After 5 COVID-19 deaths, pourakarmikas protest in Bengaluru seeking better protection

Protests broke out on Tuesday morning in many parts of Bengaluru over the Bruhat Bengaluru Mahanagara Palike (BBMP)’s failure to provide personal protective equipment (PPEs), and other basic working conditions for pourakarmikas. The protests come at a time when five pourakarmikas including a 28-year-old woman have succumbed to COVID-19, while at least 50 such workers have tested positive for the novel coronavirus. The protesters, who were mostly pourakarmikas themselves and members of the BBMP Pourakarmika Sangha which is affiliated with All India Central Council of Trade Unions, sat on an indefinite protest. The union said workers will be going on an indefinite protest from Tuesday by wearing black bands while on duty. They will also carry out a sit-in protest twice a day at their mustering centres. The workers demanded that they be provided with changing rooms, toilets, drinking water, sanitization of working equipment. They also demanded that they be tested for COVID-19 immediately. In a statement, the union said, “The risky working conditions of pourakarmikas and the criminal negligence of the BBMP have come to the fore over the past few days as five pourakarmikas have succumbed to COVID-19 while more than 50 have tested positive for the same. Failure of the BBMP to provide PPE kits, cleaning rooms, toilets, drinking water, sanitization of working implements, etc. are glaring.” It added, “It is unacceptable that there is still no change in working conditions of pourakarmikas, who are predominantly Dalit women. Even as the rains lash Bengaluru, the pourakarmikas continue to work, without any weekly-off, protecting the health of all residents. The irresponsibility of the BBMP is writ large in its failure to ensure disposal of hazardous materials such as disposable masks and gloves as also the waste from containment zones and quarantine households. Instead pourakarmikas are compelled to collect and transport this unsegregated garbage exposing them to the coronavirus.” The union further alleged that the BBMP has not not even begun thermal screening of the workers at all mustering centres to check for symptomatic patients. They said the BBMP has neither provided institutional quarantine facilities nor have they done any large scale testing of these high-risk workers. Speaking to TNM, BBMP Chief Engineer Solid Waste Management Vishwanath said that the civic body staff is taking adequate measures but said that there is a scarcity of doctors to do health check-ups. “We have been providing them all the basic amenities like face shield, gloves, sanitizers and masks. We are also doing a medical check up. But doctors are scarce as many of them are doing (active) COVID-19 duty. But we are still giving priority to pourakarmikas, auto drivers and helpers,” he said. He also said in areas where many pourakarmikas live, BBMP officers are conducting door-to-door surveys. Vishwanath said he will ask zonal level engineers to convince the workers to withdraw the protests. The 10-point demand of the workers have been reproduced in full: 1. Conduct mandatory COVID testing of all pourakarmikas immediately 2. Provide fresh PPEs, i.e., masks, gloves, boots and face-sheet regularly, along with disinfectants for pushcart and garbage vehicles 3. Provide changing, washing rooms and toilets at all mustering centres on war footing 4. Conduct thermal testing and health camps for all workers at their mustering centres 5. Ensure segregation of waste at source, and treat all garbage from quarantined homes and containment zones as biomedical waste. No pourakarmikas must be forced to collect garbage from such areas 6. All workers, including auto drivers, helpers & comptractor drivers must be brought under the direct payment system with immediate effect. They must be provided with full body PPEs on war footing 7. Institutional quarantine facility must be organised for pourakarmikas who have tested positive for coronavirus 8. All pending payments, including transport allowance, must be disbursed to the workers immediately 9. Set up a helpline for pourakarmikas to lodge their grievances during the time of the pandemic 10. Create awareness on the spread of COVID-19 and the precautionary measures to be adopted by pourakarmikas, along with providing them with all information pertaining to hospitals, care centres, quarantine facilities, method of quarantine, among other necessary details.

A bike rider in Bengaluru, who posted videos of himself speeding across the city outskirts on his 1000 cc bike, has been caught by police. On Tuesday morning, Bengaluru Joint Commissioner of Police, Crime Sandeep Patil tweeted a video of the biker touching 300 kmph on a flyover in Electronic City. In his tweet, the senior IPS officer said that the Central Crime Branch had traced the driver, seized his bike and that the bike has been handed over to traffic police. The video was likely shot from a camera mounted in the rider’s helmet, zooming past other vehicles on the almost-deserted flyover. The video seems to have also been posted on an Instagram account called bluebeast46. The account features other videos of the same rider and others speeding above the permissible limits, though TNM could not independently confirm that this was the same rider who had been caught. In February, police had arrested a man, Sunny Sabharwal for rash driving a sports car that he had crashed into a police kiosk at the heart of the city. Sunny had crashed his Lamborghini Gallardo into the traffic kiosk near Cubbon Park Metro Station. While after the crash, the driver and owner of the car abandoned the vehicle and fled from the spot, he returned later and posted a photo of himself on social media standing next to the damaged kiosk.

Even as residents in Bengaluru await clarification on whether the lockdown will be extended further, TNM has reliably learnt that Karnataka Chief Minister BS Yediyurappa is expected to announce lifting of the lockdown with restrictions on movement limited to 8pm to 5am. A week-long lockdown was imposed in Bengaluru on July 14 until 5am on July 22.  CM Yediyurappa is expected to address the people of the state via YouTube live at 5pm on Tuesday, where he will also detail the guidelines to be followed henceforth. Every Saturday will remain a state government holiday and Sunday lockdowns are expected to stay.  All departments in charge, including Health and Home, have been instructed to lay greater emphasis on strict implementation of the guidelines put forth, said sources to TNM.  The Chief Minister had reportedly sought the opinion of the Prime Minister’s Office (PMO) too on the matter of extending the lockdown and has been informed to avoid harsh restrictions on the public.  According to sources privy to details of the meeting that the CM chaired on Monday, most of the ministers put in charge of handling the COVID-19 situation in the city spoke in favour of extending the lockdown, at least by another week.  The CM, who has been against lockdowns for over two months now, questioned the ministers on what purpose an extension would serve. He also asked them to detail what measures each of them would put in place, which would improve the situation when the lockdown is lifted.  Yediyurappa was persuaded for the idea of the one-week lockdown, as per sources in the CMO, with the promise of strengthening and stabilising both processes and infrastructure so as to be in a position to handle the burgeoning number of COVID-19 cases in the capital city.  The ministers have been instructed to follow up on all complaints and concerns highlighted in the media and ensure the loopholes are fixed. He has also sought a daily report on the state with real time updates.  A task force headed by Bruhat Bengaluru Mahanagara Palike (BBMP) Commissioner N Manjunath Prasad has been formed to formulate strategies for containment and reduction of mortality in the city.  As yet another task force has been formed in, the CM has also fixed specific responsibilities for the eight ministers. Over the last few months, as the number of positive cases in the state rose, the Chief Minister was unable to derive answers from the ministers as most of them were evasive, passing the buck to each other. With the new responsibilities, BSY has demanded better accountability from his cabinet colleagues.  On Monday, the state reported 3648 cases with 1452 of them being reported from Bengaluru. The capital city has 24,574 active cases presently, while 698 patients have succumbed to the virus so far.  The total number of COVID-19 cases in Karnataka has gone up to 67,420. Out of this, 42,216 patients are being treated presently across the state. Karnataka’s death toll due to COVID-19 is 1403.

Bengaluru Police Commissioner Bhaskar Rao is back on duty. The IPS officer tweeted on Tuesday morning that the results from his COVID-19 swab test are out and that he has tested negative. He had quarantined himself after his driver tested positive for coronavirus. Bhaskar Rao tweeted from his personal Twitter account, saying, “Thanks for all your blessings and good wishes!! People are now being asked to file complaints in a booth outside the police station. So far, 284 police personnel have tested positive for coronavirus in Bengaluru, according to reports. A Bangalore Mirror report from July 4 has pegged the total at 269, while a Hindustan Times article on July 9 reported that 15 more have tested positive. This takes the total to 284 police officials who have reportedly tested positive for coronavirus in the city so far.

Actor Aishwarya Arjun tests positive for coronavirus

Actor Aishwarya Arjun, daughter of actor Arjun Sarja, has revealed that she has tested positive for the coronavirus.  She is presently under home quarantine. The actor posted about her health status on Instagram.  In an Instagram story, the actor wrote, “I have been recently tested positive for COVID-19. I am quarantined at home while taking all the necessary precautions guided by a professional medical team.” She further added, “To anyone who has been in contact with me the past few days, please take care.” Aishwarya Arjun made her debut in Tamil through Pattathu Yaanai in 2013 along with actor Vishal. The film tanked at the box-office. She then made her debut in the Kannada film industry with Prema Bahara alongside Chandan Kumar in 2018. Recently, Aishwarya’s cousin, actor Dhruv Sarja, announced that he and his wife Prerana Shankar, had contracted the coronavirus. The couple had mild symptoms, they said. “My wife and I have both been tested positive for COVID-19 with mild symptoms and hence chose to get ourselves hospitalised. I’m sure we’ll be back all fine! All those who were in close proximity with us please get yourselves tested and remain safe,” Dhruv had said in a statement on Twitter. Dhruv is the brother of late actor Chiranjeevi Sarja, who passed away on June 7 due to cardiac arrest. He is also the nephew of actor Arjun Sarja. Dhruv has acted in a few Kannada films since 2012. His debut film Adduri won him several awards for the best debutant. His last release was Bhajari. His film Pogaru, also starring Rashmika Mandanna, was slated to come out this year, but the release date is yet to be announced owing to the COVID-19 restrictions. 'Karabuu', a song from the film, led to controversy because it romanticised and glorified sexual harassment.

Bengaluru: Over 2200 new containment zones in 24 hours, total at 8398

Over 2,000 new containment zones were added in Bengaluru on Monday. This takes the total number of active containment zones in the city to 8,398.  The War Room Bulletin of the Bruhat Bengaluru Mahanagara Palike (BBMP) stated that there are currently 39 wards in Bengaluru South which have more than 50 active cases. Like this, there are 37 wards in Bengaluru West, 30 in East zone, 16 in Bommanahalli, 13 in Mahadevapura, 10 wards in Rajarajeshwari Nagar, 8 wards in Yelahanka, and 2 in Dasarahalli that have over 50 active cases.   While the BBMP usually gives out the number of active containment zones in each area, this information has not been released in the War Room Bulletin released on July 20. However, as per their chart, Bengaluru South has the most number of containment zones, followed by Bengaluru East. Among wards that reported over 10 cases in the past 24 hours, Thanisandra topped the list, with 55 new cases in 24 hours, followed by Shantala Nagar at 54 new cases in the past 24 hours. Over the past ten days, Bengaluru South has reported 342 new cases, Bengaluru East has reported 314, Bommanahalli has reported 136 new cases, Bengaluru West 206, Yelahanka 43, RR Nagara 81, Mahadevapura 78, and Dasarahalli 29. Bengaluru South has reported 26% of the cases in the past 24 hours, Bengaluru East has reported 24%, West 15%, Bommanahalli 10%, RR Nagara and Mahadevapura both 6%, Yelahanka 11% and Dasarahalli 2%. Meanwhile, on Monday, Bengaluru reported 1,425 new cases of COVID-19, taking the number of active cases in the city to 25,574. The city has reported a total of 33,229 cases till date. Bengaluru also reported 31 new COVID-19 deaths on Monday, taking the death toll in the city to 698. Karnataka reported a total of 3,648 new cases on Monday, taking the number of active cases in the state to 42,216. Karnataka has reported 67,420 positive cases till date. Seventy two deaths were reported on Monday, taking the total number of people who have succumbed to the virus to 1,403.

BSY to decide on Bengaluru lockdown extension even as ministers rule it out

The lockdown imposed in Bengaluru is set to end at 5 am on Wednesday morning but residents in the city are anxiously waiting to find out if the lockdown will be extended.  Karnataka Chief Minister BS Yediyurappa will decide on the extension of the lockdown imposed in Bengaluru on Tuesday after a meeting with ministers and officers, Medical Education Minister Sudhakar K said while addressing reporters on Monday evening. Earlier on Monday, several Karnataka ministers ruled out an extension to the lockdown. Revenue Minister R Ashoka and Medical Education Minister Sudhakar K reiterated that the lockdown will end on Wednesday. "Lockdown will not be extended after July 22 morning in Bengaluru," he told reporters after a review meeting of the COVID-19 situation in Bengaluru Urban and Rural districts at his home office. Sudhakar, however, added that the night curfew from 8 pm. to 5 am will continue daily and total lockdown will be observed on Sundays till August 2 across the state. On the advice of health experts, the state government re-imposed the lockdown from 8 pm on July 14 to 5 am on July 22 to contain the surging COVID-19 cases in the city in the 'unlock' period since June 1. Asserting that lockdown was not a solution to control the pandemic, Yediyurappa on July 17 said it would not be extended beyond July 22 morning. But it remains to be seen whether the Chief Minister has changed his mind amid a large number of COVID-19 cases in Bengaluru. Of the 3,648 new cases registered across the state on Monday. Bengaluru accounted for 1,452 cases taking the city’s tally to 33,229, including 24,574 active cases. As far as fatalities go due to COVID-19, 698 patients have died so far, with 31 deaths reported on Monday. The Chief Minister, however, urged the citizens to stay at home during the lockdown, and wear masks, wash hands and maintain social distancing if going out for buying essentials or on an emergency work.
