Karnataka HC asks cop to clean road for a week for failing to do his duty

The Karnataka High Court directed a police officer in Kalaburagi district to clean the road in front of his police station for a week for failing to address a complaint by a mother whose son was abducted. A division bench of Justice Sunil Dutt Yadav and Justice P Krishna Bhat was hearing a petition filed by Tarabai, a resident in the district. The petition said that the police officer did not comply with procedure when she came to the Station Bazar police station in Kalaburagi with a complaint. She told the police at the station that her son Suresh was abducted and not found. "If the facts disclosed to him amounted to an offence taking place within the limits of his police station, then he should have proceeded with the investigation of the case and if the offence disclosed took place outside his jurisdiction,then he was obliged to transfer the FIR to the jurisdictional police station for further investigation of the case," the bench stated. The bench stated that the mandate of law was overlooked and the woman's complaint was not made into an entry in the diary kept at the station. No FIR was registered in the case. Following this, the station house officer took an undertaking that he would clean the road in front of the police station for a week. The court accepted his undertaking and also said that police officers in Kalaburagi district will be given an orientation course in 'zero FIRs'. "We direct the Superintendent of Police, Kalaburagi District to hold a workshop/orientation course to all police officers working within Kalaburagi District on the subject of "Zero FIR"," the bench stated. Since Suresh, who was missing, was later produced before the court, the bench said that the matter will be closed after the police officer serves his punishment.

Institutional quarantine compulsory for UK returnees who test positive in Karnataka

The Karnataka Health Department said that it had tested all travellers who came to the state from the UK on December 20 and 21 and the results of their tests are awaited.

The Karnataka government on Wednesday issued a fresh Standard Operating Procedure (SOP) for returnees from the United Kingdom, mandating RT-PCR tests at airports for each traveller from the country and isolation in a separate unit of an institutional facility for positive cases. "Passengers testing positive shall be isolated in an institutional isolation facility in a separate (isolation) unit co-ordinated by the respective District Health Authorities/BBMP," read an SOP issued by the state health department. "All the contacts (without any exception) of those travellers who arrived at various airports between December 21 and December 23 and tested positive would be subjected to 'institutional quarantine' in separate quarantine centres and would be tested on Day 0 and Day 7 of most recent contact with COVID-19 positive traveller," the SOP added. All travellers transiting to India through the UK will also be tested for the virus. India suspended all passenger flights connecting the UK from Wednesday till December 31 or till further orders. The Karnataka Health Department said that it had traced and tested all travellers who came to the state from the UK on December 20 and 21. The results of their tests are awaited. Yediyurappa said all those travelling to the state and arriving at Bengaluru or Mangaluru airports from abroad must have an RT-PCR COVID-19 negative certificate which should have been obtained 72 hours before their departure time. Health Minister K Sudhakar said all those who have arrived in the state from the UK since November 25, will be mandatorily monitored for 28 days, adding that they have to quarantine themselves. A total of 2,500 people have come to the state since November 25 to December 22 in two flights, Air India and British Airways. About reports that a couple of people who have come from the UK have tested positive for the coronavirus, the Minister said information is still awaited as tests are being done. Amid concerns over the new coronavirus strain, Union Health Secretary Rajesh Bhushan reviewed in a meeting held through video conferencing the status of passengers coming from the UK and found that they had arrived in Maharashtra, Karnataka, Telangana, Tamil Nadu, West Bengal, Goa, Punjab, Gujarat and Kerala.

Bengaluru to witness cold spell, temperature may dip to 10℃

Bengaluru experienced its coldest day of the season so far on Tuesday according to the Indian Meteorological Department (IMD), with the temperature dropping to as low as 12.3℃. The IMD station in HAL Airport recorded 12.3℃ while the Kempegowda International Airport station recorded 12.6℃. The Hebbal (GKVK) station recorded 13℃, while the Bengaluru city station recorded 14.4C.   With this, weather experts have predicted that temperatures may drop further with no prevalent system affecting the city’s weather. “In Bengaluru, we may see temperatures may drop to around 11 to 1O℃ in January, but this is nothing unusual. We are not experiencing any unusual weather conditions; we are only experiencing a slight drop in temperature from normal in some stations by 1℃. Only in the northern part of Karnataka, in areas like Bidar and Vijayapura we may experience severe weather,” CS Patil, Director of IMD, Bengaluru told TNM.  “There is no forecast for rain as of now. We expect weather to remain dry for the remainder of the winter season,” he added. After a spell of foggy days, from Wednesday, Bengaluru will see sunny days for the next few days, with maximum and minimum temperatures expected to be around 28℃ and 17℃ respectively. Starting from Sunday, December 27, skies will turn foggy again with maximum and minimum temperatures expected to be around 28℃ and 16℃ respectively. Other parts of the state The IMD in its daily weather report said that, while cold wave conditions prevailed at isolated places over North Interior Karnataka, dry weather prevailed over the rest of the state.  Bidar in the Hyderabad-Karnataka region experienced the lowest temperature in the state, with 5.6℃. Many parts of north Karnataka like Belagavi, Dharward, Bagalkot and Raichur experienced temperatures between 8-12℃. Only coastal districts of Udupi, Dakshina and Uttara Kannada districts saw the minimum temperature rising above 20℃.

Karnataka night curfew from Dec 24: NYE at bars and restos, interstate travel allowed

The night curfew, which was earlier announced by Karnataka Chief Minister BS Yediyurappa on Wednesday morning as a precaution against the spread of COVID-19, will be implemented starting December 24. The same has been clarified by an order passed by Chief Secretary Vijaya Bhaskar.  The night curfew will be implemented between 11.00 pm and 5.00 am starting 24 December until January 2, 2021 (till 5.00 am on January 2, 2021), the order said. This is an update from the earlier announcement made by the Chief Minister, who had said the night curfew will be in place between 10 pm and 6 am. In a major exemption, midnight Christmas mass on December 24 night will be permitted following earlier guidelines. Here's what is allowed and what is not during the night curfew Movement of long-distance night buses, train services and air services will be permitted according to the order. For this, to-and-fro movement of taxis and auto will be permitted for dropping pickup of people to/from bus stops, railway stations or airports. The movement for the same will be allowed on displaying valid tickets, the order said. The order said that movement of individuals shall remain strictly prohibited between 11.00 pm to 5.00 am, except for essential activities. However, there will be no restriction on movement of all types of goods through trucks, goods vehicles or any goods carriers, including empty vehicles. Further, all industries/companies/organizations which require operations at night shall be permitted to operate with 50% staff. Movement of employees of such organisations shall be allowed on producing valid ID card issued by their respective organization or Institution. The same order said that industries or factories which requires 24x7 operations will also be allowed to operate without any restrictions. The order also said that pubs and bars can remain open on Christmas and New Year's Eve, but DJ parties in nightclubs are barred. The government has said that COVID-19 safety measures will be strictly enforced during Christmas and New Year’s Eve in the city. The government had earlier barred midnight revelries on New Year's Eve on Brigade Road and MG Road.
