Racing for a better future: The African-origin tribe in K’taka that’s turning to sports

For the last two years, a not-for-profit has been training members of the Siddi community in athletics, and some hope to represent India in sporting events.
The morning sun glistens over Ravikiran Francis Siddi’s head as he steps out onto the field for his warm-up run. Dust clouds up around his feet as he sprints back and forth in the field in a matter of seconds. His friends form a human outline on the edge of the field watching in equal measures of curiosity and adulation. Inside the Loyola High School grounds on the outskirts of the postcard-esque town of Mundgod in Karnataka’s Uttara Kannada district, this has been a daily routine for Ravikiran, ever since the school’s physical education teachers chanced upon the 17-year-old member of the native African Siddi community living in the heavily-forested areas of the district. The teachers admit that they came across Ravikiran’s obvious sprinting capabilities when they were scouting another member of the same community, Jackson, a district-level kabaddi player, in June 2017. “The local physical education teachers here went to the forests around to scout for new Siddi children who have the potential to excel in sports. Actually, they never went to find Ravikiran. They had gone in search of another kabaddi player and while they didn’t find that player, Ravikiran came to the attention of the teachers. He is now studying at the Loyola High School and is focused on his athletic training alongside his studies,” explains Nitish Chiniwar, founder of Bridges of Sports, a not-for-profit organisation that is working with schools in north Karnataka to train children from tribal communities in sports. In just under two years of training, Ravikiran’s coaches have improved his 100-metres timing to 11 seconds, which is just 0.7 seconds short of the Indian national record. “What we found was that he had a great potential not just in terms of ability to run but also good mental strength in that he was serious about running and he would want to be on the ground everyday irrespective of a coach being there,” says Nitish. The organisation is also planning to work with sports scientists from the Center for Sports Science and Medical Research in Manipal. The hope is that member of the community will excel for India in sports and Ravikiran is the latest person carrying the burden of expectations. But ask him about this and he does not venture a response. Eventually, he says that he vows to keep his head down and continue working to improve his sprint timings. “Before I began training, I used to run in a different way but here we have to run in a particular way and I learnt that through the coach. In the future, I want to keep training and run nationally and maybe even internationally,” he says. ‘Arrival as domestic slaves in India’ In and around Mungod, Ravikiran has turned into a symbol of hope for the Siddi community, which has lived in relative seclusion in India for more than five centuries. Historians have speculated about the arrival of the tribe in India. It’s widely thought that the Siddis docked in Goa in the 16th century as domestic slaves of Portuguese traders living there, though some suggest that their arrival in India predates that. “They were brought to work as domestic slaves in Goa from Mozambique in Africa, which was also a Portuguese colony at the time. This movement started around the 16th century in the beginning of the Portuguese rule in Goa and continued during the 17th and 18th centuries,” says Mark Pinto, an anthropologist based in Goa who has studied the Siddi community. When slavery was outlawed in Portuguese colonies around the world in 1869, the Siddis migrated to the forest areas in Karnataka, Gujarat and Maharashtra. In Karnataka, the Siddis sought refugee from the rulers of the Bijapur Kingdom. Today, around 40,000 members of the Siddi community live in the forested areas of Yellapur, Mundgod and Haliyal in Uttara Kannada.Almost all of them live in the margins of poverty, and many do coolie work for plantation owners. Racial discrimination also severely affected the community and for centuries, they remained alienated from urban society. Santhan Juje Siddi (80), one of the oldest members of the community in Uttara Kannada Tapping into sports potential In 1987, the Sports Authority of India (SAI), spearheaded by the then Union Minister of Youth Affairs and Sport Margaret Alva, began initial efforts to set up a sports scheme to scout and train members of the community in hopes of tapping into yet undiscovered athletic abilities of the Siddi people.Around 65 athletes were chosen to be trained in various athletic events. They were even taken to Bengaluru for training after an initial period of training in their schools. However, the ‘Special Area Games Scheme’ was discontinued six years later in 1993 leaving members of the community who enrolled for the programme stranded. “The scheme was not planned well. The community has been isolated for so long. So a scheme like this is essentially an integration into mainstream society and not just a sports training scheme. You actually needed mentors, people who would be able to mentor the Siddis and integrate them. This was not well thought out and that is why they started and stopped, and the scheme never came to fruition,” Mark says. The programme was later revived in 2009 and then again in 2016 with a small change. This time around, athletes enrolled in the scheme were trained in schools near their homes in Uttara Kannada and Dharwad districts. But the lack of specialised coaches meant that the athletes’ training was once again hampered. Veeranagowda Mallanagouda, a physical education teacher in Mundgod’s Loyola High School, recalls, “[Sports Authority of India] started a project to train Siddi children here but they did not send mentors and instead asked us to train them. It is not possible for a physical education teacher to give sports training to so many children.” The uninspiring performances and lack of discipline of the athletes were also factors in the Sports Authority's  decision to discontinue the programme. “The performances of the athletes trained was also deemed to be unsatisfactory. There was also a trend of athletes dropping out and there were a lack of trained coaches who could stay in Uttara Kannada and Dharwad and train tribal athletes”, says Shivali, who worked with SAI on implementing the programme in Dharwad. Shanthi Siddi (mother of Shwetha Siddi) An alternative inclusive model The failure of the scheme raised questions about its short-sightedness and whether an alternative inclusive approach could have benefited athletes. Bridges of Sports now hopes to revive this plan by identifying local coaches who will train athletes from tribal communities. “When I started working here eight months ago, I was a junior coach. We conducted a league and we took in the top athletes including Ravikiran who performed well and began coaching them,” says Rizwan Bendegeri, a national level sprinter from Mundgod who is now coaching a group of 15 tribal students. Bridges of Sports founder Nitish says that they hope to create an ecosystem where children can thrive with proper athletic training “irrespective of whether they are winning or losing.” “Some of them might become professional athletes while others can become coaches who train younger athletes. We have athletes like Shweta Siddi who will be coaching young girls next year because it was very difficult to find women coaches,” explains Nitish. Shweta Siddi, another 17-year-old athlete from the Siddi community, has been an accomplished runner since her primary school days and is set to begin coaching young athletes once she completes Class 12. “I am interested in coaching young athletes because there are only a few members of the community who run and many of them do not have any practice,” Shweta told TNM before taking to the field for her warm-up. Shweta is also hoping to fulfil her parents’ dreams of herracing in state-level competitions. Both her father Suresh Siddi and her mother Shanthi Siddi were interested in sports and running, but could not continue doing it after they dropped out of school. “I used to be interested in sports but there was nobody to encourage us to take up sports or even study. So now, we are hoping our children achieve something we couldn’t do in sports,” says Shanthi Siddi in her home in Bilki, a forested village around 30 km from Mundgod. Shweta Siddi (right), another 17-year-old athlete from the Siddi community Racing to break barriers This is a sentiment shared by Ravikiran’s parents Roja Siddi and Francis Siddi. “He is bringing a name to the community. We have seen Usain Bolt on TV. After seeing that I told my son, you have to give it a shot once in running and only then do other work. We have been undermined and scared to venture out of our comfort zones. When we go to banks and post offices we are asked which country we have come from. So to see my son achieve something in sports makes me proud,” says Francis.   The community also faces everyday racial discrimination. “You will find many accounts of Africans, including students, talk about their bitter experiences in India so it is not surprising that the Siddis too have faced it for a long time. The community is isolated and there are a lot of prejudices about them that they are lazy and they are not trustworthy. It is because of this condition of Afrophobia in the Indian psyche,” says anthropologist Mark. Sports has helped the small community find work and access a better life. Renewed efforts to train children is not just for  medals, but also to help the community break societal barriers and expand the notion of what it means to be Indian. “There were suggestions to send them back to Africa but they will never be able to adapt because they don’t speak the language or know the traditions there. They speak Indian languages fluently, their dressing style is Indian. They have African blood but they are Indians. To correct a wrong, you can’t make another mistake. You can’t uproot communities time and again,” Mark says.

Disadvantage BJP? Combined vote share in Assembly polls puts alliance ahead in K’taka

The Bharatiya Janata Party (BJP) faces a tough battle in Karnataka's first phase of polling for 14 Lok Sabha seats on April 18, as the ruling allies Congress and Janata Dal-Secular (JD-S) have fielded joint candidates to prevent their bankable votes from splitting at the hustings. "Though the BJP had won 6 of the 14 seats in the 2014 general elections in triangular contests, the going will be tough for it this time, as it faces our joint candidates with higher vote share prospects," a Congress official told IANS. Of the remaining eight seats, the Congress had won six and JD(S) two in the 2014 polls. Of the 28 seats in the state, BJP won 17, Congress 9 and JD(S) 2 in triangular contests on April 17, 2014, as the polling was held in a single phase then. In a pre-poll tie-up, the Congress is contesting 10 seats and JD(S) four, while the BJP is contesting 13 seats in the first phase, as it is supporting multilingual south Indian actress Sumalatha Ambareesh, an Independent, in Mandya, about 100 km southwest of Bengaluru, a JD(S) stronghold. The 14 constituencies in the first phase are: Udupi-Chikmagalur, Hassan, Dakshina Kannada, Chitradurga (SC), Tumkur, Mandya, Mysore, Chamarajnagar (SC), Bangalore Rural, Bangalore North, Bangalore Central, Bangalore South, Chikkaballapur and Kolar (SC). The JD(S) is in the fray in Hassan, Mandya, Tumkur and Udupi-Chikamagalur, with Congress in the remaining 10 seats, including 4 in the Bengaluru region. "As our combined vote share was 51.8 per cent against 43 per cent of the BJP in the 2014 general elections and 56.3 per cent against 36.2 per cent of the BJP in the 2018 assembly elections, our prospects of winning more seats jointly is brighter than that of BJP," claimed Congress official Ravi Gowda. The Congress has fielded 5 of the 6 outgoing lawmakers from their respective seats, barring Tumkur, which it gifted to the JD(S) as part of seat-sharing. The BJP too fielded 5 of the 6 outgoing lawmakers from their respective seats and fielded Tejasvi Surya from Bangalore South, as its six-time winner and Union Minister H.N. Ananth Kumar died in November, 2018. The JD(S) has fielded its supremo H.D Deve Gowda from Tumkur, his elder grandson Prajwal Revanna from Hassan and another grandson, Nikhil Kumaraswamy, from Mandya and Pramod Madhavaraj, a former Congress minister, from Udupi-Chikamagalur. Deve Gowda opted for Tumkur to enable Prajwal to contest from Hassan which he has won for a record six times since 1991. "As joint candidates, our party JD(S) is in a strong position to retain Hassan, Mandya and Tumkur and give a tough fight to BJP in Udupi-Chikamagalur where the Congress has a good presence," JD(S) official Ramesh Babu told IANS. Similarly, the Congress hopes to retain Bangalore Rural, Chamarajnagar, Chitradurga, Chikaballapur and Kolar with the consolidation of votes of the secular allies from the dominant Vokkaliga community, backward classes, Scheduled Castes and minorities. The BJP, however, is upbeat on not only retaining the six seats it had won in 2014, but also wrest Chitradurga, Chikkaballapur and Bangalore Rural from the Congress, riding on the popularity of Prime Minister Narendra Modi and the "achievements" of its NDA government at the Centre in the past 5 years. "Just as we bounced back in 2014 Lok Sabha elections after losing the 2013 assembly elections, we are confident of winning at least 10 of the 14 seats in the first phase, as rural and urban people want Modi to continue as Prime Minister. Every vote for our party is a vote for Modi," BJP spokesman G. Madhusudhan told IANS. The BJP also hopes to get "sympathy votes" from the electorate as its 3-day government had to resign despite winning 104 seats in the May 2018 assembly elections as it fell 9 short of the halfway mark (113) for a simple majority in a house of 224 elected members. "The people will teach a lesson to the Congress and JD(S) for forging an unholy post-poll alliance to form a coalition government only to keep the BJP out of power at any cost despite having won more seats (104) than them separately," asserted Madhusudhan. As the May 2018 assembly elections threw up a hung house, with the Congress winning 80 seats and JD(S) 37, the allies formed a post-poll alliance to form the 10-month-old coalition government on May 23, 2018 after the BJP government fell on May 19 due to lack of majority in the assembly. The remaining 14 Lok Sabha in the state seats will go to the polls in the second phase, on April 23. Those contests will be in the coastal and northern regions of the southern state. Lok Sabha 2019: Rahul Gandhi, Deve Gowda to address joint rally as coalition partners

It’s the first political rally that will see the top leadership of both parties share the dais after a pre-poll alliance for the coming polls was announced in mid-2018.
With little more than two weeks to go for the first phase of polling for Lok Sabha elections in Karnataka, Congress president Rahul Gandhi and former Prime Minister HD Deve Gowda will address their first joint rally on Sunday as coalition partners. Rahul, who is also scheduled to address rallies in Vijayawada and Anantapur in Andhra Pradesh, will land in Bengaluru at 4:15 pm. The rally, which will be held in Bangalore International Exhibition Centre on Tumkur Road, will see close to five lakh supporters of both parties. Other than Rahul Gandhi and HD Deve Gowda, Chief Minister HD Kumaraswamy, Deputy CM G Parameshwara, former CM Siddaramaiah, KPCC President Dinesh Gundu Rao and Water Resources Minister DK Shivakumar will be present. The 'Parivartana Samavesha' is the first political rally that will see the top leadership of both the parties share the dais after a pre-poll alliance for the coming polls was announced way back in mid-2018. Sunday’s rally will be primarily targeted towards voters and workers of Tumakuru, Ramanagara, Bengaluru Rural and three constituencies of Bengaluru city. To oversee the arrangements, Chief Minister HDK had himself visited the premises to check on the preparedness of the organisers. Speaking to reporters, the CM said, “This will be the first joint campaign by the Congress and JD(S). Sunday's meeting will be historic as it will send a clear message to the people of the country from Karnataka for the Lok Sabha polls.” The coalition partners who had initially decided to go with a 20:8 seat sharing formula had, in the last minute, changed their decision on Bengaluru North. While the seat was initially allocated to the JD(S), sitting Karnataka minister Krishna Byre Gowda of the Congress was chosen as the candidate. While there is new found bonhomie between the longtime arch-rival, divide between the JD(S) and Congress remain visible in places like Hassan and Tumakuru.

Karnataka couple stabbed in Germany, husband dies

A man from Karnataka’s Udupi district was killed in Munich, Germany, on Friday after a Guinean man stabbed him and his wife. While 49-year-old Prashant Basarur succumbed to his multiple injuries, his wife, Smita, (43) is stable. "Indian couple Prashant and Smita Basarur were stabbed by an immigrant near Munich. Unfortunately, Prashant has expired. Smita is stable. We are facilitating the travel of Prashant's brother to Germany. My heartfelt condolences to the bereaved family," Sushma Swaraj wrote on Twitter. Preliminary investigation has ruled out the possibility of a hate crime. The attacker, believed to be a 33-year-old immigrant from New Guinea, was arrested and a kitchen knife used to stab the couple was secured, reports said. His motive for targeting the couple remained unclear. Authorities said that an investigation was underway. Sushma Swaraj appreciated the work done by the Consulate General of India in Munich and asked them to take care of the couple's children. According to The Times of India, the attacker lived in the same apartment complex and was involved in a dispute with the couple. The couple was knifed after the altercation spiralled out of control, the report said. Prashant received lethal blows to his head and body. The couple, both of whom are techies, had moved to Germany 15 years ago and had obtained German citizenship only last year. According to the Hindustan Times, the accused did not resist after police alerted by the neighbours arrested him. He was produced in an Augsburg court and was tried for attempt to murder. The report said now with the demise of Prashant, the charges will be changed to murder according to German legal proceedings. Meanwhile, the children of the couple are being taken care of by the German government authorities. Smita’s brother Sujay is set to fly to Germany and is seeking a visa.

Karnataka CM seeks EC help to stop tax raids

Income Tax's investing wing Director General B.R. Balakrishnan on Thursday refuted the Chief Minister's charge and clarified in a statement that the raids were conducted on credible evidence of tax evasion.
Karnataka Chief Minister H.D. Kumaraswamy on Saturday sought the Election Commission's intervention to stop the Income Tax department raids on contractors and businessmen allegedly associated with the ruling JD-S and Congress. "As IT officials continue to raid those associated with our allies, I appeal to the poll panel to direct the tax department to stop the searches being carried under pressure from the Modi government," Kumaraswamy said in a letter to the Chief Electoral Officer here. Protesting against those identifying with the JD-S and Congress since Thursday, Kumaraswamy staged a demonstration at the IT department office in the city along with Congress leaders, including Deputy Chief Minister G. Parameshwara, its legislative party leader Siddaramaiah and Congress state unit President Dinesh Gundu Rao and hundreds of supporters. "The IT officials continued their raids on Friday and Saturday. They raided rice and sugar mills of Congress and JD-S workers at Mandya and Mysore till 4 a.m. today (Saturday) and have put spy cameras in their premises. Disguising themselves as railway officials, they borrowed vehicles and are staying at the state-run CFTRI at Mysuru." The Chief Minister called the raids a "shameful attempt to threaten the ruling allies and create fear among their cadres" and urged the panel to prevent harassment. "The raids continued on Friday on 68 locations in the state, including Hassan and Mandya, where we are contesting in the first phase of polling on April 18," tweeted Kumaraswamy in Kannada. Premises of 13 contractors, officials of the state Public Works Department and businessmen were raided in Bengaluru, Chikmagalur, Hassan, Mandya and Shivamoga in Malnad region in the state's southwest area. Rebel Cong leader refuses to withdraw nomination in Udupi, to contest as independent

Amrit Shenoy decided to file his nomination as an independent candidate from Udupi in protest against the decision to hand over the constituency to JD(S).
In a blow to the Congress, a rebel leader from its party has refused to withdraw his nomination from Udupi-Chikkamagaluru constituency in the Lok Sabha elections. Amrit Shenoy, who is popular within the Congress party in Udupi, decided to file his nomination as an independent candidate after the Congress conceded the Udupi-Chikkamagaluru seat to alliance partner JD(S) as part of a seat-sharing agreement between the parties. The JD(S), after deliberation, decided to field Congress leader Pramod Madhwaraj, albeit on a JD(S) ticket. "I am contesting the elections to represent the Congress party from here. I was asked to withdraw my candidature but I have decided that I will not withdraw in protest against the decision to hand over the constituency to the JD(S)," Amrit told TNM.  The move to hand over the constituency to the JD(S) created fissures within the Congress party in Udupi since the JD(S) has limited presence in the district. The party was not able to finalise a candidate from the constituency and was forced to rope in a Congress leader to contest. "The JD(S) has a limited presence in Udupi. The JD(S) candidate received just 14,000-odd votes last time around, so we do not understand the logic behind this move. In an alliance, the two parties should play to their strengths and pick candidates who are stronger in the region," adds Amrit.  Amrit's decision to contest has also led to a division within the party particularly since he has forged a reputation as being a strong grassroots leader. "There is confusion among party workers because Amrit is someone who has worked closely with the party at the grassroots level. It is a different issue altogether to win an election as an independent but this will definitely affect the cadre of Congress workers in Udupi and Chikkamagaluru," explains a Congress leader who did not wish to be named.  Even an attempt by Pramod to pacify Amrit and ask him to withdraw his nomination failed to change his decision. Amrit and Pramod will now be facing incumbent MP and BJP leader Shobha Karandlaje who beat competition from Jayaprakash Hegde to secure her nomination from the Udupi-Chikkamagaluru constituency. Will bomb office if power cut when 'KGF' is on TV: M’luru electricity office gets threat

A MESCOM (Mangalore Electricity Supply Company Limited) office in Shivamogga’s Bhadravati received a letter threatening to burn down and bomb the office if power was cut during the television premiere of the Yash-starrer KGF: Chapter 1. The movie is scheduled to be broadcast on television at 7 pm on March 30. The letter addressed to the executive engineer of the MESCOM office in Bhadravathi was sent anonymously. The letter, which police believe was written by a self-proclaimed Yash fan, warned officials that if there was a power cut during the premiere of KGF: Chapter 1, then they would burn down the MESCOM office. "If you cut power on March 30 during the airing of KGF film, you will not be there and your office will also not be there. We will burn it down," states the letter. The letter also asked the officials not to 'yield to political pressure' from Karnataka Chief Minister HD Kumaraswamy and cut power and if so, a bomb will be set off in the office premises. "If you yield to pressure from HD Kumaraswamy and cut the power, we will prepare a bomb for your office," adds the letter. Bhadravati police have registered a case against unknown persons and have stated that they will be providing security to the MESCOM office.    KGF: Chapter 1 was released in December 2018 in five languages – Kannada, Malayalam, Telugu, Tamil and Hindi. Yash is a very popular Kannada actor and was recently seen campaigning with Sumalatha Ambareesh, an independent candidate from the Mandya constituency in the Lok Sabha elections, who will be going up against HD Kumaraswamy’s son. Sumalatha has been embroiled in an intense political campaign against Nikhil Kumaraswamy. Yash and Darshan, who were seen campaigning for Sumalatha, were previously warned by JD(S) MLA Narayana Gowda that they will face consequences for their action of supporting her and campaigning against HD Kumaraswamy’s son.

BJP's Tejasvi Surya gets court to bar media from publishing 'derogatory' news on him?

This is perhaps for the time in Karnataka that a candidate standing for elections has approached court for a gag order on media. BJP candidate Tejasvi Surya, who is contesting in the upcoming Lok Sabha elections from Bengaluru South constituency has asked a city court to bar forty-four media outlets in India and five global digital media companies from publishing ‘defamatory and derogatory’ content about him The candidate’s counsel had moved the city civil court in Bengaluru seeking an injunction order to media outlets to bar them from publishing ‘defamatory and derogatory publications’ against him. “Our client has instituted the suit against all of you... restraining you from publishing defamatory, derogatory publications as against our client,” the injunction notice sent to the various media houses by Tejasvi’s counsel states. The notice names 45 media houses, from English and Kannada newspapers to various TV channels. The notice has also been sent to Google, WhatsApp, YouTube, Facebook and Yahoo. “Needless to state here that any violation of the interim order would render you liable for serious repercussions and consequences thereof. Though the notice said that the court had issued an injunction order, the lawyer is yet to recieve a certified copy and it has not been uploaded on the court website. “There have been many defamatory and scandalous articles being published all over against him. So we had to get this injunction filed. There was news about him being a radical person, anything that would affect or tarnish his image within the right-thinking people in the society. That is just not done. Just after he filed his nomination, people started spreading canards about him,” the advocate told TNM. Tejasvi Surya has been at the centre of controversy since his candidature was announced. The 28-year-old was chosen over Tejaswini Kumar, the wife of late Union Minister Ananth Kumar who held the Bengaluru South seat until his demise last year. While the state BJP leadership rooted for Tejaswini,  RSS leaders in the state had backed Tejasvi Surya's candidature from the constituency. Sources in the BJP had told TNM earlier that the RSS and the BJP national leadership was of the opinion that Tejaswini Ananth Kumar was not an eligible candidate, especially if the party had to retain its bastion in the long run. Shortly after he filed his nomination, several old controversial tweets of the young BJP leader surfaced on social media. Critics have also accused Tejasvi of making polarising statements in the past. In a tweet from 2014, which now stands deleted, Tejasvi Surya had said that he would dread the day the Women's Reservation Bill is passed. Another video in which he claims that "if people are not with Modi, they are anti-India" was also circulated after the news of his candidature spread. The Karnataka Congress also tweeted out #MeToo allegations against him.

28-year-old doctor from Raichur found dead in the US in mysterious circumstances

Manideep Nandigam, a 28-year-old doctor hailing from Raichur in Karnataka, was found dead under mysterious circumstances in New Jersey in the United States. Manideep, who was a final year post graduate student at Saint Peter’s University Hospital, was found dead on the hospital premises. His family was informed about his demise on Thursday. According to news reports, he had stayed over at a relative’s place on Wednesday and had gone to the hospital to work on Thursday, the day he died. His relatives were informed about his passing, and they in turn informed his parents back home. Manideep reportedly belonged to an agricultural family residing in Gandhi Nagar in Raichur’s Sindhanur taluk. As the reasons behind his death remain unknown, his distraught parents have demanded an investigation into the matter. While his father Srinivas is engaged in agriculture, his second son and Manideep’s brother works as a software engineer in Bengaluru. Manideep had completed his MBBS from Kasturba Medical College in Manipal after which he went to New Jersey to pursue his post graduation.  He had begun working in his last year at the Saint Peter’s University Hospital. Accordin to his Facebook bio, he was also a student at the Sri Ramakrishna Vidyashala, a residential school for boys, in Mysuru in Karnataka. As per The Hindu, senior police officials in Raichur are in touch with Manideep’s family and are awaiting the investigation into his death to ascertain cause. The Telugu Association of North America (TANA) is also in touch with the Indian Embassy and authorities at the St Peter’s Hospital, and is trying to ensure that Manideep’s body can be sent back home to India soonest.

Bengaluru Cyber Crime police have busted a 'lucky dip scam' running for the last four years in which tele-callers told victims that they had won branded mobile phones as part of a 'lucky dip'.  The Cyber Crime Division of Criminal Investigation Department (CID) arrested Suhail Khan, a 60-year-old resident of Venkateshpuram in Bengaluru for orchestrating the scam. According to the Cyber Crime Division, Suhail was collecting mobile phone numbers of people through various means. He had also appointed people as tele callers for making phone calls to residents of Karnataka and its neighboring states. The callers claimed that they have won a lucky dip prize by which they will receive phones made by Lenovo and other brands. The accused convinced victims by claiming that they had to pay only the postal charges and they would receive a phone and could also gift a phone to a friend.  However, while sending the parcels, the accused packed items like vegetable cutters, juice makers and other kitchen and household items instead of mobile phones. The parcels were packed in a systematic manner and sent to the post office by means of value payable post (VPP). Victims received the parcels by paying VPP charges to the postal department and the amount was later claimed by the accused in Bengaluru.  The scam was being carried out for the last four years under the guise of companies like RK Marketing, SK World and A-One Marketing. Suhail and others accused of the scam would send two kinds of parcels of Rs. 1400 and Rs. 2300.  Cyber crime police led by DySP Raghavendra Hegde and Yashwanth Kumar found the office from where tele-callers used to call the victims. Police also seized mobile phones, laptops and other articles valued at Rs. 26,00,000 from the godown in which Suhail operated.

Bike-borne men snatch Rs 13 lakh from woman at IISc premises in Bengaluru

A woman was reportedly robbed of Rs 13 lakh by two men on a two-wheeler inside the premises of the Indian Institute of Science (IISc) in Sadashivanagar in Bengaluru. The incident occurred on March 26. The victim Revathi (38) is a resident of Vijayanagar and works as a social worker, according to reports. The money was meant to arrange a medical seat for a friend's sister in a private college in Bengaluru. Through her friends, Revathi found out about an agent, identified as Vinod. Vinod and his friend Rakesh promised a medical seat to Revathi if she paid Rs 13 lakh and Rakesh and asked her to procure the money, reported The Hindu. Running from pillar to post, she finally managed to arrange for the money with help from friends and also by pledging her property documents. But on Tuesday, the deal took an ugly turn for Revathi as two men approached her on a bike and snatched the bag away as she was walking into the IISc campus. Revathi cried out for help, but the two men quickly fled from the spot. Revathi reportedly tried to call Vinod, who was supposed to meet her at the location, but he did not respond. She later filed a complaint at the Sadashivanagar Police Station, according to The Hindu. The police suspect Rakesh and Vinod had planned and engineered the robbery together, and are investigating the incident. The police suspect that they laid a trap for the victim since Vinod did not respond to Revathi's calls on the day of the meeting even though he had chosen the meeting spot and had instructed her to come to the IISc campus for the exchange. The police are also analysing CCTV footage inside the campus to identify the culprits. “The security personnel posted at the gate was only check incoming vehicles and visitors, but cars going out of the campus pass unchecked,” a senior police officer said, speaking to Deccan Herald. Further investigations are underway.

After 33 withdrawals, 241 candidates in fray for first phase of Karnataka LS polls

As many as 241 candidates are in the fray for 14 Lok Sabha constituencies in Karnataka for the first phase of polling on April 18 after the last date of withdrawals on Friday, said an official. "With 33 withdrawals after scrutiny of 274 validly nominated candidates on Wednesday, the number of contestants in 14 parliamentary seats is 241," said an official of the state's chief electoral officer in a statement. Among the key withdrawals was that of sitting Congress MP Muddahanumegowda who confirmed on Friday that he will not be contesting from the Tumakuru seat as an independent candidate.  Tumakuru was the only seat handed over by the Congress to the JD(S) in spite of an incumbent MP from the party ready to contest. Former Prime Minister HD Deve Gowda will now contest from Tumakuru as the sole coalition candidate.  Among all constituencies, Bangalore North has the highest number of 31 candidates, followed by 25 in Bangalore South and 22 each in Bangalore Central, Mandya and Mysore. The least number of candidates is six in Hassan, followed by 10 in Chamarajnagar, 12 in Udupi-Chikkmagalur and 13 in Dakshina Kannada. Congress leader Pramod Madhwaraj is contesting on a JD(S) ticket from Udupi-Chikkamagaluru, while another Congress leader Amrit Shenoy is contesting as an independent candidate.  Meanwhile, Kolar saw maximum withdrawals of six, followed by four each in Chitradurga, Mandya and Tumkur. There were no withdrawals in Bangalore South and Dakshina Kannada, while it was one each in Bangalore North and Hassan and two each in Bangalore Central, Bangalore Rural, Chamarajnagar, Chikkaballapur and Udupi-Chikkamagalur. There were 362 candidates who filed nominations by the last date on March 26 for the first phase, after notification on March 19.

A planned cylinder blast to shoot an action sequence for Kannada film Ranam turned tragic on Friday when a mother-daughter duo who were watching the shoot were killed on the spot. The film crew was shooting a car blast sequence in Bagalur Industrial Area, when the debris from the car hit a family of four. Sumera (28) and Arya (8) were killed in the blast, and the father and another child were injured and are admitted to a hospital in Yelahanka. According to MN Reddi, DG of Fire Services, the film's crew had not obtained any prior permission to shoot the blast sequence. "They have to obtain police and fire department permission and had not taken prior permission to shoot the scene," he told TNM. Ranam, starring Chethan Ahimsa and Chiranjeevi Sarja, is a V Samudra directorial. According to Chethan, he was not at the spot when the incident happened. “I wasn’t at the set. I was at the set yesterday to shoot an action sequence, but today I wasn’t there. They were shooting a blast. It is very tragic, what has happened,” Chethan told TNM, adding that he was on the way to the site of the accident to find out more. "I really do not know anything about whether they had taken permission for the sequence. My portion of the shoot was completed six months ago. Mine is only a guest appearance. I was in Mysuru today for another shoot and got back only an hour ago.  I don't know what exactly happened  since I was not there," Chiranjeevi Sarja told TNM. Initial reports point to negligence on the part of the film crew. "These type of stunts are done in a highly controlled and monitored atmosphere. The gas level in the cylinder is fixed by stunt masters so that the explosion level is fixed. This way, uncontrolled bursting or flying of parts is mitigated,” an experienced stunt master who works in the south Indian film industries explained to TNM. “Secondly, no bystanders or rest of the cast and crew are allowed anywhere close to the explosion. It will just be the stunt crew and the people who fix the cylinder. Even the camera is fixed far away from the scene. Finally, to shoot a scene on the road, we need to get prior permission from the district collector or the chief of police and specify which area we will be shooting in," he added.

The dream of owning a house of their own in Bengaluru has turned into a nightmare for many families, a majority of who are middle-class. Not only has their hope of owning a home come under a cloud, they are getting sued for defaulting on their loans for a home that does not exist. In 2014, Mantri Developers, a known name in the real estate sector, had published advertisements of a scheme where buyers had the option of paying a down payment of 20% with the remaining 80% paid through a bank loan serviced by EMIs. The project, named Mantri Webcity and located on the Hennur Main Road near Southern Asia Bible College in north Bengaluru, was marketed as a web themed township. What lured the buyers was that Mantri promised to pay back the EMIs for the first three years before the possession of the flat as part of the agreement after receiving 20% of the cost upfront from the buyers. Moreover, buyers also had the option of choosing to sell their property at the end of three years and get double the amount invested. However, buyers were told that the home loan for this project should only be availed through Punjab National Bank (PNB), to which the buyers agreed As promised by Mantri, the first group of apartments were set to be delivered by mid-2015, but much to their distress, buyers allege that even in March 2019 there has been little progress in the work. Abhineeta Raghunath, one of the buyers, said, “No work has happened since 2016. We often do not get a timely response from Mantri. Then there are customer care personnel who speak with us and give us assurances that the project will be completed by so and so date. But when asked to give it in writing, they never do that. This means that we are holding onto a hope which is constantly being shattered.” Abhineeta’s family, like many of the buyers, took a loan of Rs 62 lakh to pay for the house and is now struggling to pay the EMI of Rs 60,000 upwards. There are many more such families, Abhineeta said, who have bigger loans and are now being held hostage with unaffordable EMIs. She added, “Now after three years, 200 of us buyers have united and organised ourselves. We have filed 59 RERA (Real Estate (Regulation and Development) Act, 2016) cases. Some of us have filed cases against PNB too for paying the entire amount to Mantri against the Reserve Bank of India guidelines. The latest date promised by Mantri for the project completion is March 220, but the buyers claim that it is practically impossible for that to happen as there has been no progress since 2016. Double trouble As many of the buyers struggle to pay PNB the EMIs apart from having to pay rent for their current residence or make alternative arrangements elsewhere, they have been served legal notices. “We have been issued legal notices and threatened that our houses will be auctioned to recover the loan amount,” Abhineeta said. Ashish Gupta, another buyer, said that he has now been forced to engage a lawyer in Delhi to fight an arbitration case initiated by PNB against him. “I, along with a couple of people, have launched a complaint with the National Consumer Disputes Redressal Commission. But Mantri is delaying the proceedings. At least now they have admitted that they have acknowledged our agreement and stated that they will eventually fulfil it,” Ashish said. Legal recourse Bengaluru-based lawyer Faizan Asad said the buyers can seek relief from the court. “All the 200 consumers should file a police complaint against the builder and approach the High Court for relief by filing a writ petition based on these numerous complaints,” he said. He also said the buyers can approach the Competition Commission of India if the builder is a dominant entity in the market and is using his dominant position to the detriment of the buyers. Snehal Mantri, director of the real estate company, admitted that there has been a delay of two years. She said, “It is nothing like that the project is not getting completed. It has got a little delayed as you know everybody in the industry has got delayed due to various factors. So now we are handing over in phases, which we have already committed. And it is nothing that the delay has gone beyond. But definitely, as per RERA, we will adhere to the dates as per RERA that we have already committed. This is the only project that has got delayed, tomorrow onwards you will see that the project is going in full swing.” She added, “I know the customers have got little irritated. But ultimately we have to complete the project as their dream home. The compensation will be as per our agreement which we anyway give it if there is a delay.”

A faculty member of Mount Carmel English High School in Bengaluru was sacked for a question posed in a class 8 examination paper. The question? Who a farmer's friend was — an earthworm, Chief Minister HD Kumaraswamy or BJP leader BS Yeddyurappa.  The question, which was asked in the annual examination paper for Kannada for students of class 8, soon went viral on social media platforms for its political tone, especially with the state set to go for Lok Sabha polls on April 18 and 23. “I was shocked and embarrassed when I saw (the question paper) on WhatsApp. I received it from a friend late on Monday night. I immediately called up the person and took him to task. He was dismissed from his job and the management has been informed,” Raghavendra, the principal of the school in the city's southwestern suburbs, told Deccan Herald. “Our institution is known for quality education. We’re not bound to any political party or propaganda. We’ll ensure such incidents never happen in future,” he added. In the southern state, BJP state unit President Yeddyurappa calls himself a "raitha bandhu" (farmers' friend), while Kumaraswamy has often referred to himself as the farmers' leader, as a means of wooing the state's farming community. Kumaraswamy's party, Janata Dal (Secular), also depicts a female farmer on its green flag (symbolic of fields and the farming community). The question in the examination, however, did not intend to promote any political party or ideology, the school administration asserted. ‘Scrap minimum balance rule’: Bengaluru activists protest Metro smart card hike

On Wednesday, Metro officials raised the minimum balance for smart cards from Rs 8.50 to Rs 50.
A day after the Bangalore Metro Rail Corporation Limited (BMRCL) hiked the minimum balance for smart card to Rs 50, a group of activists under the banner of ‘Bengaluru Metro Users Forum’ held a protest in the city’s Town Hall opposing the move. They called for withdrawal of the new rule stating that this would be of great inconvenience to commuters. They also demanded that before taking such steps, the BMRCL should hold consultations with the public before taking any decisions which will directly affect commuters.  They also protested against the order being issued only in the English language and demanded that all orders be made available in Kannada as well. “They (BMRCL) should scrap this rule of minimum balance. They will earn lakhs of rupees in interest through this. This is an indirect way of earning profits from public money. This is a fraud. In bank at least you get interest, will they give interest?” Arun Prasad, one of the protesters asked.  Prasad is also a candidate for Bengaluru Central seat in the upcoming Lok Sabha polls from Viduthalai Chiruthaigal Katchi (VCK) party, which has its roots in neighbouring Tamil Nadu. When pointed out that the BMRCL’s decision was based on some passengers misusing the previous minimum balance which existed, Prasad said, “What integrity are the metro officials showing themselves? They have cut 257 trees on Bannerghatta Road alone without following required permissions. There needs to be a public consultation to cut more than 50 trees, but they will call tenders in parts showing less than 50 trees are cut and bypass the public consultation process.” It was reported how some commuters were not aware of the change in minimum balance on Wednesday when the BMRCL implemented the sudden rule change. Speaking to TNM on Thursday, Yashwant Chavan, BMRCL’s chief spokesperson said the rule change was necessary as some commuters would claim that they had no money after completing their journey. “People were misusing the minimum balance. There was a recurring problem as some people always used to travel with low balance and claim, ‘I don’t have money or ‘I don’t have cash or card’ at the destination station. Often, there would be altercations between the metro staff and commuters. This would also cause inconvenience to other metro users,” he said. Kumar Jahgirdar, a social activist said, "We will gherao metro stations in the coming days if they do not go back on their decision. Most people who travel in the metro are from the lower middle class.”

A social media campaign by a group of college students in Bengaluru recently brought to light alleged moral policing and harassment at the hands of police officials in the city. On Thursday, four of these students met with Isha Pant, DCP South East, to discuss the matter and were assured that police officials would be sensitised on the matter. The campaign which was run on Instagram and Twitter with hashtags like #NoMoreAbuse and #StopPowerAbuse was an effort by students of Christ University. Some of them had allegedly faced harassment or assault or intimidation by some police, and one policewoman in particular. Amogh Rayanker, a student who allegedly experienced moral policing and harassment from the woman police officer, was also among the party that met Isha Pant. “We asked her why such incidents of moral policing were happening. She told us that it was because many of the officials, especially at lower rungs, are not as sensitised and educated. So, their moral biases may come into play when they do their job,” Amogh tells TNM. “She told us that she would be taking up sensitisation for police officials in her jurisdictions to address the matter,” he adds. Speaking to TNM, DCP Isha confirmed meeting the students. "I would like to meet them again along with other students to understand the issues they are facing in detail. I intend to go to their college and interact with them for the same after elections in May,” she said. She added that she would take up sensitisation for police officials against moral policing in her jurisdiction after that. As for the policewoman who allegedly harassed Amogh, the DCP said that she had spoken to the officer in question. “She seemed to understand why what she was doing was wrong. She is presently on election duties,” Isha says, dismissing reports of the officer being transferred. The campaign It all started when Amogh Rayanker, an 18-year-old journalism student at Christ University, was allegedly harassed by the policewoman in SG Palya while he was waiting for a bus along with a woman friend on February 14 this year. A few days later, a blogger said on Instagram that a woman police official had assaulted people who were playing Holi in Bengaluru. In the aftermath of the same, more people began coming out with stories of being harassed by police. Sitting Congress MP turned rebel withdraws nomination from Tumakuru

Former Prime Minister Deve Gowda is contesting from Tumakuru as the JD(S)-Congress candidate, denying sitting MP Muddahanumegowda a ticket.
Muddahanumegowda, the sitting Congress MP from Tumakuru turned rebel, has withdrawn his nomination as an independent candidate in the Lok Sabha Elections. Tumakuru was the only constituency in the state where JD(S) is fielding a candidate in spite of a sitting Congress MP. The two parties had agreed to contest in the constituencies where they had a sitting MP. He announced the decision after a meeting with Deputy CM G Parameshwara and KPCC President Dinesh Gundu Rao at his residence in Tumakuru. On Friday, KPCC President Dinesh Gundu Rao and Deputy Chief Minister Dr G Parameshwara met Muddahanumegowda and requested him to withdraw the nomination. Speaking to the media after the meeting, Dinesh Gundu Rao said that Muddahanumegowda is a loyal member of the Congress and that the party’s leaders have promised to show him the respect he deserves. “These kinds of things are common in politics. In the past too candidates and leaders have been disappointed. Muddahanumegowda is an honest and loyal member of the party. We promised him that the party would not forget his contribution. I am confident that he will withdraw his nomination,” Dinesh Gundu Rao added. Soon after, Muddahanumegowda’s associates Ravi Kumar and former Congress MLA KN Rajanna withrew the nomination on his behalf. On Monday, when former Prime Minister and JD(S) candidate HD Deve Gowda filed his nomination from Tumakuru, Muddahanumegowda marked the occasion by taking out a rally of his own and filing his nomination as an independent candidate.  "Today, in the entire country 44 MPs are there and in these 44 if you give everyone a ticket and deny me, how fair is this? You have taken part in a coalition government but despite knowing how I have worked in the constituency, you have sacrificed me for coalition interests. How fair is this?", he asked his supporters during the rally. Deputy Chief Minister G Parameshwara had, however, told reporters on Monday that he was confident of convincing Muddahanumegowda to withdraw from the contest. The MP met former Chief Minister Siddaramaiah before announcing his withdrawal. This paves the way for HD Deve Gowda to contest as the sole candidate from the coalition against BJP candidate GS Basavaraju. Deve Gowda had won five times from the Hassan constituency before relinquishing it to his grandson Prajwal Revanna. Kannada producer accused of sexually abusing Dalit woman for over 2 yrs

Producer Kumar Gaurav allegedly suggested to the survivor that she had no option other than being his mistress since she belongs to the Dalit community.
The Bengaluru police on Thursday arrested Sandalwood actor and film producer Kumar Gaurav for allegedly raping, sexually harassing and intimidating a Dalit woman. On Wednesday evening, 19-year-old Raksha* approached the Kumaraswamy Layout Police alleging that Kumar Gaurav had raped her on multiple occasions over the past two years and was threatening her repeatedly. According to the police, Raksha met Kumar Gaurav in 2016 when she was pursuing her first-year diploma course in Bengaluru. Kumar allegedly convinced Raksha that he would offer her a role in a film he was producing. “He told the woman that she is very good looking and that she only had to bring a couple of photographs for the audition. He also told her that the audition was just a formality as he had decided to offer her the role he had promised her,” the Kumaraswamy Layout Police said. In November 2016, Kumar Gaurav allegedly called Raksha and told her to bring two of her photographs for an audition. He even offered to pick her up from the paying guest facility she was living in. “He picked her up and took her to his residence in ISRO Layout and allegedly raped her. He then told her to not speak about it or he would inform her parents about the incident,” the police added. Kumar Gaurav allegedly forced Raksha to send him intimate pictures of herself, threatening her with dire consequences if she did not. “He had collected lots of nude videos of hers and would threaten to release them if she did not listen to him. He even told her that no one would marry her or want to be with her since she is a Dalit woman, who has already had sexual relations outside of marriage. He also told her that her only option was to become his mistress. Over the course of three years, he has allegedly raped her many times,” the police said. Police say that Kumar Gaurav would book hotel rooms in the southern part of the city and force Raksha to go with him. “The victim says that she was taken to multiple hotel rooms. On march 16 this year, he had booked a room and locked her inside for an entire day and raped her. The victim was scared to come forward and file a complaint but after the latest incident, she said she could not take the mental trauma and decided to file a complaint,” the police added. The Kumaraswamy Layout Police registered an FIR on Wednesday under Sections 376 (rape), 354D (sexual harassment), 504 (intentional insult with intent to provoke breach of peace) and 506 (criminal intimidation) of the IPC. Sections 3(1)(w) (sexually harassing a woman of Scheduled Caste of Scheduled Tribe), 3(1)(r) (intentional insult or intimidation to humiliate a member of a Scheduled Caste or a Scheduled Tribe in public), 3(1)(s) (abusing any member of a Scheduled Caste or a Scheduled Tribe by caste name in public) and 2(va) (punishment for abusing a member of Scheduled Caste or Scheduled Tribe by caste name in public) of the Scheduled Caste and Scheduled Tribe Prevention of Atrocities Amendment Act 2015 have also been included in the FIR. The woman was a minor when Kumar Gaurav allegedly raped her in 2016. The police, however, have not booked him under Protection of Children from Sexual Offenses (POCSO) Act. When asked why the POCSO sections were not included, the police refused to comment.  Kumar Gaurav was remanded to judicial custody on Thursday.  * Name changed

KR Market paths to be cleared in Bengaluru after HC notes dismal fire safety norms

BBMP Commissioner N Manjunath Prasad made a surprise visit to the market on Thursday after criticism from the Karnataka High Court.
After criticism from the Karnataka High Court over the lack of fire safety measures at the city’s landmark KR Market, Bruhat Bengaluru Mahanagara Palike will start an anti-encroachment drive from Friday onwards. BBMP Commissioner N Manjunath Prasad on Thursday made a surprise visit to the market and found unauthorised constructions and encroachments in designated pathways. “The volume of encroachments was such that the fire brigade won’t be able to progress easily during emergency evacuations. Hence, removing the encroachments is the immediate measure we took,” the Deccan Herald quoted Prasad as saying. He added, “Many shopkeepers in the market have encroached three-fourth of the space in front of their shops, displaying produce and other merchandise. They have even encroached the footpaths by parking vehicles and keeping their stuff.” The Commissioner also said that Rs 2.7 crore of the Rs 50 crore amount allotted under the Smart City project for the renovation of the market will be spent on fire-proofing measures. This includes a fire substation with a minimum staff strength of 25 persons. On Wednesday, the Karnataka HC criticised the BBMP of laxity on fire safety norms and warned that the BBMP Commissioner and the Fire and Emergency Services (F&ES) department will be named as the first and second accused if a mishap occurs. The court was hearing a petition filed by Bengaluru Flower Merchants’ Association seeking the removal of encroachments on the pathway. The HC had directed the BBMP to submit a compliance report within two weeks’ time. In the light of the HC hearing, Prasad also issued a two-page circular to all zonal engineers to review fire safety measures of all commercial buildings in their jurisdiction. The Times of India quoted him saying, “It’s the responsibility of executive engineers to see that markets and commercial complexes are properly maintained. Daily activities, including providing water, clean drainage system, power supply and annual repairs need to be undertaken by the zonal executive engineer (projects). Further these engineers need to be well-equipped to handle any natural, climatic, fire emergency works in their jurisdiction.”

Four workers killed after their speeding canter rams truck in Bengaluru

Four workers of a brick factory were killed were killed in the early hours of Thursday after the canter they were travelling in, collided with a truck just outside the city limits of Bengaluru.The incident took place in Tirumagondahalli, near Anekal after the tyre of the canter burst at around 5:30am, Deccan Herald reported.  Two others who were in the rear of the canter escaped with minor injuries. All of them worked in a brick factory located in Attibele. The New Indian Express reported that the tyre burst was caused due to overspeeding, which resulted in the vehicle crossing over the median and hitting a truck coming from the opposite side. Police said the speeding canter was coming towards Bengaluru from neighbouring Tamil Nadu while the truck from the opposite side was heading towards Hosur.  Traffic movement was affected for several hours because of the accident on National Highway 7. The deceased were identified as Paramesh Nag (24), Chetu Mandovi (22), Rathan Kashyap (23) from Chhattisgarh, and Vinod (28) from MSIL Layout in the city. Local police shifted the bodies for post-mortem. The driver Gopi and vehicle cleaner Sachchi of the truck are recovering at a private hospital.  Police had to cut through the metal frames of the canter to recover the bodies, an eyewitness said. “There is something wrong on this part of the highway, as I have seen several accidents at this very spot. The road slopes a little, and drivers often lose control over vehicles. Highway authorities have to take some road safety measures to prevent such accidents.” Naveen, a resident told TNIE. Police have recorded the statements of the two workers who were at the back of the canter and have registered a case of reckless driving.
