The Karnataka government has initiated measures for delivery, distribution and administration of the COVID-19 vaccine whenever it arrives as advised by the Centre, Karnataka Health Minister Dr K Sudhakar said on Tuesday. The State Task Force on COVID-19 recently met and reviewed preparations made for vaccine storage and delivery, he said. "The government has identified 29,451 session sites (vaccination sites) and 10,008 vaccinators as per the norms of the Universal Immunization Programme," Dr Sudhakar said in a statement. The Health Care Workers' data has already been compiled for all the government facilities. At least 80% of the private health facilities have also shared their data. Compilation of data for the remaining 20% private facilities is likely to be completed in a week, the minister added. On the storage facilities in the state, the Minister said Karnataka has around 2,855 cold chain points for storage and distribution of vaccines. "With a view to having a better supply chain network and distribution of vaccines in a timely manner, three new regional vaccine stores Bengaluru Urban, Shivamogga and Ballari have been proposed," Sudhakar pointed out. He opined that these newly proposed Regional Vaccine Stores will also require additional Walk-in-Coolers and Walk- in-Freezers. The assessment of the Vaccine Stores has been completed, he noted. The state has 10 Walk-in-Coolers and 4 Walk-in-Freezers. Further, the Department of Health and Family Welfare, Government of India is going to supply three Walk-in-Coolers and two Walk-in-Freezers for which necessary civil works are being initiated. "In order to have an exact assessment of the cold storage capacity required for COVID-19 vaccine programme, the number of doses in each vial, the volume of a vial, need to be assessed," Sudhakar said. On dry storage, Sudhakar said the state needs to have a dry storage space assessment for the vaccine programme. He explained that the Government of India has already allocated certain deep freezers and ice lined refrigerators as per the Universal Immunization Programme norms. Regarding the usage of animal husbandry department's facilities, the minister said in order to have adequate capacity, the cold storage facilities of the Animal Husbandry Department are also being compiled. Further, the spare cold storage facilities available with private hospitals especially the chain hospital is also being assessed, he added.

Mangaluru man hacked while riding two-wheeler, hospitalised

A horrific murder attempt was made in Karnataka’s Mangaluru on Monday night, where two men on a motorbike hacked a resident of Kadri with a sword while he was riding his two-wheeler.  At around 9 pm on Monday, 30-year-old Noushad and his wife were riding back home when he was attacked by two men on a bike.  The Kadri Police told TNM that Noushad was intercepted by two men on a bike, who began riding next to his vehicle. The pillion rider allegedly hacked at Noushad with a sword on his torso and arms. When people began gathering, the attackers allegedly sped away. Noushad was admitted to Unity Hospital in Mangaluru, where he is currently undergoing treatment. Kadri Police said that Noushad ’s father-in-law was also attacked by miscreants on November 15. Noushad’s father-in-law Abdul Aziz, a member of the Kandavara Masjid’s committee, was attacked with machetes in Gurapur on November 15. He too was rushed to a private hospital, where he underwent treatment and is now recovering at home.  Police suspect that the miscreants who were involved in the attack on Abdul Aziz are the ones who attacked Noushad. “Abdul Aziz and a few locals were fighting over membership to the masjid’s committee. There was also a feud with locals over Abdul Aziz demanding money back from people he had loaned it to. We are still investigating the case,” the Kadri Police said.  The Kadri Police have registered a case under sections 307 (attempt to murder) and 120B (criminal conspiracy) of the Indian Penal Code. Police said that Noushad’s statement would be recorded once he is out of the ICU.

An RSS worker K Narayan, who was the BJP's nominee for the Rajya Sabha bypoll in Karnataka, was on Monday declared elected unanimously. Karnataka Assembly Secretary, Vishalakshi declared him elected unopposed as both Congress and Janata Dal-S did not field candidates. When Narayan's name was cleared by the BJP's central leaders last week for the Rajya Sabha seat, it was a surprise for many in the ruling party as he was unknown to many until then. The seat fell vacant after sitting BJP member Ashok Gasti succumbed to Covid-19 in September. Gasti too was elected unopposed in June this year. Narayan, the owner of a printing press in Mangaluru, had been a close and dedicated member of the RSS and he used print materials like pamphlets for RSS and its affiliated wings free of cost. He is also editor of the "Tuluvere Kedige", a Tulu magazine, a language extensively spoken in Udupi and Dakshina Kannada districts in Karnataka. Meanwhile, BJP's newly elected MLAs N Munirathna of Rajrajeshwari Nagar and Rajesh Gowda of Sira in Tumkuru, formally took their oath on Monday. Both of them won in the bypolls held recently in RR Nagar and Sira.

Karnataka cabinet expansion: BJP National Gen Secy BL Santosh meets BSY in Bengaluru

BJP National General Secretary (Organisation) BL Santhosh on Tuesday met Karnataka Chief Minister BS Yediyurappa at his official residence Krishna to discuss the issue of cabinet expansion, gram panchayat elections and strengthening the party's presence in the Old Mysuru region. Sources told TNM that the high command wants to expand the cabinet and not reshuffle it in order to avoid internal feuds. Sources told TNM that BL Santhosh and Yediyurappa discussed allotting four new cabinet positions, of which three are for former Congress legislators. Sources said that BJP MLCs MTB Nagaraju, R Shankar and Raja Rajeshwari Nagar MLA Munirathna Naidu would be given ministerial berths if the cabinet expansion goes through before December. Besides, Chief Minister Yediyurappa is said to have maintained that the fourth berth be given to his long-time friend and Hukkeri MLA Umesh Katti.  BJP insiders privy to the discussions at the meeting said that BL Santhosh and a few others in the party want the cabinet expansion to take place after the winter session of the Assembly, which is slated to be held from December 7 to 15. "Some important bills have to be passed, and an internal rift due to cabinet expansion is not going conducive," the source added.  The two leaders also discussed building up the party organisation in areas which have been elusive to the BJP, especially the Old Mysuru region. BJP sources said that Santhosh advised BJP state President Nalin Kumar Kateel, stating that party leaders should be travelling to various districts and overseeing the organisation work. "He has suggested that district in-charge ministers take on the role of building up the party's base, especially in the Old Mysuru region immediately in view of the upcoming gram panchayat elections," the source added.   Among other issues that were discussed was in connection with the “Gram Swaraj” programme, where six senior ministers will be in charge of organising conventions in the state and BJP National President JP Nadda is expected to attend one such convention.  BL Santhosh also met Karnataka Water Resources Minister RameshJarkiholi at a hotel in Bengaluru. Jarkiholi is said to have requested Santhosh to ask the high command to approve the cabinet expansion. However, Santhosh is said to have informed Jarkiholi that the issue of cabinet expansion is not in his hands. Sources in the state unit also said that the meeting could have been held as the national leaders are planning a leadership change in Karnataka, since Yediyurappa is due to retire soon.  BS Yediyurappa had said last week that the cabinet expansion would take place in three days. However, that deadline passed on Saturday with many legislators lobbying for a reshuffle. A BJP source had told TNM earlier that many legislators were disappointed at not being acknowledged for their loyalty, whilst those who defected from other parties were given preference for ministerial berths. Sources said that if MTB Nagaraj, R Shankar and Munirathna Naidu are given ministerial positions, and other leaders are excluded, it could lead to further feuds within the party.

ACB conducts raids in connection with corruption case of KAS officer Dr Sudha

The Anti-Corruption Bureau on Tuesday morning conducted fresh search operations at six locations in connection with a disproportionate asset case against a Karnataka Administrative Service officer in the state. The ACB said this was a follow up of recent raids conducted at the properties belonging to Dr B Sudha, the administrator of the Information Technology and Biotechnology Department. According to officials, the raids were conducted at the residences of her associates in Bengaluru: two residences located in Bheemanakuppe in Kengeri, one house each in NGEF Layout in Malathahalli, Ramasandra (outside Bengaluru city limits), KK Layout and Bhamanakuppe. In the first raids that were conducted on November 7 at Dr Sudha’s property, the ACB had seized large quantities of gold, Rs 10 lakh in cash and an SUV vehicle. Dr Sudha was formerly working in the Bangalore Development Authority (BDA) as a Special Land Acquisition Officer. According to the investigating officers, Dr B Sudha amassed the bullion allegedly by accepting bribes while she was working in the BDA.  The ACB alleged that Dr Sudha and her husband accepted bribes while settling various land acquisition deals via middlemen. Officers at that time had told that she had amassed properties worth crores from unaccounted income from her illegal activities. Officials said this included five bungalows, gold and unaccounted cash. At the time, searches were conducted at her bungalows located in Bengaluru, Mysuru and Udupi. She was earlier under the scrutiny of the Lokayukta, too, following allegations of corruption. ACB said that they suspect her astronomical gains were due to bribes paid to her for transfer of agricultural land for the purpose of constructing residential layouts in Bengaluru. ACB sources said that Sudha, who was in the know of the sites up for acquisition, would inform her associates and relatives, who then would allegedly create fake documents and apply for purchasing these properties. They were then sold for a price lesser than the prevailing market price The ACB has registered a case against Dr B Sudha under section 13(b) (if a public servant habitually accepts any valuable thing in any proceeding or business transaction) of the Prevention of Corruption Act, 1988.

NCB busts pseudoephedrine smuggling ring in Bengaluru

The Narcotics Control Bureau (NCB) busted an international drug trafficking ring in Bengaluru, where pseudoephedrine, a controlled substance, was being smuggled through baby bags to South African countries. On November 11, acting on a tip, the NCB learned that pseudoephedrine was being smuggled out of Bengaluru, and two parcels were ready to be transported from Amritahalli in the city. The NCB conducted raids in Amritahalli and seized 6.87 kilograms of pseudoephedrine worth Rs 20 lakh. The drug was concealed between two layers of cloth in a consignment of baby bags. The NCB's probe revealed that the pseudoephedrine was being smuggled to South African countries. The bureau had been conducting surveillance on two suspects based on intelligence they received since November 11. On November 18, a team of NCB sleuths arrested the consignors of the baby bags, D Shukla and G Maria, who were living in the same house in Bengaluru.  NCB sources said that Shukla and Maria were mules for the kingpins, two Nigerian nationals B Onovo and C Okwor. After surveilling the two men, the NCB officials arrested them on Monday. Ephedrine and pseudoephedrine are controlled substances, which are sold exclusively to drug manufacturing companies. These chemicals are intermediary drugs, used for the manufacture of detergents, perfumes, dyes etc. However, pseudoephedrine can be diverted and used for the manufacture of amphetamine-type stimulants like MDMA, also known as ecstasy, which have hallucinogenic properties.  NCB sources said that the past seizures of controlled substances like ephedrine and pseudoephedrine were mostly being shipped to South East Asian countries and that the traffickers are now mostly transporting them to South African countries. "Of late, it has been found that these controlled substances are also being illegally exported to African destinations, especially South Africa, where the possibility of clandestine production of ATS cannot be ruled out," the NCB said in a press note.
