Samosa seller held for allegedly shooting real-estate businessman in Bengaluru

According to the police, four months ago, the businessman accused the vendors of impeding his business, while the latter allegedly complained of harassment.
The Bengaluru police on Monday arrested two men accused of shooting a real-estate businessman in KR Puram. The two accused allegedly shot at the businessman on Saturday night. According to the KR Puram Police, Sohail Pasha (23) and Shoaib (19), were arrested on Monday.  The duo allegedly shot Babu alias Auto Babu with a country-made pistol and also attacked him with a machete. Upon their arrest, the investigating officers seized the pistol, a car and the machete from the suspects.  According to the police, Sohail and his friend Mirza used to sell samosas till late in the night on a pushcart close to Babu’s office. The office is located in Arundathi Colony in KR Puram, which is also close to a dargah.  Police said that Babu had allegedly gotten angry at Sohail and Mirza on multiple occasions as their pushcart had caused vehicles to be parked outside his office till late in the night and would block the path to Babu’s office. The businessman allegedly complained to the building owner many times. The latter then asked Mirza and Sohail to remove the pushcart, which inadvertently started affecting their business, the police added. The police said that they were in the know about the on-going fight between Babu and the two street vendors over the last four months. Four months ago, the trio had gone to the police station. While Babu accused the vendors of impeding his business, Mirza and Sohail allegedly complained of harassment. The police had issued them a warning and had allegedly asked them to sort out the issue themselves.  According to the KR Puram Police, Babu allegedly hired men to attack Mirza and Sohail on Ramzan. Sohail allegedly planned to exact revenge on Babu for the assault during Ramzan and shot Shoaib on Saturday night.  The business is undergoing treatment and is said to be out of danger. The duo was arrested from a village near Kollegal in Chamarajanagar district on Monday.  The police, however, said that they are still probing whether Mirza was also involved in the attack. They were remanded to judicial custody. “We are trying to find out from where they sourced the pistol,” the police added.   A case of assault and attempted murder has been registered at the KR Puram Police Station.

Bengaluru cop, journalist held for allegedly robbing two men of Rs 26.5 lakh

A police sub-inspector and another person, who claimed to be a journalist, were arrested for allegedly robbing two men of Rs 26.5 lakh, police said on Monday. SI Jeevan Kumar Thomas (31) and Gnanaprakash Anthonappa (44), who claims to be a reporter with a Kannada newspaper, had allegedly robbed two people named Shivakumara Swamy and Darshan on August 19, police said. The City Market Police said that the abduction and robbery were well planned. The gang allegedly intended to target an agriculture businessman from Tumakuru district named Mohan, who supplies tamarind, areca nut and copra to several traders in Bengaluru city.  On August 19, Mohan had sent two of his employees Shivakumara Swamy and Darshan to Bengaluru to collect money from one of the traders. The two men travelled in a car to Bengaluru. The money amounted to Rs 26.5 lakh. At around 1.30 pm, the duo collected the money from the trader named Bharath and informed Mohan that they were ready to head back to Tumakuru. However, Mohan allegedly told Shivakumara Swamy and Darshan to collect money from another trader and then head back home.  The two employees waited near Chickpet Metro Station for the trader to come and give them money. However, before the second trader could hand over the money, three men, claiming to be police officers allegedly attacked the two men and forced them into the car.  The three attackers allegedly grabbed the phones of the two employees and switched them off. They drove to Unity Building, where the three men robbed the duo of their money, the police added. The thieves then drove Shivakumara to a hotel near Lal Bagh Botanical Gardens, where they dropped him off with a warning and asked him to leave the place without telling anyone of the abduction. Shivakumara Swamy then went to the City Market Police and filed a complaint. An FIR was registered for abduction, illegal confinement, threat, robbery and conspiracy against unknown persons. Sanjeev M Patil, Deputy Commissioner of Police (West), said that Jeevan and Gnanaprakash were allegedly in touch with a Tumakuru resident Kishore, who is said to have tipped them off regarding the employees arriving in the city to collect a huge amount of cash.  Investigation revealed the involvement of the sub-inspector and his accomplices following which the two were arrested, DCP Sanjeev Patil added. Karnataka to become first state to implement NEP, says Deputy CM Ashwath Narayan

The Karnataka government is making administrative reforms and legal amendments to become the first state in the country to implement the new National Education Policy (NEP).

Deputy Chief Minister of Karnataka CN Ashwath Narayan said on Monday that the state is on the road to becoming the first in the country to implement the new National Education Policy (NEP). “The state government is making all preparations to bring in administrative reforms and amendments to the laws which are essential to implement the national education policy. The state would become the first state in the country to implement the policy,” Narayan, who holds the portfolio of higher education said. His statement came as he addressed the inaugural session of a five-day online workshop on “Highlights of the national education policy and its implementation.” This workshop is being organised by Bangalore University. The Deputy Chief Minister said that the state government has in mind specific goals and a clear agenda on the basis of which they are going ahead as far as the implementation is concerned. “A high-level task force was constituted immediately after the draft of the policy reached us and this committee has already held several meetings,” he further said in his statement. He said that the committee has already come up with suggestions that would help implement the policy in a phased manner. Recommendations of the final stage are awaited. Immediately after the final recommendations are made, the administrative as well as legal procedures would be made, the Deputy Chief Minister said. The new policy, as Narayan said, would make it possible for high-quality education to be made available to all students. This would benefit the entire system with quality teaching, he said. Earlier on August 1, the Union Cabinet had already made it clear that Karnataka could be one of the first states to implement the New Education Policy 2020. No quarantine, no registering on Seva Sindhu: Karnataka relaxes travel norms

This comes after the Union government issued a circular to Chief Secretaries of all states, informing them that there shall be no restrictions on inter-state and intra-state travel of people and goods.
The Karnataka government on Monday introduced sweeping relaxations with regards to interstate travel, with no mandated quarantine period, no registration, and no hand stamping for incoming travellers for the first time since coronavirus induced lockdowns were put in place. This comes after the union government on Saturday issued a circular to the Chief Secretaries of all states, informing them that there shall be no restrictions on inter-state and intra-state travel of people and goods. Now all asymptomatic travellers can report to work or perform their activities in Karnataka without any requirement of 14 days home quarantine. “However, they shall self monitor their health for 14 days from the date of their arrival for any symptoms of COVID-19 like fever, cough, cold, throat pain, difficulty in breathing, etc and immediately seek medical consultation without fail or call Apthamitra helpline 14410,” said a revised circular issued by Jawaid Akhtar, Additional Chief Secretary to Karnataka Health and Family Welfare Department. It has been said that interstate travellers no longer need to register themselves on the Seva Sindhu portal either. Nor will they be subjected to mandatory medical check up at the entry of the state borders or bus, airport or rail stations upon arrival. The 14-day quarantine or isolation and testing protocol is also being withdrawn with this circular.  “This revised Circular shall apply to all inter-state travellers arriving in Karnataka from all States/UTs including business travellers, students, labourers coming for work, transit travellers, etc. irrespective of their purpose of visit or duration of stay in the state. Deputy Commissioners of all Districts / Commissioner, BBMP (Bruhat Bengaluru Mahanagara Palike) are hereby instructed to implement this with immediate effect and without any deviations at district levels,” it said. “Enforcement of home quarantine including poster on home door, information to neighbours/ Resident Welfare Association/Apartment Owners' Associations, monitoring from Panchayat/ ward level teams, flying Squad, IVRS call-centre outbound calls, quarantine watch app monitoring,” will also be discontinued according to the revised circular. However people with symptoms shall immediately self-isolate and seek medical consultation without fail or call Apthamitra helpline 14410, the circular said.

Karnataka teacher to receive national award for innovative 'Maths Lab'

When Yakub realised that chalk and board method wasn’t working, he set up a lab to help his students visualise and understand math concepts with real models.

When Yakub S Koyyur started the ‘Maths Lab’ in 2015, his aim was simply to allow his high school students to grasp mathematical concepts better through real-life models and applications. Today, his efforts have led him to become one of the 47 teachers chosen from all over India to receive the National Award to Teachers-2020 bestowed by the Union Ministry of Education. Yakub, who has been teaching mathematics since 1996 in Government High School Nada, a remote village in Belthangady taluk of Dakshina Kannada district, is receiving this honour for adopting progressive and innovative teaching methods. While teachers are exploring online teaching methods and the benefits of the internet today due to the COVID-19 pandemic, 52-year-old Yakub took the online world with a storm much earlier with his Maths Lab in 2015 and subsequently, a blog and a YouTube channel called Maths Magic where he uploads notes and videos explaining maths concepts at his lab. The lab happened when Yakub observed that these concepts could sometimes seem hard to grasp for students. “Over the years, I used the chalk and board method. However, I found that many students found it difficult to understand theorems or visualize mathematical concepts. Hence, I decided to create a laboratory to show through models how these theorems, formulas, and equations work,” said Yakub. So, Yakub turned an unused room at the government high school into a state-of-the-art lab, where students can now touch, feel and study mathematical concepts. This was not without challenges. Initially, finances were tight. But Yakub’s former students decided to help by pitching in to make their favorite teacher's dream come true. The lab was set up at a cost of Rs 25 lakh, and once inaugurated, there was no turning back. Yakub has created over 100 models to present simple mathematical concepts. For example, Yakub explains, that an exterior angle of a triangle is equal to the sum of the two opposite interior angles. To make students understand, Yakub actually built the triangles. Yakub’s students have also learned to use trigonometry in real-world applications – such as gauging the heights of trees in their school neighbourhood with simple trigonometry equations. While Yakub’s maths lab became an instant hit, the passionate teacher decided to take the lessons outside the four walls, and started the blog and YouTube channel, which now has over 300 videos of lessons, and maths concepts demonstrated in his lab. "When I had decided to start the Maths Lab, some of my colleagues opposed it saying it is useless to start a lab for maths. They asked me to change the lab into one exhibiting science models. However, once they saw how it works, they appreciated it," Yakub shared. Through Maths Magic, Yakub has gained statewide recognition. His ideas and the lab became role models to other teachers who too started introducing similar methods and labs in their respective government schools.   Yakub was honoured with the Best District teacher Award in 2016, State Teacher Award in 2018, and is all set to receive the national award this year. Hailing from a simple background, Yakub has always had a passion for education and teaching. He has lived in the Dakshina Kannada district most of his life and was born and brought up in Koyyur. Yakub used to walk 24 kilometers every day to attend SDM High School in Ujire. Later, he graduated with a BSc from SDM College and took up a B Ed Course in Mangalore University. He received the second rank after which he was appointed to teach in Nada Government High School. Recognised for his passion for teaching, Yakub was also appointed as a member of Rashtriya Avishkar Abhiyan, which is setup by Ministry of Human Resource Development to encourage learning of science and maths. While the COVID-19 situation has upset the academic calendar, Yakub is receiving feedback from fellow teachers on how his lessons on the YouTube Channel are making teaching simpler during this pandemic. Yakub’s Maths Lab is currently focusing on high school students but he is contemplating to include practical lessons suiting primary schoolchildren. No COVID-19 tests conducted in Mysuru for three days, relief as protests called off

The doctors, however, called off the protest on Sunday after Chief Minister BS Yediyurappa promised to meet their demands.
The doctors in Mysuru district, who went on a strike three days ago following the suicide of Dr SR Nagendra, called off the protest on Sunday. For the three days, COVID-19 testing was largely halted as medicos were on a strike. The Mysuru District Karnataka Government Medical Officers Association, however, said that the doctors will continue work but will wear black bands as a sign of protest against the government. The protest was called off after Chief Minister BS Yediyurappa appealed to the doctors, stating that their demands would be considered.  “Since the protest began, COVID-19 tests were largely not conducted as doctors and lab technicians were on strike. However, we have decided to work under protest by wearing black bands until the inquiry into Dr Nagendra’s death is complete,” said Dr Devi Anand, President of the Mysuru District Karnataka Government Medical Officers Association.  Mysuru Deputy Commissioner Abhiram G Shankar refused to comment on the issue of tests not being conducted for three continuous days. However, he is heading the inquiry into Dr Nagendra’s death and will submit the report to Chief Minister BS Yediyurappa. The testing has resumed as of Monday, the district administration said.  What happened to Dr Nagendra? Dr Nagendra, a 43-year-old Taluk Health Officer (THO) at Nanjangud, took his own life allegedly due to harassment by Zilla Panchayat CEO, IAS officer Prashant Kumar Mishra. He was found dead at his quarters located within the Alanahalli Police Station limits in Mysuru city, where he had been staying alone since the last five months. Nagendra’s family was living separately and the doctor had moved into the quarters as he was on COVID-19 duty.  The protesting doctors claimed that IAS officer PK Mishra was “arrogant and abusive”, and that he had set COVID-19 testing targets that were “impossible to achieve” due to lack of adequate personnel. They claimed that working without a single day leave was stressful and many doctors were burnt out. The doctors on strike alleged that PK Mishra constantly abused the deceased doctor and that he took the drastic step as he was unable to deal with the pressure.  An FIR hs been registered against IAS officer PK Mishra under Section 306 (abetment to suicide) of the Indian Penal Code at the Alanahalli Police Station. He has been transferred without a posting and Mysuru DC Abhiram Shankar has been appointed as acting CEO of the Nanjangud Zilla Panchayat.  The doctors’ demands The protesting doctors demanded that IAS officers must not be appointed as nodal officers for health-related duties. They demanded that a retired doctor from the Health Department be given this job.  “He was under pressure to ramp up testing for Nanjangud taluk. The IAS officers have no idea how the medical sphere works and are obsessed with numbers rather than assessing whether adequate resources and personnel are there to meet these impossible targets. Dr Nagendra, who died, had requested on multiple occasions that more lab technicians be appointed but PK Mishra was not willing to do that,” said Dr Ravindra, President of the Indian Medical Association’s Karnataka chapter.  The doctors also demanded that lab technicians, doctors and nurses be hired on a contract basis to ensure that the existing personnel are not overworked and stressed.  “The government has been promising that they will hire new people but so far no action has been taken. We called off the protest only after the government agreed to our conditions,” Dr Devi Anand said.

The Central Crime Branch in Bengaluru on Monday said they have arrested a man, who had allegedly asked people to gather in front of the DJ Halli police station on August 11 on social media. The man was arrested on Sunday from Hyderabad and is allegedly one of the key conspirators in the Bengaluru violence, where several vehicles, houses and police stations were torched and three people died. The accused has been identified as one Mudassir Ahmed and had allegedly fled Bengaluru after the violence broke out. On the night of August 1, a mob had gathered in front of the DJ Halli police station, demanding the arrest of Naveen, nephew of Congress MLA Akhanda Srinivas Murthy, for putting up an offensive post against Prophet Mohammed on social media. Already more than 300 persons have been arrested by the police in connection with the riots in DJ Halli and KG Halli police stations in east Bengaluru. Functionaries of the SDPI (Social Democratic Party of India) and husband of a Congress corporator are among those who have been arrested in the case. Even former Mayor and Congress corporator Sampath Raj has been questioned by the CCB. Among other sections, police have also invoked the Unlawful Activities (Prevention) Act, 1967, and claimed many of the accused in custody were also linked to the Church Street (2014) and Malleshwaram bomb blast (2013) cases. It may be recalled that three persons died as the police opened fire after a violent mob engaged in arson, wherein the police station and the local MLA’s house were partially gutted along with widespread damage to property. Another person who was arrested had also died due to a preexisting health complication. Following the riot, the BJP government in the state had restarted conversation on banning SDPI and its parent social organisation Popular Front of India (PFI) under UAPA. In one of the recent developments in the case, Muneshwara Nagar ward’s Congress corporator Sadija Syed’s husband Syed Nasir, was questioned on Friday. While he has not been arrested, his phone has been seized. Incidentally, it was MLA Srinivas Murthy who had accused three of his own party’s corporators as conspirators of the riots in his complaint. Other notable involvements of Congress functionaries include 11 WhatsApp calls from Sampath Raj’s aide Arun Raj’s phone to SDPI Bengaluru district president Muzzamil Pasha. While Arun is in police custody, Sampath Raj has claimed ignorance about these developments.
