'No lecturers for many subjects': Karnataka govt colleges have acute teacher shortage'

For years, many colleges have been short-staffed and students fear that they will be forced to attend exams without being taught.

Graduation colleges run by the state government under the Higher Education Department across Karnataka including those in Bengaluru, are facing a severe shortage of teachers. The shortage is so acute that students have had to stage protests over the issue. For years, permanent faculty for these colleges have remained low and guest lecturers are being recruited on a yearly basis to make up for the shortage. Final year students from the Maharani’s Arts, Commerce and Management College for Women resorted to protests earlier this week by sitting in front of their college gate, stating that although they have seven subjects as part of the course, only two subjects are being taught for the last three months since the college reopened after the COVID-19 lockdown.  “From the time college has restarted, we have been asking our principal when the guest lecturers will start to teach. Constantly, we are being told that it will happen this day or that day. Till today, it hasn’t happened, so we couldn’t wait anymore,” said Bhavana (name changed on request). The students fear that they will be forced to attend the exams without being taught. When asked about why the situation was so dire, Manjunath T, Principal, Maharani's Arts and Commerce College, suggested that efforts were being made to hire more teachers on an ad-hoc basis. “We need 70 lecturers but only 28 have been given. Government has only allowed 50% of those who taught last year to teach this year. We will try our best to complete the syllabus with the time remaining. The students need not protest as we also wish for their benefit and we will solve all of their problems. This problem is not restricted to our college but across 400 colleges in the state,” he told TNM.  Students of Government Arts College in Bengaluru said that they are also facing a similar problem.  “We don’t have lecturers for multiple subjects. We are currently having combined classes with other sections and other streams, just so they can engage the classes,” Shanti, a second-year student said. The situation is no better in districts away from cities like Bengaluru and Mysuru. Amar, a student of Government First Grade College in Dharwad said, “In the previous years, we used to have guest faculty but this year, there is no guest faculty. The lecturers are struggling to take classes and we are not having practical classes. At this pace, the syllabus cannot be completed before exams.”  Similarly, Eranna, a student of Sarladevi College in Ballari said that while usually, 130 guest faculty members are hired every year to make up for the low number of permanent faculty. This year, they have not been appointed. This has resulted in students having to attend a single or two classes in a day on average. The Hindu on Sunday reported that while 14,000 such guest faculty were to be hired, only 7,000 have been hired. The report stated that the Finance Department is yet to approve the Higher Education Department's proposal to hire the other 7,000. ‘Hire permanent faculty’ Niranjanaradhya VP, Senior Fellow and Programme Head, Universalisation of Equitable Quality Education Programme, Centre for Child and the Law, at National Law School of India University said that the current policy of hiring ad-hoc faculty is the problem. “The problem really is that we are not making permanent recruitment. Whenever there are vacancies, permanent appointments need to be made. Only then, we can do justice to students. Contractual appointments won’t serve any purpose as there is no job security and because of that, they don’t show much interest. What research shows is that when there is permanency in a job, automatically the job satisfaction goes up, making them engage with students in a full-fledged way,” he told TNM. “Permanent appointments are key to smoothen this process and it also increases the quality of teaching. The government should stop this ad hoc arrangement. I feel that we must do away with this contractual appointment as it doesn’t help the learning process. This is a neo-liberal model of hire and fire where they don’t want to provide social security and sectors like education and health are not a priority for the government now, unlike earlier. After 1990, education became open for privatisation and commercialisation,” he added.

Sasikala out of ICU, to be released from jail on Wednesday

Former AIADMK General Secretary VK Sasikala will be released from the Parappana Agrahara Central Prison in Bengaluru at 10 am on January 27, according to her legal team. The Karnataka Home Department on Monday passed the order for her release according to sources in the jail. Meanwhile, Sasikala has been moved out of the ICU after her coronavirus symptoms reduced, the Victoria Hospital authorities said in a statement.  Sasikala’s advocate Raja Senthoora Pandian, speaking to TNM said, "I have given an application for sentence completion certificate that they have accepted it. The legal documents are getting ready. We will go on Wednesday morning with documents for Sasikala to sign for the final release. She will remain in the hospital”. Hospital now says Sasikala’s symptoms have reduced substantially and she has been taken out of the ICU. However, the hospital authorities have been monitoring her. “She is conscious, alert and well oriented. Stable and comfortable, taking oral food normally and walking with support.” The hospital, in a previous update about her health on Saturday morning stated that she was “conscious, alert and well oriented” and her oxygen saturation level was at 98% and it was also reported that she was being comfortable. Sasikala had tested positive for coronavirus last week and was hospitalized on January 20 and was later admitted to the Bowring Hospital after she had complained of breathlessness and fever. The latest medical bulletin on Sasikala’s health says she is asymptomatic for COVID-19 symptoms.  Meanwhile, her sister-in-law J Ilavarasi, who too is serving a jail term in the corruption case and was found COVID-19 positive, was keeping well, the authorities said. Ilavarasi will be released in the first week of February. Sasikala was sentenced to four years imprisonment in February 2017 in a disproportionate assets case. Sasikala and her sister in law J Ilavarasi are in prison for a disproportionate assets case that dates back to the 1990s during Jayalalithaa’s first term as the Chief Minister, which pertains to the amassment of assets to the tune of Rs 66.65 crore between 1991 and 1996. Sasikala  was sentenced to four years imprisonment in February 2017 in the disproportionate assets case and she is supposed to be released in January 2017.

About 25,000 farmers from across Karnataka would lead a protest rally on Tuesday to Bengaluru from Nelamangla on the city's outskirts in support of their counterparts' tractor rally to New Delhi against the three farmers' laws, said state's farmers leader K. Chandrashekar on Sunday. "We have sought police permission to lead the protest rally in 10,000 tractors to Freedom Park in the city from Nelamangla in solidarity with our colleagues in the northern region who are going to Delhi in thousands of tractors, seeking repeal of the three anti-farmers laws," Chandrashekar told reporters here. As the farmers' protest rally on Tuesday coincides with the 72nd Republic Day celebrations, police advised them to avoid tractors, which would choke the highway and roads in the city, inconveniencing the public. "As Delhi police allowed thousands of farmers to enter the national capital in tractors for their protest rally after the Republic Day parade, the city police should not prevent us from staging a similar rally," asserted Chandrashekar, who is also the president of the Karnataka Rajya Raitha Sangha, an apex body of about 30 farmers' associations across the southern state. Farmers from Mandya, Mysuru, Kodagu, Hassan, Tumakuru, Chitradurga and many districts will participate in the protest rally against the three laws. "The rally will also be in protest against the APMC Act and Land Reforms Act, the BJP government in Karnataka has amended recently, as they are also against farmers and growers," reiterated Chandrashekar. About 10,000 farmers from across the state staged a massive rally in the city against the twin Acts on December 9.

Kannada actor of Bigg Boss fame, Jayashree Ramaiah was found dead at an old age home in Bengaluru on Monday morning. The actor was residing at the Sandhya Kirana, an old age home, located in Janapriya Township where her body was found on Monday morning. Reports indicate that she died by suicide. According to reports, Jayashree had depression. In July last year, Jayashree had written in a Facebook post, “I quit. Goodbye to this fg world and depression." Soon after she posted the message on Facebook, she deleted the post. She also wrote, "I'm alright and safe!! Love you all.” Jayashree's close friend Shilpa, who spoke to the local media, said that she had isolated herself from her family and friends over the last few months and had stopped responding to their calls and messages. Jayashree was a contestant in Bigg Boss (Kannada) season 3.  Following the Facebook post, actor Kiccha Sudeep had reached out to Jayashree and sought to help her. In a Facebook live, following the incident, she had said, “I am not doing all of these things for publicity’s sake. I am not expecting financial help from Sudeep sir. I am only expecting my death as I am unable to battle depression. I am financially strong but I am depressed,” she had said according to reports.  After deleting the Facebook live video, the actor had posted, “Thanks a lot Sudeep sir for your care and you saved me along with your team members and my loving friends and fans. Love you all! Sorry for making you guys panic. I am back to form.”  Jayashree was slated to act in the Sandalwood film Olledallappo. Reopen classes for primary schools: Educationists, health experts urge Karnataka govt

With the Karnataka government remaining indecisive on the issue of reopening primary schools, educationists and other stakeholders have been urging the government to reopen schools from February 1 onwards. Vidyartigala Nade Shaleya Kade, a group of educationists and public health experts have been pushing for primary schools to reopen since December 2020. The group of experts have sent multiple representations to the Karnataka government and also shot brief videos of children demanding to go back to school. Speaking to TNM, Dr Niranjan Aradhya, Senior Fellow, Centre for Child and the Law at NLSIU, who is also a member of the group, said that the state government would have to reopen anganwadis as the Supreme Court has directed all states and union territories to reopen anganwadis before January 31. "If anganwadis have to be open then why not primary schools. The state government should consider the need for schools to reopen not only because many children in rural areas cannot access online education, but also keeping in mind their need for nutrition and ability to interact with their peers," he said. Dr Niranjan says that based on the National Sample Survey Organisation's information, only 11% of rural India has access to mobile phones and 2% have access to the internet. He maintains that data shows that only 0.09% of children in Karnataka between the age group of 1 and 10 years have contracted the coronavirus, while 0.11% of children between the age group of 11 and 12 have contracted the virus. "The state government's decision to not reopen primary schools is unscientific. Most of the parents of students in government schools are agricultural workers or daily wage labourers. Sending children to school is not only so they can learn but school forms a part of their daily support system. Besides, children between the age group of 5 and 12 years need to go to school to learn. They need the presence of teachers and their peers,"he adds. He says that in rural areas, children have been losing out on mid-day meals, which has affected the malnutrition levels and reopening primary schools is the logical solution. "Use of technology in education must be supplementary and it should not become a substitute for education. School education is not only about information overload but children learn social interaction and the connection to their teachers and peers is crucial," he added. The Karnataka government allowed offline classes to begin from January 1 for students in Classes 10 and 12. For students in government schools studying in Classes 6 to 9, the government allowed classes under the Vidyagama scheme. Under this programme, classes are held in open spaces in batches where a teacher takes classes for a group of not more than 10 to 15 students at a time. In addition, pre-recorded YouTube classes have been uploaded for students in primary school. Officials with the Department of Public Instruction said that they have recommended restarting offline classes for Classes 6 to 9 from February. The Primary and Secondary Education Department is yet to take a decision on this recommendation, the official said. "One of the reasons why the government is hesitant to reopen schools for younger children is because there was a lot of pushback from parents when children in Belagavi, Kalaburagi and other districts turned positive when the Vidyagama scheme was started for students in all classes. A decision will be taken by the end of the week," the  Primary and Secondary Education Department said.

Leopard enters Bengaluru apartment complex again, forest officials set traps

A leopard on the prowl near an apartment complex at Bengaluru's Bannerghatta was spotted again on early Monday morning. The big cat had already visited the Prestige Song apartment building for the second night in a row and its movement was caught on CCTV cameras. Forest department officials say they have set traps and hope to catch the animal alive. The leopard was spotted first at Prestige Song apartment building on Friday night, and then again on Sunday, and both times the animal stayed within the premises for close to 20 minutes. The leopard returned to the same building on early Monday morning at 1 am and later disappeared into the bushes. The apartment building is located barely 5 km from the Bannerghatta National Park. "The leopard was again spotted within the apartment complex at 1 am in the night/morning but it went out towards the nearby bushes,” said  Mahesh, Inspector of Hulimavu Police Station to TNM. Watch: Video: Leopard enters Bengaluru apartment, creates scare The officer says they have increased vigil in the area but have so far been unable to spot the animal during the daytime, “We are keeping a close watch but have not been able to spot the animal in daylight as of now. Forest Department officials are on the ground and they have kept two cages ready with goats as baits in two spots to trap it in spots where we expect the leopard to again venture out,". Officials on the ground expect to capture the leopard and release it back in forest area by Monday evening. Leopards sightings in the periphery areas of Bengaluru city is not uncommon. The leopards from nearby forest areas like Bannerghatta and Jarakabande Kaval find their way to the city in search of prey. In a recent incident in January 2019, a leopard, which was spotted in the ITC factory in Yelahanka, was captured by forest officials and released into the Bannerghatta National Park within 24 hours.

Crackdown after Shivamogga blast in Karnataka, explosives seized in Mandya

The Mandya district administration in Karnataka seized explosives and detained vehicles used for quarrying in a bid to restrict illegal activities in the wake of a blast that took place in Shivamogga last week, killing at least six people.  Residents in several parts of Mandya, particularly around Krishnaraja Sagar, had voiced concerns about illegal quarrying in their areas. The stone-crushing units found in different parts of the district supply stones for the construction of buildings in Mandya and Mysuru. Officials from the Mines and Geology department along with taluk administration officials visited Baby Betta near Krishnaraja Sagar on Friday and inspected illegal quarrying sites in Nagamangala and Srirangapatna on Saturday, reported The Hindu. District authorities said they had seized explosives in two areas of the district, in Arakere and in Bellur. Around 350 detonators were seized in Arakere while 16 gelatin sticks and 18 detonators were recovered from Bellur. Parashurama K, the Superintendent of Police of the district, said that inspection of stone-crushing units will continue over the next few days.  Earlier on Saturday, Yediyurappa had promised to crackdown on illegal mining in the state. "I will not allow illegal quarrying or mining for any reason. Those who want to do quarrying or mining should get a licence for it. Doing it illegally will lead to such incidents. I will direct Deputy Commissioners to take strict measures in this direction," he had said. Mandya Member of Parliament (MP) Sumalatha tweeted that the incident in Shivamogga was a warning to residents in Mandya. “The administration and police in Mandya have initiated action against illegal mining.
