Karnataka Health Minister K Sudhakar on Thursday announced that post-COVID-19 care and rehabilitation centres will soon be set up in state-run hospitals in the 30 districts across the state. "Post-COVID-19 care centres and rehabilitation centres will be set up in each district hospital across the state to check the condition of recovered patients," Sudhakar told reporters here. The technical advisory committee members and medical experts have urged the state government to take care of the infected people even after they are cured and discharged from the designated hospitals. What happens to patients post-COVID-19? Experts say that people who have recovered from COVID-19 could be beset with fatigue, muscle pain and loss of appetite and smell, among other serious health issues. This is particularly seen among patients with known comorbidities, as COVID-19 is known to attack the heart, lungs and kidneys. In Bengaluru, care and rehabilitation centres will be first set up at the state-run Bowring, Victoria and KC General hospitals. Since March, Victoria Hospital has been dedicated for the treatment of COVID-19 patients. The hospital is currently carrying out a survey of the condition of COVID-19 patients who have recovered. "We are in the process of calling up over 6,500 people who have received treatment in our hospital. We have covered around 2,500 people so far and we are preparing a report on the trends we are observing. So far, we have observed fatigue, breathlessness and among younger people, we are observing weight loss," Dr. Jayanthi, dean and director of Bangalore Medical College and Research Institute (BMCRI) said. Victoria Hospital will soon have a COVID-19 rehabilitation clinic, Dr. Jayanthi added. According to a statement from the Health Minister, health experts have also indicated that 5% of the treated patients may contract the virus even after recovery. "Although the intensity of the infection will be less in those who had the virus earlier, those without symptoms during the first time may have them the second time," asserted Sudhakar, who is a medical doctor himself. Noting that some people are taking pain killers and are staying at home even if they have symptoms of other diseases, Sudhakar said, "Those who have dental problems are hesitating to visit dentists. State-run hospitals have separate treatment facilities for other diseases. People should not be afraid to visit hospitals in such conditions." The state health department has also commissioned a study on re-infection in recovered patients across the state. Observing that the infection and mortality rates have reduced in the state after a spike, Sudhakar said that strict measures have been taken to control the situation ahead of Diwali and the winter season. "Vigil is being kept on inter-state and overseas passengers, while ILI and SARI cases are being traced and tested to control the spread of the virus," added the minister. The Karnataka government also announced a ban on crackers ahead of Deepavali on Friday, citing health concerns over COVID-19 among the reasons for the decision.

Karnataka Chief Minister BS Yediyurappa on Friday said that the state government has decided to ban bursting of crackers during Deepavali this year. Speaking to the media on Friday, BS Yediyurappa said, “Due to COVID-19 and other reasons, we have decided to ban bursting of crackers during Deepavali this year. We held discussions before taking this decision. A government order will be issued shortly.”  While the CM has said that they will ban bursting crackers, it is not yet clear if the ban will extend to their sale too. “We will issue a detailed government order,” a health department official said.  Karnataka CM @BSYBJP announces ban on bursting of firecrackers during Deepavali this year. @thenewsminute pic.twitter.com/5XUR5Wtc1f — Theja Ram (@thejaram92) November 6, 2020 Three days ago, Medical Education Minister Dr K Sudhakar had said that the state government had been mulling banning the sale and bursting of firecrackers during Deepavali and that a decision was awaited. The state government began mulling the ban after states like West Bengal, Rajasthan, Odisha and Haryana made similar announcements on sale and bursting of firecrackers. The Karnataka government had tasked the Technical Advisory  Committee for COVID-19 to submit its recommendations in this regard.  Speaking to TNM, Dr Sudarshan, Chairman of the Technical Advisory Committee for COVID-19 said that the experts were concerned about the impact of bursting crackers on patients with respiratory illnesses.  “COVID-19 attacks a person’s respiratory system. Many COVID-19 patients, even with mild symptoms and in home isolation, may become more vulnerable if the air quality is affected. Even those who have recovered are vulnerable as the novel coronavirus attacks a patient’s lungs, and bursting crackers may lead to further respiratory issues,” Dr Sudarshan said, adding that it is important to take preventive measures to ensure further complications do not occur in patients post-recovery. Another member of the committee told TNM that the committee recommended a ban on the sale too as monitoring the ban on bursting crackers would be difficult. “There is no way to monitor whether people are bursting crackers if there was not a ban on bursting them. This decision was taken simply to ensure that the health of people is not affected. People may not maintain physical distance while bursting crackers, which could also become a problem,” the source said.

A construction worker, who was residing at a shed constructed at a site in Bengaluru’s Mahalaxmi Layout, died after one side of the structure collapsed due to heavy rain in the city.  At around 5.30 am on Friday, the shed constructed by Cicon Pvt Ltd for its construction workers collapsed. Puran Pujari, a 19-year-old construction worker from Bihar, died due to the impact. Two other workers residing in the shed, Bhawani Singh (21) and Mithun (22), sustained grievous injuries. The three men were rushed to KC General Hospital, where Puran was declared brought dead. The other two men are currently undergoing treatment. According to the Mahalaxmi Layout Police, the construction site is located near the ISKCON Temple, and the shed was constructed with the support of an existing wall, which was old.  Due to heavy rains on Thursday night, waterlogging was seen on the road leading up to the construction site. “It was also raining heavily this morning. The old wall, which was used to support the shed, collapsed. The debris fell on the workers who were sleeping inside,” the Mahalaxmi Layout Police said.  Police said that the construction company has not been booked for criminal negligence and that the death was registered as an accident in the police station’s books. “The shed was constructed using the supporting wall. The wall collapsed because of the rain. Prima facie, we have not concluded negligence,” the police added.  The police have contacted Puran Pujari’s family in Bihar, who will arrive in Bengaluru to perform the last rites.  Heavy rains lashed several parts of Bengaluru on Thursday evening. The rains, which began at around 6 pm, continued well into midnight. Although flash floods were not reported, water logging was reported in Mahalaxmi Layout and Koramangala. However, the rainwater drained away by Friday morning. This is the only casualty reported so far due to Thursday’s rains.

Former K’taka minister Vinay Kulkarni arrested in connection with murder of BJP leader

Crime
The CBI took Kulkarni into custody on Thursday evening after almost a day-long questioning regarding his alleged role in the murder of BJP leader Yogesh Gowda.
Vinay Kulkarni
The Central Bureau of Investigation (CBI) on Thursday arrested former Karnataka Minister Vinay Kulkarni after questioning him for almost an entire day in connection with the murder of BJP worker Yogesh Gowda in Dharwad district in 2016, officials said. Gowda, a BJP zila panchayat member, was killed in his gymnasium on June 15, 2016 by unidentified men. The CBI took Kulkarni, a former Congress MLA from Dharwad, into custody on Thursday evening after almost a day-long questioning regarding his alleged role in the murder conspiracy. The central agency, which is looking into the conspiracy to eliminate Yogesh Gowda, has found that Kulkarni, former mines and geology minister in the state, was allegedly a participant in the conspiracy which led to the BJP worker's murder, they said. The agency suspected Kulkarni was being evasive in his replies during the questioning and needed custodial interrogation to unearth the larger conspiracy, they said. Kulkarni had won the Dharwad seat in 2013 but could not repeat the victory in 2018 when the BJP's Amrut Ayyappa Desai defeated him in the assembly polls. The central agency has taken over the probe on the recommendation of the Karnataka government, the officials said. The probe of local police has shown property dispute as the reason behind the murder while the CBI probe shows it was a political murder. The agency had charge-sheeted eight persons in the case in May this year. "The CBI investigation revealed that the accused allegedly came to Dharwad on two occasions in June 2016 and with the support of other accused, allegedly planned the murder of Yogesh Gowda. These accused fled after commission of the crime," the CBI had said after filing of the chargesheet. The agency had also questioned former Police Commissioner of Hubballi-Dharwad, Pandurang Rane, and two other senior serving officers of Karnataka police on the suspicion of destruction of evidence. Rane, now retired, along with the then DCPs Mallikarjuna Baladandi and Jinendra Khanagavi, both posted in Hubballi Dharawad Commissionerate, were quizzed by the agency in connection with the murder. BJP leader K S Eshwarappa on Thursday said that the party will never accept Vinay Kulkarni into its fold.

No instructions to remove loudspeakers from mosques: Karnataka police clarify

Police
The Karnataka State Police fact check team said the letter shared widely on social media was issued by a clerk without authorisation.
Praveen Sood
A letter from the office of the Karnataka Director-General and Inspector-General of Police (DG&IGP) stating that 'suitable action' should be taken on a petition seeking the removal of loudspeakers from mosques caused confusion this week. Advocate Harsha Muthalik sought the removal of loudspeakers from mosques citing disturbance to residences in a petition to the DG&IGP on September 30.  The office of the DG&IGP forwarded the petition with a cover letter to all district police heads in the state on November 2. The letter was shared widely on social media particularly by pro-Hindu groups claiming that it was indicative of police taking action on mosques to remove loudspeakers. However, after the letter caused a stir, DG&IGP Praveen Sood sought to play down the issue stating that it is not a circular and that it was not signed, reported The Hindu. Later on Thursday, the Karnataka state police issued a statement saying there are no instructions to remove loudspeakers from mosques and that the letter was issued by a clerk without authorisation. "On verification, it is found that this letter has been issued mischievously without proper authorisation of superiors by the clerk addressed to all Police Commissioners and Superintendents of Police of the Districts of Karnataka State. However no such instructions have been issued to remove the sound systems from the mosques as is being interpreted in the social media. Further enquiry into the matter is underway," a statement from the Karnataka state police fact check team said. "Public are advised not to heed to any such rumours or misleading interpretations," the statement from the state police fact check team said. Muslim leaders in Bengaluru raised alarm bells that the letter will be used by pro-Hindu groups to arm-twist mosque officials into removing loudspeakers.

US Elections: Courts dismiss Trump’s lawsuits in Michigan and Georgia

Politics
US President Donald Trump had sought to stop the counting of absentee ballots in Michigan and had alleged improper ballots were being counted in Georgia.
Donald Trump
United States courts have dismissed Donald Trump campaign's lawsuits in Michigan and Georgia related to alleged electoral malpractice. In Michigan, the campaign had sought to stop counting of absentee ballots, while in Georgia it had alleged that even improper ballots were being counted. Michigan Court of Claims Judge Cynthia Stephens Thursday rejected the lawsuit, arguing that the Michigan Secretary of State is not involved with the local counting process. A formal order would be issued on Friday. Multiple news networks have declared Democratic presidential candidate Joe Biden winner in Michigan. Some networks have held back declaring the Arizona result where Biden leads.  The relief that is being requested in substantial part is completely unavailable through the Secretary of State, Stephens said during the oral hearing. "Additionally, even if this relief were available, as opposed to when this suit was announced yesterday morning and the count was beginning, it was filed at 4 o'clock, at which point the count had largely proceeded, I am told," she said. In Georgia, Judge James F Bass dismissed the lawsuit. "I'm denying the request and dismissing the petition, Bass said. The Trump campaign has also filed lawsuits in Pennsylvania and Nevada. It has demanded recounting of votes in Wisconsin, which multiple news networks have declared Joe Biden as the winner. Trump is currently leading in Pennsylvania, but his vote count has reduced considerably over the last one day In Pennsylvania, an appellate judge has ordered that poll watchers must be allowed within six feet of counting of votes. In Nevada, Biden is presently leading.  The winner of the Presidential Elections needs 270 Electoral College votes. As of 9am IST on Friday, Biden has 253 votes, while Trump has 213. Trump desperately needs to win three battleground states -- Georgia, North Carolina, where he has a narrow lead, and Nevada, where Biden has a very slim lead.  If Biden manages to win Arizona, where his lead has narrowed, and Pennsylvania, he will emerge the winner. Another path to victory is if Biden wins Arizona, and Nevada.
