NIA to have permanent office in Bengaluru soon: Tejasvi Surya after meeting Amit Shah

Union Home Minister Amit Shah has promised that a Permanent Station House of the National Investigation Agency will soon be set up in Bengaluru, said Bengaluru South Member of Parliament Tejasvi Surya. Addressing reporters on Sunday, Surya who was on Saturday nominated National President of the Bharatiya Janata Yuva Morcha (BJP’s youth wing) said that the prompt action by Shah came in the wake of alleged increase in terror-related activities in Bengaluru and Karnataka in the last few years. Surya had met the Home Minister at the latter’s residence last week and stressed on the need to establish a Branch office of the NIA in Bengaluru on the lines of those currently in Hyderabad and Kochi.  “It is a matter of grave concern that NIA investigations into the DJ Halli and KG Halli mob violence in August have indicated that many terrorist organisations are using Bengaluru as their incubation centre for carrying out anti-India activities,” Surya said in a statement.  “That being the case, it’s also important to power the investigating agency, the NIA, with adequate infrastructure and personnel to conduct their probe into terror-related activities in Karnataka. There are reports that the NIA does not have sufficient infrastructure and human resources for conducting investigations. NIA is currently operating with skeletal staff and that too from Hyderabad with only a camp office in Bengaluru,” he added. Surya said it’s important to keep Bengaluru free from terror activities and a well-equipped and sufficiently staffed NIA office would help mitigate such activities. “Bengaluru being the financial nerve centre of south India, it is vital to keep the city safe from all terrorist and anti-India organisations and their activities. An NIA investigation in March 2020 revealed that four terror-accused in Bengaluru helped ISIS member Khaja Mohideen procure weapons and material for establishing a base in the forests of South India, for waging violent jihad in India. My request for a regional branch office of the NIA is made in this background,” Tejasvi said. Home Minister Shah has assured Surya that he would direct officials to establish a Permanent Station House manned by an office of the rank of the SP at the earliest, the MP said.

In the future, you may be able to travel from many parts of Bengaluru to the Kempegowda International Airport, which is often over an hour’s drive, within 10 minutes. This, as US-based Virgin the Hyperloop, a the Hyperloop technology leader, and Bangalore International Airport Limited (BIAL), operator of the airport on Sunday signed a memorandum of understanding (MoU) to conduct a feasibility study for a proposed Hyperloop corridor. The pre-feasibility study, which focuses on technical, economic and route feasibility, is expected to be completed in two phases of six months each. With speeds of up to 1,080 kmph, the Hyperloop could transport thousands of passengers per hour from the airport to the city center in under 10 minutes, according to the preliminary analysis.  “At BIAL, our vision is to make the Bengaluru Airport the new gateway to India by transforming it as a transportation hub. We are excited to take this landmark step which can catalyse the economic growth of the state of Karnataka and the region. Technological innovation is key to building and sustaining a world-class transportation hub, and this study is an important step forward. This mode of transportation offers enormous economic potential, connecting passengers at unprecedented speeds, with zero emissions,`` Hari Marar, Managing Director and Chief Executive Officer of BIAL, said.    The MoU on Sunday was exchanged virtually between Sultan bin Sulayem, Chairman of Virgin the Hyperloop and DP World, and  TM Vijay Bhaskar, Chief Secretary, Government of Karnataka and Chairman of the Board of Directors at BIAL in the presence of Kapil Mohan, Principal Secretary, Infrastructure Development Department, Government of Karnataka. “We are honored to partner with Bangalore International Airport Limited to explore ways in which the Hyperloop can become a part of the solution to tackle congestion and support economic growth in Bengaluru” Sultan said. He added, “Beyond just the transit of passengers, airports are crucial conduit for goods, especially time-sensitive deliveries. A Hyperloop-connected airport would dramatically improve the delivery of cargo and create an ultra-efficient supply chain.” The MoU comes as the KIAL is undergoing a multi-crore expansion with the second terminal likely to be ready by 2024. BIAL aims to make the airport a transportation hub that connects people and places together through various modes of transport. In addition to its well-established road network, the airport will soon be connected with the sub-urban railway in a few weeks and have metro connectivity in another four years.   ‘The Government of Karnataka has implemented several measures to improve the transport infrastructure of the State. The commissioning of a feasibility study for the Hyperloop connectivity from Bengaluru Airport is another major step towards building the infrastructure required to define mobility for the future, enabling the efficient movement of people," said Vijay Bhaskar.

Former Karnataka minister Dinesh Gundo Rao tested positive for the novel coronavirus on Sunday. In a tweet, Dinesh Gundu Rao on Sunday said, “I have tested #Corona positive today. Therefore I will be quarantining myself for 10 days. I request all my primary contacts to get themselves checked and take necessary precaution.” As the former Congress state president was attending Saturday's final day of the Monsoon Session in Karnataka which went on till midnight, all MLAs in the state including the Chief Minister and other cabinet ministers will have to be  tested, sources said.  Gundu Rao, after being appointed as the Tamil Nadu in-charge of the Congress, had met DMK chief MK Stalin at the DMK headquarters in Chennai on September 25.  This comes after Karnataka Deputy Chief Minister Govind M Karjol on Tuesday said he has tested positive for coronavirus after he attended the Session. Prior to Karjol, CM Yediyurappa and a host of ministers, including another Deputy Chief Minister Dr C N Ashwath Narayan, Home Minister Basavaraj Bommai, Forest Minister Anand Singh, Tourism Minister CT Ravi and Agriculture Minister BC Patil, had tested positive for coronavirus and later recovered.  Incidentally the monsoon session which was initially supposed to be for eight days was curtailed to six days in fear of rising infections among legislators and the Assembly session was shortened even though 32 bills were to be tabled.  So far more than 100 members of Vidhana Soudha secretariat staff as well as ministers tested positive for the coronavirus. As ordered by Speaker Visheshwar Kageri, all legislators had to get a negative result for a COVID-19 test conducted 72 hours prior to the start of the session to attend the session. Meanwhile, the spurt of fresh COVID-19 cases continues in Bengaluru as it is in the rest of the country. Karnataka on Saturday reported 8,811 new COVID-19 cases and 86 related fatalities, taking the total number of infections to 5,66,023 in the state and the death toll to 8,503. Out of Saturday’s cases, 4,083 cases were from Bengaluru Urban alone.

Karnataka Chief Minister BS Yediyurappa on Saturday said he would retire from politics if there is any iota of truth in the corruption allegations levelled against his son, BY Vijayendra, who is also BJP state vice president. Yediyurappa's outburst came as Leader of Opposition and Congress leader Siddaramaiah alleged that Vijayendra took a bribe from a Bangalore Development Authority (BDA) contractor. Siddaramaiah made the allegation during the no-confidence motion moved by the Congress veteran against the BJP-led state government on Saturday at the Monsoon session of the Karnataka Assembly. The charge was based on a sting operation by a Kannada news channel, which alleged that the contractor, who bagged a Rs 666 crore project, had paid crores of rupees through online bank payment to Vijayendra. When Siddaramaiah demanded that an inquiry by a sitting Supreme Court judge or a probe by a special investigation team (SIT), monitored by the High Court Chief Justice, Yediyurappa said, "Because you have made the allegation, the onus to prove the charge lies with you."  The CM said, "If there is an iota of truth that my family is involved, then I will retire from politics. If it is wrong then you resign. You should be ashamed of making baseless allegations." He challenged Siddaramaiah to prove the charge and lodge a complaint with the Lokayukta and the Anti-Corruption Bureau. The Chief Minister said Siddaramaiah was referring to an individual who was not a member of the House. Pandemonium broke out following the allegation by the Congress veteran, with BJP members slamming Siddaramaiah for his accusation. Soon Congress MLAs jumped to Siddaramaiah's defence. Law and Parliamentary Affairs Minister JC Madhuswamy intervened and said the contractor, whom Siddaramaiah accused of paying the bribe, has registered a case against the television channel. Not convinced with the reply, Siddaramaiah said he referred to the individual's name because it was in the public domain put up by the television channel. "Let there be a fair inquiry," Siddaramaiah said.

A start-up incubated at the Indian Institute of Science (IISc), Equine Biotech, has developed an indigenous RT-PCR (real-time polymerase chain reaction) diagnostic kit for accurate and affordable diagnosis of COVID-19. The kit is said to confirm the result in 1.5 hours, compared to the average turnaround time of 12 to 18 hours.  "The biggest advantage of Equine Biotech's 'Global TM diagnostic kit' is that it takes just around one-and-half hours to confirm the presence of SARS-CoV-2 in samples," an IISc release said. Equine Biotech founder and Department of Biochemistry Professor Opal Taut said that the test kit based on RT-PCR is considered the gold standard for COVID-19 diagnosis. He said the Indian Council of Medical Research (ICMR) had approved that for use in authorised diagnostic labs. According to him, ramping up testing in the country was crucial for tracking and controlling the spread of this infectious disease. "India has the second-highest reported cases in the world, with more than five million cases. Therefore, India needs home-grown diagnostics kits that can easily be mass-produced and made accessible to a larger population. But so far, only a few Indian companies have developed reliable and accurate RT-PCR kits; most kits used widely are imported and therefore expensive," he said. He said that the kit was an easy-to-use, multiplex RT-PCR kit with 100% specificity. "Its run time is relatively short compared with kits available elsewhere," added Opal Taut.  The professor claimed that the company was currently seeking to acquire the license for the test kit and work with med-tech companies and other industries for its mass production, marketing and distribution. Equine Biotech has 30 years of experience in working on infectious diseases, including zoometric diseases.  It has previously developed diagnostic tests for screening livestock, especially cattle and horses, for blood parasitic diseases such as trypanosomiasis, trichomoniasis, theileriosis and babesiosis.  This kit will be useful as India continues to see steady growth in COVID-19 infections, with Bengaluru being one of the key hotspots.

Cong no-confidence motion against Yediyurappa govt defeated as Karnataka Assembly ends

The no-confidence motion moved by the Opposition party of Congress against the BJP government in Karnataka, led by Chief Minister BS Yediyurappa, was defeated by a voice vote on Saturday night. After a fierce debate for about six hours, the no-confidence motion, moved by Leader of the Opposition Siddaramaiah, was defeated by a voice vote. "The motion is in favour of Nos. The motion is defeated by the voice vote," Speaker Kageri said as he wound up the Monsoon session of the Karnataka Assembly on Saturday. While initiating the debate on the no-confidence motion, Congress veteran Siddaramaiah launched a scathing attack on the BJP government, more specifically on Chief Minister BS Yediyurappa’s family. Alleging that the BJP government has lost the people's trust to continue in power, Siddaramaiah said the BJP never had the mandate to rule the state. "You were short of enough numbers (in the Assembly) but you came up with Operation Lotus. Yediyurappa is the father of Operation Lotus (a term used by the opposition to describe moves to lure legislators to BJP) in the country," Siddaramaiah said as he began the debate on the no-confidence motion. Siddaramaiah was referring to the fall of the Congress-JDS coalition government in July last year with some Congress and JDS legislators resigning from the Assembly and later joining the BJP. Alleging that the government failed to provide relief to the flood-affected people in 2019, Siddaramaiah said the Yediyurappa government had sought about Rs 35,000 crore relief from the Union government whereas it got only Rs 1,662 crore. On the law and order front, Siddaramaiah claimed the BJP government failed as two people were shot dead in Mangaluru during the anti-Citizenship Amendment Act (CAA) and National Register of Citizens (NRC) protests. The former Chief Minister alleged that the government failed to act on time during the violence in Bengaluru on August 11 this year, during which Congress MLA R Akhanda Srinivas Murthy's house, his sister Jayanthi's house and two police stations were torched. Yediyurappa government retorts Alleging the involvement of Yediyurappa’s family in corruption, Siddaramaiah said there were charges against BSY’s son Vijayendra that he allegedly took a bribe from a Bangalore Development Authority (BDA) contractor to the tune of crores of rupees. Replying to the allegation, Yediyurappa challenged Siddaramaiah to prove the charge. "If there is an iota of truth that my family is involved, then I will retire from politics. If it is wrong, then you resign. You should be ashamed of making baseless allegations," Yediyurappa said. When Siddaramaiah demanded that an inquiry should be ordered by a sitting Supreme Court judge or a probe by a secial investigation team (SIT) monitored by the High Court Chief Justice, Yediyurappa said, "Because you have made the allegation, the onus to prove the charge lies with you."  The Chief Minister rubbished other charges of Siddaramaiah and said despite the coronavirus pandemic, the state has done remarkably well. He also explained the various measures taken by the government for relief and rehabilitation of flood-affected people. There was pandemonium for a while when Siddaramaiah levelled the corruption allegations, with the BJP and Congress members trading charges. Responding to the allegation on Bengaluru violence on August 11, Law and Parliamentary Affairs Minister JC Madhuswamy said the incident was pre-planned as all the access roads leading to the violence-prone area were blocked by the vandals. He said none of the 421 people arrested in connection with the violence was innocent. Concluding the debate, Speaker Kageri asked the members to take part in the voice vote.   The JDS abstained from the no-confidence motion. With the numbers on its side, there was no threat to the stability of the BJP government because of the no-confidence motion. In the 225-member assembly, the ruling BJP has 116 members, Congress 67, JD(S) 33, BSP and nominated 1, independents 2, and Speaker (he has a casting vote). Four seats — Sira, Basavakalyan, RR Nagar and Maski — are vacant.

Surf club in Karnataka turned into a rescue team to save those stranded in floods

As the kayaks and canoes made their way down the winding river in coastal Karnataka, Arjun Achar scanned the waters for signs of trees, streetlights and houses. Under the surface of floodwaters lay paddy fields, roads and drains, unmistakable signs of rural life. Arjun recalled peering cautiously from his kayak, which was stacked with life jackets, rescue tubes (a floatation device tied around the underarms) and ropes. “We were looking to rescue people stranded by the floods. The houses were spread out so we had to look for them using landmarks,” he says. Arjun, 27, is a member of the Mantra Surf Club in Mulki, a town located close to the border of Udupi and Dakshina Kannada, two districts of Karnataka rocked by heavy rains and floods this week. Alongside local fishermen and organised state and national disaster rescue groups, there was an equally significant volunteer rescue effort in villages near Mulki. The volunteer group was set up three years ago by members of the Mantra Surf Club, India’s first surfing destination where many visit for a range of water sports, including kayaking, stand-up paddling and wakeboarding. Established in 2004 by American surfers Jack Hebner and Rick Perry, the club’s trainees include Ishita Malaviya, India’s first professional female surfer and Tanvi Jagdish, who represented India internationally in stand-up paddleboarding. Both Ishita and Tanvi went on to set up surfing centres in Hoode and Malpe in Udupi district respectively.  Though Mulki attracts thousands of surfers every year, when heavy rains flooded villages near the surf club, they put their equipment to a different use — rescuing stranded people in the floods. “By Sunday evening, we rescued 60 people, 15 dogs, eight chickens and two cats I think. We lost count by the end of it,” says Arjun, who was part of the rescue group.   The 12-member group was assembled on Sunday morning after they were contacted by Pradeep Shenoy, a 26-year-old village accountant (a revenue official) in Mulki, who has worked closely with Mantra Surf Club during rescue efforts in the past. Mulki, which is located 24 km from Mangaluru and 31 km from Udupi, reported floods in remote coastal villages following the heavy rains last week. “There were distress calls from people living in villages close to the Shambhavi and Nandini rivers. I realised that there is a need for multiple rescue groups and messaged members of the Mantra Surf Club to put together a team for rescuing stranded people,” Pradeep says. Equipment at the Mantra Surf Club The rescue operation The message was sent to the group at 7.30 am on Sunday, and within an hour, a rescue group of local volunteers were ready with inflatable zodiacs, kayaks, and canoes, and equipment like life jackets, rescue tubes and ropes. “The village accountant trusted us having worked with us before. He knew that there was no time to lose,” says Arjun.  The rescue group first rowed to Shibaroor and Kelinjur, remote villages on the banks of the Nandini River. “The water had entered people’s houses already and there were a group of five or six families who had packed their luggage waiting to be rescued,” recalls Arjun.  Around 10 am, after the search and rescue of 12 families in Kilenjur and with the steady rain soaking them, the group split into two groups of six members to cope with the rising number of distress calls.  One group led by Kiran Kumar left for Ulepady and Athikaribettu, two villages located close to the Shambhavi River while another team led by Shamanth Kumar headed to two other villages — Shimanthoor and Kilpadi.  “In Athikaribettu, we met a grandmother who could not walk. She was sitting on a wheelchair so we decided that she could not sit on the floor of the raft. We placed a chair on the raft to help her sit as we navigated to safer ground,” says Arjun, who was part of the group led by Kiran.  “She was also in a state of panic and she couldn’t speak at the time. We patiently communicated to her that we are trying to rescue her,” adds Arjun. The group continued to work throughout the day on Sunday. Information was limited and continuously changing. It was usually relayed to the rescue group by the village accountant.  “The people we rescued led us to more people in distress. We realised that one of the reasons for the extreme flooding was that the spell of heavy rains occurred during high tide,” says Arjun.   By 6 pm in the evening, 60 people had been rescued to safety by them and the rains in Udupi had receded. “Only when we came back home, we got calls from friends and we saw that the footage we clicked was on the news. Most news reports suggested that coast guards or NDRF did the rescue,” says Shamanth Kumar, who led one of the rescue teams.  Read: Over 2800 rescued after heavy rains cause flooding in Udupi An improvised but successful response  The rescued families were housed in the relief camps set up in government schools in Udupi and Dakshina Kannada. At the end of the day on Sunday, 36 relief camps housed 1250 people displaced in the two districts. Crucially, no loss of life was reported.  Janardhan Kilenjur, a resident of Kilenjur village recalls how he made a call to the village accountant Pradeep Shenoy asking for help to take his family to safer ground. His family of eight was one of those rescued by the surf club. “At 4 am, water began entering our house and we tied up our belongings in a gunny bag and kept them in the attic. In the morning, we were ready to leave our home but there was no way to get to the road. This group (Mantra Surf Club) of people in boats spotted us. They shifted 10 families in our village including infant children and elderly people to the relief centre in Kilenjur Government Primary School,” Janardhan Kilenjur says.  Even though floods are a regular occurrence in coastal villages in Mulki, Janardhan says that the intensity of the floods was not something residents have seen for years. The Indian Meteorological Department (IMD) measured the rains in its observatory station in Panambur, Mangaluru at 180.6 mm on Sunday, which is an all-time record for rainfall in September in the region.  The rescue group’s efforts highlighted how responses to disasters are often improvised. In some places like Nittur in Udupi, local fishermen aided rescue efforts by state and national disaster groups rushed from Mangaluru. “But here in Mulki, we had a group made up of local residents who knew the rivers inside out. Their kayaks and canoes are lighter and faster than traditional fishing boats to manoeuvre the narrow river stretches seen here,” Pradeep Shenoy, the village accountant says. Read: Meet Tanvi, 18-yr-old Mangaluru surfer and India's first woman stand-up paddleboarder More than a watersports destination The coastal Karnataka region has emerged as a surfing and water sports hub and the members of Mantra Surf Club say that water sports enthusiasts can double up as disaster rescue groups. “We may not be guards in uniforms but the locals know us here and we know the waters. Among the places we helped rescue people, official rescue groups were present only in Mattu village. But in the other remote villages, it was just our members coordinating rescue operations,” Shamanth says.  He says that the surf club will now urge the district administrations in Dakshina Kannada and Udupi to train localised rescue groups in each gram panchayat. “During the rescue efforts, a lot of people were curious about us and the work we do. We got some attention on social media too. People were asking us if there is a course they can enroll and train for rescue,” Shamanth says.  “What if the floods happened in many places at once? There is a need for trained local rescue groups. We cannot always depend on the Coast Guard or national disaster forces in situations like this week when lives were at risk. We want to make every gram panchayat here have a rescue group to call upon,” Shamanth adds.
