Bengaluru police is investigating the alleged rape and murder of a 20-year-old nursing student who arrived in the city from Assam on Monday. The student joined a college in Bengaluru for a course in nursing and her family said that her admission was done through Anisur Rahman, a 21-year-old student at the same college who is also from Assam. Anisur was arrested by the police on Wednesday in connection with the murder. The first information report registered at the Byadarahalli police station in the city mentions charges of rape and murder. The victim was brought dead to Anupama Hospital in Yelahanka in Bengaluru on Wednesday by the accused Anisur Rahman. According to the police complaint filed at the Byadarahalli police station, Anisur alerted his neighbours that his girlfriend was unconscious on Wednesday morning around 10:30 am.  The police complaint filed by the landlord states that the victim was unconscious and there was bleeding in her genitals. She was rushed to the hospital in Yelahanka by Anisur and his friends.  While the victim hails from Goalpara district in Assam, Anisur Rahman is from Barpeta district in Assam. The victim’s family members say that she did not know Anisur and that he was only helping her with the admission process in her college in Bengaluru. According to a lawyer connected to the case, the nursing student arrived in Bengaluru on December 14 and contacted Anisur two days later on Wednesday asking for help to encash a cheque of Rs 1.5 lakh. Hours later, she was brought dead to Anupala Hospital by Anisur.  According to the police, preliminary investigations suggested that the victim was raped and murdered.  "We will know more after the post-mortem is completed. One of the accused - Anisur Rahman - is arrested and the preliminary investigation suggests a case of rape and murder," said Rajeev A, a police inspector from Byadarahalli police station who is investigating the case.  "But we have found that they are both from Assam and they are possibly friends from before because the victim's father knew the accused person Anisur. The woman had just reached Bengaluru this week to start her nursing course and we are investigating what she did from the time she reached here," said the police official. According to the investigating police, Anisur Rahman claimed that the victim started bleeding and fell unconscious when they were having consensual sex. However, police are waiting for the post-mortem report to shed more light on this. "We have not found any struggle marks on the body but we can confirm only after the post-mortem report is submitted," another investigating officer said. However, the victim's family said that the police should speed up their investigation and claimed that there are two other persons involved in the case who are currently absconding.

Whitetopping of Indiranagar 100 ft road: Residents ask why no public consultation

Civic Issues
Residents said that they approached the BBMP to share the project design so they could give feedback.
Indiranagar 100-ft road
From driverless pod taxis to goods trains to transport Bengaluru’s waste to Kolar, the city’s civic body has come up with myriad schemes for Bengaluru’s “development” over the years. The latest one is whitetopping Indiranagar’s 100-feet road, which is currently in a reasonable condition and spending Rs 28 crore public funds for one project. The story was first reported by Bangalore Mirror. On Wednesday, CV Raman Nagar MLA S Raghu laid the foundation stone for the project, which was met with opposition from Indiranagar’s residents, who stated that the project was approved without public consultation. They argued that the funds allocated for whitetopping could be better utilised in creating pedestrian-friendly footpaths for the stretch and also repairing roads in the area, which have become nightmares for motorists.  BBMP officials said that whitetopping the 1.8-km stretch is “necessary” due to the heavy traffic it witnesses every day. “We are also planning to construct wide footpaths but the problem is most footpath space is being used for parking and pedestrians don’t have space to walk,” a senior BBMP official said.  Residents of Indiranagar and members of civic group I Change Indiranagar met with BBMP officials and submitted their requests regarding holding public consultations to ensure that there is better planning for the project. Several residents too said that the redevelopment project is a “waste of public funds”.  Satish Rao, a member of I Change Indiranagar, said that the BBMP could have utilised the funds to repair the Jeevan Bhima Nagar Main Road, which had been dug up in many parts by the Bengaluru Water Supply and Sewerage Board. The dug up main road, which is perpendicular to 80-feet road in Indiranagar has become a nightmare for motorists due to its bad condition, he said.  “Why doesn’t the BBMP desilt storm water drains and develop slum areas where hutments cannot withstand monsoons currently? If they want to develop roads, 10% of the Rs 28 crore is enough to repair Jeevan Bhima Nagar Main Road and make it pedestrian-friendly and also help motorists?” Satish questioned.  Members of I Change Indiranagar have also demanded that the BBMP install rain water harvesting facilities and separate cobblestone paths where the sewage and electricity cables are laid. This is to ensure that the road is not dug up by BWSSB or Bescom, which would damage the roads and cause inadvertent delays in repairs.  “The problem with the project is that public consultation did not happen and BBMP has not shared the detailed project report with the people. The footpaths are so bad. The footpath level has been increased and people living along 100-ft road are not even able to open their gates properly. The plan should include a separate pedestrian walking zone, a separate cycle stretch too,” Satish said.  Residents said that the same funds could also be utilised to repair interior roads in Indiranagar as many of them have been dug up by BWSSB and Bescom. Many have not yet been repaired like 18th Main Road, 13th Main and other adjacent roads.  Speaking to TNM, Pralhad, BBMP Chief Engineer for Road Widening, said that the civic body has taken residents’ suggestions into consideration and that the agency is planning to tweak the project design to include wider footpaths, a bicycle lane and also include a rainwater harvesting system.  “We will have to rework the design and then call for public consultation. The residents want Bescom’s Ring Main Units (control panels for transformers), which are on the footpath to be removed. We have to factor this,” he said.

Yuvraj Swamy allegedly cheated government job aspirants by convincing them of his ‘strong political connections'. Bengaluru’s Central Crime Branch on Wednesday arrested a 55-year-old man posing as a Rashtriya Swayamsevak Sangh (RSS) functionary for allegedly cheating government job aspirants by convincing them of his “strong political connections”. The CCB sleuths arrested Yuvraj, a resident of Nagarabhavi and seized 100 cheques worth Rs 91 crore from his residence.  Speaking to the media, Joint Commissioner of Police (Crime) Sandeep Patil said that a complaint was filed by a person who had given Yuvaraj Swamy Rs 1 crore after the accused had promised him a tender for a project, Deccan Herald reported.  The CCB chief said that Yuvraj had allegedly taken Rs 10 crore from an educationist-turned politician from north Karnataka by promising him to help procure a ticket to contest the upcoming Belagavi bye-elections. The politician demanded his money back and Yuvraj told him that he had given the cash to different people in the state and central governments and could not return it. The politician filed a complaint through a third party, who was also allegedly duped by Yuvraj, Times of India reported.  Sandeep Patil further said that Yuvraj had taken money from several people by promising them jobs and government tenders. “He has several other cases registered against him. Earlier this year in February, Yuvraj’s car driver, R Umesh, filed a complaint, accusing him of assault. Yuvraj had opened a bank account in Umesh’s name without his knowledge,” Sandeep Patil said.  In February, Umesh allegedly learned of the bank account after he received a notice from the Income Tax Department, asking him to explain how he procured money for transactions worth Rs 80 lakh as Umesh’s monthly salary was Rs 15,000. Umesh reportedly informed the I-T sleuths that he had no knowledge of the bank account and upon asking his employer, is said to have learned that it was set up in his name by Yuvraj. He had filed a complaint with the Annapoorneshwari Nagar Police.

Karnataka Legislative Council ruckus: JD(S) leader Basavaraj apologises to people of state

Politics
Seven-time MLC Basavaraj Horatti tendered an apology on “behalf of the entire House” where MLCs were pushed around and abused on Tuesday.
Ruckus at Karnataka legislative council
A day after the Karnataka Legislative Council was rocked by unruly scenes, senior JD(S) leader and seven-time MLC Basavaraj Horatti on Wednesday tendered an apology to the people of the state "on behalf of the entire House". Meanwhile, political parties, including the ruling BJP, are mulling options before them regarding the no-confidence motion against council chairman K Pratapachandra Shetty, elected to the post during the previous Congress-JD(S) coalition government. The BJP with the support of JDS sought to move the motion on Tuesday resulting in a ruckus their members and Congress MLCs hurling abuses and pushing each other and the Deputy Chairman being pulled down from the Chairman's seat. Amid the pandemonium and chaos which many senior members termed as "black mark" and "unprecedented" in the Council's over a century old history, it was adjourned sine-die within minutes by Shetty after it met for the day. "On behalf of the entire House, I apologise to the people of the state and seek forgiveness for whatever happened yesterday," Horatti said in a statement. Media reportage of the incident made him feel that the people of the state will never forgive the members, he said. "Many MLCs are in pain because of the incident and going forward, I appeal to everyone to try not to bring disrepute to the Legislative Council," Horatti, a sitting member, said. "Yesterday's development was a black mark," he said, as he pointed out that the council has the history of over 113 years. BJP sources said the options included legal recourse.  "Law Ministers and others, we will sit and discuss, and take appropriate decision," Chief Minister B S Yediyurappa said on Wednesday, when asked about the next move. Not wanting to let go, the opposition Congress too is said to be strategising its response for the BJP-JD(S) plan of action. Responding to a question on BJP considering legal options, Congress Legislature Party leader Siddaramaiah said, "I won't comment....let them fight in whatever way, we will also fight." Hours after the House was adjourned, a delegation of BJP and JD(S) leaders, including senior Ministers, had petitioned Governor Vajubhai Vala and sought his intervention and a specific direction to convene the House to take up the no- confidence motion. Shetty had rejected the no-confidence notice citing procedural lapses and pointing out that no specific charges were made against him. However, BJP and JD(S) had attempted to take up the motion with the Deputy Chairman in the chair, stating that Shetty cannot hold the proceedings as Chairman as the no- confidence was against him and he did not enjoy the support of majority members of the house. With Congress opposing it, unruly scenes followed as members from both sides hurled abuses and pushed each other.

Wistron iPhone factory violence: Police arrest Kolar’s SFI taluk President

Crime
The police have claimed that Srikanth allegedly planned the protest and instigated the workers.
Srikanth SFI's Kolar taluk president
The Kolar police on Thursday arrested the taluk President of Students’ Federation of India, an association affiliated with Communist Party of India, in connection with the vandalism that took place at Wistron’s iPhone manufactory in Kolar on December 12.  The Kolar Rural Police, who are probing the case, had detained Srikanth on Wednesday. Upon questioning, he was arrested on Thursday morning. The Kolar Rural Police said employees, who were not paid outstanding salary amounts and payment for overtime work, had allegedly approached Srikanth a few weeks ago, seeking help to organise a protest.  On December 12, the employees of Wistron and SFI had planned to hold a protest outside Kolar Collector Sathyabhama’s office at 11 am. Police said that Srikanth allegedly curated the WhatsApp message, calling for the protest, which was circulated widely among employees.  The Kolar Rural Police said that Srikanth and several SFI activists allegedly entered Wistron’s premises on the morning of December 12, and alleged that they too were part of the vandalism that occurred.  “Srikanth was arrested for instigating the violence and also bringing in people outside of the company’s employees into the plant which was vandalised,” the police said. Wistron’s employees on the night shift had gone to meet the HR Department personnel with a letter demanding that the company pay the outstanding dues and the money for overtime work. Employees that TNM spoke to earlier had said that they were stonewalled. They also said that December 12 was not the first time they had approached Wistron’s management with their grievances and that the anger among thousands of employees was simmering over the last six months. The Kolar Police has arrested 132 people including employees and SFI activists so far.  Also read: Wistron iPhone plant violence: Workers say months of pent-up anger behind outburst An FIR was registered against 7,000 unidentified persons, including 5,000 contract workers at the Kolar Rural Police Station on December 12, for vandalism, criminal breach of peace, rioting and assault.  Also read: Losses from Wistron violence drastically downgraded from Rs 437 cr to Rs 52 cr.
