Suresh Angadi
Minister of State for Railways and four time Member of Parliament from Belagavi in Karnataka, Suresh Angadi passed away on Wednesday. He was admitted to the All India Institutes of Medical Sciences in New Delhi after he tested positive for the coronavirus.  Angadi was admitted to the AIIMS Trauma Centre on September 11, at around 6.30 pm and a team of doctors led by an associate professor in the department of medicine at AIIMS was treating him.  Taking to his Twitter account, Angadi had announced,  “I have tested #Covid19 positive today. I am doing fine. Taking the advice of doctors. Requesting all those who have come in close contact with me in the last few days to monitor their health and get tested in case of any symptoms.” Known for being a staunch BJP loyalist and an educationist, he was considered a strongman in Belagavi, especially after he was made the district president of the party in 2001.  After first contesting elections in 2004, he saw re-elections in 2009, 2014 and 2019 in Belagavi. Though he was up for a Union Cabinet seat in 2014 after he won three elections in a row, the BJP high command ultimately declined to elevate him. Angadi has also served on many Parliamentary committees, including the Standing Committee for Food, Consumer Affairs and Public Distribution from 2004 to 2009. Between 2009 and 2014, he was on the Standing Committee on Human Resource Development. In the same period, he was a member of the Joint Committee on Pension and Salaries and Allowances of MPs, as well the Advisory Committee on Central Direct Taxes. Condolences poured in at the news of the Minister’s passing. Former Karnataka Deputy Chief Minister G Parameshwara tweeted, “Shocked to hear about the sudden demise of Union Minister for State Railways  @SureshAngadi_. My deepest condolences to his family. May the almighty give them the strength to bare this irreplaceable loss.” Shri Suresh Angadi was an exceptional Karyakarta, who worked hard to make the Party strong in Karnataka. Farmers’ organisations across Karnataka and their allied outfits will hold a state-wide bandh on Monday (September 28) to protest against the Karnataka government’s Land Reforms Ordinances and Union government’s contentious Farm Bills. The strike was earlier decided to be held on Friday after a massive rally was conducted in Bengaluru over the same issue. The farmers’ groups have said they will block the national highway, too. As widely reported, many farmers in Karnataka are against the contentious ordinances passed by the state government on land and agricultural issues — namely the Karnataka Land Reforms (Amendment) Ordinance 2020, Karnataka Agricultural Produce Marketing (Regulation and Development) (Amendment) Ordinance, 2020. The farmers have also been opposing the three Farm Bills, which were passed in the Rajya Sabha amid uproar and opposition. So far, many labour organisations, Peace Auto and Taxi Association, Bharath Vehicles drivers Union, Ola, Uber and Taxi for Sure Owners and Drivers Association, Lorry Owners Association and others have already announced their support to the farmers. Even the Bengaluru Restaurant Owners Association has voiced their support for the farmers’ strike. Among other provisions of these laws, the protesting farmers are opposing the easing of norms which will allow non-agriculturalists of any income group to purchase agricultural lands and retrospectively decriminalise those who bought farmlands illegally till now. They fear this will lead to land hoarding as the laws also propose an increase in the ceiling on the land a person has own. Online public consultation held for Bengaluru Peripheral Ring Road project

Environment
Many of those who took part in the project demanded that the final alignment of the project be made available before the consultation process.
The contentious virtual public hearing on the preliminary Environmental Impact Assessment (EIA) report for the proposed Peripheral Ring Road project in Bengaluru was held on Wednesday as announced.  While the project itself is facing opposition from many quarters on varied aspects, the virtual meet was also opposed on two grounds. One, many of those who will get directly impacted due to this project do not have enough digital literacy or good internet connection to take part in the meet and second, the currently available EIA is incomplete given the project alignment is yet to be finalized. Many concerned citizens had demanded that the detailed project report be made public so that the project’s merits can be contested and suitable alternatives be suggested. Wednesday’s event saw many participating and seeking further details about the project and there were many others who opposed the project completely citing lack of feasibility and wide scale environmental damage.  Meanwhile, the Karnataka High Court passed an interim order stating that the authorities cannot go ahead with the project only taking into account Wednesday's proceedings. The interim order was passed by a bench led by Chief Justice AS Oka while hearing a petition filed by two law students who wanted the online meet to be stayed. As reported earlier, according to present assessments, 33,838 trees need to be felled and the project will also affect many water bodies including drinking water sources for Bengaluru city. Many who attended the meeting also questioned the validity of the exercise given the final alignment of the project is yet to be finalised.  This means, the Bangalore Development Authority which is executing the 65.5+ km long Peripheral Ring Road (PRR) between Tumakuru Road on the west and Hosur Road on the east via Ballari Road and Old Madras Road cannot go forward with the project without holding another round of public consultation.

As a consequence of the easing of COVID-19 lockdown regulations, the number of traffic violations in Bengaluru have shot up. In fact, the Bangalore Traffic Police has collected Rs 2.14 crore of penalty fines from a total of 48,141 traffic violation cases recorded between September 13 to September 19. This number of traffic violation cases in a week is close to one-third of the average weekly cases recorded by Bengaluru police (152,406) in 2019. A total of 79,25,134 violations were recorded in 2019, while in 2018 the number was 82,74,663. Till August 2020, traffic police had recorded 4,39,1370 violations. Bengaluru Traffic Police had stopped physically enforcing traffic rules and collecting fines since March, fearing COVID-19 infection. Traffic challans were sent remotely to offenders who were caught on camera in some busy junctions of the city. The fines have been collected for offences ranging across reckless driving, over speeding, jumping signals, riding without helmets and parking in non-parking zones, among others. Drinking and driving is not counted as part of these, as fines for the offence are to be paid in court. TNM has earlier reported how, despite the lockdown put in place, there was no drastic reduction of road accidents or fatalities in Bengaluru. In fact, there were instances of multiple road safety violations with incidents of over speeding, reckless driving and wheelies and other stunts on empty roads during the lockdown. In one incident, three young men died after they attempted to perform stunts on their motorbikes. In the incident which took place on June 21, two bikes collided while performing stunts near the Jakkur AirField, resulting in all the three dying on the spot. As per data, till the end of June, a total of 309 persons have been killed in road accidents in 2020 in Bengaluru. The death toll for 2019, 2018 and 2017 were 766, 684 and 642 respectively for the entire year.
