Buses in Karnataka are plying amid strike by transport employees, says state govt

Amid a strike by transport workers in Karnataka, the Karnataka government said that as many as 943 buses under various government transport services are operating on Monday. While a few state transport buses were seen plying, according to figures provided by the government, as many as 234 Karnataka State Road Transport Corporation (KSRTC) and 182 Bangalore Metropolitan Transport Corporation (BMTC) buses were operating as of 12 pm. Additionally, 286 buses under the North Eastern Karnataka Road Transport Corporation (NEKRTC) and 241 buses under the North Western Karnataka Road Transport Corporation are operating on Monday. This is despite the call for a strike by transport organisation employees after the deadlock between them and the Karnataka government was not resolved fully over the weekend. Although the transport employees organised a fresh protest at the Freedom Park in Bengaluru on Monday morning, they called it off by evening. Karnataka Deputy Chief Minister Laxman Savadi on Sunday ruled out one key demand of the workers — to consider striking transport workers as government employees. The Deputy CM said he will look into other demands of the workers. The major demands of the employees are to bring them under the government's payroll, provide the same privileges/incentives as government employees and a compensation of Rs 30 lakh to those who died during COVID-19 duty. Karnataka Chief Minister BS Yediyurappa had earlier urged the protesting transport employees to call off the strike. The employees had taken part in a massive protest on Thursday, which was led by farmer leader Kodihalli Chandrashekar. Following this, negotiations were held with the state government over the weekend. It had then appeared on Sunday that the strike would end. However, the workers decided to continue their strike to urge the government to give into their demand to be converted as government employees. On Monday evening, Kodihalli Chandrashekar announced that the strike was ending. The state government was examining the option of deploying private bus operators to minimise the hardship faced by commuters till the issue is resolved. Deputy Chief Minister Laxman Savadi also indicated that the government was not ready to entertain farmers' leader Kodihalli Chandrashekhar, who has now emerged as the representative of the transport workers as well.

A day after the violence, police personnel continued to be deployed at the plant, which is located in Narasapura Industrial Area in Kolar district. The plant, run by Taiwan-based company Wistron, manufactures iPhones. It also manufactures IT products for Lenovo and Microsoft, among others. Over 130 people were detained by the police following the incident during which the workers hurled stones, broke glass windows and doors, and overturned and set fire to vehicles. Here’s everything you need to know: 1. Workers are protesting allegedly over unpaid salaries. A Times of India report states that workers were not being paid what was promised to them at the time of joining, and that salaries being paid to employees have been reducing. Some workers also alleged that they haven’t been paid for four months. 2. Wistron’s administrative officer TD Prashanth in his complaint to the police said the company estimated the damage to be Rs 437 crore. Things that the complaint alleges were destroyed include four cars, two golf cars, the canteen area, TVs, laptops, printers, phones, production machines, construction site containers, water purifiers, an ATM machine, personnel documents, cash and more. An FIR has been filed under the following sections of the Indian Penal Code: 143 (punishment for member of unlawful assembly),147 (punishment for rioting), 148 (rioting), 323 (Punishment for voluntarily causing hurt), 448 (Punishment for house-trespass), 435 (Mischief by fire or explosive substance with intent to cause damage of Rs 100), 395 (Punishment for dacoity), 427 (Mischief causing damage to the amount of fifty rupees), 504 (Intentional insult with intent to provoke breach of the peace), 506 (punishment for criminal intimidation) and 149 (Every member of unlawful assembly guilty of offence committed in prosecution of common object). 3. In the FIR, Prashanth alleged that contract workers went on a rampage around 6 pm on December 12. There was sloganeering, and the workers entered into one of the blocks, vandalised iron lockers with rods and destroyed company property. The FIR says that after ransacking offices, they moved to the area where phones belonging to employees and other valuables were looted, and electronics were destroyed. “Then they started pulling out employee details and started destroying those documents as well. When the security guard tried to stop them, they abused him and also assaulted him and made a threat to his life,” the FIR reads. It adds that security checkpoints were destroyed, and the police could also not disperse the crowd. It alleges that security personnel, including women employees, were assaulted. Apart from employee belongings, computers, printers, CCTVs and hundreds of smartphones that were getting ready for production were allegedly damaged. 4. Apple, too, is probing if Wistron violated its supplier guidelines, according to the Economic Times. Apple’s supplier guidelines reportedly mandate that third-party staffing agencies pay workers on time and as per rules and provide them other benefits. "Apple is dedicated to ensuring everyone in our supply chain is treated with dignity and respect. We have teams on the ground and immediately launched a detailed investigation at Wistron’s Narasapura facility in India. We are also dispatching additional Apple team members and auditors to the facility. Our teams are in close touch with the local authorities and we’re offering our full support to their investigation,” an Apple spokesperson said. 5. Politically, however, Karnataka is concerned about how the state will be viewed as an investment destination. Political parties in the state have sought a thorough probe into the violence. Condemning the violence, the state government has already assured necessary action. Noting that the incident has been reported by several national and international news agencies, senior Congress leader VR Sudarshan said it was not a good development while trying to attract investment and job creation in the state. Congress MLA and former IT Minister Priyank Kharge said the vandalism incident was not good for the image of the state. "Investments and job creating opportunities are dropping due to corona and in these trying times Govt needs to get its act together in protecting labour and industries interests," Kharge said. Minister for Major and Medium Industries Jagadish Shettar had on Saturday said the state government would give necessary protection to Wistron. Stating that the government will take stringent measures to prevent such unpleasant events from recurring, he said it was committed to the business, the workers and the people at large. "The incident at the Winstron plant is unfortunate and unacceptable. The government is committed to conducting a full and fair investigation into the incident and punishing the wrongdoers," he added. The incident occurred a day after a high-level Taiwanese delegation led by Ben Wang, Director General, Taipei Economic and Cultural Center, on Friday told Chief Minister BS Yediyurappa that several of their companies were keen to engage with the government to further discuss their investment plans in the state. Wistron alleges K'taka plant suffered Rs 437 crore loss due to vandalism

Taiwan-headquartered Wistron Corporation has alleged that it had suffered losses worth Rs 437.40 crore due to the violence unleashed by a section of workers over salary issues at its plant in Kolar district in Karnataka. A section of employees allegedly carried out arson, loot and violence at the Narasapura manufacturing plant of Wistron over wage-related issues on Saturday, police had said. In its complaint at the Vemagal police station, company executive T D Prashanth has stated that office equipment, mobile phones, production machinery and related equipment worth Rs 412.5 crore was lost. The company also alleged that employees damaged the building, damaged vehicles, set them on fire, damaged costly equipment including machines and computers. Infrastructure worth Rs 10 crore, Rs 60 lakh worth cars and golf carts, smartphones and other gadgets worth Rs 1.5 crore were also stolen or lost. He stated in his complaint that 5,000 contract labourers and about 2,000 unknown culprits carried out the vandalism in the factory facility. The police have so far arrested 149 people and detained a few others. Meanwhile, the managing director of the Wistron India Sudipto Gupta said in a statement the company was in a state of deep shock by the events at its Narasapura facility. "We follow the law and are supporting the authorities with their investigation. The safety and wellbeing of our team members is always our top priority," Gupta said in a statement to the media. The Karnataka government has not only condemned the incident but also assured security and stringent action against people involved in the arson and violence. Political parties in Karnataka on Sunday sought a thorough probe into the violence at Wistron's manufacturing plant as they expressed concerns about its possible impact on the investment-friendly image of the state. Condemning the violence, the state government said strict action will be taken on those involved and said that the issue related to the employees' wages will also be looked into. Leaders of the ruling BJP and opposition Congress termed the incident as unfortunate and sought a detailed probe.

Ahead of the Karnataka Legislative Council reconvening on Tuesday to pass ‘important bills’, the fate of the contentious Karnataka Prevention of Slaughter and Preservation of Cattle Bill, 2020, will depend on how the JD(S) will vote. With the Congress making it clear that they will vote against the bill, the spotlight is on the JD(S) to see if they will support the government, like they did for the Land Reforms Bill.  In an exclusive interview to TNM, former Karnataka Chief Minister and JD(S) leader HD Kumaraswamy says his party will ensure that the anti-cow slaughter bill will not become a law. “We have been opposed to the anti-cow slaughter bill from the beginning and there are no changes in that. There is already a law in existence from 1964. There is no necessity to bring another bill on the same issue. We have heard that the government might push the bill through the ordinance route, we will oppose that as well,” says Kumaraswamy.  The Legislative Assembly passed the Karnataka Prevention of Slaughter and Preservation of Cattle Bill, 2020, on December 9, without a debate, after the Opposition stormed out of the House protesting.  One of the huge concerns regarding the bill is that it would empower the police to search and seize anyone with just a suspicion of violation. Kumaraswamy says it would empower vigilante groups to attack and harass with no fear of law. “The bill that has been tabled in Karnataka Assembly will give an opportunity for harassment,  not just of farmers but of the common man as well. And it will empower the cow vigilantes in the state. It will create a situation where nobody can file cases or take action against them. Every year India exports beef roughly worth Rs 29,000 crore. The BJP and the bill is silent on the export. Gujarat is one of the largest exporters of beef. What about that?” he questioned. The question of how farmers will take care of cattle that yield no economic return of investment to them has only received ambiguous answers by the government.  “Farmers own and nurture cows. And farmers can belong to any community. Today,  there is no opportunity to make money or profit out of farming alone. But if a farmer has a few cows maybe there can be marginal financial prosperity in this house.  If you tell the farmer that he cannot even sell a male cow that is born it means that he will have to spend at least Rs 200-300 every day. There are no grazing lands anymore in Karnataka. Whatever grazing lands there are have either been encroached or have been taken over by the government, which means that the farmer will have to artificially produce feed for the cows. The farmer in Karnataka who is already reeling under economic burden will now be further burdened,” Kumaraswamy tells TNM.  The former CM further questioned the government’s motivation behind the bill. “This bill is being brought in purely to satisfy a certain section of the society. On one side the Congress is only speaking about Muslims and how the bill will affect them. On the other hand, the BJP is only thinking about a small section that only worships the cow and not the common man in the farming community. Nobody is speaking about the farmers the bill will oppress.” The Congress had said that the government had violated Legislative protocols by not mentioning in the Business Advisory Committee(BAC) about tabling the bill and had alleged that they had not even received a copy of the bill to study. Kumaraswamy also confirms the same to TNM. “We did not receive a copy of the bill before tabling in the Assembly. We were told that the government had assured the BAC that the bill will not be tabled. By taking advantage of Congress' protest the government passed a bill in the Assembly.”  Kumaraswamy alleges that the Karnataka Prevention of Slaughter and Preservation of Cattle Bill, 2020 was a distraction to divert attention from government’s failures. “There are bigger, far serious issues for the government to deal with. Due to coronavirus people are still suffering immensely. Karnataka Chief Minister BS Yediyurappa on Sunday appealed to the protesting transport workers in the state to call off their strike. "A sincere effort was made to resolve problems of  KSRTC staff in today’s meeting convened by Deputy Chief Minister Lakshman Savadi and Home Minister Basavaraja Bommai. Except the condition to consider KSRTC staff as Government employees, other demands such as rectifying salary differences, Rs. 30 lakh ex-gratia to the employees, who died of COVID-19, action to avoid harassment from senior officials were promised to be fulfilled,” a press release by the Chief Minister's Office stated. Karnataka Deputy Chief Minister Laxman Savadi ruled out considering striking transport workers' demands to be treated as government employees, but said all other needs within financial limitations are being looked into. He said the option of deploying private bus operators was being examined to minimise the hardship faced by commuters till the issue was resolved. "Certain things are difficult. We have to do things within our financial limitations. Already the government has been hit because of COVID-19 and there are financial constraints. We are thinking about giving them (employees) what can be given legitimately," Savadi, who is also the Transport Minister, said. Speaking to reporters ahead of meeting workers' representatives in Bengaluru, he said some legitimate demands can be fulfilled as he expressed hope that the stalemate would be resolved and buses will start operating soon. "Their demand of being considered as government employees is not possible as it is difficult. There are several other corporations in the state with similar demands and if we do it now, it will open a pandora's box as others are ready with a petition. Most part of the government's revenue will have to be spent on them if it happens," he added. The employees’ major demands are that they be brought under the government's payroll, provided the same privileges/ incentives as government employees and compensation of Rs 30 lakh to those who died during COVID-19 duty. On Monday morning, as many as 69 BMTC buses were operational in Bengaluru. Asked why the government was not imposing Essential Services Maintenance Act (ESMA) on the workers, he said they are like family and the government did not want to use such harsh measures on them now. "They are our staff, we want to convince them. ESMA is like Brahmastra, we don't want to use it immediately.. there is no question of it.. I have trust in our employees, it (strike) will end," he said. With public transport services coming to a grinding halt across the state, lakhs of commuters, who depend on buses for their daily commute, have been hit.  Meanwhile, officials said a limited number of buses operated on Sunday in some parts of Bengaluru and various parts of the state. "I have already held discussions with the Commissioner (transport) in this regard and necessary steps will be taken," the Deputy CM added. Savadi also indicated that the government was not ready to entertain farmers' leader Kodihalli Chandrashekhar, who has now emerged as the representative of the RTC workers. He said there may be some motive behind Chandrashekhar's involvement in the strike and the government had not invited him for any meetings. "We have called our worker representatives as they are part of our family," Savadi said, while stating that he would reveal about the "hidden hands" behind these strikes at a later stage.

Leaders of the ruling BJP and opposition Congress termed the incident as unfortunate and sought a detailed probe.  A day after the violence, police personnel continued to be deployed at the plant in Narasapura Industrial Area in Kolar district. "It is unfortunate that Wistron manufacturing plant was violently attacked by agitating workers near Kolar. At a time when many companies are shifting base from China to India, such attacks give a bad name for the State. I request CM BS Yediyurappa to order a probe into this incident," BJP national general secretary CT Ravi tweeted. Noting that the incident has been reported by several national and international news agencies, senior Congress leader VR Sudarshan, who visited the spot said, it was not a good development for attracting investment and job creation in the state. He sought stricter measures by the government so that such incidents did not recur. Calling for immediate mediation by the government between employees and the company for creating a conducive atmosphere for the plant to start functioning again, he asserted that protecting the interest of employees was also equally important. He also demanded a thorough inquiry into what led to the incident and punishment for those behind it and the ones who instigated it. Congress MLA and former IT Minister Priyank Kharge too in a tweet said vandalism of Wistron factory was not good for the image of the state. Loss due to floods in Karnataka estimated at Rs 15,410 crore: CM Yediyurappa

Karnataka Chief Minister BS Yediyurappa on Sunday said the state has estimated the loss due to recent floods at Rs 15,410 crore, as he requested the Centre for assistance to take up relief work and repair of damaged infrastructure. He made the plea during a discussion with the Inter-Ministerial Central Team (IMCT), led by Union Home Ministry Joint Secretary Ramesh Kumar Ganta, that has been deputed to Karnataka to make a first-hand assessment of damage and loss caused by the floods in three spells since August. "In view of the estimated huge loss of Rs 15,410 Crores, I urge the IMCT to recommend release of central assistance to enable us to provide relief to the affected people and to take up repair of damaged infrastructure," Yediyurappa was quoted as saying by his office in a release. He thanked Prime Minister Narendra Modi for reviewing the flood situation twice through video-conference and Home Minister Amit Shah for having released Rs 577.84 crore from the National Disaster Relief Fund (NDRF) for flood relief and also for deputing a second IMCT to the state. After the August floods, the state experienced two more spells of very heavy to extremely heavy rainfall events during the second fortnight of September and mid October. This was accompanied by very high discharges from reservoirs in Maharashtra to downstream Karnataka, and this was probably the first time the state faced floods in Krishna and Bhima basins in a single year. Yediyurappa said the flood/landslides have damaged 34,794 houses, crops in more than 16 lakh hectares apart from extensive damage to critical infrastructure, totally estimated at Rs 15,410 crore. To provide immediate relief, the state government has disbursed input subsidy of Rs 551.14 crore to 7.12 lakh farmers, he said. Despite severe financial constraints, Rs 1,320.48 crore has been committed for flood relief, repair and reconstruction, he said, listing the assistance given for various affected categories. The IMCT, over the next two days, will be travelling to flood affected areas in Kalaburagi, Vijayapura and Udupi districts, official sources said.
