Schools and PU colleges in Karnataka will not reopen in December: Education Minister

The Karnataka government on Monday decided that schools and PU colleges will not reopen in the state in the month of December. Karnataka Chief Minister Bs Yediyurappa on Monday held a meeting with Primary and Secondary Education Minister B Suresh Kumar, the Health Department, Rural Development and Panchayat Raj Department and member of the Technical Advisory Committee for COVID-19, regarding reopening schools.  The committee, in its report to the Chief Minister said that it is not advisable for schools to reopen in December. “As December is the time for winter, respiratory infections are likely to occur more. Besides, the experts told us that this is the time Karnataka would likely witness a second wave of infections. This is why we decided not to reopen schools any time soon,” Primary and Secondary Education Minister B Suresh Kumar said.  Another meeting with the Chief MInister is going to be held in the third week of December, where a decision will be made. “The Health Department has suggested that we wait till December to see what the situation is like. We are giving importance to life. It is understandable that students in Class 10 are worried about board exams, but life is more important and we have always prioritised this,” Suresh Kumar said.  He further stated that besides high school students, students between classes 4 and 7 too will now have pre-recorded lessons, which will be aired on DD Chandana channel. The videos will also be uploaded on YouTube. The project is being called Makkalavani.  Minister Suresh Kumar further stated that the Education Department officials had informed the Chief Minister that a lot of children, especially aged between 13 and 18 years, were dropping out of school and PUC to seek work and support their families. “This too was discussed. The Health Department said it is better to decide in the third week of December,” Suresh Kumar added.  He said that so far, the classes were being held on DD Chandana for SSLC students and that the syllabus would be completed by January.

CBI raids former Cong MLA Roshan Baig's residence, suspects undisclosed assets

The Central Bureau of Investigation on Monday conducted a search operation at former Congress Minister Roshan Baig’s residence near Bengaluru’s Coles Park in Frazer Town. The search operation was conducted after the former MLA from Shivajinagar was arrested and sent to 14-day judicial custody on Sunday night in connection with the I Monetary Advisory’s (IMA) Ponzi scam case. Over 30,000 people have lost crores of rupees by investing in IMA.  Police sources said that the CBI conducted searches at Roshan Baig’s residence on a suspicion that he possessed disproportionate assets. During the investigation, Mohammed Mansoor Khan, the founder of IMA and prime accused in the scam, allegedly confessed to the CBI that he had given Roshan Baig a loan of Rs 200 crore, which was never returned. The CBI is in the process of recovering assets of the accused persons in the case due to which they had detained Roshan Baig for questioning on Sunday morning.  Sources said that the CBI officials are looking for undisclosed income and the search operation on Monday was to recover documents and data from Baig’s residence. The source said that CBI is likely to attach Roshan Baig’s properties in order to repay the money to investors as Mansoor Khan allegedly claimed that he was forced to pay crores of rupees to Roshan Baig in order to keep the business going.  Read: Former Congress Minister Roshan Baig arrested by CBI in IMA scam In 2019, the Special Investigation Team (SIT), which was probing the case, had detained Roshan Baig after his name cropped up in the case. The prime accused, Mohammed Mansoor Khan, had in a video alleged that Roshan Baig had extorted money from him.  After the video was uploaded on YouTube, Roshan Baig was detained by the SIT as he had tried to board a private charter plane to a foreign country. The SIT had alleged that Baig was trying to flee the country. When the scam broke out in 2019, the then Revenue Minister RV Deshpande had said that Roshan Baig had introduced him to Mansoor Khan in July that year, asking for favours to not investigate the company’s dealings as suggested by the Reserve Bank of India (RBI), TNM had earlier reported.  Baig is a seven-time MLA of the Shivajinagar constituency, which is at the heart of Bengaluru city. Until his unceremonious exit from the Congress party, Baig was considered as the tallest leader of the Muslim community in the state’s political circles. It may be recalled Baig was among the 17 MLAs of the erstwhile JDS)-Congress coalition government, who resigned and paved the way for the formation of the current BS Yediyurappa-led government in the state.

Expect decision on reopening schools today: Karnataka Education Minister

  Chief Minister BS Yediyurappa is slated to hold a meeting at noon on Monday to decide whether schools must be reopened. The Chief Minister has called for a meeting with the Primary and Secondary Education Department, Health Department and the Technical Advisory Committee for COVID-19 on Monday. The Education Department officials held extensive consultations with the School Development and Monitoring Committee, teachers associations, private school associations and experts before compiling a report on whether schools should reopen. The Education Department had also requested the suggestions of the Health Department, which are expected to be discussed in the meeting on Monday afternoon.  Primary and Secondary Education Minister B Suresh Kumar told the media before the meeting that he expects the Chief Minister to decide on the issue on Monday as a lot of issues have cropped up after schools, especially government ones, shut down after the pandemic.  “We will submit our report and give them the pros and cons of reopening schools. Off late, we have been receiving a lot of reports that the number of children entering the workforce has increased and there have also been reports of increased child marriages. Private schools have online classes but students in government schools don’t have this luxury. Hence, we are expecting to decide on this issue today,” Suresh Kumar said.  Sources with the Technical Advisory Committee for COVID-19 told TNM that several members had suggested that schools be reopened in phases with resuming offline high school classes starting December. The committee has suggested that students and teachers obtain a mandatory COVID-19 test 72 hours before classes begin. The committee has also suggested that schools must procure letters from parents permitting the children to attend classes. Among many recommendations, it was also suggested that school buildings and buses be sanitised regularly, and hand sanitisers provided in every classroom. The experts also suggested that classes be held in a staggered manner by reducing the strength and holding classes in batches. The committee has recommended shutting schools for primary and middle school students, but reopening them for high school students.

Bengaluru reports 1039 new COVID-19 cases, most from Yelahanka and west zone

Bengaluru on Sunday reported 1039 cases of COVID-19, contributing to more than 50% of the day's infections and fatalities reported across the state. Bengaluru also reported 10 deaths due to COVID-19 on Sunday. Till date, the city has reported 3,63,665 infections, 4,068 deaths, 3,41,424 discharges, including 669 on Sunday, and 18,172 active cases. Of the new cases reported in Bengaluru in the past 24 hours, Yelahanka and west zone reported 16% of the cases, east reported 15%, south reported 14%, Bommanahalli reported 3%, RR Nagar and Mahadevapura 11% each and Dasarahalli 4%. There are only two containment zones in Bengaluru, both of which are in Mahadevapura area.  Karnataka on Sunday reported 1,704 fresh infections and 17 deaths due to the novel coronavirus taking the total cases and fatalities to 8,73,046 and 11,654 respectively, the health department said. Other than Bengaluru, the rest of the districts in the state showed a decline in the fatalities. There were zero deaths in 26 districts while one fatality each was reported in three others. The total infections comprise 8,36,505 discharges cumulatively (1,537 on Sunday) and 24,868 total active cases including 470 in the intensive care unit, a bulletin issued by the department said. According to the health bulletin, 100 infections were reported in Mysuru, 46 in Dakshina Kannada, 44 in Hassan, 41 in Bengaluru Rural and 32 each in Mandya, Belagavi and Raichur. There were as many as 1.27 lakh tests done on Sunday including 1.06 lakh using the RT-PCR and other methods taking the total examinations done so far to 1.02 crore, the department added. Emphasising that safety comes first, the Karnataka Health Minister on Sunday said that degree colleges in the state will be shut if COVID-19 cases rise. This statement came in the wake of a tepid response from students to attending classes after colleges reopened. With PTI inputs

Karnataka police arrest labourer who killed and raped woman in agriculture field

A horrifying case of necrophilia has come to light in Karnataka after the arrest of a construction worker by Chikkaballapura Police on Sunday. A month after a woman was murdered and raped by a necrophile, the Karnataka police finally arrested a 29-year-old man in connection with the crime. K N Shankarappa was arrested from Batlahalli village in Chikkaballapur on Sunday after the police received a tip-off about his whereabouts from locals. A native of Andhra Pradesh’s Iravarapalli, Shankarappa had come to Chikkaballpura’s Batlahalli taluk three months ago to visit his friend.  Batlahalli Police said that Shankarappa, who suffers from alcohol addiction, had come to visit his friend and ask help to find a job. Shankarappa began working as a construction labourer at a residential construction site in Batlahalli three months ago. However, police said that he bunked work and would wander around the fields all day or would end up drinking at the local watering hole in Konapura or Batlahalli.  On October 18, Shankarappa allegedly borrowed Rs 5,000 from his friend. He went to a local bar and got drunk. By the evening, he wandered into Konapura village. He slept there and when he woke up on the afternoon of October 19, he found that his money and mobile phone were missing. Shankarappa allegedly wandered into the village and while looking for his phone, he saw two women and a girl working in the fields.  Shankarappa allegedly began speaking to the women and asked them about the mobile phone. The two women were wives of a Konapura resident and the girl was the victim’s step-daughter. While the girl and her mother left the fields, the 27-year-old woman was still harvesting groundnuts. She told Shankarappa to leave.  As it started raining, the woman took shelter under a nearby tree. Shankarappa, who was watching her from the bushes, allegedly walked up to her and sexually assaulted her. When the woman resisted, he allegedly tore the shirt she was wearing and strangled her with it. He then dragged her body into the buses and allegedly raped her.  The Batlahalli Police had procured a sketch of the accused from the second wife of the victim’s husband. The police found CCTV footage of Shankarappa at various points and even at the Konapura bus stop. After enhancing the image from CCTV footage, they showed it to the second wife of the victim’s husband once more. She allegedly recognised him as the man who had approached them that evening.  Shankarappa was arrested near Pallavi Bar in Batlahalli on Sunday morning. Upon his arrest, Shakarappa allegedly confessed to the crime. He has been booked under Sections 302 (murder) and 376 (rape) of the Indian Penal Code.

Bengaluru police officer arrested for fake raid on jewellery store and gold theft

A Bengaluru jeweller’s shop was raided last week by six men in khaki, who made away with gold from his outlet. The police have now learned that among the six men posing as police, two of them were in fact attached to the Halasuru Gate Police Station, while the rest were  impersonators. Halasuru Gate police constable Ashoka (29) was arrested on Sunday, while his colleague, Chowdegowda, is absconding. The police also arrested Mohammed Sheikh (34), Jeetu Adak, Sooraj Yadav (25), Syed Fairoz (33), Nadeem Pasha (32) and Sandeep (25), who had impersonated police officers.  On November 15, a gang of six men wearing police uniforms got out of a car and entered Karthik’s workshop in Tigalarapet. The Halasuru Gate Police said that the men told the workers at Karthik’s shop that he was operating illegally and made them leave the shop. The six men allegedly asked Karthik to produce his trade licence, whilst knowing that he did not have one. They raided his shop and took away 825 gms of gold on the pretext of seizing it as evidence.  Karthik filed a complaint with the police the same evening. The CCTV footage procured from shops in the same road helped the investigators track down the license plate number of the car in which the six men had arrived. The car was sold six times in the past and currently belonged to Mohammed Sheikh. He was arrested from Annasandrapalya on Sunday morning. His arrest led to the information that two of the six people who stole the gold from Karthik were police constables.  Police said that Jeetu Adak and his son Sooraj were also goldsmiths, who ran a jewellery shop in the same building as Karthik. The father owned the building and had rented a portion of it to Karthik. However, they were allegedly jealous of Karthik’s booming business. Jeetu Adak allegedly approached Nadeem Pasha and asked him to help him with a plan to flounce Karthik. Knowing that Karthik was running his business without a trade license, Nadeem Pasha suggested that they rope in two police constables and steal jewellery by posing as policemen.  So far, seven people have been arrested and one of the police constables is absconding. The Halasuru Gate Police said that the eight men sold the gold for Rs 30 lakh and split it among themselves. Further investigation is ongoing.
