Bengaluru police on Sunday arrested the assailant in the murder case of Ayyappa Dore, the former vice-chancellor of Alliance University. Ganesh (37), a serial offender, had played a central role in the murder, police officials said. The police, who had to open fire, managed to nab him eventually in the premises of the Karnataka State Seeds Corporation Limited (KSSCL)  in Hebbal.  “When we tracked him down to the Karnataka State Seeds Corporation Limited godown in Sanjay Nagar where he was hiding, he attacked two police personnel in an attempt to escape,” a senior police official told The Hindu. Ganesh is an associate of Suraj Singh, who works at Alliance University. He was allegedly hired by Chancellor Sudhir Angur to murder Ayyappa Dore and Madhukar Angur, Sudhir's brother, in a bid to take control in the university. Sudhir and Suraj were arrested soon after the murder by police officials.  “Ganesh was also responsible for arranging weapons. After attacking Ayyappa with lethal weapons, he stabbed him one last time to ensure that the job was done,” a senior police officer told Times of India. According to the police, Ganesh works at a tyre repair shop in Byatarayanapura and was promised Rs 20 lakh and a job at Alliance University for carrying out the murder.  Police said that when a team of officials tracked him down on Sunday, he was shot on his left leg after he attacked the police personnel.  The accused persons had studied the movements of Ayyappa Dore before carrying out the murder during his routine late-night walk after dinner. His body was found at a ground in RT Nagar near his residence the next day. Police officials have said that the murder was carried out to gain power in the university and that it was at the behest of Sudhir Angur.

Users of the Namma Metro in Bengaluru were in for a scare on Saturday after a purple line train emitted smoke from underneath a coach at around 5 pm in the evening. The incident occurred when the train was about to leave Indiranagar Station for the Swami Vivekananda Road station. A video of the incident has been tweeted by one metro user Kashyap Jagadeesh. He tweeted the video with the text— “Technical issue in Bengaluru Metro train/ coach..Smoke from Battery and LTEB box..Commuters evacuated.”   Technical issue in Bengaluru Metro train/ coach..Smoke from Battery and LTEB box.. We took a precautionary measure to take it into the depot. The casing of a battery used for UPS in the coach had got heated up which led to the smoke. We are suspecting short circuit inside the battery to be the cause but at present we are still analysing.” The coach was sent to the car shed for inspection. The Namma Metro coaches have been in operation since 2011 and were made in South Korea. Speaking to TNM, Surya Narayana Murthy, Vice President of Bengaluru Metro Rail Employees Union said, “The issue occurred at around 5:06 pm when the train was leaving towards Byappanahalli. After a passenger from the opposite side raised alarm, authorities asked commuters to deboard the train. The train was then rushed to the BMRCL depot in Bommanahalli for thorough inspection.” He added, “As we understand this was not a fire but smoke was coming from one of the batteries which are fitted to the coaches. This happens due to fluctuation of the power supply. This shows the management has to take care of the maintenance in a much better way. But the management is more interested in painting walls and other beautification purposes. Whoever is responsible for this lapse should be punished as passenger safety should not be compromised.” There have been multiple incidents of disruptions in the services since 2011 when the first services started.

File image
Former Karnataka Minister and Congress MLA BZ Zameer Ahmed Khan suffered a mild heart attack on Sunday after he was admitted to Bengaluru’s Vikram Hospital on Saturday night.  Staff at the hospital said that his condition is presently stable following a minor surgery and he might be discharged on Monday. A formal statement from the hospital is awaited. According to his staff, the 53-year-old complained of severe chest pain in the morning and was subsequently rushed to the hospital on Saturday night. Zameer who was formerly with the JD(S) is seen as a man close to former Chief Minister and current Leader of Opposition Siddaramaiah. He had switched his allegiance to the Congress along with few other JD(S) MLAs ahead of a crucial Rajya Sabha election in 2016. He is the MLA of Chamrajpet Assembly constituency in Bengaluru. The four-time MLA was duly rewarded and given the portfolio of Food and Civil Supplies Department along with the post of Minority Welfare in the previous Congress-JD(S) government. He was incidentally a minister in the BJP-JD(S) government as well. According to political observers, Siddaramaiah had picked Zameer Khan to replace former Minister Roshan Baig as the pan-Karnataka Muslim face for the Congress. He had recently courted controversy after he was issued a notice by the Special Investigation Team for his alleged involvement in the IMA ponzi scheme along with Roshan Baig. He was subsequently quizzed by the Central Bureau of Investigation (CBI) after the case was transferred to them. Zameer, in his 2018 Assembly Election affidavit, had listed purchasing a property worth Rs 5 crore from IMA kingpin Mansoor Khan. He maintained that this was the only transaction he had with Mansoor Khan. Later Zameer was summoned by the Enforcement Directorate in connection with the case.

Controversy
The state commissioners have written a letter to Governor Vajubhai Vala on the matter.
File image of NC Srinvas taking oath
In an embarrassing turn for the Karnataka government, an open rebellion has emerged in the State InformationCommission against its chief. A group of nine information commissioners held a press conference on Saturday accusing Chief State Information Commissioner NC Srinivasa of failing to follow norms and acting without accountability. The nine state information commissioners also wrote to Governor Vajubhai Vala seeing action against Srinivasa under Section 17 of the Right to Information Act. In the letter, commissioners have alleged that the chief was working in an autocratic and arbitrary fashion. Speaking to reporters, HP Sudham Das, one of the commissioners, said, “There has been no transparency or accountability ever since he [chief] assumed office. Earlier, periodic meetings were held to discuss issues pertaining to the information commission. After he assumed charge, the entire system in the commission has collapsed.” He added. “On October 12, there was an annual convention of the Central Information Commission in Delhi. The Chief Information Commissioner did not inform us about it and deprived us of an opportunity to attend the event. All these years, information commissioners took part in the event as it was a national forum to deliberate various issues.” Another information commissioner L Krishnamurthy said, “Even in daily affairs, he has held meetings with staff of our offices, but has not held a meeting with us. Previous chief commissioners used to do it.” However, Srinivasa claimed that there was no need for all of the information commissioners to attend the event at the national capital.  “It was a conference of the Central Information Commission. I thought it was sufficient if one participated in the meeting. I was invited as special invitee and took part in the event. Had all the information commissioners participated in the event, it would have been a burden on the State exchequer. Moreover, I am not under any obligation to reveal each and every communication I receive to the other information commissioners,” Srinivasa told The Hin

21-year-old Bengaluru student dies while practicing ramp walk in college

Accident
The student was rushed to a hospital, where she was declared brought dead.
In a tragic incident caught on camera, a 21-year-old college student collapsed on Saturday and passed away when she was practicing a ramp walk for an upcoming event in college. Peenya Police said she is suspected to have suffered a cardiac arrest.  The entire incident was recorded in the CCTV cameras in the college. According to reports, the woman has been identified as Shalini, a first-year student at the Acharya Institute of Medical Sciences who used to reside in Lakshminarayanapura near Srirampura in Bengaluru. "The student died while practising ramp walk for the freshers' day celebration in her college. The cause of death is suspected to be cardiac arrest. She was standing near the stage after her turn when she fell to the ground," Deputy Commissioner of Police, Bengaluru North, Shashi Kumar said. "The other students immediately took her to the nearest hospital, where she was declared brought dead," Kumar added. According to ANI, Peenya police have registered a case under section 174(c) of the Code of Criminal Procedure. The section deals with investigating the cause of natural deaths when the Station House Officer of the local police intimates the executive magistrate to inquire about an unnatural death. The incident comes after another similar tragedy was reported in July when standup comic Manjunath Naidu collapsed and died on stage in Dubai. In that incident, the 36-year-old comedian was performing for a packed audience at the Signature hotel, when he complained of high anxiety and sat down on the bench next to him on the stage, and immediately collapsed onto the floor.  However, the audience thought it as a part of his set, since it was just minutes after he began his act, where he spoke about how he suffers from anxiety. In May, in a similar tragic incident, a Kerala policeman collapsed midway while singing on stage.  Vishnuprasad, a Sub-Inspector in Thiruvananthapuram was singing to a house full of relatives on the eve of his youngest daughter’s wedding. He was declared dead when he was taken to the hospital.

Karnataka activists may approach court to oppose Kaiga nuclear plant expansion

Environment
Earlier, a Tata Memorial Trust report had said the nuclear plant, was responsible for increasing cancer cases in the region.
Environmental activists are determined to oppose the expansion of the Kaiga Atomic Power Station near the Kali Tiger Reserve in Uttara Kannada district of Karnataka. Currently, the plant has four units. The National Thermal Power Corporation (NTPC) has proposed a fifth and a sixth unit, the proposal for which has cleared all environmental regulatory hurdles from both the state and union governments recently. Activists argue that expanding the Kaiga plant will result in the loss of 54 hectares of pristine forests in the fragile Western Ghats near the Kali Tiger Reserve. They also question the practicality of setting up more nuclear power plant units or replacing it with other safer and cheaper power generating options like solar and wind energy.   Incidentally, the Karnataka High Court also recently ordered an interim stay on further felling of trees by the National Highway Authority of India for the expansion of NH4A (Belagavi-Goa), after it learnt that the authorities had violated the Forest Protection Act. Encouraged by this, activists opposing the new units in the Kaiga plant are planning to approach the court, if other means of protest do not work. A threat to eco-sensitive area “When the whole world is shifting away from nuclear power and looking for eco-friendly sources like solar and water, why do we want to create problems like Fukushima (Japan) with already four dams created in the upper course of the Kali river? Why do we want to destruct forests further when climate change is already impacting us?” asks Joseph Hoover, a former member of State Wildlife Board and founder of United Conservation Movement.  “It is not necessary as the state is power surplus and will primarily help other states. There is also the issue of increased cancer cases in the area because of the plant,” he added. A Tata Memorial Centre report in 2010 had said there was a spurt in cases of cancer over the past two decades in Kaiga. Experts insist that this is because of radioactive pollution caused by the nuclear power plant.  Advocate Prince Isaac, who represented the United Conservation Movement, which was one of the petitioners in the NH4A case, said, “This area is classified as eco-sensitive area-1, according to a specific order from November 2013 under Section 5 of the Environmental Protection Act by the Union Ministry of Forest, Environment and Climate Change. By the same order, no developmental work (construction involving space more than 20,000 sq metres) can take place in this zone.” Pointing out that the government is breaking its own law, he added,  "Other than this, for projects in sensitive areas, there is a legal mandate to carry a biological impact assessment as there are rare species that are endemic to the area. That has not been undertaken here.” Read: Environmentalists oppose expansion of Kaiga nuclear plant in K’taka citing ecology In December 2018, local environmental groups — Uttara Kannada Zilla Psrisara Samrakshana Samiti, Bedti Aghanashini Kolla Samiti and Vruksha Laksha and residents of the area – had also opposed the expansion of the power plant during the mandated public consultation process. Recently, even Gangadharendra Saraswati Swamiji, the seer of Sonda Swarnavalli Mutt, had also opposed the nuclear plant’s expansion. Green signal from authorities Despite opposition, the expansion has already been given a go-ahead by authorities. An expert committee led by Union Minister for Environment and Forests Prakash Javekarhad gave a conditional go-ahead, and so did the Karnataka Forest Department.  Speaking to TNM, a top Forest Department official said, “The land was already leased to them. Following norms, the detailed project report was cleared previously. This time too they have given us the detailed project report (DPR) and we have approved it. There is no additional land involved [in the expansion].” The National Tiger Conservation Authority (NTCA), meanwhile, has laid down some conditions regarding the release of effluents into the Kali river, and for conserving the forest flora and fauna. The conditions include regular monitoring of the soil and groundwater samples for pollutants and heavy chemicals. But Vidya Dinker, a well-known activist based in coastal Karnataka, expressed her disappointment, saying, “The Ministry of Environment has become a clearing house for projects and people have to lean on other means such as popular mobilisation, or the National Green Tribunal to safeguard the environment.  The Ministry is hardly taking measures to put in place checks and balances.” She added, “Once the project is cleared,  there is hardly any scrutiny as the department officials often file cursory monitoring reports.” //

Siddaramaiah opposes Bharat Ratna demand for Savarkar, Karnataka BJP justifies it

Politics

Former Karnataka Chief Minister Siddaramaiah has criticised the BJP for its plan to honour Vinayak Damodar Savarkar, popularly known as Veer Savarkar, with a Bharat Ratna award – India’s highest civilian honour. Speaking to Congress party workers in Mangaluru, Siddaramaiah reportedly said, "The murderer of Mahatma Gandhi is getting Bharat Ratna! Those who conspired to eliminate Gandhiji are getting Bharat Ratna! Should BJP be allowed to gain a foothold in Mangaluru, known as land of intellectuals?" Savarkar was named as one of the accused in Gandhi’s murder, but was not convicted. Some of his critics say that this was only because of insufficient evidence. Siddaramaiah's remarks come after the BJP pledged to honour Savarkar with a Bharat Ratna in its manifesto for the upcoming Maharashtra Assembly elections. BJP Karnataka's social media handle responded by defending Savarkar's role in the freedom struggle, which has been subject to scrutiny. "Veer Savarkar who fought British and was kept in deadliest jail shouldn't be awarded Bharat Ratna. If British didn't want to give freedom to India & Nehru was leading independence movement, why wasn't he sent to Cellular Jail?" According to @INCIndia, Veer Savarkar who fought British & was kept in deadliest jail shouldn't be awarded Bharata Ratna. If British didn't want to give freedom to India & Nehru was leading Independence Movement, why wasn't he sent to Cellular Jail?#BharatRatnaforVeerSavarkar — BJP Karnataka (@BJP4Karnataka) October 19, 2019 Although Savarkar's supporters cite his time in the Cellular Jail, his critics point out the mercy petitions Savarkar wrote to the British in which he pledged loyalty to the British.  Savarkar, a staunch supporter of Hindutva, was given the prefix 'Veer' by followers of the Sangh Parivar. As per a column published by Outlook, the BJP vaulted Savarkar into the national limelight by hanging a portrait of him in Parliament in 2002. On Thursday, Union Home Minister Amit Shah said that had it not been for Veer Savarkar, India wouldn't have known the importance of the 1857 Mutiny. "The Mutiny of 1857 would have remained a revolt as the British had called it. It was Veer Savarkar who gave it the name of the first war of independence," said Shah.
