Heading to Bengaluru airport? You can now book your seat on BMTC bus

In a first of its kind service in India, the Bangalore Metropolitan Transport Corporation (BMTC) on Saturday announced that it will allow commuters to book seats in advance for its services to the airport and back to the city.  BMTC said the seats can be booked in advance through the KSRTC (Karnataka State Road Transport Corporation) booking counters,online (www.ksrtc.in), KSRTC Mobile App and authorized franchisees. As of now the advance booking will be allowed in nine select routes KIA-4, KIA-4A, KIA-5, KIA-6, KIA-8, KIA-8C, KIA-9, KIA-10 and KIA-14. BMTC in a statement said that passengers must show printed ticket/e-ticket booking SMS (through mobile/laptop,etc) along with any one of the specified identity proofs while boarding. Further the statement said commuters will be given a 5% discount on fare if more than four tickets are booked in a single transaction. Return journey discount of 10% on basic fare is allowed when both onward and return journeys are booked in a single transaction. A note said, “BMTC is committed to provide efficient, adequate, economical transport services to the travelling public. BMTC has implemented various services and amenities for the benefit of the travelling public and has gained the encouragement and patronage from the commuters. Currently air conditioned “Vayu Vajra” services are being operated from different localities of Bengaluru city to Kempegowda International Airport (164trips) and Kempegowda International Airport towards city (171 trips),totally with 335 single trips daily.”  Currently due to the COVID-19 and reduced patronage, other air conditioned services by the BMTC have been discontinued. Commuters can track the real time movement of the city’s buses using the MyBMTC app. The app also has a trip planning system, to allow people who are not used to the city’s bus routes to go to the app and figure out how to go from A to B, based on the current bus routes.

Former Karnataka Chief Minister HD Kumaraswamy on Saturday said that he would have remained the Chief Minister for the full term of five years if he had allied with the BJP in 2018. Kumaraswamy said that he "fell into the Congress' trap", which allegedly aimed at destroying his reputation when he allied with the party in 2018 to form a government.  Speaking to the media in Mysuru at a press conference, Kumaraswamy said that the Congress destroyed the reputation he had maintained over the span of 12 years in just a few months. "When I stepped down as the Chief Minister due to a power struggle with the BJP in 2006, I still had a following and the support of people. After allying with the Congress in 2018, Siddaramaiah and his gang destroyed my reputation. I walked into their trap only because I agreed to the alliance because of Deve Gowda (his father). This betrayal hurt my reputation more than happened with the BJP in 2006," Kumaraswamy alleged.  He maintained that his father, the former Prime Minister HD Deve Gowda, was one of the few politicians, who still stuck to his secular beliefs, due to which he did not want the JD(S) to ally with the BJP. "Only because I did not want to hurt my father in his old age, I allied with Congress. In the 18 months I was the CM, I allocated Rs 19,000 crore to constituencies of Congress MLAs. But what happened? Siddaramaiah and his gang did everything to destroy my reputation," Kumaraswamy alleged.  He went on to say that many political leaders in Karnataka have become strong and powerful because the JD(S) had provided them a political platform. "Our family is cursed that way. Whenever we allowed someone to grow, they stabbed us in the back. But I remain undeterred. I am waiting for the right time. I already have a plan to make JD(S) stronger in Karnataka, from the grassroots level," Kumaraswamy added.  Kumaraswamy, however, refuted questions on whether he holds a "soft corner" for the BJP. Over the last few months, Kumaraswamy and Chief Minister BS Yediyurappa have met several times privately, which had set off speculation that the two leaders, who had become arch rivals after 2006, had rekindled their friendship for political reasons. When the BJP-JD(S) government came to power in 2004, Kumaraswamy and Yediyurappa had agreed to hold the CM post for 20 months each. When Kumaraswamy reneged on his promise, the alliance was in jeopardy. Finally, Kumaraswamy broke the alliance and the government collapsed in 2008.   After the 2018 Assembly Elections delivered a split verdict, the Congress and JD(S) joined hands. This after both Kumaraswamy and his father HD Deve Gowda had openly said that their party would "never again" ally with the BJP. At the time, Kumaraswamy had recounted the 'betrayal" he had suffered. "The BJP destroyed my reputation in 2006 and I will not ally with them," Kumaraswamy had said.  The Congress-JD(S) government collapsed in 2019 following the defection of 46 MLAs to the BJP.

The freshly-readied airport halt station near the Kempegowda International Airport (KIA) in Bengaluru will get its first train in the second week of December. However, the exact date is yet to be finalized by the authorities. This announcement was made by AK Verma, Divisional Railway Manager, Bengaluru on Saturday, during an interaction with reporters. The halt station at the edge of the airport campus was built with funding provided by Bangalore International Airport Limited (BIAL), the company that manages the KIA. Commuters, including the airport staff and flyers, will be taken to the airport on shuttle buses run by BIAL. This rail connectivity would also serve as the first alternative to reach the airport without using the existing road network. Other than being an alternative to the road network, it will also be a much more economical option for commuters, as tickets are expected to cost Rs 10 from Yelahanka and Rs 30 from Majestic. In late November, the South Western Railways had announced that an additional three pairs of trains will operate towards the KIA from Bengaluru city, apart from the four pairs of trains that already operate between the city and Chikkabalapura. However, since the imposition of lockdown and travel restrictions, passenger trains in these networks had remained suspended until now.  By the end of 2023, commuters can expect to reach the airport terminal directly by train, as part of the dedicated suburban rail facility. During his announcement, Verma also said that the new Baiyappanahalli Coaching Terminal will start functioning by February, 2021.  The terminal has been named after Sir M Visvesvaraiah and the gazette notification for the same was issued on Friday, he said.

The new cab aggregator rules put in place by the Union government last week don’t bring any real solutions to problems faced by drivers, cab drivers and driver associations in Bengaluru said. The Motor Vehicle Aggregator Guidelines 2020 announced by the Ministry of Road Transport & Highways last week included measures aimed towards benefitting drivers. This included a cap on the commission levied by a cab aggregator at 20%, and a minimum 3 km charge (base fare) to compensate for distance travelled and fuel used by a driver to pick up a customer. The guidelines also mandate cab aggregators to ensure Rs 5 lakh insurance to drivers, not exceeding a 12-hour shift per day and more transparency of how the aggregators’ algorithm works, allowing the drivers to see the share they are getting in each trip. However, a few cab drivers and associations in Bengaluru that TNM spoke to believe that implementation of these guidelines by the state governments, and ultimately by cab aggregators, is key, something they do not seem confident about. “Whatever guidelines they may bring, there will be some loopholes while implementing and the aggregators will use it and ultimately there won’t be any benefit. We have seen this happen several times before,” Vijay Kumar K, a taxi driver from Bengaluru said. The new rules cap the percentage of fare that an aggregator can receive at 20%, which means at least 80% has to go to the driver. However, the prevalent commission rate is already 20%, and drivers have been demanding that commission be reduced from 20% to 5-10% for months now, especially taking the pandemic impact into account. According to Tanveer Pasha, President, Ola-Uber Drivers and Owners Association, the claim of this benefitting drivers is a hollow one, because the new rules also permit aggregators to charge a fare 50% lower than the base fare. “On its own it looks very nice but say there is a scenario where we are to get Rs 20 for each kilometre and we have a trip of 7km. Now as per the new guidelines, the aggregator can reduce it by half, making the overall earning Rs 70. This would have otherwise been Rs 140. Now 20% commission leaves us with Rs 56, and taking into account GST deduction, we are left with Rs 53. Add to this Rs 25 for diesel. So ultimately we are left with Rs 33. This calculation is excluding the depreciation and services to the car. Now how does this make it better for us?” he asks. Shaik Salauddin, National General Secretary of the Indian Federation of App-Based Transport workers (IFAT) has also appealed to the government to reevaluate the 20% commission.  “We would appeal to the govt to reevaluate the 20% commission for cab aggregators and check if it can be lowered further as the drivers are suffering from not only the  pandemic but also from rising fuel prices and high handedness of the insurance agents threatening to repossess our vehicles,” he said. Read: Union govt issues rules for Ola, Uber: All you need to know Drivers have also long complained about the long working hours they are subjected to in order to be eligible for incentives that depend on a certain number of rides. However, the new rules require aggregators to ensure that drivers are not logged in for more than 12 hours and mandate a 10-hour break if they exceed 12 hours. However, drivers say that they will have to work for long hours if they have to be eligible for incentives. “Breaks are just an eyewash. We are not crazy to work for long hours without reason. Even we have families and homes to go to. The reason we work that long is because we hope to complete enough rides to get incentives. And sometimes just as we are nearing the target, the rides suddenly stop coming to us. If the government really wants us to get enough rest let them prevent such manipulation by the app,” Anand, another taxi driver from Bengaluru alleged. For drivers in Bengaluru, their main demand is that they be given worker status and receive benefits that an employee of the organisation gets and feel that any other measures are mere appeasement and won’t be very effective. Aditya, the president of Bruhat Bengaluru Taxi Drivers Union said, “Until drivers are considered workers, no guideline will be of any use. We must be considered workers of these companies and we too must receive benefits like fixed working hours, overtime, ESI and PF.” Aditya is pinning his hopes on the code on social security that looks to bring such benefits to gig workers. “There is still a lot of uncertainty in the system. If labour code becomes applicable to us, then real solutions can be worked out as the role of the union, employer and the government becomes clear. Without this, no real solution can be achieved,” Aditya adds.

Two weeks after his arrest, a special Bengaluru court on Saturday granted bail to former Congress Minister Roshan Baig in connection with the multi-crore I Monetary Advisory (IMA) scam case. Baig, a seven-time MLA from Bengaluru’s Shivajinagar Assembly constituency, was arrested on November 22 by the Central Bureau of Investigation (CBI) for allegedly helping prime accused Mohammed Mansoor Khan flee the country when the scam broke out. His arrest came after hours of questioning by the central agency earlier in that day.  It was earlier reported that Baig was admitted to Jayadeva Hospital on November 26 and had undergone an angioplasty. This, after doctors at Parappana Agrahara sought a second opinion on his health ahead of handing him over to the CBI for questioning. Baig had a pre-existing condition of diabetes and hypertension. Baig’s name had first gotten embroiled in the scam when Mansoor Khan, in a video, had  alleged that Roshan Baig had extorted money from him. Promptly after that video went viral, a Special Investigation Team (SIT) of state police was formed by then Chief Minister HD Kumaraswamy. The SIT had also detained and questioned Baig in 2019. Close to 40,000 depositors have lost their money, and the owner of IMA, Mohammed Mansoor Khan, had said in the video that he had given Roshan Baig an amount of Rs 400 crore. Subsequently, the then Revenue Minister RV Deshpande had said that Roshan Baig had introduced him to Mansoor Khan in July that year, asking for favours to not investigate the company’s dealings as suggested by the Reserve Bank of India.  It may also be recalled that Baig was among the 17 MLAs of the erstwhile JD(S)-Congress coalition government who resigned and paved way for the formation of the current BJP government led by BS Yediyurappa in the state. Unlike others, he was not given a ticket to contest in the bye-polls by the ruling BJP.

Karnataka bandh sees lukewarm response, stray protests held across state

The state-wide Karnataka bandh called on Saturday by pro-Kannada organisations led by Vatal Nagaraj, many factions of the Karnataka Rakshana Vedike turned to be a damp squib. In state capital Bengaluru, auto rickshaws, app-hailed cabs, BMTC buses and metro services ran as per normal. There were no incidents of violence reported. Normal life remained unaffected in other parts of the state as well with eateries and provision stores being open for business as usual. Protests were reported in Chamarajanagar, Bengaluru Rural, Gadag, Koppal, Hassan, Ramanagara, Chitradurga, Davangere, Bagalkote, Chikkamagaluru, Mandya among other districts so far.  However, there was no major incidents of traffic movement being stalled.  Both Bangalore Metropolitan Transport Corporation and Karnataka State Transport Corporation officials said that none of their planned schedules were affected due to the strike.  Read: Karnataka bandh: Vatal Nagaraj, pro-Kannada activists detained in Bengaluru As a precautionary measure, security was  beefed up around Chief Minister's official residence and home office in Bengaluru, where some activists have planned to lay siege. Chief Minister BS Yediyurappa is in Belagavi to attend the BJP's state executive meeting. The protesters are objecting to formation of Maratha Development Corporation and an allocation of Rs 50 crore for the same.  The pro-Kannada organisations had set a November 30 deadline for the government to withdraw its decision to establish Maratha Development Corporation. While the government did not go back on its decision, CM Yediyurappa had urged the protesters to withdraw their call for strike. He assured them that Kannadigas and Kannada was his government's utmost priority. The government's decision to create a body for the Maratha community is seen as a move by the ruling BJP to woo the community ahead of the Belagavi Lok Sabha, Maski and Basavakalyan assembly bypolls, which are yet to be announced. The community is said to have considerable presence there.

Pro-Kannada groups had called for a bandh across Karnataka on Saturday, but it has had no major impact on normal life so far, other than sporadic protests and demonstrations by burning effigies. Activists of several Kannada organisations had gathered at Bengaluru’s Town Hall for staging demonstrations. They raised slogans against the BS Yediyurappa-led government. Earlier, he had clarified that the decision to set up a Maratha Development Corporation had nothing to do with the Marathi language, and it is for the Maratha community residing in the state. The government's decision to create a body for the Maratha community is seen as a move by the ruling BJP to woo the community ahead of the Belagavi Lok Sabha, Maski and Basavakalyan assembly bypolls, which are yet to be announced. The community is said to have considerable presence there. The government had earlier announced the setting up of the Maratha Development Authority, but subsequently changed it to corporation, as authority has to be constituted by a law, by passing an act in the legislature. Despite opposition, the government following the cabinet approval has even issued a formal order establishing the Maratha Development Corporation, with an allocation of Rs 50 crore, which has further irked the pro-Kannada groups.
