'Will help estate mafia': Former IAS officer on Karnataka's plan to auction seized land

The Karnataka cabinet on Thursday discussed the auctioning of government land parcels that were seized from encroachers. The Karnataka government also expects to make Rs 3,000 crore from the sale of these prime properties including land that was leased out to various institutions.  According to TOI, in the first phase, litigation-free land covering an area of 107 acres, estimated to cost Rs 500 crore will be sold via e-auction. The government is planning to sell these properties as the state’s coffers are depleting in the wake of the pandemic. Besides, during the 2020-21 budget, Chief Minister BS Yediyurappa had mentioned that the government is short on funds.  According to Deputy Commissioner of Bengaluru Urban, Shivamurthy, the Bengaluru Development Authority is planning to sell civic amenities sites to 21 trusts, which was also mentioned in the TOI report. These include religious and educational institutes, and various recreational clubs. In addition, 1,200 civic amenities sites that were leased to private persons including Bangalore Golf Club, will be sold. The total sale value is pegged at Rs 3,000 crore. However, Shivamurthy told TNM that the state government will have stipulations on what sort of constructions can come up on these land parcels.  “In civic amenities sites being sold large parcels of land will be mandated to have public spaces like parks and playgrounds,” he added. Is auctioning government land a good idea?  Speaking to TNM, retired IAS officer V Balasubramanian, who had written an 87-page report titled 'Greed and Connivance' in 2011, had pointed out how connivance of government officials had allowed land grabbing in Bengaluru city. Balasubramanian maintains that auctioning government land will only ensure that it would end up in the hands of vested interests.  “In 2010 and 2011, when the BJP government was in power, the then Bengaluru Deputy Commissioner and Revenue Secretary had auctioned off government land. At the time, we found that these land parcels were purchased by real estate people, who were in fact encroaching on these lands. But they were bought through benami companies. It was then the government stopped auctioning these properties and now it has started again,” V Balasubramanian said. In his report, V Balasubramanian had documented how a residential layout in Whitefield had “stolen” 40 acres of government land after the government had granted the land for a chicory manufacturing unit in 1966. Another shocking revelation was how a hospital located near Bannerghatta Road, is located on 5 acres of land that was given by the government to a third party for the construction of a cancer hospital which never materialised. “There is no meaning in auctioning government land as vested interests will inadvertently take over. The auction will be rigged and obviously no person outside the real estate sphere will bid. Huge parcels of land will be sold to select parties and the price the government will get is negligible when actually, the market value would be close to rs 1 lakh crore,” Balasubramanian added.  What can be done instead? V Balasubramanian suggested that the government use these seized properties for rehabilitation of slums within the city. Currently, the state government and the Karnataka Slum Development Board end up shifting slum dwellers 20 to 30 km away from the city after rehabilitation.  “Slum dwellers need to be within the city so they can reach their work places without having to spend too much money. These parcels of land are located within the BBMP (Bruhat Bengaluru Mahanagara Palike) limits. The slum board should be allowed to construct alternative housing for the poor in this land,” he added.

Protests erupt after govt doctor’s suicide in Mysuru, reportedly due to work pressure

When Medical Education Minister K Sudhakar visited Nanjangud to pay his tributes to a government doctor who took his life, he was faced with a fiery speech from Dr Kalavathi, one of the deceased doctor's colleagues. "Take your breaking news and go. Will you come here and give Rs 30 lakh compensation? To hell with your worthiness. We don't want that. We want Nagendra back," the doctor fired off in a passionate plea to the minister. The incident took place after Nanjangud Taluk (Mysuru district) Health Officer, SR Nagendra. took his life on Thursday morning.  He was a government doctor who was handling COVID-19 cases and died by suicide reportedly due to severe work pressure. Sudhakar was surrounded by a group of doctors who called for action be taken against Zilla Panchayat CEO Prashanth Kumar Mishra over Nagendra's death.   "We want Zilla Panchayat CEO Prashanth Kumar Mishra suspended and arrested for abetting suicide under section 306 of the Indian Penal Code," Dr Ravindra, another colleague of SR Nagendra told TNM. Colleagues of SR Nagendra accused ZP CEO Prashanth Kumar Mishra of abetting the suicide by asking the doctor to keep up with high demands of conducting antigen tests for COVID-19.  An audio conversation purportedly between Dr Nagendra and a senior district level officer who is heard taking him to task for not conducting enough tests, has gone viral. "How many swabs have to be taken and how many are you extracting? Is it a joke? Have you come here to play? You are playing with the patients. For a week if you are conducting only 25 or 26 (COVID) tests (a day), then I will teach you a lesson. You were supposed to do 150 tests a day," the officer is heard shouting at Dr Nagendra. Meanwhile, the protesting doctors appealed to Sudhakar to check Nagendra's mobile phone records for proof. The doctors said the phone was seized by officials following his death.   Representing the medical fraternity on coronavirus duty in Mysuru, Dr Ravindra made a passionate plea to the minister. "Look at the attendance register. Ever since the outbreak of coronavirus, Nagendra has not taken any leave. He was staying alone for six months because he was afraid that his family may get the coronavirus," a teary eyed Dr Ravindra told Minister Sudhakar.  The Karnataka State Medical Doctors Association has threatened to go on a statewide strike from Monday if those responsible for Dr Nagendra's death are not suspended. "Barring emergency cases, no cases will be taken up from Monday," a KSMDA statement said. Meanwhile, Karnataka Chief Minister BS Yediyurappa has ordered an inquiry into the suicide of the doctor. He also announced an ex-gratia of Rs 50 lakh for the deceased Health Officer’s family."Dr SR Nagendra has said he was taking his own life as he was frustrated due to the harassment by his superiors. I will order a detailed inquiry into the matter to find out the truth behind the incident," the Chief Minister told reporters. "Generally Rs 30 lakh is given to the doctors who die in line of duty but considering this as a special case, Rs 50 lakh will be given (to his family) and I have also decided to give a government job to anyone of the family,” he added.   Later, the Chief Minister said the inquiry will be completed in seven days. He also said that besides Rs 50 lakh, whatever is due to be given to the next of the kin will be given expeditiously. Karnataka Congress chief DK Shivakumar announced that the party will hold a candlelight vigil over Nagendra's death in Bengaluru on Friday evening.  With PTI inputs

KCET 2020 result announced: How to check results

The examinations were held on July 30 and 31 in 497 exam centres in Karnataka amid heavy scrutiny due to the COVID-19 crisis.
The Karnataka Examination Authority (KEA) declared the results of the Karnataka Common Entrance Test (CET) examinations on Friday. Varun Gowda AB from Mangaluru's Expert PU College and Rakshith M from Bengaluru's RV PU College obtained the first rank in the Bachelors of Science (Agriculture) and Engineering examinations respectively. The examinations were held on July 30 and 31, a day after the Karnataka High Court rejected a plea by students asking for the examinations to be deferred due to the COVID-19 crisis. The examinations were conducted across 497 exam centres in Karnataka amid heavy scrutiny due to the COVID-19 crisis. The results of the examinations can be accessed here. Candidates can key in their registration number and the date of birth as in the admission ticket.  In May, the KEA added 75 new exam centres for the CET examinations, and those who had COVID-19 symptoms were kept in separate rooms.  Sixty-three students infected with the coronavirus took the Physics and Chemistry examination while as many as 57 of them wrote the Mathematics paper. Deputy Chief Minister Ashwath Narayan, who is also the Higher Education Minister, met the students at the exam centres, wearing a PPE (personal protection equipment) kit, as they wrote the examinations.   The CET examinations were also conducted in COVID-Care Centres for those students who tested positive for the coronavirus. They wrote the examination under the supervision of medical professionals. In Bengaluru, 40,080 students applied for the examinations, of which, 33,571 students appeared for it. This accounted for 20% of the students who applied for the examinations. In Mysuru, 10,301 students applied and 9,325 students wrote the examinations. The percentage of students who appeared for the Engineering examinations was highest in Udupi. Eligible candidates can now upload their documents starting from September 2.  According to the Times of India, apart from document verification, the KCET counselling will be done online, in October. The academic year will commence in November, per the All India Council for Technical Education (AICTE) calendar.

Bengaluru gets its first helpline exclusively to tackle rabies, dog bite cases

Bengaluru’s civic body, the Bruhat Bengaluru Mahanagara Palike (BBMP), along with several non-government organisations (NGOs), have for the first time launched a rabies helpline in Karnataka, under the Rabies Prevention and Control programme. After Goa, Bengaluru is the second state in India to have a rabies helpline. The helpline, +91 6364893322, was inaugurated by Bengaluru Mayor Goutham Kumar and BBMP Commissioner Manjunath Prasad on August 15. The helpline will be active between 9 am and 6 pm. The BBMP has three vans dedicated to pick up stray dogs in case of complaints filed by residents. BBMP officials said that the helpline is expected to reduce the burden on existing Animal Birth Control (ABC) Centres across the eight zones under the municipal limits. “The helpline also intends to address dog bite complaints, counsel the victims of dog bite and also ensure that the service focuses on annual vaccination for rabies,” said BBMP Special Commissioner for Solid Waste Management and Animal Husbandry, Randeep Dev. If residents of the city spot stray dogs with real signs of rabies, they can call the helpline and one of the three vans will pick up the dog. One van is currently stationed at BBMP Head office, which will cater to East and Mahadevapura zones. Two other vans are stationed at Chamarajpet Veterinary Hospital. One van will cater to West and Dasarahalli zones and the other van will cater to South, Bommanahalli and RR Nagar zones. The BBMP and various NGOs have also trained dog catchers. They will also be provided with the necessary equipment and tools to catch the dogs in a safe and humane manner. The persons manning the helpline will coordinate between the dog catching teams and the veterinarians at the Animal Birth Control centres, who will, in turn, vaccinate the other strays in the locality from which the dog was picked up. Among the NGOs that have partnered with BBMP, Mission Rabies, founded by WVS (World Veterinary Sciences) and CARE, which is an animal shelter, will be responsible for handling the helpline, authenticating the reported cases and directing the BBMP Rabies vans to the spot. The NGOs that will help with the Animal Birth Control programme include VSWRD, CUPA (Compassion Unlimited Plus Action), ASRA (an animal welfare organisation), Sarvodaya and COVA (Confederation of Voluntary Associations). Dr Shrikrishna Isloor, a senior professor at the Government Veterinary College and Laboratory Director at KVAFSU-CVA Rabies Diagnostic Lab, will help with diagnostics and necropsy of the dog that die to rabies. “Most calls we get are for relocation and we are trying to educate residents on why this is wrong. We are currently getting calls in the night, and we are unable to attend to them during those hours. However, the cases that are reported are handled immediately. This helpline is on trial mode and once they show progress, we will ask for more vans in a few months," said Harini Raghavan, a member of CABC.

Bengaluru has 16497 containment zones, down by 172

Bengaluru reported 2,912 new coronavirus patients on Thursday, most of whom were from the west zone (23%).

Bengaluru, on Friday, reported a reduction of 172 active containment zones, taking the total down to 16,497 from 16,669. The total containment zones in the city went up by 260 though, and is at 38,123. This could mean that the number of containment zones that returned to normal status are higher than the new ones added, taking the active containment zone number down while increasing the total number of them. In its latest COVID-19 War Room Report, the Bruhat Bengaluru Mahanagara Palike did not update the zone-wise breakup of containment zones from Thursday.  Bengaluru reported 2,912 new coronavirus patients on Thursday, most of whom were from the west zone (23%). The south zone accounted for 17% of the cases - the second highest. The share of Bommanahalli went up sharply to account for 16% of the new cases, from 8% of the new cases reported on Thursday (2,804). On Friday, the east zone reported 14% of the new cases, followed by RR Nagara (10%), Dasarahalli (7%), and Yelahanka (6%).  Men between the ages of 20 to 29 accounted for the highest number of the new patients, followed by men, and then the women in the age group of 30 to 39. People from the latter age group also had the most of the 1,981 recoveries on Friday.  Twenty-five deaths from COVID-19 were reported on Friday in the city, the highest proportion of whom were women in the 60 to 69 age group.  The west zone continued to have the highest share of coronavirus cases reported in the past 10 days at 25%.     Bengaluru has a total of 64,022 active coronavirus cases, while the total number of patients reported till date is 99,822. The total number of people who have died due to the virus is 1,614 in the city.  The active rate in the city has reduced to 34% while the recovery rate is at 66%. The positivity rate in Bengaluru is at 16.52%.

Veerappan's aide dies in Mysuru

Bilavendran, an aide to the brigand Veerappan, died at the KR Hospital in Mysuru on Wednesday night. He was 61 and was in jail for 27 years.  The 61-year-old was one of four aides close to Veerappan who escaped the death penalty after the Supreme Court commuted their death sentence to life imprisonment.  Mysuru jail superintendent Divyashree told The Hindu that Bilavendran was unwell and was admitted in the hospital for the past week. A post-mortem will be conducted to determine the exact cause of death but health officials said he was not suffering from COVID-19. He fell unconscious in jail, prompting officials to admit him in the hospital, Deccan Herald reported. Bilavendran, along with Simon, Madaiah and Gnanaprakash, were sentenced to death for their role in the 1993 Palar blasts on the Karnataka-Tamil Nadu border in which they blew up a police vehicle killing 22 people.  Another aide Selva Mary was arrested in February 2020. Police got wind of her location after Selva fired shots in the air in Matahalli village in Chamarajanagara district to ward off elephants about to enter her sugarcane farm. Simon died in 2019 and advocate Venugopal, who represented Veerappan's aides, has urged the state government to consider the release of two others - Madaiah and Gnanaprakash -  imprisoned for life, as both are aged around 70. Veerappan was a bandit who was active for 36 years and was known for acts of sandalwood smuggling and kidnapping influential people including celebrated Kannada actor Rajkumar. He was killed in an encounter with security forces in 2004.

The monsoon session of the Karnataka Legislative Assembly and the Legislative Councils will be held from September 21 to 30. A State Cabinet meeting chaired by Chief Minister BS Yediyurappa on Thursday has decided that the sessions would be held in Bengaluru keeping in mind precautionary measures necessary for COVID-19. "Karnataka Legislative Assembly and Legislative Council sessions will be held between 21-30 September 2020. Opposition parties are ready to attack the state government over the issues of APMC Amendment Act and Land Reform Amendment Act," Karnataka Minister of Law, Parliamentary Affairs and Legislation JC Madhuswamy told ANI. According to reports, Speaker Vishweshwar Hedge had visited the assembly hall in Vidhana Soudha on August 6 to see how the sessions can be conducted amid the pandemic. Speaking to the media after his visit, he had said, “The session has to be held before September 23. We have to make elaborate arrangements so that none of the members, officials, and media faces any health risk,”  Article 174 of the Constitution specifies that ‘six months shall not intervene between its last sitting in one session and the date appointed for its first sitting in the next session.’ The previous session was held on March 23 during the budget session, which had to be cut short due to the rise in cases. As per procedure, the next session has to be conducted before 23rd September. “The session would be held in Bengaluru itself,” said Madhuswamy to Deccan Herald. He added, "The Cabinet can only decide the date. The modalities of how it will be conducted will have to be worked out with the Legislative Assembly Speaker and the Legislative Council Chairman. We will announce it soon.” Karnataka on Wednesday reported 8,642 fresh cases taking the total infection to 2,49,590 while the toll reached 4,327 with 126 deaths. Bengaluru Urban accounted for the maximum numbers in the fresh cases (2,804) and deaths (56).
