Bengaluru sees massive traffic jam as many leave city before lockdown

A day before the fresh lockdown imposed in Bengaluru Urban and Bengaluru Rural districts comes into force, heavy traffic was observed at toll gates leading out of Bengaluru on Monday. “There is a high number of vehicles leaving via this toll gate. The police allowed for free movement to avoid a traffic pile-up,” an official at the Navayuga toll gate connecting Bengaluru and Tumakuru told TNM. Heavy traffic was also observed when the lockdown on Sundays was announced earlier this month. But with the lockdown from July 14 extending for a week, it appears that a number of the city's residents are heading out. “I am leaving for my home in Udupi and will be working remotely from there. I will return depending on the situation,” Vignesh, a techie based in Bengaluru told TNM.  His company, like many others, has allowed its employees to continue working from home for the rest of the month. Some companies have allowed employees to work from home until September.  The fresh lockdown in Bengaluru will be in effect from 8 pm on July 14 to 5 am on July 22. Detailed guidelines for the lockdown were released on Monday night.  Read: Bengaluru lockdown: What will remain open and what will be closed According to the guidelines, restrictions are imposed on movement in Bengaluru, except in cases of emergencies. Karnataka reported 2,738 COVID-19 cases on Monday with 1,315 cases reported in Bengaluru. This took the total number of active cases in the state to 24,572 and in the city to 15,052. Bengaluru has been reporting over 1,000 cases everyday for the past few days. The rise in cases began at the end of June, prompting officials to go back on their earlier decision and impose a lockdown in the city.  Similar to the restrictions in Bengaluru, lockdowns have been announced in Dakshina Kannada and Dharwad districts starting on Wednesday.

As announced on Saturday by Karnataka Chief Minister BS Yediyurappa, a complete lockdown will be in effect in Bengaluru Urban and Bengaluru Rural districts from 8 pm on July 14 to 5 am on July 22. Here is a comprehensive lowdown of what will remain open and what will remain closed.  What will remain closed?  > Hotels, restaurants, and hospitality services, except those meant for housing health, police, government officials, healthcare workers, stranded persons and quarantine facilities will remain closed. Kitchens will be allowed to operate for takeaway or delivery of food. > Cinema halls, shopping malls, gymnasiums, sports complexes, stadia, swimming pools, entertainment parks, theatres, bars and auditoriums, assembly halls and similar places. > Schools, colleges, educational/ training/ coaching institutions etc will remain closed. > All religious places/ places of worship > Political gatherings and rallies > Metro services  What will remain open?  > "Hospitals, groceries, fruit, vegetable and grocery shops will remain open and the medical and post-graduate exams scheduled will be held," the release by the CM’s office on Saturday had already clarified. > Shops including ration shops (PDS) dealing with food. groceries, fruits and vegetables, dairy and milk booths. meat and fish. Animal fodder shops to open only from 5 am to 12 noon. > Home delivery of essential items shall be encouraged to minimize movement of individuals outside their homes. Operations shall be subject to adhering to National Directives for COVID l9 management. > Government offices including Health, Medical Education, Police, Home Guards, Civil Defence, Fire and Emergency Services, Disaster Management, BBMP, and Prisons. > Essential service like water and electricity boards will operate. Courts will also be open. NGOs working with BBMP for COVID-19 related work will be open. Vidhana Soudha secretariat, Vikasa Soudha and MS Building will operate with 50% strength. Defence, defence-related activities and state police force will operate as usual > Agricultural activities will operate outside containment zones. Fisheries, animal husbandry operations will continue > All mandis, fruit and vegetable markets outside containment zones will operate. There will be unrestricted movement of all goods and cargo carriers outside containment zones. All of the above will remain closed in containment zones.  Can I take my vehicle out?  Not without reason. As in the first two phases of lockdown in place since March, vehicles will be seized by police for users who will be out on their roads without any valid reason, Bhaskar Rao warned. He said violators will also be booked under the Disaster Management Act. Those who will use their personal vehicles during this lockdown period will have to furnish valid documents which cites their need to be out on the roads. As part of the lockdown process, the city police chief had said that one half of all major roads will be closed and vehicles for both directions will go on the same half of the road.  Who can move?  Metro and taxi services will not be operational. No movement of people in BMTC, KSRTC and private buses except for the following conditions: Inter state and inter district movement of passengers only in cases of emergency. Movement of passenger vehicles to and from Bengaluru area only in case of emergency after obtaining valid passes and strictly adhering to the prevailing SOPs/guidelines issued by Department of Health and Family Welfare. Bengaluru will be under lockdown from 8 pm on July 14 (Tuesday) to 5 am on July 22 (Wednesday) and the Karnataka government on Monday evening issued fresh guidelines for the week-long lockdown. While commercial and private establishments have been ordered to close for the week, shops, including ration shops (PDS) dealing with food, groceries, fruits and vegetables, dairy and milk booths, meat and fish shops, and those selling animal fodder will remain open only from 5 am to 12 noon.  The government has asked that home delivery of essential items be encouraged to minimize movement of individuals outside their homes.  The seven day lockdown has been imposed in the city owing to the steadily rising cases. On Sunday, the city reported 1,525 new cases. The capital has 14,067 active COVID-19 patients as of Sunday. With the lockdown starting from Tuesday evening, all cinema halls, shopping malls, gymnasiums, sports complexes, stadia, swimming pools, entertainment parks, theatres, bars and auditoriums, assembly halls and similar places. Public transport including KSRTC and BMTC services as well as auto, cab and taxi services are also prohibited. Movement of vehicles shall strictly be restricted to essential services and Bengaluru police commissioner had earlier announced that those vehicles found plying during lockdown without a proper reason will be seized. Students appearing for exams can use their admission ticket as a travel pass and use the mode of transport available to them, including taxi/auto rickshaw, etc. During the lockdown, however, food processing and related industries, banks, insurance offices and ATMs will remain open, except in containment areas. As Bengaluru gets ready for a week long complete lockdown, the government order issued on Monday stated that  hotels and restaurants shall be permitted to operate kitchens for take away/home delivery only for the coming week. “Hotels, restaurants, and hospitality services prohibited, except those meant for housing health/ police/ Government officials/ healthcare workers/stranded persons including tourists and for quarantine facilities,” the government order issued for the lockdown said. It added, “However, hotels and restaurants shall be permitted to operate kitchens for takeaway/home delivery of food items only.” As announced on Saturday by Karnataka Chief Minister BS Yediyurappa, a complete lockdown will be in effect in Bengaluru Urban and Bengaluru Rural districts from 8 pm on July 14 to 5 am on July 22.    No bars will be allowed to open and will remain closed as they did since mid-March when the first phase of lockdown was imposed to curb the spread of the infection. The order mentioned  “All cinema halls, shopping malls, gymnasiums, sports complexes, stadia, swimming pools, entertainment parks, theatres, bars and auditoriums, assembly halls and similar places” under the section prohibited throughout the Bengaluru area.” However, it is not clear if retail shops selling liquor will be allowed to operate in this lockdown period. It may be recalled that statewide including in Bengaluru city, retail stores had reopened only on May 4 after more than a month of being shut. A senior official in the Excise Department said that there can be further clarity on this only on Tuesday morning. The government order mentioned that “Consumption of liquor, paafl, gutka, tobacco etc, in public places is prohibited” as part of the national directives for COVID-19 management. The same guidelines said all persons in charge of workplaces should ensure adequate distance between workers, adequate gaps between shifts, staggering the lunch breaks of staff for industries and offices that are in the exempted category.

Bengaluru Police Commissioner Bhaskar Rao said that vehicles plying in the city without reason during the one-week lockdown starting on Tuesday night will be seized.  Bhaskar Rao reiterated that only essential services personnel and vehicles involved in essential services will be allowed to move during the lockdown period, Times of India reported. "There are many issues but the people have understood. Earlier, we had to ask people to go back home but now people are largely following the curfew," said Bhaskar Rao, speaking to reporters. Karnataka Chief Minister BS Yediyurappa had announced on Saturday that there will be a lockdown in Bengaluru from 8 pm on July 14 till 5 am on July 22. The lockdown will be in effect in Bengaluru Urban and Bengaluru Rural districts of Karnataka.  However, essential services including fruits, vegetables and grocery shops will be open during the lockdown period and hospitals in the city will be functioning. It is not yet clear if cabs, autos will be allowed to ply for those taking essential travel. Detailed guidelines are also awaited on whether online or intra-city delivery services in Bengaluru will be allowed during the lockdown period.   The lockdown is being imposed following a rising number of COVID-19 cases in the state's capital city. Karnataka currently has 22,746 active COVID-19 cases and a majority (14,067) of them were recorded in Bengaluru Urban district.  Earlier in April, thousands of vehicles were seized by Bengaluru police for plying during the nationwide lockdown imposed in light of the COVID-19 pandemic. They were returned to citizens at the start of May.  Bhaskar Rao stated that over 400 police officials have tested coronavirus positive so far. 750 police officials are currently in quarantine and six have died after being infected with the virus. Meanwhile, Inspector General of Police and Additional Commissioner of Police (Administration) Hemant Nimbalkar said that the amount of fine collected in the past month for violations related to wearing masks and maintaining distancing has crossed Rs 1 crore. "Today the joint team of BlrCityPolice and BBMP crossed Rs 1 crore mark as fine collection in the last one month for M&SD violations!  We are not at all proud of this feat, nor do we take it as our achievement. No pleasure in collecting fine… Mask and social distance for Health," Hemant Nimbalkar said in a tweet. The state government's COVID-19 War Room has also reported more than 1.3 lakh home quarantine violations since the start of the coronavirus outbreak.  In addition to Bengaluru, ministers in-charge in Dakshina Kannada and Dharwad districts also announced a lockdown in their districts starting on Wednesday.
