to be around 7 pm. However, his body was discovered an hour later. His body has been taken to Victoria Hospital's morgue, where an autopsy would be performed. "We will know if he ended his life or not after the post mortem report is out," a senior police official said.  In June 2019, the Special Investigating Team, which was at the time probing the Rs 2,000 crore scam perpetrated by I, Monetary Advisory owner Mohammed Mansoor Khan, had arrested Vijay Shankar on charges of corruption. The investigating officials had raided his residence in Tilak Nagar and had recovered cash worth Rs 2.5 crore, of which, the sleuths suspected that Rs 1.5 crore was money paid in bribe by Mansoor Khan to the bureaucrat. He was subsequently arrested and was out on bail.  The CBI, which took over the probe in November 2019, had booked Vijay Shankar, who was then the Deputy Commissioner for Urban Bengaluru district, when the scam broke out.  At the time, the CBI had said, "Vijay Shankar and another officer accepted illegal gratification from the Directors of IMA Group of companies. The illegal gratification was demanded and accepted by the above two public servants for forwarding a favourable report to Government in an enquiry into the illegal activities of IMA Group of Companies which was under their consideration. The illegal gratification of Rs 1.5 crore demanded by BM Vijay Shankar was delivered to a real estate agent."

COVID-19: Karnataka reports 322 new cases, 107 from Bengaluru city

According to the latest Karnataka Health Department bulletin as of Tuesday evening, there are a total of 322 new cases of coronavirus reported in the state. This takes the total number of active cases in the state to 3,526. The total number of deaths in the state so far has come up to 150, following the reporting of 8 new deaths in the state. Bengaluru Urban district has reported 107 cases of coronavirus out of the total 322 cases reported in the state on Tuesday. This brings the total active cases in Bengaluru city to 996 cases. The total COVID deaths reported in this city so far has been 73. 59 of the new cases have been reported as either influenza like illness (ILI) or severe acute respiratory infection (SARI). 21 out of the total cases in Bengaluru are still undergoing contact tracing. The rest are all contact cases, the bulletin reported. Some media reports suggest that Bengaluru might be in a stage of community transmission of the virus, and the state government has already announced that certain areas in the city would go back into lockdown. However, members of the opposition have said that the entire city should ideally go into lockdown mode. The five international passengers had returned from Saudi Arabia, Malaysia, and San Francisco, USA respectively, to the Bengaluru International Airport. The state has reported that 120 patients have been admitted to the ICU. Most of the patients were in ICU from Bengaluru with 71 cases being reported in the city. Kalaburagi reported that 11 patients were in the ICU, with the districts of Dharwad and Tumakuru reporting six cases in the ICU each. The total number of people who are under observation of the health department for being contacts of previously positive patients is 37,338 people, according to the bulletin. The state is employing digital surveillance to ensure that those under quarantine do not breach their quarantine. Read: 1.31 lakh home quarantine violations in Karnataka, 44% in Bengaluru The state has reported 274 new discharges, taking the total discharges in the state to more than 6,000 people who have been discharged from hospitals after they recovered from coronavirus. According to the bulletin, Kalaburagi has reported the maximum number of discharges on this date, with 48 people being discharged after recovering from coronavirus. Bidar reported 42 discharges, Raichuru reported 36 discharges, Ballari reported 33 discharges and Yadagiri reported 30 discharges. Bengaluru urban district reported that 24 people have been discharged from hospitals in the city. Among the eight new deaths reported in the state, all have been reported as being either SARI or ILI patients. Six of the deaths have been reported from Bengaluru city. All of the disease from Bangalore city complained of fever breathlessness and cough. The patients passed away between June 18 and June 22. Four of the deceased were male patients and the other two were female patients. The youngest patient who passed away was a 40-year-old man who had breathlessness and was diagnosed with SARI. The oldest patient was an 85-year-old woman patient with ILI. She had complained of fever. One patient has been reported dead from Dakshina Kannada district. The patient was a 70-year-old male who complained of breathlessness, fever and body aches. He had comorbidities of diabetes and chronic smoking. The patient passed away on June 23. He had been admitted to hospital on June 10. One patient has been reported to have passed away in Ballari district. The patient was an 85 year old woman who complained of breathlessness with vomiting, and decreased appetite. She had no comorbidities. With Bengaluru reporting an increasing number of COVID-19 cases, Karnataka health minister B Sriramulu on Tuesday said the government might have to impose a lockdown in the city, after consulting experts, if the situation continues. "If the situation continues like this, in the days to come we may have to think about lockdown... If the cases increase to a higher number, by consulting experts and bringing it to the notice of the Chief Minister,we may have to think about enforcing lockdown. No decision has yet been taken," Sriramulu told reporters here. He urged people to cooperate to control the spread of the virus by following measures in place to contain it. Concerned over the increase in COVID-19 cases in the city, Chief Minister BS Yediyurappa had on Monday directed officials to implement lockdown measures strictly in certain clusters in Bengaluru which have reported more number of infections. The city civic body Bruhat Bengaluru Mahanagara Palike (BBMP) had also issued an order sealing the busy K R Market and Kalasipalya Market here for 15 days. Till Monday evening, the state capital had reported 1,398 cases of COVID-19, including 67 deaths and 411 discharges. On Monday, as many as 126 fresh cases were recorded. Referring to the increasing number of cases in Bengaluru, Sriramulu said till now asymptomatic cases were also admitted at dedicated hospitals. But from now on, they would be treated at community halls, schools, marriage halls, hotels and Haj Bhavans, which have been converted into COVID Care centres (CCC), he said. "With asymptomatic patients going to CCCs, we will have more beds at dedicated COVID hospitals to treat symptomatic patients and serious patients," he said, adding CCCs will have doctors and nurses 24X7 to take care of patients. Noting that the government would be testing more senior citizens in the days to come, the minister said the state planned to ramp up testing on a large scale. "We have plans to conduct 2000-3000 tests in each district and have two testing labs in each district," he said. Sriramulu said government has decided to take 50 per cent of beds in private hospitals for treating COVID-19 patients, while the remaining would be for those who prefer private treatment. "Rates have been fixed for treatment of patients under the government quota and payment will be made at that rate. We have also fixed ceiling for patients wishing to get treated at private hospitals," he said. To a question about complaints of poor quality food and facilities for patients at certain dedicated COVID hospitals in Bengaluru, Sriramulu said, "complaints have come to my notice. I have directed officials to make necessary arrangements. I will ensure it does not recur." (With inputs from PTI)
