Bengaluru containment zones increases by 494, total 15723 across the city

Coronavirus
This takes the total number of containment zones in Bengaluru reported till date to 40,563.
Bengaluru currently has 15,723 active containment zones in the city, as per the bulletin issued by Bruhat Bengaluru Mahanagarapalike on Tuesday. While the bulletin states that 494 new zones have been added, the bulletin does not provide a breakup of the same. This takes the total number of containment zones in Bengaluru reported till date to 40,563, some of which have now returned to normal. The BBMP report states that Bengaluru East continues to have the most number of active containment zones at 3,418, a number which has not changed in the past 24 hours. The number of active zones in Bengaluru South too remained unchanged at 3,005. RR Nagara currently has 2,074 active containment zones, Mahadevapura has 1,555, Bommanahalli has 1,000, Yelahanka 944 and Dasarahalli 1,079. These numbers are expected to increase as BBMP accommodates the new 424 containment zones added over the past 24 hours.  The BBMP has said that currently, Bengaluru has a positivity rate of 15.75%. Positivity rate is the percentage of people testing positive out of the total number of samples tested. However, one positive news is that Bengaluru has a recovery rate of 66.82%. According to the bulletin, most of the people who were found to be infected with the coronavirus in the past 24 hours are between the ages of 30 and 39, followed closely by people between the ages of 20 and 29. In both categories, men have been infected with coronavirus more than women. On Tuesday, Bengaluru reported 2,294 cases of COVID-19. 61 of the 148 deaths reported in the state on Tuesday were from Bengaluru. Bengaluru now has 35430 active cases of coronavirus and till date, 1,12,087 cases have been reported in the city. Karnataka on Tuesday reported a sharp spike of 8,161 new cases. With this, the total number of cases in the state has risen to 2,91,826. The death toll currently stands at 4,958. Hippo ivory tusk seized from smugglers for the first time in Karnataka

Crime
The seizure has left the department baffled since hippos are not found in natural habitats in India but only in zoos and other enclosed spaces.
In a first of its kind seizure, the Karnataka Forest Department on Monday recovered hippopotamus ivory and nine teeth from three men who had reportedly attempted to sell them thinking they were elephant tusks. Shivamogga Forest Mobile Squad led by Deputy Conservator of Forest Balachandra, who posed as illegal buyers of animal artifacts based on a tipoff, reached Sorab and made the seizure.  Three men— Mujafar, 19, from Bhatkal, Zaheer Khan, 24, from Banavara and Mohammed Danish, 34, from Sorab have been arrested, reported  The Times of India (ToI). They have been sent to judicial custody after being booked under the Wildlife Protection Act, 1972. The New Indian Express (TNIE) reported that while Muzaffar was working in a garment store in Bengaluru, Zahid was a dealer of electronic goods in Sorab while Danish was working in a Bengaluru pest control agency. The TNIE report said Zahid had previously served a sentence in jail after being booked for a narcotics crime. The report said the seizure of the hippo tusk has left the department baffled and now the Wildlife Crime Control Bureau and Wildlife Institute of India will be called in to probe the case.  A source told TNIE that they have some leads and are working towards nabbing the kingpin of this racket. A car, motorcycle and currency counting machine in possession of the accused were also seized. The development is novel as hippos are not found in natural habitats in India but only in zoos and other enclosed spaces. The probe team got in touch with the accused via WhatsApp and offered to pay a high price for the contraband and said the accused were talking about the hippo tusks as elephant tusks, an investigating officer told ToI. The accused claimed that an unidentified woman handed them the animal remains in exchange for a high sum of money.

The Karnataka IAS Officers Association on Tuesday termed the action against Mysuru Zilla Panchyat CEO (Chief Executive Officer), following the death by suicide of a government doctor allegedly due to COVID-19 work pressure, as "unjust". The Indian Administration Services officials also said that the First Information Report against him has brought down the morale of field officers. Dr SR Nagendra, the Nanjagud taluk health officer, had died by suicide last week allegedly due to COVID-19 related work pressure. Nagendra's family and some doctors have alleged that this was due to the harassment from Zilla Panchayat CEO Prashanth Kumar Mishra for reportedly not meeting the COVID-19 test targets set in his jurisdiction. The IAS Association condoled the death but urged the government to support the hard work being put in by all the officers at the field level. "The suicide of Taluka Health Officer Nanjangud is very unfortunate and our heartfelt condolences to the bereaved family. However, holding senior officers responsible for it is unjust," the Association said in a release. The broad framework and guidelines to control COVID-19 pandemic are given by the government and senior officers in districts are only implementing that to the best of their capacity, it read. "The act of lodging FIR against Chief Executive Officer Zilla Panchayat, Mysuru, has brought down the morale of field officers and such acts will deteriorate the administrative efficiency and effectiveness," it said. Further, stating that the state goernment should support the hard work of all the officers at the field level, the release said IAS officers have been working non-stop 24x7. Calling the incident as "very unfortunate", it said no one knows what prompted the doctor to take such a step. "To blame an officer for doing his duty is not the right approach. The insinuations about one's character and media trial do irreparable damage," the association said, adding that a pragmatic and sensitive approach is warranted. "We request the state government and others to stand by its officers who are doing their duty to the best of their capacity," it added. An FIR has been registered against Mishra under Section 306 of the Indian Penal Code (abetment of suicide) based on a complaint filed by Nagendra's father. The doctors have demanded the suspension and action against the CEO, who has now been transferred. The Karnataka government has asked the Mysuru Regional Commissioner to inquire into the incident and submit a report in seven days. It has also announced Rs 50 lakh compensation to Nagendra's family.
