Bengaluru to get two waste-to-energy plants to deal with city's garbage problem

In order to reduce dependency on landfills, the Bruhat Bengaluru Mahanagara Palike (BBMP) is working on setting up two waste-to-energy (WTE) plants to solve the city’s mixed waste problem.  At present, Bengaluru generates about 2,800 tonnes of mixed waste on a daily basis; this is dumped in landfills which are unhygienic, unsustainable, and are under scrutiny from the Karnataka High Court and the National Green Tribunal (NGT). According to officials, the plants will take at least a year to be ready to start processing waste. Waste-to-energy is a method of waste management wherein waste is incarcerated, which is then harvested as electricity and distributed to consumers. BBMP officials say that the first such plant will come up in Bidadi (in Ramanagara district) on the outskirts of Bengaluru, which will have a capacity of 11.5 megawatts. The plant will be set up jointly by the government-run Karnataka Power Corporation Limited (KPCL) and the BBMP.  The plant can process up to 600 tonnes of waste, according to the project plan. The other plant, which can process 1000 tonnes, is likely to come up in another year’s time in Kannahali, at the other end of the city’s periphery.  Read: The problem of Bengaluru's waste: Old landfills at capacity, new ones not enough Notably, while WTEs, unlike landfills, are allowed according to union government Solid Waste Management Rules 2016, there has been no success story in India owing to the nature of waste generated in the country. In fact, in most instances, experts point out that the cost of producing electricity/running these plants is also found to pollute the environment. In 2016, the Okhla plant in the national capital region Delhi was fined Rs 25 lakh by the NGT for polluting the environment and releasing toxins in the air, which affected the health of those living around the plant. Incidentally, plans for a WTE plant, which was earlier planned to be ready in Electronic City by the end of this year through an Indo-French government-government (2018) deal, was dropped. This was done as the French firm 3Wayste found it financially unfeasible to run the plant without any money from the BBMP as agreed in the deal, a source said. Since the time of the proposal, the project was opposed by local residents, who feared environmental pollution.  “Work on the Bidadi plant will commence within a month. We will also have a similar plant in the Kanhalli plant. We will follow the SWM rules, we will try to segregate as much as possible, and only burn waste that cannot be recycled and has dry combustible value,” Randeep D, Special Commissioner of Solid Waste Management, BBMP, told TNM. He added, “Despite its demerits, there is no alternative to WTEs as even though mixed waste generation is reducing, we cannot expect not to generate mixed waste at all.” Incidentally, the BS Yediyurappa-led government is mulling setting up a dedicated waste processing agency like the BWSSB (Bangalore Water Supply and Sewerage Board) for city’s water and sewage management. Sandhya Narayan, a member of the Solid Waste Management Round Table, which is a panel of experts working with the BBMP, said that instead of WTEs the BBMP should focus on recycling, composting and bio-mechanization. She said that when all of these options to deal with garbage are exhausted, then it can be used to generate fuel or sent to cement units.

Decision on Veerashaiva-Lingayat community after Delhi meet: Karnataka CM Yediyurappa

Karnataka Chief Minister BS Yediyurapa on Friday said that a decision regarding categorising the Veerashaiva-Lingayat community under the Union government’s OBC list would be taken after discussion with leaders in New Delhi. Yediyurappa is set to discuss several important issues during the cabinet meeting and one among them is to recommend the inclusion of Veerashaiva-Lingayat community into the Union government’s list of Other Backward Classes (OBC).  CM Yediyurappa said that he would fly to New Delhi in three days, to discuss the issue with the BJP’s national leaders. “This is a very important issue and it needs to be discussed with national leaders. I will be holding a meeting with them in three days in Delhi. We can only decide what to do after that. My cabinet colleagues are also of the same opinion,” BS Yediyurappa said, when asked whether a decision would be taken regarding the inclusion of Veerashaiva-Lingayats into the OBC category.  Yediyurappa said that the matter has been referred to the Attorney General, who will have to submit his opinion, after which he could take up the suggestions with the leaders in New Delhi.  Two days ago, the state government issued an order and appointed BS Paramashivaiah as the Chairperson of the Veerashaiva-Lingayat Development Corporation. Paramashivaiah is also the President of the Karnataka Veerashaiva Development Organisation.  Speaking to the media, seer of the Balehosur Mutt in Haveri district, Dangaleshwara Swamy, said that the members of the Veerashaiva-Lingayat community are happy with the Chief Minister’s decision. “Of course, setting up the board is a big step. But if our long-standing demand of being included in the OBC list comes true, we would have Yediyurappa to thank for it. This has been a struggle for many years. If this does happen, then we will be able to get more representation in gram panchayat or local elections,” Dangaleshwara Swamy said.  Cabinet expansion in two days Yediyurappa also said that the final list of new ministers to be inducted to the cabinet would be ready in the next two days. Speaking to the media ahead of the state cabinet meeting, BS Yediyurappa said, “I have discussed the issue of cabinet expansion with Amit Shah (Union Home Minister). The final list of candidates will be ready in two days. After that, an announcement will be made.”

Karnataka cabinet approves borders for new Vijayanagara district

The Karnataka state cabinet on Friday approved the borders for the newly formed Vijayanagara district. Vijayanagara will now be the 31st district in the state, and will be carved out of the existing Ballari district. On November 18, Chief Minister BS Yediyurappa had given an informal nod for the creation of the new district. He had asked officials to draw up boundaries for the new district before giving a formal nod. According to the Chief Minister’s Office, Hospet, a town located about 12-km from Hampi, will be the district headquarters.  Law and Parliamentary Affairs Minister JC madhuswamy said that Vijayanagara district will have six taluks including Hospet, Harappanahalli, Hoovinahadagali, Hagari Bommanahalli, Kotturu and Kudligi. "We will issue a notification soon," he added. The remaining taluks will be a part of the Ballari district. The move comes as a boost to mining baron and Minister for Environment and Forests Anand Singh, who had championed the cause for carving out a separate Vijayanagara district. In September 2019, BS Yediyurappa had acknowledged Anand Singh’s proposal for creating a new district. The government has decided to form the new district despite so many of us openly saying that we don’t want it. We will launch a protest tomorrow after a meeting with the United Ballari Horata Samiti,” he said.  The BJP MLA representing Ballari city G Somashekhar Reddy, brother of former legislator G Janardhana Reddy, called the proposal "selfish" and described it as one that Yediyurappa should not have agreed to, TNM had earlier reported. The opposition to the new district was highest in Ballari City, where farmer associations, lawyer groups and pro-Kannada groups led by BJP leaders Somashekara Reddy and Karunakara Reddy, both brothers of the former Minister and mining baron Janardhana Reddy, held protests against the move.  CMO sources said that Chief Minister BS Yediyurappa approved of creating the new district primarily to ensure that the administration runs smoothly. “Some of the areas in Ballari are very far from Ballari City. This makes it difficult for those from the economically backward sections, daily-wage workers and even farmers to navigate and get their work done,” the CMO source said.

Karnataka CM Yediyurappa to hold meet with ministers, state MPs ahead of cabinet rejig

Karnataka Chief Minister BS Yediyurappa on Friday held a meeting with his cabinet and party MPs as he awaits approval from the BJP’s central leadership to carry out the much-awaited cabinet reshuffle. The cabinet meeting is slated for 10.30 am at the 'Vidhana Soudha', the seat of power in the state, and that of party MPs at his home office 'Krishna' at 4 pm, official sources said on Thursday. There is speculation that the CM will propose approaching the Union government  to recommend inclusion of Veerashaiva-Lingayat community in their OBC list.  There has also been speculation in some quarters in recent times that the BJP is weighing the option of leadership change in Karnataka considering the age of Yediyurappa, who is 77. The state BJP has repeatedly rejected such speculations, but some within the party like senior MLA Basanagouda Patil Yatnal have openly talked about his replacement. Deputy Chief Minister Dr CN Ashwath Narayan on Thursday said Yediyurappa will continue in his post. "...we are saying repeatedly that there is no leadership change in Karnataka, Yediyurappa will continue as Chief Minister. There will be no change, he (Yediyurappa) is our leader and he will continue," Narayan told reporters. The Chief Minister's political secretary MP Renukacharya too said, "Our national leaders and state president have said that Yediyurappa will continue as CM.” He hit out at the Leader of the Opposition in the state assembly Siddaramaiah, who had claimed the BJP will change the Chief Minister citing "information from sources in Delhi". The meeting with MPs has come in the backdrop of Chamarajanagar Lok Sabha member V Srinivas Prasad on Wednesday making no secret of his "disenchantment" with the Chief Minister, by stating that Yediyurappa "doesn't need us anymore". Gulbarga Lok Sabha member Umesh Jadhav said, "I have received a message and a phone call from the CM's office informing about the MPs meeting at 4pm tomorrow. Subject has not been specified. It may be about development and issues pertaining to the state that are pending before the Union government," he said. Also, Minister Ramesh Jarkiholi is camping in Delhi, and Deputy Chief Minister Laxman Savadi and Revenue Minister R Ashoka travelling to the national capital despite the cabinet meeting on Friday has set off speculation in political circles. Jarkiholi has made it clear he was batting for MLC CP Yogeshwar to be inducted into the cabinet along with a couple of Congress-JD(S) rebels who joined the BJP with him and are now party legislators. Savadi and Ashoka have said that they are going to Delhi to attend BJP national General Secretary CT Ravi's office inauguration. According to sources, senior national BJP leaders are likely to attend Ravi's office event and the Ministers are expected to meet them regarding developments in the state. Yediyurappa on Wednesday said that he was expecting communication from the BJP high command in 2-3 days regarding expansion or reshuffle of his cabinet. He had met Nadda in this regard in Delhi last week, but was reportedly asked to wait for clearance from the central leadership to go ahead with the process. BJP National General Secretary (Organisation) B L Santosh on Monday met the Chief Minister and both leaders reportedly held discussions in this regard. Political activities have intensified within the ruling BJP camp in the state after Yediyurappa on November 10, soon after the party's victory in bye polls to two Assembly constituencies, had indicated that cabinet reshuffle is on cards. The exercise is expected to be a tightrope walk for Yediyurappa, considering that there are too many aspirants. While several of the old guard like Umesh Katti are waiting for a chance to be inducted into the Ministry, Congress-JD(S) rebels like A H Vishwanath, R Shankar and M T B Nagaraj, who helped the BJP to come to power last year and are now party MLCs, are also aspiring for slots. The cabinet currently has 27 members and seven berths are vacant.

Bengaluru: Accused being taken to crime scene shot after he allegedly attacks cops

Bengaluru police opened fire at a criminal to immobilise and arrest him in the wee hours of Thursday after he stabbed two police staff including a woman who had accompanied him to the crime scene. This incident was reported in Bagaluru police limits on the outskirts of Bengaluru, when a police team took the accused to the scene of crime for investigation. The Bengaluru police had arrested four persons for allegedly attacking a photographer, Martin, and snatching away his belongings - camera equipment valued around Rs 3 lakh and a purse containing Rs 4,000 on Tuesday night. The four-member gang involved in this case was arrested at around 7 pm on Wednesday, a police officer told IANS. The police identified the arrested as Dinesh aka Dini aka Papacchi, hailing from Tamil Nadu and his accomplices Arun, Naveen and Lallu, all residents of Kattiganahalli in Yelahanka. Police said Dinesh is the brother of Muniraju who is already arrested in a murder case that took place in Yelahanka in July. Deputy Commissioner of Police (North-East Division) C K Baba told IANS that the police was ascertaining the antecedents of prime accused Dinesh. "We are in touch with the Tamil Nadu police. As a part of the investigation procedure, our team took him to a crime scene as well to recover a weapon that was used for attacking the photographer," he said. The DCP added that the accused did co-operate till the crime scene, when we asked him to hand over the weapon that was used for the attack, using the same weapon, he attacked our lady Sub-Inspector Vindhya Rathod and a Constable Sumanth, who are part of the team. "....hence our police inspector Prashant Varni, in order to protect the police officers on duty, fired at Dineh's leg after firing a warning shot in the air. Dinesh was immobilised and arrested after being injured by the bullet. He was taken to the same hospital where our police officers were being treated following his attack," he explained. A case has been registered and further investigation is on.

Arrested ex MLA Roshan Baig shifted to hospital over health complications

Former Congress Minister Roshan Baig, who was arrested by the Central Bureau of Investigation in connection with the IMA Ponzi scam case, was admitted to a hospital on Thursday. Roshan Baig, who was being treated at the hospital in Parappana Agrahara Central Prison on Tuesday, was shifted to the Jayadeva Institute of Cardiovascular Sciences on Thursday.  Sources said that Roshan Baig underwent an angioplasty on Thursday. CBI sources said that if the hospital suggests keeping Baig in hospital for further observation, CBI will have to seek the court for his custody once again. Roshan Baig suffers from diabetes and hypertension. Roshan Baig was shifted to Jayadeva as the doctors at Parappana Agrahara sought a second opinion on Roshan Baig’s health ahead of handing him over to the CBI for questioning.  As per the protocol for COVID-19, Roshan Baig was kept in the isolation ward at Parappana Agrahara. However, he developed breathing difficulty on Wednesday and was put on oxygen support, according to prison officials.  Roshan Baig was to be questioned by the CBI in connection with the I-Monetary Advisory Ponzi scam, which looted crores of rupees from investors by promising halal investment methods. Close to 40,000 depositors have lost their money and the owner of IMA, Mohammed Mansoor Khan had said in a video that he had given Roshan Baig an amount of Rs 400 crore.  This is not the first time Roshan Baig’s name has cropped up in connection with a scam. In 2003, Roshan Baig and his brother Rehan Baig’s names cropped up in connection with the fake stamp paper scam after the case mastermind Abdul Kareem Telgi was arrested in Bengaluru. At the time, Telgi had allegedly confessed to the Special Investigation Team that he had enlisted the help of Roshan Baig’s brother Rehan Baig. However, Rehan Baig was acquitted of all charges in the case.  CBI sources said that in the fake stamp paper case, the investigators only had the confession of the accused due to which there was no case against Rehan Baig. However, the agency is probing his finances, especially the money Roshan Baig allegedly hid under shell companies, to form connections between him and Mohammed Mansoor Khan.

Bengaluru residents seek closure of allegedly illegal glass recycling unit

A group of Resident Welfare Associations (RWAs) in north Bengaluru has joined hands to oppose a glass recycling factory that has been set up in an empty plot in their neighbourhood, allegedly without any clearance from the authorities. So far, their complaints to the local police have not resulted in any remedy. The group includes Janakiram Layout Association, Trinity Blossom Layout Association, Trinity Orchards Layout Association, Trinity Habitat Association, Trine Palm Heights Association, Bens Sathya Enclave Residents Welfare Association and Saroj Enclave Apartments Association, among others. These residents residing along the vicinity of Hennur Main Road, leading to Kempegowda International Airport, have also approached the Karnataka State Pollution Control Board (KSPBC) regarding the matter, and have sought the closure of the glass recycling unit. Glass processing units fall under the ‘red’ category of industries, which need clearance from the Pollution Control Board before being set up. The residents say that the glass recycling unit which has come up in their area is extremely hazardous to human health, directly affecting the respiratory system. They say that the noise and air pollution as a result of the functioning of the unit is proving to be harmful, especially for children and elders in the neighbourhood. Manoj Cherian, one of the residents, said, “We, the residents, of the area had gone to the Hennur Police Station Inspector to lodge the complaint. Following this, on the same day, the owner of the plot was called to the station and warned him of legal action. To this, the owner had said he needs a week’s time to wind up the activities.” He added that the police did not give any official acknowledgement of their complaint.  “While it has been difficult for almost every human being due to the pandemic, we have been faced with another challenge around the safety of our residents and associated health, and of course, environmental concerns. Keeping in mind the right of every human to live and let live, we urge you to look into our priority concerns as one can’t do much without sound health and serene environment. Request your immediate attention to this serious concern and take necessary measures at the earliest which is affecting a large group of law-abiding citizens,” a letter by the RWAs sent to the Pollution Control Board read. The group is yet to hear back from the KSPBC.
